Welcome to a new year at George Mason University (Mason)! The Office of Housing
and Residence Life (OHRL) would like to take this opportunity to challenge you to
take P.R.I.D.E. in Mason this year. What does P.R.I.D.E. mean? For the OHRL it
means:

Pursuit of your academic goals: We are committed to creating a supportive
environment for your academic pursuits. Throughout the year, our Residence Life
staff will make opportunities available for you to get academic skills training,
guidance, and the opportunity to meet professors outside of class!

Respect for your community: Pride begins with respect for one’s community.
Your Resident Advisor (RA) will help to develop and maintain a strong community in
your area. However, community begins with you and respect for yourself, your fellow
residents, and the living area itself.

Individual Responsibility: This Guide to P.R.I.D.E. contains important policies and
procedures, as well as responsibilities and rights that will assist you in successfully
transitioning to life in the residence halls at Mason. As stated in your Residence
Hall License Agreement, it is YOUR responsibility to familiarize yourself with
the information contained within this handbook.

Diversity: Mason has a very diverse population. Throughout the year you will have
opportunities to learn about different cultures and lifestyles. The OHRL is committed
to providing you with these opportunities.

Excellence in programming for residents: The OHRL is committed to educating
the whole student. Residence Life staff will offer opportunities where residents can
learn about themselves, their academic and career goals, and the Mason community.

We are excited about this upcoming academic year and look forward to assisting you
in bringing P.R.I.D.E. goals to fruition. If you need any help, please feel free to

                         GEORGE MASON UNIVERSITY MISSION

George Mason University, also referred to as the University, will be an institution of international
academic reputation providing superior education for students to develop critical, analytical, and
imaginative thinking and to make well-founded ethical decisions. It will respond to the call for

                      OFFICE OF HOUSING AND RESIDENCE LIFE

Our Mission
The Office of Housing and Residence Life strives to provide a student centered community focused
on supporting the academic mission of the University. By providing a variety of safe and
comfortable living options, the Office promotes personal growth and an appreciation for diversity
among residents. Our commitment to address the needs of the on-campus student is also
represented through supportive programming efforts and professional ethical standards.

                                    Office Staff and Location
CENTRAL OFFICE STAFF: The following full-time staff are located in the OHRL, which is
located on the ground level of Potomac Heights, Wing A. The operating hours are 8:30a.m.-
5:00p.m. Monday-Friday.

The Director of Housing and Residence Life manages the entire Housing system and works
closely with a staff of professionals to promote the academic growth of resident students.

The Associate Director for Facilities is responsible for maintaining a comfortable environment in
the residence halls. The Associate Director for Facilities is also responsible for planning and
overseeing major renovations to the residential facilities.

The Associate Director for Housing Services is responsible for supervising the
assignment/billing process and the supervision of the Central Office Support Staff.

The Associate Director for Residence Life is responsible for the professional, graduate, and
student residence life staff, as well as overseeing programming, judicial, and communication of
information to residents.

The Associate Director for Administration is responsible for overseeing recruiting efforts, hiring,
human resources, accounting, and budgeting within the OHRL.

The Assistant Director for Marketing and Summer Conferences is responsible for recruiting
students to on-campus housing, advertising, and the organization of our summer Housing intern
and conference programs.

The Assistant Director for Facilities is responsible for working with maintenance and custodial
staff, and administering various departmental procedures.

The Assistant Director for Residential Education is responsible for the coordination of academic
initiatives within the residence halls. Some of these responsibilities include the Academic
Achievement banquet and the Living Learning Communities in the residence halls.

The Manager of Information Technology is responsible for managing technology for the
department, including the web-site, student database and card access system.

The Assistant Manager of Information Technology assists with the managing of technology for
the department, including the web-site, student database and card access system.

The Assistant Director of Staff and Student Development is responsible advising the Resident
Student Association, professional staff training, and Resident Advisor training, recruitment,
evaluation, and selection.

The Coordinator for Residential Safety is responsible for creating and implementing fire safety
programs for the students that live on campus. The Coordinator for Residential Safety works in
collaboration with Environmental Health & Safety and the Office of Housing and Residence Life to
develop and manage fire safety practices, evacuation plans, educational campaigns and events,
emergency preparedness plans, and safety and security training.

The Conference and Guest Housing Coordinator is responsible for recruiting and
accommodating summer conference groups and interns.

Assignments Coordinators are responsible for assigning rooms to students, the room change
process, and the Room Assignment Process.

The Residential Conduct Coordinator is responsible for managing the data within the residential
student conduct process, case file management, and collaborating with the Office of Judicial Affairs
with issues of student misconduct.

The Graduate Assistant for Conduct is responsible for assisting the Residential Conduct
Coordinator in administrating student conduct processes.

The Graduate Assistant for Residence Life is responsible for coordinating and assisting in
communication and recognition efforts for students and staff. Also serves as co-advisor for the
Resident Student Association.

ACUHO-I Summer Intern is a graduate student in higher education seeking experience in
Housing and Residence Life. Responsibilities include assisting in the summer conference program.

The Office Manager is a full time staff member that provides support for the day-to-day operations
of the Central Office along with the supervision of the Receptionists and Office Assistants.

The Receptionists are responsible for maintaining the front desk in the Central Office, assisting
OHRL staff members, and directing individuals to appropriate personnel.

RESIDENCE LIFE STAFF: A Residence Life staff is located in each individual area. If you need
to speak with a Residence Life staff member, please contact your Area Desk.

Area Coordinators (“AC”) are full-time professionals, who supervise the RDs and area staffs. ACs
typically have Masters degrees in Student Affairs or related fields and have been trained in all aspects
of residential living. They are responsible for the day-to-day operations of their respective residential
communities, including judicial matters and coordinating administrative processes.

Resident Directors (“RD”) are full time professionals, generally with an advanced degree in
Student Affairs or related fields. They have special skills in supervision, meeting student needs, and
managing a residential area. They are trained in many areas, including counseling, programming,
administration, and crisis intervention. While serving as a resource for all residents, the RDs directly
supervise the RA staff in their area. They also work closely with the AC to perform other duties for
the OHRL.

Resident Advisors (“RA”) are student staff members pursuing either undergraduate or graduate
degrees. Most of you will have immediate and frequent contact with your RA. RAs are trained to
assume many roles: resource and referral person, peer helper, program facilitator, mentor, policy
enforcer, and administrator. They work to promote an inclusive, positive atmosphere that is safe,
friendly, and supportive of the University academic objectives. They also serve as a liaison between
the residents and the OHRL. Please refer to the next page for information on becoming a RA.

The Receptionists are responsible for maintaining the Area Desk, assisting OHRL staff members,
and directing individuals to appropriate personnel.

                             WELCOME TO YOUR COMMUNITY

Over 4,800 students live in the residence halls at Mason. Such facilities have commonly been known
as “dormitories,” places where students eat and sleep. However, a “residence hall” is much more.

During college, students experience continuous intellectual, emotional, and physical growth. This
out-of-classroom learning is of great importance to the students’ level of academic achievement as
well as to their personal development. Educational support programs such as study skill workshops,
poetry readings, and programs dealing with relevant social issues are offered regularly, as are
programs of a more personal nature.

