Executive Summary

Arkansas State University is committed to “preparing students in challenging and diverse ways to
become more productive global citizens.” To meet the needs and demands of 21st century
students, the University has undertaken an important and significant step to address these
challenges with the commencement of Project OneAstate.

Project OneAstate is the implementation of the SunGard SCT Banner® suite of enterprise
computing products replacing all modules of the current legacy system. This implementation will
enhance the services provided to all University constituents including student access and
recordkeeping, financial functions, human resource processes and institutional development
functions. While the project is massive in scope and complexity, the rewards realized should be
substantial as well. The thirty-six month project timeline was constructed to best synchronize the
implementation phases with the critical business processes of the institution. The planning,
management, implementation and oversight aspects of the project, including the human
components were designed to maximize efficiency and minimize risks to the project success. By
utilizing proven project management methodologies, involving stakeholders in thorough planning
and with consistent and on-going support from the University leadership, Project OneAstate will
result in a robust and responsive enterprise system supporting the mission and goals of Arkansas
State University

SunGard SCT is committed to working with Arkansas State University to realize the rewards
from Project OneAstate. The SunGard SCT Vision is to help Arkansas State University to
implement and meet institutional strategic objectives of a seamless integrated environment
between Banner and Plus Enterprise Resource Planning (ERP) Systems, SCT Luminis Premier,
the Blackboard Learning Management System (LMS), and other core enterprise applications in
order to create their Unified Digital Campus, an environment in which systems, individuals, and
communications interact seamlessly for learning, teaching, administration, and achievement.

1 Introduction

1.1   Mission

1.1.1 ASU
       Enterprise computing systems serve as an information backbone of the institution’s core
       business, teaching, and learning processes. In order to compete successfully, provide a
       student-centered environment, and grow and prosper in the new millennium, ASU must
       invest in the upgrade of our current administrative system. Concurrent with this technical
       upgrade, we must review our business practices and policies to insure responsiveness to
       the institutional mission, goals and objectives. Broadly speaking, Project OneAstate will
       result in:
             An environment that supports, encourages, and promotes “Education Anytime,
                Anywhere”.
             An environment that promotes a seamless academic experience for all ASU
                constituents.
             A University that provides increased and improved service and quality levels for
                all constituents.
             An environment that is scalable, in that it has the ability to add new/increased
                services at a minimal cost.
             An IT organization with increased reliability: technically and organizationally.
             An IT service that facilitates increases in recruitment and retention.
             Services that move existing paper processes to electronic services.
             An environment that extends educational and economic services to previously
                un-reached constituents.
             An IT environment that promotes the development of a network of internal and
                external personal relationships that increase the number and influence of
                stakeholders of the University, creating greater sense of ownership among all
                constituents.

1.1.2 SunGard SCT
       The mission of SunGard SCT is to provide Arkansas State University the education and
       consulting services to implement the Banner systems while assisting them with their
       business processes, and implement the SCT Luminis Premier product family including
       SCT Luminis Platform III, Luminis Enterprise Data Integration (LDI) Technology and
       Luminis Content Management System for both data and single sign-on integration with
       the Banner applications and Blackboard Learning Management System, and further
       integration with other applications as defined by the assessment process and the project
       team, including existing web-based applications.

1.2   Objectives

1.2.1 ASU
       The expectations and demands of the 21st century consumer far exceed the capabilities of
       the legacy ASU administrative computing system. To succeed in the increasingly
       competitive market, ASU must offer our constituents access and institutional processes
       that reflect the convenience and responsiveness of current technologies. Specifically, we
       must:

               Provide 24/7 access to student services such as admission, registration and
                financial aid processes, curriculum information, on-line transcript access, and
                account information.
               Provide reliable human resource and payroll functions with self-service
                availability of personnel functions for University employees.
               Provide a reliable financial system that promotes efficient, electronic methods for
                A/P, procurement, budgeting and general accounting functions.
               Provide advancement services with 24/7 self-service access to constituents and
                efficient, reliable real-time functionality to enhance University Alumni and
                Advancement processes.
               Complete the project with successful outcomes on the above objectives within
                the project timeline and within the project budget.

1.2.2 SunGard SCT
                o   Provide guidance and support to ASU as they implement the infrastructure of
                    their digital campus. We will exceed their expectations through our services
                    and methodologies to achieve total customer satisfaction.

1.3   Benefits
       By achieving the business objectives of this project the service levels of today will be
       surpassed by working smarter not harder.

1.4   History and/or Background
       Arkansas State University enrolls 16,000 students in credit and non-credit courses in 25
       locations across Arkansas, and numerous on-line courses offered by the internet. The
       university offers a wide range of services throughout the state and region, including
       educational programs ranging from technical certificates through doctoral degrees.
       Arkansas State University has pioneered distance learning delivery throughout the state,
       using compressed video and internet-based technologies. Bachelor’s and Master’s
       degrees are extended from Jonesboro to other system campuses using these capabilities,
       and are often awarded to students through participation in their home communities. The
       Jonesboro campus is a component of the Arkansas Biosciences Research Institute,
       created through funding of the Master Tobacco Settlement. Activity is focused on health-

       related benefits of agri-medical and bio-technology research. Arkansas State University
       has been recognized by the Kaplan Newsweek College Catalog as having nationally and
       regionally recognized programs in financial aid, career guidance and placement,
       individualized faculty attention, and was rated as having extraordinary value for cost. The
       national Kaplan survey of high school guidance counselors identified Arkansas State
       University as academically competitive, and one of the 34 national “hidden treasure”
       universities. The university was recently recognized by Yahoo magazine as one of the top
       50 technology-focused campuses in America.

       In January of 2004, Dr. Wyatt commissioned a team of 40 individuals from across the
       institution to investigate what options were available to the University to not only address
       the critical need before us in terms of supporting our business processes, but to identify a
       solution which would best position the University for growth and excellence for the long-
       term. This team evolved to include over 80 individuals from across the institution and
       from system campuses, and performed a thorough investigation of all available options
       before arriving at the recommendation of the SunGard SCT Banner solution.

       Contract negotiations were completed in late August, 2004 and Project OneAstate began
       formally with preplanning sessions in mid September. The full implementation process
       to leap from Plus to Banner is expected to span 36 months and will result in the
       replacement of all components of the current administrative system and the addition of a
       single sign on portal environment for web access.


1.4.1 Feasibility Recommendations
       Based on the planning activities and information available at this time, Arkansas State
       University and SunGard SCT believe the scope and approach of Project OneAstate is
       feasible provided that the necessary resources and facilities are made available as needed.
       Where appropriate, factors have been further documented in the Risk Management
       Section of this Document.


1.4.2 Strategic Directions for Arkansas State University – Jonesboro Adopted by
      the Strategic Planning Council. Board of Trustees Meeting Minutes-

       1. Enhance the university’s reputation, visibility, and influence.
       2. Enhance learning by focusing on the institution’s priorities – teaching, research, and
          service.
       3. Develop a cohesive campus community based on strong shared governance, excellent
          communication, and mutual respect.
       4. Develop a culture of assessment to continually and systematically examine and
          enhance educational and institutional outcomes.

         “Location” identifies the physical location of the Approved documents (e.g., filename
         within a directory structure on a LAN server, database, or a binder on a bookshelf in an
         office).

2 Project Scope

2.1.1 Project and Engagement Management Services

      SunGard SCT’s Project Management services will be provided over the course of a thirty-six
      (36) month period that commences with project initiation. The project is expected to be
      initiated within a short time following the Effective Date. During this period, a single
      SunGard SCT Engagement Manager, Project Manager and Quality Assurance Analyst will
      provide services to the University in connection with the project.

      The SunGard SCT Engagement Manager will be responsible for the overall administration of
      the project. The SunGard SCT Engagement Manager will support the project at the executive

   level, and provide the parties’ Project Managers with administrative support designed to help
   them meet their project responsibilities.

   The SunGard SCT Engagement Manager will:

    Facilitate the relationship between SunGard SCT and the University.
    Provide general management and serve as primary liaison with University executives,
     including dispute resolution of contract-related issues.
    Communicate regularly with University executives regarding the project.
    Oversee delivery of SunGard SCT contractual deliverables.
    Elevate production-critical software issues to the appropriate levels within SunGard SCT
     organization.
    Elevate management issues to the appropriate SunGard SCT senior executives.
    Recommend resolutions for issues escalated by the project Steering Committee to the
     executive level.
    Reports to University and SunGard SCT executive management regarding project status.

   SunGard SCT will provide support to Arkansas State University as described below:

    SunGard SCT and Arkansas State University will co-develop project-related documents
     describing Project Definition, Configuration Management, Communication Plan,
     Training Plan, and the Quality Assurance Plan using SunGard SCT-supplied templates
     for these named documents.

    SunGard SCT and designated Licensee representatives will co-develop documents
     referred to as the “Services Requirements” and the “Prioritized Services Requirements”
     which will describe a targeted schedule of tasks to be performed by SunGard SCT and
     the order in which SunGard SCT intends to perform such tasks, as well as the technical
     requirements and the facilities and equipment which are necessary for the project. Once
     the parties are in agreement, each shall mutually approve the documents in writing prior
     to commencing implementation activities. Once established and agreed to, any changes to
     these documents will require written approval of both parties. Neither party shall
     unreasonably withhold or delay any approval required under this provision and each shall
     work together in good faith to attempt to resolve any disagreements in this regard.

    SunGard SCT and Arkansas State University will jointly maintain and update, as
     reasonably necessary, the Project Definition, Project Schedule, Configuration
     Management, Communication Plan, Training Plan, Testing Plan and other relevant
     project-related documents.

    SunGard SCT will develop the Project Schedule and Education Plan using SunGard SCT-
     supplied templates.

    To the extent each party is in agreement, the parties will mutually accept in writing the
     Project Definition, Organizational Readiness, Configuration Management,
     Communication Plan, Training Plan, Testing Plan, and the Quality Assurance Plan
     documents prior to the implementation of the SunGard SCT Component system(s).
     Neither party shall unreasonably withhold or delay their approval of any document and
     must work together in good faith to attempt to resolve any disagreements in this regard.

    The SunGard SCT Project Manager will perform up to an aggregate of eight on-site visits
     per Project Year (each “Project Year” commencing upon project initiation or the
     anniversary thereof over three Project Years). In connection with such visits, SunGard
     SCT will:

           Participate in the co development of project related documents
           Assess the status of the project and assess and identify significant risks to its
            completion;
           Identify and report issues which may potentially impact the project;
           Review all planning documents which are SunGard SCT’s responsibilities as outlined
            above
           Write a project status report after each visit.

    The SunGard SCT Project Manager will be available to work remotely with Arkansas
     State University’s Project Manager in the tracking, management and control of project
     activities for up to 18 hours per month during each Project Year.

    As part of SunGard SCT Project Management Services, the assigned SunGard SCT
     Quality Assurance Analyst will conduct up to an aggregate of two (2) remote Quality
     Assurance Assessment sessions per year, to be conducted at approximately six (6)
     months and eleven (11) months after the initiation of the project, and at the 6 and 11
     month marks of the second and third Project Years, to assess compliance to the project
     processes defined and agreed as part of the Project Definition. With these sessions,
     SunGard SCT will:

           Assist in the development of the Quality Assurance Plan.
           Provide a written Quality Assurance Status report.

    At or near the end of the third Project Year, SunGard SCT will conduct a Project
     Certification Process to determine and document the extent to which (a) the project’s
     agreed-upon objectives have been met; (b) material issues (i.e., issues which result in a
     significant delay in the project or a significant impact on Licensee’s operations) identified
     during the course of the project have been satisfactorily addressed and closed out in a
     reasonable manner by the party responsible for the issue; and (c) Licensee accepts the
     project as complete, which Licensee shall be obligated to do to the extent that SunGard
     SCT has performed its obligations as identified in the above-referenced project
     documents.

2.1.2 Business Process Analysis
   SunGard SCT will provide the following Business Process Analysis services to Arkansas
   State University to document, define, and evaluate Arkansas State University’s current
   procedures and use of certain SunGard SCT Component Systems.

    SunGard SCT will conduct a Business Process Analysis Workshop.

    SunGard SCT will assign a Business Process Analyst and a functional Consultant to
     conduct information-gathering sessions for twelve (12) functional processes to be
     assessed and modeled for the Student functional area and for six (6) functional processes
     to be assessed and modeled for each of the Financial Aid, Finance, and Human Resources
     functional areas, as agreed upon by SunGard SCT and Arkansas State University.

    The assigned SunGard SCT staff will conduct information-gathering sessions with
     representatives of the Student, Financial Aid, Finance, Human Resources, and
     Advancement functional areas as well as other appropriate Arkansas State University
     staff, to gain an understanding of the Arkansas State University’s operational use of the
     SunGard SCT Banner Student, Financial Aid, Finance, and Human Resources
     Component Systems related to the identified processes.