Living in a residential community will give you an opportunity to meet and learn about people from
different cultures, religions, geographical areas, and backgrounds. Through community programs
and other activities, students will have a chance to explore Mason’s rich diversity within their
residential community. The OHRL staff is committed to creating an environment that allows each
individual to explore his/her interpersonal relationships freely and without bias.


                               Residence Life Educational Priority
Critical thinking and responsible decision-making are our priority. Become a critically thinking
community member by understanding how your thoughts, values, beliefs and actions affect the
people with whom you live and recognize your responsibility to contribute to a sustainable global
society. This will be accomplished through an exploration of self, connections, and community:

Self Awareness: Critically examine your values, beliefs, and social identities within the context of
social responsibility.

Connection: Interact with others, build relationships, develop a sense of belonging, and achieve
personal and academic success in order to contribute to society.

Community: Actively engage in the creation of a socially just; and economically and
environmentally responsible community.


                             Leadership and Involvement Opportunities
It is up to you to create a valuable and meaningful college experience! By living on campus, you have
access to a wealth of opportunities and resources. However, in order to truly benefit, you have to
get involved! Early in the fall, you will find programs and activities to help you adjust to college,
succeed academically, and develop new relationships. Throughout the year, additional programs are
offered to support your classroom learning, provide personal challenges, and create and maintain a
sense of community with your neighbors.

Community Adjudication Board (C.A.B.):
The mission of the University is supported when students take responsibility for their behavior, both
in and out of the classroom. In a community of learning, willful disruption of the educational
environment and interference with the rights of others cannot be tolerated. Freedom to learn can be
preserved only through respect for the rights of others.

The University Community Adjudication Board (C.A.B.) shall have jurisdiction over violations of all
university-wide, non-academic regulations that are not explicitly assigned to another hearing board.

   •   The University Community Adjudication Board (C.A.B.) shall be composed of all willing
       members of the University student community.
          o Members shall be required to have and maintain a cumulative GPA of 2.3, be in
             good academic and disciplinary standing with the University, and have completed at
             least one semester of full time enrollment, and be currently enrolled, at George
             Mason University.
          o Membership will be open to all classifications including graduate students and to
             students of all majors.
          o C.A.B. members must participate in training to ensure that they understand their
             duties, rights and obligations under the University Judicial Code. This training will be
             designed to ensure fairness in adjudicating allegations.

The C.A.B. is organized to provide the student community at George Mason University an
opportunity to serve the University through the adjudication of cases of alleged violations of the
University Judicial Code and Guide to PRIDE for which the community, students included, has set as
the behavior expectations for those students who voluntarily enter its doors. If interested in

Resident Student Association (RSA):
All students who live in residence halls are members of the RSA. Student representatives plan
events, enhance residence hall living through advocacy and information sharing, and learn about
current issues on campus. RSA focuses on developing leaders through academic initiatives,
programming activities, campus spirit, and recognition. Activities designed by RSA are fun and
promote community fellowship between the students.

RSA is a student-run organization that meets to discuss various needs of residential students and is
active in making sure residential students’ needs are addressed. RSA is a way for students to become
actively involved in the campus residential community. RSA members develop leadership skills,
communicate ideas for campus-wide activities and serve as an advisory council regarding issues
affecting campus residents. Mason’s RSA participates in the National Association of College and
University Residence Halls, Inc. (NACURH), the South Atlantic Affiliate of College and University
Residence Halls (SAACURH), and the Virginia Association of Residence Halls (VACURH). All
resident students are invited to apply to attend meetings and programs sponsored by these
organizations.

                                      LIVING AND LEARNING

Living Learning Communities:
At Mason, the OHRL is committed to providing you with a stimulating and active community that
promotes learning outside the classroom. We offer a wide variety of initiatives that encourage
intellectual development in the residence halls.

Our Living Learning Communities provide a seamless academic and residential community.
Students walk away from this experience with a high level of involvement and a sense of belonging.
Through dialogue, personal interactions, and perspective sharing with peers and faculty, residents
will gain valuable skills through a diverse and varied curriculum inside and outside of the classroom.
There are several opportunities for students to work closely with their professors in a collaborative
community with their peers.

                                        RESIDENTIAL AREAS

Presidents Park:
Adams, Eisenhower, Harrison, Jackson, Jefferson, Kennedy, Lincoln, Madison, Monroe,
Roosevelt, Truman, Washington, and Wilson

“The Park” houses approximately 1,200 first-year students in a cluster of three-story buildings that
surround the Eisenhower Community Center. Laundry facilities are located in Adams Hall, Harrison
Hall, and Lincoln Hall. The Eisenhower Community Center features Ike’s Diner, individual study
rooms, a multimedia theater, a TV lounge, professional staff offices, a service desk, and a vending
area.

As Presidents Park is predominantly comprised of first-year students, it is designated to be an
alcohol-free and smoke-free community. Neither residents nor their guests are permitted to possess
alcohol or smoke within the residence halls, regardless of age.

The Presidents Park Area Desk (703-993-2750) is open 24 hours a day during the academic
semester and is located in Eisenhower Hall.

DUCC
Dominion Hall, University Commons, and Commonwealth Hall

University Commons houses approximately 500 students in seven buildings. Approximately 26
residents live on each floor sharing a community bathroom. Two-story and three-story buildings
surround Hanover Hall, which houses the Area Desk, lounges, professional offices, laundry facilities,
and vending machines.

Carroll Hall, Dickenson Hall, Essex Hall, Franklin Hall, and Grayson Hall are designated alcohol-
free and smoke-free communities. Neither residents nor their guests may possess alcohol or smoke
on the premises, regardless of age.

Commonwealth Hall and Dominion Halls are adjacent to the University Commons. These halls
have multipurpose first floors that include a reception area, lounges, vending machines, and laundry
facilities. Each building houses approximately 250 residents. Each floor is comprised of two wings
separated by elevators and a study lounge. The rooms are suite-style, double occupancy units.

The DUCC Area Desk (703-993-2736), located in Hanover Hall, is open 10:00a.m.-2:00a.m.
Monday-Thursday, 10:00a.m. - 4:00a.m.on Friday, noon - 4:00a.m. on Saturday, and noon- 2:00a.m
on Sunday. DUCC is a non-smoking housing area.

Chesapeake
Blue Ridge, Shenandoah, Piedmont, Tidewater and Northern Neck Halls

The Chesapeake Area is the newest residential area offered at Mason, opening during the course of
the 2007-2008 academic year. Chesapeake offers a variety of housing options through suite and
apartment style living and contains 1032 bed spaces. In addition to student housing, the Chesapeake
area contains a variety of services to students including The Corner Pocket Game Room, The One
Stop Patriot Shop convenience store and the Southside Dining and Fitness Center. Starbucks
Coffee will also join the list of amenities in Chesapeake in Fall 2008.

Blue Ridge, Shenandoah, Piedmont and Tidewater Halls house 714 students in suite style
living units. The 40 students who live on each floor have access to study rooms and lounges
outfitted with couches and chairs that are conducive to study and leisure time. Laundry facilities,
vending machines and meeting spaces are located on the first floor of each building. The
connection between Blue Ridge and Shenandoah is home to the Corner Pocket game room that is
open to all Mason students. Additionally, the One Stop Patriot Shop convenience store is located
on the first floor of Blue Ridge Hall. Piedmont and Tidewater halls have community kitchens
located on the first floor open to all residents in the area. The connection between Piedmont and
Tidewater contains additional study rooms

Northern Neck Hall houses 318 people in 4 or 6 person apartments. Each apartment has a full
kitchen including a refrigerator, microwave, range, and sink with garbage disposal. Approximately
70 students live on each floor and have access to study rooms and lounges outfitted with couches
and chairs conducive to study and leisure time. Northern Neck will contain a Starbucks Coffee as
well as an office suite for University Employees.