    SunGard SCT will review the identified processes used within the functional areas of the
     above-described Component Systems to:

           Assess procedural documentation

           Assess each activity owner’s process knowledge to recommend appropriate
            additional training needs, if any

           SunGard SCT will develop and provide a Current State Document and an SunGard
            SCT Recommended Practices Document that:

               Describes the results of the interviews and information-gathering activities

               Documents Arkansas State University’s internal business processes to provide an
                analysis of the alignment between the current business processes and the
                SunGard SCT Component System(s).

               Provides representation (graphical or textual) of the agreed-upon current
                processes

               Provides general recommendations for process improvements, which may
                include recommended documentation needs and additional training requirements,
                as appropriate

2.1.3 Data Migration Toolkit Services
   SunGard SCT will provide the SunGard SCT Banner Data Migration Toolkit and associated
   services to Licensee in accordance with the following description of services. These services
   include on-site training in the use of the SunGard SCT Converter Tool, documentation/user
   manual for the Converter Tool, and remote support. A SunGard SCT manager will be
   responsible for coordinating the resources and schedules for the services.

    Migration Organization and Planning - SunGard SCT will present a sample overall
     migration plan which overviews of each of the migration steps, anticipated timelines, and
     the roles and responsibilities of all individuals, such as the project management
     responsibilities, decision-making roles, roles in cleansing the legacy system before data
     extraction, and creation of necessary crosswalk files. SunGard SCT, in conjunction with
     Licensee’s Project Manager, will develop a Migration Plan with project requirements,
     resources and anticipated timeframes identified and documented. Specifically, SunGard
     SCT will interview key Licensee personnel to develop timelines for each component of
     the relevant Banner applications, detailing each phase of the migration effort (initial load,
     pre-production load, production load) for all applicable Banner modules. The resultant
     conversion plan identifies each key milestone, documents resource responsibilities and
     outlines completion dates and milestone duration. At the conclusion of this session, the
     institution will have a working plan for migration of legacy data into the SunGard SCT
     Banner application.

    Migration Toolkit Installation and Toolkit Training – After delivery and installation of
     Oracle, PL/SQL and Banner General Technical Training as part of the SunGard SCT
     Banner Component system implementation, SunGard SCT will install the SunGard SCT
     Banner Data Migration Toolkit software and prepare the data conversion schema.
     SunGard SCT will provide training in the functional and technical use of the SunGard
     SCT Banner Data Migration Toolkit software.

    SunGard SCT Banner Application Data Migration Training - SunGard SCT will provide
     SunGard SCT Banner Component system-specific Application Data Migration training
     after the specific SunGard SCT Banner application system Technical Training has been
     conducted, providing training in the specific sequences, data interdependencies, sizing
     strategies and technological approaches necessary to migrate appropriate legacy
     information to the SunGard SCT Banner Component system. In addition, SunGard SCT
     will provide recommendations on the departmental user involvement and appropriate

    Migration Toolkit Currency and Phone Support - SUNGARD SCT will provide twenty-
     four (24) months of remote telephone / Web support for the SunGard SCT Data
     Migration Toolkit.

    The Data Migration Toolkit, including:

            o  SunGard SCT Banner Baseline Data Mapping Definitions, providing the baseline
               descriptions of the SunGard SCT Banner column values.
           o COBOL Data Extraction Tools - These tools, tailored to the data mapping
               definitions, extract SunGard SCT Plus data into flat files that structurally mirror
               the SunGard SCT Banner table structures.
           o Customized SQL Scripts, used to create Oracle-based conversion tables.
           o Customized SQL*Loader Control File, to be used for the loading of data into
               conversion tables in the Licensee Oracle environment.
           o Data Translation Tools (Crosswalk Structures), providing the capability to equate
               legacy code values to new SunGard SCT Banner values that may be needed.
           o PL/SQL Conversion Scripts
Training and Documentation – SunGard SCT provides one (1) on-site training visit in the use of
the SunGard SCT Converter Tools, documentation/user manual for the Converter Tool, one (1)
week of remote toolkit support for the SunGard SCT Converter Tools, and two (2) weeks of
phone support. Additional support from SunGard SCT’s migration specialists is additional.

2.1.4 Remote Database Administration Services
   SCT will provide the following services to Arkansas State University during the initial
   Project Year.

    During the initial Project Year, SunGard SCT will provide an aggregate of 660 service
     hours of Remote Database Administration Services and on-going support for the
     SunGard SCT Banner Baseline Component System(s).

       During the initial Project Year, SunGard SCT will provide the following services to
       Arkansas State University until the service hours specified above have been exhausted:

    SunGard SCT will speak with, via telephone, representatives of the Arkansas State
     University to review and document the existing computing environment and discuss the
     goals and direction of the institution. SunGard SCT will periodically connect into the
     Arkansas State University computer system to review and monitor the Oracle
     environment and operating characteristics of the SunGard SCT Banner Baseline
     Component Systems, and propose needed changes, upgrades, and tuning adjustments as
     necessary.

    SunGard SCT staff will coordinate with data processing and administrative staff to assist
     in or implement the needed changes.

    SunGard SCT will conduct an initial on-site visit, if necessary, to review and document
     the existing environment and meet with the Computer Services administration to discuss
     the goals and direction of the institution. During the initial visit, SunGard SCT will assist
     in developing the policies and procedures regarding the administration of the SunGard
     SCT Banner Baseline Component System(s) and work towards devising a mutually
     agreeable plan for performing database maintenance that is designed to minimize impact
     to production systems such as payroll processing, system(s) backups, etc. to the extent
     reasonably practicable.

    To the extent that Baseline upgrades to SunGard SCT Banner Baseline Component
     System are delivered by SunGard SCT during the initial Project Year, SunGard SCT will
     upgrade the SunGard SCT Banner Baseline Component System(s) by installing such
     SunGard SCT Banner Baseline upgrades. Upgrades are typically performed in a test
     environment, and then placed into the production environment after end users approve
     changes. Upgrades are scheduled in coordination with data center staff. For the avoidance
     of doubt, the development by SunGard SCT of modifications to the SunGard SCT Banner
     Baseline Systems is outside the scope of SunGard SCT’s responsibilities under this
     Agreement. To the extent Arkansas State University requests that SunGard SCT develop
     any such modifications, Arkansas State University must notify SunGard SCT of this
     request in writing and SunGard SCT will provide a quote for the additional fees to be
     charged for rendering such services and the estimated effect of such services on the then-
     current project timeline. If the parties agree on such fees and related terms, the parties
     will execute a separate addendum to this Agreement (a “Work Order”) that specifies the
     fees and the services to be provided in this regard. In no event will SunGard SCT be
     responsible for integrating or retrofitting any modifications into a Baseline upgrade of an
     SunGard SCT Banner Component System. To the extent any modifications have been
     made to the SunGard SCT Banner Component System (by SunGard SCT or Arkansas
     State University), and Arkansas State University desires to have such modifications be
     integrated into, or retrofitted to work with, an upgrade to the Baseline Component System
     at issue, Arkansas State University shall notify SunGard SCT of this request in writing
     and SunGard SCT will provide a quote for the additional fees to be charged for rendering
     such services. If the parties agree on such fees and scope, the parties will execute a
     separate Work Order, which specifies the fees and the services to be provided in this
     regard.

       Additionally, during the initial Project Year, and in any event, subject to the aggregate
       660 person-hours limitation specified above, SunGard SCT will:

    Periodically dial-in to monitor database activities, tune the database and work with the
     system and network manager(s) in an effort to identify actions which could improve
     overall performance.
    Develop and implement security plans and backup/recovery plans.
    Create new accounts and grant and revoke database privileges as directed by Arkansas
     State University.

2.1.5 SunGard SCT fsaATLAS Services
   SunGard SCT will provide baseline SCT fsaATLAS Component system implementation
   services to Arkansas State University (Arkansas State University) in accordance with the
   following scope of services. These services shall include hardware configuration, installation
   of the SCT fsaATLAS software, and training in the use of the SCT fsaATLAS system. An
   SCT manager will be responsible for coordinating the resources and schedules for the
   services.

   SCT will provide:

    Installation of the SCT fsaATLAS software in SCT facilities onto the server machine
   provided by the Arkansas State University, testing, and operational validation (a
   “Deliverable”) of the SCT fsaATLAS software.
              Installation of necessary operating environment components, including SQL
       Server and IIS Configuration
              Installation and configuration of required third-party component applications
              Installation of the SCT fsaATLAS component system
              Initial configuration of the SCT fsaATLAS component system with the Server
       Configuration Utility
              Configuration of background functions on the server (such as SEVIS Transfer
       Service, Event Viewer, etc.)

    Return Shipment of the server machine to Arkansas State University.

  or exceeds the following standards, and the as-specified software, Certificates, School
  Code(s), and IDs/passwords required in relation to the performance of SCT’s services, as

       the deployment of the Luminis Foundation Product Family at Arkansas State University:

       Lake City, Utah, training facility for up to two (2) Arkansas State University staff in the
       following courses:

           Luminis System Administration – Provides training in the basic architecture and
            information flow among the SCT Luminis system components, and an overview of the SCT
            Luminis integration options. Training will include instruction in managing the SCT
            Luminis system and components, including users and groups, e-mail, calendar, group
            portal, course portal, site customization and content administration.

           Content Management Suite System Administration – Prepares system administrators
            to manage Luminis™ Content Management Suite Starter Edition components.
            (Content Management is included only with SCT Luminis Foundation or Premier,
            not with SCT Luminis Basic.)

            jsp templates; work with the built-in navigation and in-context editing capabilities of
            the Luminis CMS Starter Edition; work with configuration files to customize default
            parameters used in templates to manage controls in the GUI editor.

           Luminis CMS Starter Edition System Administration Training – Prepares attendees
            to manage their Luminis CMS Starter Edition servers and system components,
            including setup, configuration, routine maintenance, and user management tasks;
            troubleshoot system problems; know when and how to report issues to the SunGard
            SCT’s ActionLine.

           Luminis CMS Starter Edition Product Certification - Provide institutional trainers
            with the knowledge needed to develop and deliver training to all site managers,
            content managers, and content contributors on campus. It also provides schools
            access to SunGard SCT’s training materials and protocols that will quickly and
            effectively prepare attendees to deliver training to the appropriate constituent groups:
            know how the Site Studio application is used to create and manage content for sites
            Understand the types of users who will interact with Site Studio and the
            responsibilities they will have within the system for generating and maintaining
            content; know how to create sites and sub-sites and define the elements that can be
            used within them, such as templates and shared components; know how to manage

          SCT will conduct a Discovery Visit to assess and plan for the eventual implementation of
          the Luminis Premier Enterprise Solution. The objectives of this service are to:

           Provide education and awareness of products and services that are necessary for
            implementation.
           Gather data necessary to more accurately recommend a solution using the SCT
            Luminis Platform and SCT Luminis Content Management Suite Enterprise Edition
            configured for client’s processes.
           Identify and prioritize organizational, business, academic and technical project
            requirements from cross-institutional constituents.
           Determine preliminary project resources and skill requirements.
           Establish the project management controls and processes that will guide the
            implementation.

          SunGard SCT Services will collaborate with the institution’s project manager and teams
          to establish a high-level view of the entire project and to create the Project Definition for
          the SCT Luminis Platform and the SCT Luminis Content Management Suite Enterprise
          Edition, which will serve as the roadmap for the implementation.

          Deliverables:
                 Project resources and skill requirements identification.
                 Project definition document and schedule.
                 Project control processes.

          Requirements Gathering:
          During the Requirements Gathering activity, SunGard SCT consultants interview
          executives, faculty, staff, and students from campus departments to gather project
          requirements and identify the institution’s drivers for success. Once these factors are
          identified, SunGard SCT consultants will work with the institution’s project team to
          prioritize and plan for the Luminis implementation, while aligning with the institution’s
          strategic vision and mission. SunGard SCT consultants will assist the institution in
          raising awareness of the project and understanding of the product, help obtain cross-
          functional stakeholder input, and assist in the prioritization of project requirements.

       The SCT Luminis™ Foundation Services package is designed for institutions deploying
       the SCT LuminisTM Platform, SCT LuminisTM Content Management Suite Starter Edition
       for management of internal (not public) web content, and Luminis Data Integration
       Technology. The Luminis Foundation Services package provides the technical and
       organizational consulting, training, and support that will maximize effective use of the
       Luminis Platform for an enterprise implementation and Luminis Content Management
       Suite (“CMS”) Starter Edition for one focus area at the institution.