The Chesapeake Area Desk (703-993-9880) is located on the 1st floor between Piedmont and
Tidewater Halls. The Chesapeake Area Desk is open 8:30a.m.-2:00a.m. Monday-Friday and noon-
2:00a.m. Saturday -Sunday.

TAP:
Townhouses and Apartments

The University Townhouses are located one-eighth of a mile from the Fairfax Campus
and houses over 130 students. They include a full-sized kitchen with a dishwasher, and a washing
machine and dryer. Students receive mail services from the U.S. Postal Service and must arrange
their phone service through Verizon (www.verizon.com). The University provides wireless
connection to the internet. Residents do have the option of arranging broadband internet
connection through Cox Cable (www.cox.com) and Verizon. Verizon FiOS internet is also
available for a fee. All townhouses are non-smoking.

The Student Apartments are comprised of nine three-story, fully furnished buildings, housing
approximately 500 students. Each unit has a kitchen, bathroom, common area, and its own outside
entrance. Kitchen amenities include a refrigerator, electric stove and oven, garbage disposal, and

York River Corner (YRC):
Liberty Square and Potomac Heights

Liberty Square opened in 2003, houses 496 students in 144 fully furnished apartments. Located
between Presidents Park and the Aquatic Center, Liberty Square features two- and four-person
apartments, each with single bedrooms and one bathroom for every two students. Each apartment
contains a full kitchen and living area. Kitchen amenities include a refrigerator, electric stove and
oven, garbage disposal, microwave, and dishwasher. Liberty Square shares the Eisenhower
Community Center with Presidents Park, which features Ike’s Diner, individual study rooms, a
multi-media theater, a TV lounge, professional staff offices, a service desk and a vending area.
Residency in Liberty Square is limited to upper-class students. Liberty Square is a non-smoking
housing area.

Potomac Heights opened in 2004, houses 504 students in 128 fully furnished apartments.
Apartments accommodate two, four, or six students in single and double bedrooms. Located
between Liberty Square and the Aquatic Center, Potomac Heights generally offers one bathroom for
every two students (except for the six-person units which have an extra half-bath). Each apartment
contains a full kitchen and living area. Kitchen amenities include a refrigerator, electric stove and
oven, microwave, garbage disposal and dishwasher. Potomac Heights shares the Eisenhower
Community Center with Liberty Square and Presidents Park. Potomac Heights is a non-smoking
housing area.

The Liberty Square Desk (703-993-9240), located near the main entrance in the lobby, is open

                 ROOMMATE BILL OF RESPONSIBLITIES AND RIGHTS
Being a roommate and having a roommate can be one of the most important experiences a
residential student can have. How you approach this new experience, what you put into it, what you
expect from it, and what you learn from it are equally important steps in determining the success of
any roommate relationship. According to the Residence Hall License Agreement, any behavior that
infringes upon the rights or space usage of others is strictly prohibited and will result in disciplinary
action. If such behaviors result in the use by the resident of additional space or a private room, the
resident may be charged for such additional space and face disciplinary consequences.

                                   POLICIES AND SERVICES

The OHRL is committed to fostering the best environment possible for the pursuit of academic
goals, personal growth, and community development within the residence halls. As a public
institution of higher education, Mason has as its primary mission the development of students into
productive citizens and critical thinkers, who contribute to the well being of society. It is the
purpose of the University’s and the OHRL’s judicial/conduct systems to promote a climate that
facilitates behaviors that are supportive of learning and protects the university community from
conduct that is destructive to the learning environment.

This section of the Guide to P.R.I.D.E. describes procedures, policies, and services designed with
your safety and academic pursuits in mind. Although not all-inclusive, this section explains the
practices that most directly impact the residential experience while at Mason.

Appliances, Equipment and Personal Items
Many of the items listed as prohibited below create safety hazards and may cause fires or damage
property in the residence halls. Any of the items listed below as prohibited may not be brought to
the residence halls. Residents found in possession will be required to remove the item from the
residence halls immediately and may face disciplinary action. In addition, residents may be
responsible for any cost accrued in the removal of the item. Residents are responsible for all
damages from permitted and/or prohibited items.

            OFFICE OF HOUSING AND RESIDENCE LIFE PROCEDURES

Move-In
Residents are required to follow the established procedures when moving in and out of the halls. To
ensure a safe and orderly move, follow the procedures communicated by the Residence Life staff.

Room Condition Reports (RCRs)
During their occupancy, residents are financially responsible for damages to their rooms, including
furnishings (please refer to the Room Decorations section for additional information on pages 38-
39). Upon check-in, residents should ensure they receive a Room Condition Report (RCR), which is
an inventory listing the contents of the room and the condition of each item. It is the resident’s
responsibility to verify the inventory and condition of his/her room, then return the RCR to
his/her RA (or Area Desk) within 48 hours after check-in, as the residents will be
responsible for damages not noted on the RCR.

Students living in the TAP area, YRC area (Liberty Square/Potomac Heights), and Northern Neck
must also complete the Common Area Condition Report section of the RCR. Otherwise, the
residents may be held responsible for all the charges noted at check-out, even if the charges are
disputed. Residents are also held responsible for damages in shared lounges, laundry facilities, and
common areas within their residential community. Charges for damages to shared lounges and
common areas will be placed on students’ accounts via community billing.

Academic Year Closing
All residence halls close for the academic year no later than noon on Wednesday, May 13, 2009.
However, residents are expected to vacate the residence halls 24 hours after their last final exams.
The following groups may stay in their assigned rooms beyond the time and day that the halls close:

   •   Graduating Seniors receive an automatic extension, and will be required to move-out no
       later than 6 pm on Saturday, May 16, 2009. Certain stipulations may apply.
   •   Interns and Summer School students who will be living on-campus for the first summer
       session must request an extension when they complete their Summer School Housing or
       Intern Application.
   •   Residents that have been approved for extended stay.

Proper Check-Out
Residents are required to vacate their rooms 24 hours after their last exams, or by the time the halls
officially close for that term. Failure to complete a “proper” check-out may result in an improper
check-out fee placed on the resident’s student account, plus any related charges.

Steps for completing a “proper” check-out are:
    1. Verify the check-out procedure for your area as they may vary from area to area.
    2. Contact your RA to pre-arrange a time to check-out. You are required to sign up at least 48
    hours before you want to check-out of your residence and must be ready at the scheduled time.
    Failure to meet residence life staff at your pre-arranged check-out time may be considered an
    improper check-out.
    3. Remove all of your personal belongings, trash, decorations, and/or alterations. The RA will
    not be able to grant you a “proper” check-out until all personal items and trash are removed.
    Any items left behind will be considered abandoned and discarded at the owner’s expense.
    4. All furniture must be returned to its original location.
    5. Your residence must be cleaned, vacuumed and returned to the same condition as when you
    moved-in.
    6. Meet your RA at your scheduled time and accompany him/her for formal assessment of your
    residence via the relevant Room Condition Report(s) and check-out verification. Students who
    fail to schedule a check-out, or are not ready at the scheduled time must wait until there is staff
    available to assist and may be charged an improper check-out.
    7. Give your key to the RA. York River Corner, DUCC, and Chesapeake residents will also have
    their Mason ID access turned off at that time. Although York River Corner, DUCC, and
    Chesapeake residents do not have to surrender their Mason ID, residents will also have to return
    their key(s).
    8. Once you have checked-out, or the move-out deadline has passed, you may not remain in
    your residence hall without prior approval from the OHRL, and must follow the appropriate
    guest/escort policy.