       Understanding the administrative process, academic environment, portal and internal
       Web content management needs, information access and integration priorities of the
       institution is imperative to the successful implementation of Luminis Platform and
       Luminis CMS Starter Edition. SCT Services utilize a highly effective approach to
       identifying and prioritizing the critical needs and desires of campus constituents.
       Aligning the institution’s people, processes, and technology with these critical needs and
       wants—as well as the institution’s overall strategy and vision—gives the institution’s
       project owners a roadmap to realizing the greatest benefits from the Luminis Platform
       and Luminis CMS Starter Edition. These practices also help to ensure project
       preparedness, cross-institutional representation, collaboration, campus-wide buy-in and
       effective planning and support for the implementation.

       The SCT Luminis services team’s highly skilled project managers, consultants, trainers
       and technical engineers work with institutions to help them configure and maximize the
       utility of the Luminis technologies. Made up of subject matter specialists in the areas of
       Web and portal content management, enterprise integration, uPortal channel
       development, security, change management, training, business assessment, and
       organizational strategies, the team is equipped to complement an institution’s strengths
       and facilitate the achievement of its Luminis Platform and Luminis CMS Starter Edition

                    consultants will review the Luminis Platform activities and identify project
                    risks and constraints. The project team session will include a discussion on
                    the planned implementation approach and methodology, as well as the need
                    to support an extended project team from both a technical and functional
                    perspective to participate in the Luminis Platform activities and decision-
                    making process.

                   Luminis Platform System Education
                    Institutional stakeholders participate in the Luminis Platform System
                    Education session in order to gain a more complete understanding of the
                    system and the necessary coordination required across the institution to
                    support the system technology, usage policies and processes, portal
                    layout/content planning, site management, rollout and utilization. The
                    System Education session gives participants both a wider perspective and a
                    more detailed conceptual understanding they need in order to be involved in
                    project team support and other implementation activities throughout each
                    phase.

                   Project Team Wrap-Up
                    SunGard SCT consultants will meet with the institution’s project
                    management team to review the outcomes from the Luminis Platform System
                    Education session, and discuss any additional modifications that are needed

                  SunGard SCT consultants will meet with the project team to review project
                  status and action items from the Luminis Platform kick-off, and identify and
                  address any outstanding issues in order to proceed with the Organizational
                  Information Gathering activity A review of the objectives, purpose and
                  outcomes of the Organizational Information Gathering session will be
                  conducted. After the completion of the activity, the Summary of Findings
                  and Recommendations Document will be reviewed with the project team and
                  next steps will be discussed.

                 Organizational Information Gathering Activity
                  Working against the backdrop of the institution’s vision for the Luminis
                  Platform, SunGard SCT consultants will conduct information-gathering
                  sessions that include interviewing executives, and holding focus groups with
                  faculty, staff, and students from a good cross-constituency of campus
                  departments to gather project requirements and identify the institution’s
                  drivers for success. During the Organizational Information Gathering
                  activity, SunGard SCT consultants will assist the institution in raising
                  awareness of the project and understanding of the product through product
                  demos and Q&A sessions that will help obtain cross-functional stakeholder
                  input, and assist in the prioritization of project requirements.

       Luminis Platform Technical Workshop

                 The Technology Planning activity is designed to frame the prioritized
                  technical architecture requirements and plans against existing IT systems,
                  technical goals and priorities. Through analysis of user requirements,
                  existing and future technology requirements, and integration options offered

                     define viable implementation options, high-level scope and estimated cost
                     that will be detailed and delivered to the campus project leaders.

                  development necessary to customize the site. SunGard SCT consultants help
                  the institution create, validate and prioritize the content layout plan that will
                  serve as their roadmap for content customization and publication. This
                  activity is key to the ultimate utilization of the institution’s Luminis
                  Platform, through constituent participation in planning compelling content
                  that will provide end users with enhanced access to information and an
                  online community where they can collaborate and communicate with the
                  institution. This planning activity specifically applies to the content
                  generated, maintained, and customized for the institution’s intranet or portal,
                  not public website and does not include the use of the web content
                  management system for planning.

       Luminis Platform Organizational Planning

              Project Team Session
                 SunGard SCT consultants will meet with the project team to review project
                 status and action items, review relevant data from the Organizational
                 Information Gathering sessions, and identify and address any outstanding
                 issues in order to proceed with the Organizational Planning activities, which
                 will be reviewed to outline the purpose and expected outcome. After the
                 completion of the activity, the Organizational Readiness Plan will be
                 reviewed with the project team and next steps discussed.

              Develop Organizational Change Management Strategies
                 During this activity, SunGard SCT consultants will collaborate with the
                 project planning team to identify how the Luminis Platform technology will
                 impact the institution, and determine what changes in process, policy and
                 communication are needed to support the implementation. The team structure
                 and roles will be defined, key stakeholders interviewed, and an analysis
                 conducted to identify barriers, issues, risks, etc. Key strategies will be
                 discussed to ensure the participants understand and apply proven change
                 management methodologies and processes to succeed in addressing change
                 and delivering desired outcomes.

              Manage Communications
                SunGard SCT consultants will collaborate with the project planning team to
                determine how project status and other information will be communicated for

                     which audience, identifying the who/what/how/when. SunGard SCT
                     consultants and the institution will establish a Communication Plan for the
                     project that will address the unique, ongoing communication needs and
                     methods for all key stakeholder groups as well as the project team. The
                     Communication Plan includes end user marketing strategies and materials,
                     project communication processes, web strategies, and ongoing feedback
                     mechanisms. The Communication Plan also serves as a guide for addressing
                     issues and provides a tool for raising awareness of policy and process issues.
                     Estimated timelines and ownership will be assigned.

              Manage Training
                SunGard SCT consultants will collaborate with the project planning team to
                identify the various groups that need to be trained. SunGard SCT consultants
                and the institution will establish create a Training Plan that establishes the
                segments of the user population that will need to be trained. The Training
                Plan identifies timelines, opportunities, type of training, dependencies,
                objectives, and materials for each user group. The Training Plan is a
                comprehensive tool that starts in Organizational Planning and is built upon in
                Product Certification.

              Document Lessons Learned
                 SunGard SCT consultants will discuss and create a plan to evaluate the
                 institution’s level of success in adoption to and absorbing of changes
                 experienced with the transition to the Luminis Platform environment.
                 Review the initial project critical success factors and objectives for
                 utilization.

       Luminis portal activities (implement phase)

              Luminis Content Administration Training

              The purpose of this training is to prepare content managers and administrators of
              the Luminis Platform to publish content to the portal or intranet. Participants will
              receive hands-on training in authoring content, creating channels, and managing
              workflows in accordance to prescribed roles and standards. This training spans
              two days and includes techniques for publishing and managing content in the
              Luminis Platform and does not include training on web content management or
              using the Luminis Content Management system. Upon completion of this course,
              attendees will be able to:

                     Understand the Luminis Platform’s distributed content management
                      processes
                     Create, send, and manage Targeted Announcements
                     Create and configure role-based content for delivery in Targeted Content
                      channels and system-provided content channels (My Courses and
                      Academic Services)
                     Create and manage content in Targeted Content channels and system-
                      provided content channels
                     Create simple channels leveraging existing Web content (inline frame,
                      image, RSS, Web proxy)
                     Create and publish XML transform channels
                     Understand the criteria for the development of custom channels
                     Understand the choices among content creation techniques

              Luminis Platform Product Certification

              This course offers institutional trainers the opportunity to learn how to use
              Luminis Platform and provides schools access to SunGard SCT expertise, end
              user materials, and training methodologies that will efficiently and effectively
              prepare them to plan and deliver training to all constituent groups across the
              institution. During the course, the attendees will:

                     Use the Luminis Platform in a hands-on training environment
                     Learn how to create a training strategy that will address the needs of all
                      users

                Consultant will install the production system and assist the institution in
                migrating test data into the production system to prepare for launch. For each
                installation, a SunGard SCT Technical Consultant will guide the institution’s
                technical staff through all the critical tasks of the SunGard SCT Luminis
                Platform Installation Plan in preparation for certification of the system.

       EDITION IMPLEMENTATION
       The Luminis CMS Starter Edition helps an institution create and manage web content on
       an institution’s internal Web sites or intranet. The Luminis CMS Starter edition does not
       include management of the institution’s public or .edu website and the services outlined
       below support the implementation of one focus area at the institution.

       ASSESS PHASE

       Objectives:

               Establish a solid foundation for the Luminis CMS Starter Edition implementation
                at all levels of the institution
               Provide understanding of the Luminis CMS Starter Edition product and services
                necessary for a successful implementation
               Identify the “focus area” for the implementation (A “focus area” is the collection
                of Web content, content management role-players, and processes that will be at
                the center of the Luminis CMS Starter Edition configuration and development
                efforts during this implementation)
               Identify project resources and skill requirements to support all phases of the
                project
               Establish the project schedule and milestones
               Establish the project management controls and processes that will guide the
                implementation

                 Strategic Session
                  SunGard SCT consultants will demonstrate the Luminis CMS Starter Edition
                  features and functionality and provide a high-level explanation of the
                  implementation approach and methodology. In order to ensure executive
                  support for the implementation, they will work with the executive team to
                  align the goals of the Luminis CMS Starter Edition project with the
                  institution’s vision or strategic goals. The executive session also provides the
                  opportunity to validate the recommended institutional project team and
                  resources to support all phases of the Luminis CMS Starter Edition
                  implementation.

                 Project Team Session
                  The outcomes of the discussion in the executive session will be incorporated
                  with the institution’s identified project team, where SunGard SCT
                  consultants will demonstrate Luminis CMS Starter Edition features and
                  functionality and review the Luminis CMS Starter Edition implementation
                  approach, methodology, and activities in detail. Project risks and constraints
                  will be identified, and recommended institutional resources will be identified
                  and validated.

       Luminis CMS Starter Edition Fundamentals

              SunGard SCT consultants will provide project stakeholders—armed with a high-
              level understanding of the Luminis CMS Starter Edition features and
              implementation process—with a more in-depth appreciation of the system and
              the associated policies, procedures, and decisions involved in a successful
              Luminis CMS Starter Edition implementation. Making use of presentations by
              the SunGard SCT trainer/consultant, hands-on activities, and discussion, the
              course covers Luminis CMS Starter Edition components and concepts, user and
              administrative tools, and scenario-based Luminis CMS Starter Edition user tasks.

       Luminis CMS Starter Edition Project Scoping

              SunGard SCT consultants will meet with the project team to review the
              information that was identified and shared during the Project Launch and
              Luminis CMS Starter Edition Fundamentals activities as they define the
              parameters of the Luminis CMS Starter Edition project to be implemented.
              SunGard SCT consultants will work with the institution to identify /confirm the
              “focus area” for the Luminis CMS Starter Edition implementation, participants in

              consultants will assist in fostering an understanding of the Luminis CMS Starter
              Edition system and its implementation and prioritizing project requirements so
              that the Luminis CMS Starter Edition can later be deployed beyond the focus
              area to the entire institution. Analysis of the information gathered in this activity
              will be reported in the Summary of Findings and Recommendations document,
              which will also identify alignment with baseline Luminis CMS Starter Edition
              functionality and gaps that suggest system customizations (either by the
              institution’s staff or by SunGard SCT technical consultants). This document,
              which is drafted by the SunGard SCT organizational and technical consultants,
              will then be reviewed with the institutional project team and validated so that it
              may be used as input for the Luminis CMS Starter Edition project Plan Phase.

                Summary of Findings and Recommendations document), the team will
                collaborate on developing the plan for the Luminis CMS Starter Edition as
                deployed in a specific focus area content and for subsequent extension of the
                Luminis CMS Starter Edition enterprise-wide. This session includes Luminis
                CMS Starter Edition site structure and configuration, navigation, templates,
                layouts, and components for development, workflows and Luminis CMS Starter
                Edition role players, procedures, and standards. Content identified for
                management within the Luminis CMS Starter Edition system will be mapped to
                this structure, and an action plan for migrating existing content and developing
                new content will be developed.

                After the completion of the activity, the Site Plan and Site Development Action
                Plan will be reviewed with the project team and next steps discussed.

                with the Luminis CMS Starter Edition. Specific objectives include identifying
                organizational changes associated with use of Luminis CMS Starter Edition,
                developing strategies for managing these changes, developing training strategies,
                developing an awareness/communication plan for the Luminis CMS Starter
                Edition rollout, and drafting an Organizational Readiness Plan.