Abandoned Items
Any items that remain in the room/apartment/suite after any of the following will be considered
abandoned and disposed of at the owner’s expense:
      • After a check-out
      • After the published hall closing deadline
      • After an eviction, relocation, or room change deadline
      • For non-approved extensions (extensions must be requested and approved in writing, in
      advance)

As stated in Section 5 of the Residence Hall License Agreement:
“The OHRL reserves the right to discard or store at no liability for a limited period personal
property remaining in an assignment after the assignment has been reassigned to another resident or
is not vacated at the prescribed time.”

                          2008-2009 Residence Hall License Agreement

The Residence Hall License Agreement (herein the “Agreement”) is binding for the full academic year.
You are responsible for the terms and conditions of your signed Agreement. Returning your keys and
checking out of your room does not release you from the terms of your Agreement. Rent charges will
remain on your student account and a space on campus will be reserved for you, unless you request
(in writing) and are approved for release by the OHRL. An Agreement Release Request form and
third party documentation must be submitted at the OHRL for consideration for release.

Guidelines to Apply for an Agreement Release Request (ARR)
The Agreement is strictly adhered to with exceptions made only under special circumstances. Students
who wish to request a release may do so by completing an Agreement Release Request form and
submitting it to the OHRL. Submitting a request for a release does not guarantee release nor should
acceptance of the Agreement Release Request form by the OHRL be construed as a commitment to
release.

Consideration for release from the Agreement should fall into one or more of the following
categories:
    • participation in an approved study abroad program
    • graduation
    • withdrawal from Mason
    • a medical condition that precludes the possibility of living on campus
    • a significant and unforeseen change in financial status
    • marriage

Residents requesting a release must establish, through supporting third party documentation, the
following:
        • A significant, uncontrollable, and unforeseen change in circumstance has occurred since
        the time the Agreement was signed, which has created a special need (categories stated above).
        • George Mason University has no other form of housing that will meet this need.

All approved cancellations will incur a cancellation fee in addition to pro-rated costs for the period
of residence. Rent charges will continue to accrue until the resident has properly checked out and
returned his/her room keys to the appropriate Area Desk.

The Process for Requesting an Agreement Release
   1. Applicants must obtain, complete, and submit an Agreement Release Request and all
      necessary documentation to the OHRL. The Agreement Release Request is available online
      at housing.gmu.edu, under the forms tab.
   2. The request will be reviewed and a decision will be communicated to the applicant via e-
      mail, typically within 7 calendar days (exclusive of University holidays and closings).
   3. Applicants may choose to check out of their on campus space pending a decision, but if the
      request is denied, they will still be responsible for paying rent charges for a space on-campus.
   4. If an Agreement Release Request is denied, a student may submit an Agreement Release
      Appeal. Agreement Release Appeals will only be accepted if additional information, not
      available at the time of your original request, has become available. Agreement Release

       Appeals that do not include additional information will not be accepted. All Release Appeals
       and new documentation must be in writing.

Necessary Documentation
The following is a list of the reasons for which a student may request release from the Agreement and
the third party documentation that is required for support. Requests submitted without third
party documentation will not be considered. Generally, personal letters from family and friends
are not considered to be valid forms of third party documentation.

       Reason            Documentation Required
       Study Abroad      Applicants that will vacate their residence for spring semester due to study
                         abroad must submit an Intent to Study Abroad form to the OHRL. Details
                         about deadlines pertaining to this process are published annually in the
                         Guide to P.R.I.D.E..
       Marriage          Applicants must submit an Agreement Release Request. Applicants must
                         provide a certified copy of the marriage license which bears a raised seal.
                         The release, if granted, will be approved up to one week prior to the date
                         of the marriage when the marriage does not occur between semesters.
       Medical           Applicants must submit an Agreement Release Request. Applicants must
                         provide a specific medical diagnosis from the treating physician or
                         psychologist. Supporting documentation should include: complete history
                         of the illness; date illness was diagnosed; type of treatment prescribed; last
                         contact with the doctor regarding the illness; expected duration of the
                         illness; and ways that living in the residence hall contributes to the illness.
                         Students may also be referred for consultation with the Disability Resource
                         Center or Student Health Services as appropriate.
       Financial         Applicants must submit an Agreement Release Request. Financial reasons for
                         release will be considered only if it can be verified that a significant,
                         uncontrollable, and unforeseen change in the financial status of a student’s
                         family or background has occurred since the Agreement was signed.
                         Supporting documentation must positively demonstrate a significant
                         financial change. Examples might include the death of a parent, permanent
                         lay-off of a parent, family bankruptcy, etc.
       Graduation &      Applicants must submit an Agreement Release Request. Release will take place
       Withdrawal        following verification of student’s graduation or withdrawal from Mason.

       Other        Applicants must submit an Agreement Release Request. For reasons other than
                    those listed the applicant must be very specific and extensive in his/her
                    explanation of the significant, uncontrollable, and unforeseen change that
                    has occurred, since the time that the Agreement was signed, which now
                    requires release from the Agreement. Third party documentation that
                    proves and supports the change must be provided.

                                            RAP 2009

The Room Assignment Process (RAP) is the procedure where current on-campus residents may
choose an on-campus room for the next academic year.

RAP Housing Deposit:
     • A NON-REFUNDABLE $300 Housing deposit must be made to the Office of Housing
     and Residence Life.
     • The non-refundable deposit indicates your commitment to reside on campus for the full
     2009-2010 academic year.
     • The deposit is applied toward your spring semester rent for 2010.
     • In order to secure a room for the 2009-2010 academic year, you must complete an on-line
     application and submit a non-refundable deposit by 4:00pm Friday, March 6, 2009.
     • Once submitted, the deposit is non-refundable regardless of whether you participate in
     RAP or decide to select a room.
     • All of the guidelines on the RAP application apply.

Applications:
      • Applications will become available on-line on Wednesday, February 11, 2009.
      • In order to secure a room for the 2009-2010 academic year, you must complete an on-line
      application and submit a non-refundable deposit by 4:00pm Friday, March 6, 2009.
      • Due to the overwhelming demand for on-campus accommodations we will not
      accept late applications for RAP.

Room Selection:
     • RAP applicants will select their room assignment for the 2009-2010 academic year after
     Spring Break in late March/early April 2009.
     • Detailed information about this process will be available in mid-February.

Guaranteed Waitlist:
Although every student may not be able to select a space at the RAP process, each student who
submits a deposit and application by the Friday, March 6, 2009 deadline will be accommodated for
the 2009-2010 academic year. The volume of applications may require that we assign some students
during the summer. Detailed information about the RAP process will be available via our website in
February.