       At the conclusion of the implementation, the client will have received all Luminis
       Platform and Luminis CMS Starter Edition services required to complete a successful
       implementation

       Client Obligations

               Identify and assign project resources to support Luminis Platform Project Team
                participation. This must include a Project Manager, Technical Lead and
                Functional Lead to support the coordination and requirements for the Luminis
                Platform implementation.
               Identify and assign project resources to support the Luminis CMS Starter Edition
                Project Team participation. This must include a Project Manager and Focus Area
                Lead(s) to support the coordination and requirements for the Luminis CMS
                Starter Edition implementation.
               Identify and provide the physical facilities where onsite SunGard SCT services
                will be delivered. This is to include laptop overhead projection capabilities,
                whiteboard or flipchart support for facilitation and discussion as needed,
                dedicated workstations for training workshop participants for SunGard SCT
                instruction, Internet access, and other facilitation and/or training amenities as
                defined with each service engagement.
               Provide project personnel to attend knowledge transfer and consulting sessions.
               Review existing policies and procedures and begin developing new policies and
                procedures to support the Luminis Platform and Luminis CMS Starter Edition
                utilization.
               Review the information contained in the Luminis Platform and Luminis Content
                Management Starter Edition documentation provided to ensure that each member
                of the implementation team understands the functionality being presented.
               Meet with the SunGard SCT consultants after each services delivery to identify
                any issues and concerns prior to going into next phase.

2.1.12 LDI for e-Learning with Blackboard

       SunGard SCT’s LDI for e-Learning Implementation Services will delivered in four
       required and one optional phase:

            o   Phase II – Installation of Messaging Components, Technical Training &
                Installation Support
            o   Phase III – Project Planning Review, e-learning Knowledge Transfer, System
                Verification and Debugging Skills

       Phase I – Organizational & Environmental Readiness Review; Project Planning

            During this phase, SunGard SCT will conduct interviews with institutional personnel
            (both technical and functional) to determine the state of the current environment,
            implementation and deployment plans and academic and policy goals and constraints.
            A number of documents; including a Project Definition, initial Milestone Plan and
            Implementation Blueprint will be prepared and reviewed with the client. These
            documents will guide the e-Learning implementation. In this Phase, the SunGard
            SCT resource will:

            o   Interview appropriate academic, administrative, data center and other IT support
                personnel to determine the academic, administrative, and architectural plans for
                e-Learning implementation and deployment.
            o   Determine/ensure the appropriate dependent software is installed.
            o   Determine/ensure that appropriate hardware is available.

            A SunGard SCT technical consultant will install the e-learning messaging
            components in a test environment and will configure the messaging components with
            the e-learning partner system(s). This phase is conducted remotely. SunGard SCT
            will also provide training on the installation and administration of the Luminis
            Message Broker and Learning Management Gateway and other system
            administration functions. In this Phase, the SunGard SCT resource will:

            o   Review installation and upgrade requirements.
            o   Install the e-learning messaging components in a test environment.
            o   Configure the e-learning messaging components to communicate with the
                appropriate Blackboard learning management system(s).
            o   Review e-learning messaging set-up and message registration.
            o   Review e-learning messaging debug procedures.
            o   Perform data extract from the enterprise system and populate the learning
                management system(s), if desired by the client.
            o   Verify successful delivery of event data from the enterprise system to the
                learning management system(s).
            o   Verify successful transmission of grades from the learning management system
                to the enterprise system and verify return of correct grade success/failure
                message to the learning management system, if grade exchange is supported by
                the learning management system.
            o   Deliver Technical/System Administration Training which includes:

   Phase III – E-learning Knowledge Transfer, System Verification and Debugging Skills

            In the Knowledge Transfer component, SunGard SCT will provide in-depth training
            and knowledge transfer for enterprise system processing as it impacts the e-learning

            via message processing and grade exchange will be verified and/or debugged as
            required. In this Phase, the SunGard SCT resource will:

            o   Discuss academic policies and procedures that affect e-learning delivery at the
                institution.
            o   Discuss administrative policies and procedures that affect e-learning delivery at
                the institution.
            o   Update the Project Definition and Milestone Plan.
            o   Provide training sessions on enterprise system set-up to reflect academic and
                administrative policies.
            o   Discuss best practices in e-learning solutions implementation.
            o   Provide a road map for on-going maintenance of the e-learning solution.

            o   Review parameters used in extract processing and discuss best practices in
                extract processing.
            o   Set up initial system users and courses in the learning management test system(s)
                utilizing extract/import processing.
            o   Verify event set-up.
            o   Verify each data synchronization event, discussing the event trigger actions and
                requirement, and tracing the event data through the components until it
                successfully displays in the learning management system(s).
            o   Verify Grade Exchange processing, discussing each required step, and tracing the
                event data through the components until exported grades display correctly in the
                Enterprise system and the results of grade exchange processing display correctly
                in the learning management system(s). (If Grade Exchange processing is
                supported by the learning management system.)
            o   Using data synchronization and grade exchange processing, discuss debugging
                steps if message transactions are not successful.
            o   Debug all unsuccessful message transactions, leaving the client with a fully
                functional test system.
            o   Document the results of System Verification.

       Phase IV – Production System Verification & Validation

            During this phase, SunGard SCT will provide resources to verify the client’s
            readiness to deploy the e-learning solution in the institution’s Production system.
            S/he will review extract files taken from the Production system based upon
            production deployment plans, and will discuss adjustments required to meet

4 Project Budget
       The project budgets please refer to the contract between Arkansas State University and
       SunGard SCT.

5 Assumptions/Dependencies
       Assumptions and Dependencies are items that are being presumed and are potentially out
       of our control.

5.1   Assumptions
            Have executive level support throughout the Project.
            Project OneAstate remains an ASU priority.
            Will receive adequate funding to implement.
            Training requirements are communicated effectively (how, who, when, funding,
             where, branches).
            No changes to the baseline Banner® Systems.
            Project Teams receive the training needed to do job from SunGard SCT.
            Departments & offices receive resources to support on-going training.
            Upgrades to networks and infrastructure enable connections to meet service level
             agreements.
            Provide adequate human resources to implement the system.
            PLUS will be retired.
            Executive level support for the moratorium on changes to the legacy systems.
            Executive Committee supports the cultural, policy and organizational changes
             necessary to successfully implement Banner® systems.

6 Project Constraints
       Project Constraints are aspects about the project that cannot be changed and are limiting
       in nature. Constraints generally surround four major areas: Scope, Cost, Schedule (Time),
       and Quality. Either through direction given by the Project Sponsor(s) of the project, or by
       working through the issues, the constraining factors of the project must be identified.

6.1   Project Dimension Grid
       The grid below prioritizes the critical project dimensions and is used to negotiate changes
       during the course of the project. First step is to specify the constraining dimension. Is the
       critical project driver scope, cost, quality, or time? The second step is to specify the
       accept dimension. If change is required, in which area are the key stakeholders most

9 Project Approach
        The project approach section defines the overall method by which the project’s objectives
        will be realized, including methodologies, life cycles, responsibilities, and other
        associated strategies, tactics, practices and procedures.