                                            Room Changes:
The room change process will begin on Monday, September 8, 2008. Room changes will not
be granted prior to this time. The following procedures govern room changes:
Obtain a Room Change Request form from http://housing.gmu.edu or OHRL.
       1. Complete the form (including Resident Director’s signature) and return it to the OHRL.
       Please Note: due to the high demand for housing, Room Change Requests are not
       guaranteed.
       2. When a space is found that meets your preferences, you will be notified via email and
       asked to confirm your request for room change.
       3. After your room change is approved, you will be notified. You will not be called prior to
       reassignment.
       4. After notification, you will receive a specified deadline to complete your move.

       5. If you have not moved by the specified deadline and/or your old key is not returned
       the following will occur:
               • Your reassignment will be revoked.
               • The lock on your previous assignment will be changed and the charge will be
               applied to your student account.
               • You will be assessed a financial penalty.
       6. Once a room change has been approved and processed, you are no longer a resident of
       your old assignment.

You may cancel your Room Change Request only in writing and only prior to reassignment.
After you have been reassigned, you must accept the new assignment.

If you have been approved for a room change, you must adhere to the following procedures in order
to properly check-out of your original assignment:
        1. Check in to your new assignment:
                • Bring Walk-In form to the Area Desk where you are checking-in.
                • Complete, sign and date a Room Condition Report for your new assignment.
                • Pick up your new key(s) DUCC, Presidents Park, TAP, and Potomac Heights. ALL
                York River Corner and DUCC/Chesapeake residents must also have their Mason ID
                card coded for the appropriate access.
                • After your room change has been approved, you will have a specified deadline to
                complete your move.
                • Complete your move.
        2. Restore your current room to its original condition.
        3. Check-out of your original assignment with your RA:
                • Arrange a check out time with your RA.
                • Remove all of your belongings from the room/apartment/suite.
                • Clean the room/apartment/suite.
                • Meet with your RA and check out of your room.
                • Sign and date the Room Condition Report.
                • Return the key to the Area Desk and/or have your Mason ID deactivated.

Failure to adhere to these guidelines may result in an improper check-out fee. This will be charged to
your student account.

Daily room rate charges will continue to accrue on your account until you have returned your keys,
regardless of when you move out.

   The University reserves the right to consolidate or change room assignments, fill vacancies, require
   residents to move to different assignments when the University deems it expedient, in which event
   the resident’s account will be credited or charged the difference in room rate. Any behavior by
   residents that infringe upon the rights or space usage of room/apartment/suite-mates is strictly
   prohibited and will result in disciplinary action. In addition, if such behaviors result in the use of
   resident for additional space or a private room, the resident may be charged for such additional
   space.

                                               Maintenance

Placing a Work Order:
   • If you have a maintenance or housekeeping concern, you are responsible for placing a work
       order on our 4-WORK automated system. Simply log on to the Housing website at
       http:/housing.gmu.edu and follow the prompts.
   • To phone in your work order, simply call 4-WORK (703-994-9675) and report your problem.
       Townhouse residents and mobile phone users must call (703) 993-2793 for work orders.
   • If there is an emergency, such as flooding, or another maintenance concern that directly impacts
       the safety and security of the residence hall, please contact your Area Desk. Please contact your
       desk only for emergencies.

    •    When reporting problems, please give your building, room number, and a complete description of
         the problem.

Heating and Air Conditioning:
It is not possible to change from heat to air-conditioning on a daily basis in most facilities. These services
are turned on/off once a year through the Physical Plant when there is a consistent weather pattern and
the change is warranted. Units in Liberty Square, Potomac Heights, the University Townhouses, and
Chesapeake have individual heating and air conditioning equipment and may be converted as needed by
the resident.


                                                Lockouts and Lost Keys

Students are not permitted to replace or add locks to their doors. Locks found on residence hall doors will be removed and the
cost of the removal will be added to the resident’s student account. If you have a concern about your safety or privacy, please
contact your RA or RD for assistance.

All keys must be returned at the time of check-out. If you fail to return your keys, the lock will be changed
and you will be charged.

Presidents Park and TAP residents:
General Lockouts:
The charge for lost or unreturned keys is $50.00 to $75.00 for changing the door core, depending on the
area, plus $2.00 for each key needed. A resident may borrow keys up to three times per semester at no
charge. On the fourth time, the door will be re-cored and the resident billed. Residents who lock
themselves out of their rooms should adhere to the following procedure:
    • Step 1: Go to the Area Desk. Please note, a resident may have to wait for assistance. President
        Park: (703) 993-2750, TAP (703) 993-2797
    • Step 2: Present student ID card or proof of identity.
    • Step 3: Keys will be loaned for no more than 24 hours.

NOTE: If the loaned keys are not returned within 24 hours, the locks may be changed (recored) and a fee
will be assessed.

The following charges will be added to your student account:

York River Corner, DUCC, and Chesapeake residents:

       again, you must bring it to the Lobby/Area Desk for activation.

A resident may borrow a temporary card up to three times per academic year at no charge. The following
charges will be added to your student account for lock outs:

area, plus $2.00 for each key needed. A resident may borrow keys up to three times per semester at no
charge. On the fourth time, the door will be re-cored and the resident billed. Residents who lock
themselves out of their rooms should adhere to the following procedure:
    • Step 1: Go to the Lobby/Area Desk. If the lockout occurs after hours call the Liberty Square Area
        Desk at (703) 993-9240, Potomac Heights Area Desk at (703) 993-9250, DUCC Area Desk at
        (703) 993-2736, or Chesapeake Area Desk at (703) 993-9880. Please note, you may have to wait for
        assistance
    • Step 2: Present student ID card or proof of identity.
    • Step 3: Keys will be loaned for no more than 24 hours.

NOTE: If the loaned keys are not returned within 24 hours, the locks may be changed (recored) and a fee
will be assessed.

The following charges will be added to your student account:
   • 1st Lockout…………………. No Charge
   • 2nd Lockout………………….No Charge
   • 3rd Lockout………………….No Charge
   • 4th Lockout………………….Door will be re-cored and student billed the cost

Lost Mason ID Cards:
Please notify your building’s desk (or the RA on duty) if you should lose or misplace your Mason ID card.
It is the responsibility of the resident to get a new Mason ID card from the Photo ID office (located on
the lower level of Student Union Building II) during normal business hours, Monday through Friday. If
the loss occurs during the weekend (Friday after 5:00pm through Sunday), residents will be issued a
temporary room access card from their Area Desk and will be expected to acquire a new Mason ID the
next business day.

                   OFFICE OF HOUSING AND RESIDENCE LIFE POLICIES

All residents are expected to know and conduct themselves in accordance with the terms and conditions
set forth in the Residence Hall License Agreement and University Judicial Code. As a resident, it is also your
responsibility to know and abide by all University and Housing policies and procedures. For
additional information regarding University Regulations, please refer to the University Judicial Code and
MASON Student Handbook.

In addition to adherence to the University Judicial Code and OHRL policies and procedures, Mason
students are expected to abide by all federal, state, and local laws. Alleged violations of the law will be
referred to the appropriate official, including applicable court or law enforcement authority, the Dean of
Students Office, the Office of Judicial Affairs, and the OHRL. Thus, violations of applicable laws may also
result in administrative action by the University and the OHRL, regardless of the outcome of criminal
investigations and proceedings.


                                             Alcoholic Beverages
The OHRL does not encourage the use of alcoholic beverages and prohibits illegal or otherwise
irresponsible use of alcohol. Residents are accountable for their decisions regarding their use of alcohol as
well as their behavior that occurs as a result of these decisions. In this context, members of the University
community are reminded of the following information: Virginia State Law prohibits possession or
consumption of alcoholic beverages by those under the legal drinking age of 21, and prohibits
making alcoholic beverages available to persons under the legal drinking age.

Since alcohol abuse poses a significant threat to all residents of the residence halls (drinkers as well as non-
drinkers), community members must assume responsibility for the compliance and enforcement of the
alcohol policy. Therefore, any student in a location containing alcohol may be considered to be in
possession of alcohol. In order to maintain conditions conducive to a learning environment, possession
or consumption of alcoholic beverages is only permitted according to the following provisions:

Alcohol-free “Dry” Areas:
Alcohol possession or consumption is prohibited in Presidents Park, Carroll Hall, Dickenson Hall, Essex
Hall, Franklin Hall, Grayson Hall, designated freshmen rooms in DUCC and Chesapeake, and all
designated Healthy Living floors. In addition, any room/suite/apartment where all residents are under the
age of 21.

Legal Drinking Age Residents (21-years-old or older) in TAP, DUCC, Chesapeake, and YRC:
Section 1: Any alcohol possession and/or use not in compliance with State law and policies contained
within this handbook and/or inappropriate behavior related to the consumption of any alcoholic
beverages will not be tolerated regardless of age or residential status.
Section 2: Residents of legal drinking age found intentionally or inadvertently providing alcohol to
underage students may be removed from the residence halls. Students of legal-drinking age are
responsible for accurately verifying that those in their presence are also of legal drinking age (21-years-old
or older).
Section 3: Residents of legal drinking age may only possess and store alcohol in quantities that reasonably
can be considered for personal consumption (NO more than 12, 12 oz. beers OR 1500 ml of wine OR
750 ml of distilled liquor). Drinking games, common source containers and/or containers designed
for rapid consumption of alcohol (punches, “beer pong” tables, beer bongs, funnels, tubing, etc.)
are prohibited in or around the residential communities. Unauthorized kegs containing alcohol
are prohibited in residence halls. Possession of excessive amounts of alcohol, and/or common
source containers, regardless of age, may result in eviction.

Section 4: Virginia State Law prohibits open containers of alcohol in public areas. Therefore, no open
containers of alcoholic beverages are permitted outside of individual residence hall rooms, apartments,
townhouses, or on porches, balconies, landings, corridors, in study lounges or courtyards, with the
exception of approved parties in the authorized OHRL event locations. Residents found with open
containers will be asked to dispose of the alcohol under the supervision of Residence Life staff and face
disciplinary actions.

Alcohol and Underage Roommates:
In the instance in which one resident is 21 years of age or older and one is under the age of 21, the
resident of age 21 may possess alcohol for individual reasonable consumption (see above). At no time
should residents of 21 years of age or older provide alcohol to underage residents/roommates. Under
these circumstances, the resident 21 years of age may store alcohol for individual reasonable consumption
in the common area refrigerator. Empty alcohol containers as decorations are prohibited in areas where
any of the residents are under the age of 21.

Underage Residents:
Any student in a location containing alcohol may be considered to be in possession of alcohol. Underage students found
in possession of alcoholic beverages will be asked to dispose of the alcohol under the supervision of
Residence Life staff, Security or University Police and face disciplinary action.

Section 1: Students under the legal drinking age of 21 may not possess or consume alcoholic beverages.
Inappropriate behavior related to the consumption of any alcoholic beverages will not be tolerated
regardless of age. Residents who consume alcohol off-campus and return to the residence halls will be
considered to be in possession of alcohol.

Section 2: Alcohol is prohibited in rooms where the residents are under the legal drinking age of 21, even if
the alcohol is brought by a guest of legal drinking age.

Section 3: Residents under the legal drinking age of 21 may not possess empty alcohol servers and/or
containers, even for decorative purposes or ashtrays (i.e. shot glasses, wine glasses, martini glasses, etc.).

Section 4: Residents are responsible for their guests’ compliance to the alcohol policy, including not
consuming in dry areas regardless of age.

                                        Assault and Battery
The University strongly condemns physical and/or verbal assaults of any nature and will not tolerate those
who engage in such behavior.

Assault is defined as behavior that would cause apprehension of harm. Words can also constitute assault
when they are accompanied by the ability to inflict immediate harm.

Battery is defined as the use of physical force against an individual.

                                      Bathrooms and Showers
Bathroom/shower use is only for the specified gender/sex indicated on the bathroom door.


                                               Barbeque Grills
The use of barbecue grills is not permitted under any covered walkways, landings, balconies, or within 25
feet of any building, wooded area, or combustible construction. In the Townhouses, grills can only be in
the back of the townhouse and positioned on grass. Open flame cooking devices can not be stored or
utilized within the residence halls or surrounding areas, hence propane grills are prohibited from the
residence hall areas and only charcoal is allowed as the fuel source. All used charcoal must be disposed of
in a proper manner. Residents are responsible for any damage resulting from using their grill.
Combustible materials including BBQ supplies, such as lighter fluid and propane tanks, can not be stored
within the residence halls.

                                                Bicycles
Bikes may be stored in the provided bike racks and a resident’s individual room in the residential areas.
Bikes stored anywhere else will be considered abandoned and will be removed.


                                               Camping
Unauthorized camping, defined as erecting a tent/shelter or sleeping overnight in the lounges, is
prohibited in residence hall areas.

                                               Chalking Policy
The use of chalk to advertise or decorate is limited to students and recognized student groups at Mason,
and must be approved in advance by the AC. Students, or recognized student groups, who use chalk to
advertise or decorate buildings, sidewalks, walls, and columns are responsible for promptly removing the
chalk advertising or decoration. The OHRL reserves the right to remove any chalk advertising or
decoration and may bill the student or student group for the cost of removal.


                                           Chronic Misbehavior
A resident establishes an unacceptable pattern of misconduct when he or she is involved in/around policy
violations, even though individual offenses might be minor. A pattern of recalcitrance, irresponsible
conduct, or manifest immaturity may be interpreted as a significant problem. Generally, involvement in
a third violation of policy will result in eviction from University Housing.


                                                      Communication
The OHRL utilizes Mason campus mail and MEMO e-mail systems for communicating relevant and
important information to its residents. Residents will be held accountable for all information
communicated by Mason MEMO e-mail and Campus mailbox. Students who block/filter emails from
Mason will miss important information. Please note: failure to properly set up your e-mail account and check it on a
regular basis, does not absolve the resident from adhering to the information that is communicated through this systems.


                                                Compliance
Students in the residence halls are expected to comply with and respond truthfully and respectfully to
reasonable requests of any Housing, Security or University officials when acting in the performance of
his/her duties, including administrative instructions and deadlines.

Section 1: Being verbally abusive or argumentative with a Residence Life staff member, Security, or
University official.

Section 2: Failure to leave premises when asked to by a Residence Life staff member, Security, or
University official in the performance of his/her duties.