9.1   Define
        ASU and SunGard SCT will jointly develop the Project Definition Document (this
        document). Through a combination of presentations and dialogue, ASU and SunGard
        SCT identified the scope, organization, constraints, risks and approach to be used in the
        Project.

9.4   Close-Out
       Closing out the Project involves both product verification (was all work completed
       correctly and satisfactorily?) and administrative closure (verifying and documenting
       project results to formalize acceptance of the product of the Project by the sponsor, client,
       or customer, plus collection of Project records, ensuring that they reflect final
       specifications, analysis of Project success and effectiveness, and archiving such
       information for future use).

       The purpose of a Closeout/Post-Implementation Review is to determine if objectives
       were met, to review the procedures established and decisions made during the
       implementation, to identify system functionality and features excluded or intentionally
       deferred during the implementation, and to ensure efficiency and confirm users'
       understanding of the Banner® systems. The output of this process will allow the
       identification of future business practices and continual improved utilization of the
       system and functional processes.

       The Closeout/Post-Implementation Review will take place within one year after
       implementation of the Project.

       The following documents, accessible in the Project directory, may be used during the
       Closeout/Post-Implementation Review:

       The OneAstate Implementation Team will be responsible to:
                  Conduct the Closeout/Post-Implementation Review at the time called for
                      in the Project Schedule.
                  Use the relevant Project documents to determine if all the
                      implementation tasks were completed.
                  Identify the major processes within each administrative department
                      and/or functional area and all the activities within each functional
                      process and to determine if procedures were written for each activity or if
                      activities listed were eliminated or improved as a result of the
                      implementation.
                  Determine if reporting requirements were met and if new input
                      documents were developed or current input documents modified as a
                      result of the implementation.
                  Review the status of New Requirements and Issues identified during the
                      business process analysis.

       ASU will:
                      Review Functional and Operations Procedures Manual to determine if
                       they meet the needs of the functional unit.
                      Use the department staff identified during campus end user training to
                       assess their product knowledge and determine training needs.
                      Verify that the proper security and system access has been granted.
                      Identify resources needed for ongoing support and maintenance of the
                       Financial Aid systems.

       The Closeout/Post-Implementation Review Document must include:
                   An Executive Summary stating if the Project objectives were met.
                   State if the objectives, tasks and deliverables for Project OneAstate
                      Banner® implementation were met. Verify the degree to which Project
                      success metrics were achieved. Include plans and timelines to implement
                      changes or new features. If major components remain to be implemented,
                      identify those responsible for implementation, the necessary timing and
                      supporting budget needs.

9.5   Change Management
       All change requests must be submitted on a Change Request Form located in the Project
       directory. Please refer to Configuration Management plan for details on the change
       management process.

9.6   Communication
       Refer to the Project OneAstate Communication Plan.

9.7   Measurement
       Go-live – Did the project meet the prescribed and approved Go-Live for each Module?
       This will be documented with a module certification documents.

9.8   Organizational Readiness
       It is a common misperception that the technology involved in large systems
       implementations like this pose the biggest problem. In actuality, the most difficult issues
       we face involve people and changes to their behavior. Preparing departments to perform
       day-to-day business on the new internet-based applications presents many challenges.
       The most serious challenges include:

                  Many business practices are built upon exception-based processing, and to a
                   large extent ASU employees have become dependant on this ability to “cut
                   the pattern to fit the cloth”. These new automated systems with their built-in
                   business rules and logic will not allow ad hoc changes.
                  Post-implementation support is critical (application support, training,
                   communication, change management).
                  Staff turnover and upgrades to Banner® software necessitate ongoing
                   training for staff and dedicated computer lab classrooms.
                  The ITS Helpdesk must support the ASU community with system related
                   issues encompassing a wide spectrum of potential problems from PC
                   configuration through specific business questions.
                  All organizational levels at ASU must make budget allowances to purchase
                   equipment that meets minimal Banner® functional needs.

9.11 Tracking
       Periodic review meetings and scope reassessment events are scheduled as follows:

           Project Management Team meets weekly to review status, issues and progress and to
            make decisions.
           Project Management Team meets, as needed, with key stakeholders in the Major
            Stakeholders Group to review status and request feedback on issues and validate
            Project approach.
           Frequent meetings, at least monthly, are held between the Project Manager and
            Executive Sponsor.
           Quarterly meetings by the Project Manager and SunGard SCT Project Manager are
            held with Executive Committee.

       Action items generated from meetings will be documented in meeting minutes and
       tracked to closure. Issues identified by the teams will be submitted, via the team lead, to
       the Project Manager on the Issues Report form. All Issues will be logged to the Issues
       Database and tracked to closure. Risks that are triggered and become either an Issue or
       Jeopardy will be submitted by the Project Manager or the SunGard SCT Project Manager
       to the Project Management Team, the Project Sponsor, and/or to the Executive
       Committee via an Issue Report Form or Jeopardy Report Form.

       An Issue is a day-to-day Project concern that is brought to the attention of the Project
       Manager. Issues are identified and tracked. If an issue grows and remains unresolved
       this could put the Project in jeopardy. In this case, the issue is turned into a Jeopardy.

       A Jeopardy is any issue that puts the Project at risk of not being able to achieve its scope,
       schedule, cost, or quality objectives. The intent of a Jeopardy is to identify critical issues
       as early as possible in the Project.

9.12 Risk Management
       Risks are identified at the beginning of the project and throughout the project. When a
       Risk is identified, Mitigation Actions and Contingency Plans are developed and recorded
       in the Work Product’s database for all risks ranked 3 or higher. The Project Manager
       manages the Risks by executing Mitigation Actions, which may include how the
       contingency plans will be implemented and how the reserves will be allocated. If a Risk
       materializes, it is escalated to a Project Issue or Jeopardy by executing the Identify and
       Resolve Issues or Identify and Resolve Jeopardies activities. Risk Contingency Plans may
       become the Project Issue or Jeopardy Action Plan.

12 Project Success Criteria
        Project success criteria provide specific measurement for determining that the objectives
        and deliverables defined for the project have been met. Following are the criteria:


           All issues and action items have been completed and signed off
           All required work products have been produced
           All deficiencies have been logged and signed off
           Verification that the project has met project and Organizational Entity standards
           Validation that the product meets the requirements