                                    Controlled Substances/Drugs/ Medication
Since Use/Possession of a Controlled Substance poses a significant threat to all residents of the residence halls, community
members must assume responsibility for the compliance and enforcement of the Controlled Substance policy. Therefore, any
student in a location containing a controlled substance (and/or paraphernalia) will be considered in possession of the controlled
substance (and/or paraphernalia).

Section 1: Any student found consuming, in the possession of, manufacturing, or distributing controlled
substances, or drug paraphernalia, will face sanctions, including but not limited to, eviction from
University Housing for two full semesters.

Section 2: Residents are responsible for the conduct of their guests and visitors while in the residence halls.
Therefore, the host will be held responsible if a guest or visitor is found in the possession of, consuming,
manufacturing, or distributing controlled substances and may be evicted from the residence halls.

Section 3: Misuse of over-the-counter drugs or prescription, and inhaling dangerous substances (i.e.
huffing) is illegal as well as prohibited in the residence halls.

Section 4: Any object or device (homemade or otherwise) that reasonably can be assumed for use as a
consumption or concealing device for controlled substances are not permitted in the residence halls,
including Hookahs, water-pipes, needles, or syringes (unless there is a documented medical need).

Section 5: Beginning July 1, 2008, the herb Salvia divinorum or Salvia became illegal in the state of Virginia.
Possession of, manufacturing, or distribution of Salvia divinorum in any form will be a violation of the
controlled substance policy.

If a student is removed from the residence halls for Use/Possession of a Controlled Substance, the
student may not return to the residence halls as a guest without written approval from the OHRL.
Further, if a student is removed from the residence halls for Use/Possession of a Controlled Substance,
the student may be eligible to apply to return to Housing after two semesters. Residents removed from the
residence halls for violating the Use/Possession of a Controlled Substance policy will forfeit all Housing fees and deposits.

                                         Cooking in the Halls
Microwaves and refrigerators are permitted in all residential areas. Resident-owned microwaves must not
exceed .6 cubic feet and not exceed 900 watts of running power. Resident-owned refrigerators may be no
larger than 3 cubic feet and draw no more than 1.5 Amps.

Residence Hall Rooms:

Generally, cooking is not permitted in residence halls rooms; however in recognition of the busy lifestyles
of today’s college students, basic convenience appliances are permitted. These include refrigerators,
microwaves, hot air poppers, and sealed-unit coffee makers. Any appliance with exposed elements or
items capable of burning anyone who passes by it (e.g. George Foreman Grill) is prohibited. Residents
will also be responsible for removing all unapproved electrical appliances and cooking appliances.

Apartments/Units/Suites with kitchens:
Typical kitchen appliances are permitted in apartments/units/suites with full kitchens (stove, refrigerator,
sink with garbage disposal, microwave, and oven). Typical kitchen appliances include but are not limited
to sealed-unit coffee makers, hot pots, air popcorn poppers, crock pots, toasters, and blenders. Any
kitchen appliances utilizing oil or grease or resulting in greasy residue should use appropriate disposal
methods (cool and throw away, do not pour down drain).


                                                Damage Billing
Your room/apartment/suite condition will be assessed by the RA at move-in and move-out. Any damage
done will be assessed against the Room Condition Report (RCR) and billed to your student account. It is
the responsibility of all residents to ensure the room is clean once all residents have moved out.
Establishing a roommate agreement and identifying the cleaning responsibilities of all roommates is
encouraged. Some areas offer roommate cleaning contacts for check-out. Please check with your RA or
Area Desk if you wish to obtain one. Common area damage will also be divided among the residents and
assessed to each individual student account. Damage bills will be mailed after closing. If you wish to
appeal a charge, you must adhere to the timeline and procedures set forth in your damage bill. Damage
Billing Appeals should be submitted in writing and addressed to the Area Coordinator.

Charges for damages and cleaning will be determined by the Resident Director during the floor inspections
which take place after check-out. The damages and cleaning are communicated to the Area Coordinator
who adds the amount to the student’s account per the University’s timeline and procedure. In all cases,
the verified University assessment is conclusive. This includes any and all charges related to actual
damages, cleaning, vandalism and actual costs in preventing areas from being vandalism in the future.


                                          Damages/Vandalism
Vandalism is defined as the intentional or reckless destruction, defacement, or damage of property
belonging to the University or to any member of the University community.

Section 1: Residents found responsible for vandalism will be immediately removed and trespassed from
the residence halls, charged for resulting damages, and referred to the Office of Judicial Affairs and
University Police.

Section 2: Residents are responsible for their guests while in the residence halls. Therefore, the host will
be held responsible if a guest is found vandalizing or damaging property belonging to the University or to
any member of the University community.

Section 3: Residents of an individual room or residence community will be required to share the expense
of repairing or replacing damaged/vandalized property.

Section 4: Residents found tampering with, damaging, and/or driving through the York River Corner or
Chesapeake parking gate(s) will be charged the expense of repairs or replacement. Furthermore, residents
are responsible for the conduct of their guests and visitors while in the residence halls. Therefore the
resident will be held responsible if a guest or visitor is found in violation of this policy.

                                          Disruptive Behavior
Disruptive Behavior is defined as behavior that infringes upon academic pursuits or is disruptive to orderly
community living, including the privacy and privileges of residential community members.

Section 1: Hall sports such as throwing items in the hallways, rollerblading, wrestling or bouncing balls
inside the residence halls are prohibited. Sports/recreational equipment is not to be utilized in the
residence halls, except in designated areas, as they can lead to injury, activation of sprinkler system or
damage to person or property. Skateboarding is prohibited in/around the residence halls or in parking
lots.

Section 2: A prank is defined as any behavior or action that occurs for amusement. Oftentimes what is
amusement for one is physical, financial, or emotionally harmful to another. Students who engage in such
behavior will be subject to disciplinary action.


                                             Electrical Appliances
The capacities of the residential areas’ electrical systems are limited. Overloading the system can result in
fire hazards. Additionally, there are certain types of electrical appliances that are dangerous in residents’
rooms. The following guidelines govern the use of electrical appliances, outlets and extension cords in
residence hall rooms, apartments, and townhouses:

    1. Multiple-outlet adapter “strips” with built-in circuit breakers are required when the desired number
       of appliances exceeds the available number of outlets. These surge protectors must be plugged in
       directly to a wall outlet and UL approved. Surge protectors may not be plugged into other surge
       protectors. Extension cords may not be used with the power strip. All adaptors must have an
       on/off switch.
    2. Multiple-outlet adapter “strips” must be UL or FM approved strips. Seals should be left on the
       devices for proof. Strips and flexible cords shall not be affixed to structures, extended through
       walls, ceilings or floors, or under door or floor coverings, nor shall such cords be subject to
       environmental damage or physical impact.
    3. Extension cords may not be used under any circumstances. Only adaptor strips with built in circuit
       breakers may be used plugged directly in to the wall outlet. Appliance must be then plugged in
       directly to the power strip.
    4. Resident-owned refrigerators are allowed in residence hall rooms provided they do not exceed the
       following sized electrical requirements: they operate at 118 volts, 60 Hz, and do not draw more
       than 1.5 amps or 180 watts of power and are 3.0 cubic feet or smaller in size. Please refer to the
       Agreement for more information.
    5. Other appliances, such as radios, microwaves, desk lamps, computers, and TVs are permitted
       provided the total power requirements do not overload the room’s electrical capacity and they do
       not require use of an extension cord. These and other appliances may be prohibited at the
       discretion of the OHRL staff and/or the University Safety Office staff.
    6. Wall mounted TVs are prohibited except in common areas and lounges where provided and
       installed by the OHRL.
    7. Lights: Halogen lights, black lights, and spider lamps (lamps with more than two light bulb sockets,
       using 150 watts) are prohibited.
    8. Overhead, or room, lights may not be covered with any material.

                                           Endangerment
Endangerment is any behavior that poses a perceived, potential, or immediate safety threat to persons or
property.

Section 1: Behaviors which represent a threat (perceived or actual) to the health and well being of residents
and/or guests, including threats or acts of self injury (such as attempted suicide) or injury to other
residents are prohibited.

Section 2: Active or Passive behaviors which may cause physical injury including but not limited to verbal
or physical altercations, pranks, entrapment, behaviors under the influence of alcohol or a controlled
substance, or hall sports are prohibited.


                                              Event Policy
Designated OHRL meeting spaces and outdoor areas may be utilized by Mason recognized student groups
to hold meetings and/or limited special events. However, certain restrictions apply.

Until formal written approval is given by professional Residence Life staff, the desired space should NOT
be advertised as the location of the event. The following criteria must be met to utilize the residence hall
meeting spaces and/or the outdoor areas at Mason:
    • Groups requesting use must be recognized by Mason. This process is completed through the
        Student Activities Office in Student Union Building I.
    • Recognized student groups interested in utilizing a meeting space or outdoor area, must submit a
        Meeting/Special Event Request form (available at the Area Desks) to the AC, five business days
        before the meeting, or special event is to take place.
    • Special Events cannot occur until the second full month of school in the fall semester, or the
        second full month of school in the spring semester.
    • Special Events and meetings must be properly facilitated, supervised, and if necessary have the
        proper security coverage.
    • All groups will be held accountable for all activities that take place and possible actions/situations
        that may occur after the event.
    • All groups must properly clean the area being used and return the area to its previous condition
        once the event or meeting is finished.
    • An enrolled Mason student, who resides in the area the event and/or meeting takes place, must
        sign the Meeting/Special Event form. This resident will be held accountable, along with the
        sponsoring organization, for escorting all participants to/from the event, all activities and damages
        that may occur during the meeting and/or special event.
    • All groups must adhere to the occupancy requirements as not to create safety hazard.


                                      Fire Alarms & Evacuation
When the fire alarm sounds, residents must always immediately evacuate the building, report to their
predetermined evacuation site, attempt to report to their RA, and follow the instructions of Emergency
personnel and/or OHRL staff. It is against the law to not vacate a building during a non-
scheduled/emergency fire alarm. Residents who do not evacuate in a timely manner, or fail to
adhere to instructions given by Emergency personnel and/or OHRL staff, will be subject to
disciplinary action.



                                                     28
Any resident activating a pull station under false pretenses, or who makes any false report that may cause
building evacuation will be subject to disciplinary action and criminal prosecution. Activating a fire alarm
under false pretense is considered a Class I Misdemeanor that is punishable by one (1) year in jail, $2500
fine, or both.

Residents are responsible for their guests while in the residence halls. Therefore, host will be held
responsible for familiarizing guest(s) with fire alarm and evacuation procedures.

Fire Alarms & Evacuation of Mobility Challenged Residents
To aid in the safety of residents with mobility challenges, either permanent or temporary, should report
their special needs to the Resident Director (this may include residents with physical impairments and
psychological conditions). A list of residents with disabilities and/or mobility challenges is provided to
the Environmental Health & Safety Office for the sole purpose of notifying University Police and City of
Fairfax Fire & Rescue. These first response units should be alerted prior to an emergency to adequately
prepare for special rescue, if necessary.

 If resident with disability or mobility challenge is unable to safely evacuate during when a fire alarm is
activated:

    •    If you are in your room when the alarm sounds, you may remain there. Close your door and
        windows. Dial 911 from a landline; inform the dispatcher that you are a mobility-challenged
        student, that there is a fire alarm sounding in your building, give your name and room number, and
        state that you need assistance in evacuation of the building. The dispatcher will inform the
        responding fire department of your location.
    •   If you are in a friend’s room when you hear the alarm sounding, follow the steps outlined in the
        previous bullet.
    •   Many buildings have areas of egress, equipped with telephones for communicating with emergency
        personnel about location. Persons who are mobility challenged are encouraged to know these areas
        and go to these areas when possible.
    •   If you are in a common area bathroom when you hear the alarm sound, return to your room or the
        nearest available room, and follow the steps outlined in the paragraph above. In some cases,
        stairwells have been constructed to be safer alternatives, as well.
    •   If safe to do so, resident is to remain in self-determined location until help arrives.


                                                  Fire Safety
The resident is ultimately responsible for his/her safety. Tampering with any fire safety equipment
including but not limited to fire extinguishers, smoke detectors, sprinklers, heat detectors, or fire doors is
grounds for any and all disciplinary action, including eviction from the housing area and criminal
prosecution.

Residents are responsible for their guests while in the residence halls. Therefore, host will be held
responsible for familiarizing guest(s) with fire safety practices.

Section 1: The possession of any highly flammable objects is prohibited in residence halls. This includes
but is not limited to: the possession of candles, incense, or any other open flame object, even as
decoration. Plug-In Air fresheners are prohibited. “NoFlame” candles are permitted.

Section 2: Misuse of Fire-Fighting Equipment is defined as tampering, removing, or discharging a fire
extinguisher, fire alarms, or any other fire emergency equipment except when responding to a fire.

Section 3: False Fire Alarm: Any resident activating a pull station under false pretenses, or who makes any
false report that may cause building evacuation may face criminal prosecution in addition to penalties
imposed by the University and the OHRL. Activating a fire alarm under false pretense is considered a
Class I Misdemeanor that is punishable by one (1) year in jail, $2500 fine, or both.

Section 4: Smoke Detectors and other fire safety equipment- Removing or tampering with smoke
detectors, batteries, or heat detectors within the residential communities is prohibited. Hanging anything
from or on the sprinkler system is forbidden. Furthermore, residents in all buildings, except in York
River Corner, Chesapeake, and Commonwealth and Dominion Halls, are required to test their
Smoke Detector in accordance with the Agreement.

Section 5: Arson is maliciously setting fire to anything, or aiding, counseling or procuring the setting of fire
to anything, shall be guilty of a felony. This is a crime punishable by fines, jail time, and/or eviction.

Section 6: Fire hazard is any situation in which there is a greater than normal risk of harm to people or
property due to fire. Fire hazards can take the form of, but are not limited to: the obstruction of a fire exit
in a residence hall or at a hall-sponsored activity or event, obstructing or compromising adequate exit (path
of egress), overloading electrical systems, possessing materials that produce toxic fumes when heated, etc.

Section 7: The propping of fire, corridor and/or stairwell doors is prohibited.

Section 8: Halogen Lamps, black lights, and spider lamps (lamps with more than two light bulb sockets,
using 150 watts) are prohibited within the residence halls.

Section 9: Failure to evacuate (and/or remain evacuated) during or following an alarm is prohibited. (See
Fire Alarm section above for more information.)

Section 10: Failure to immediately resolve or correct violations resulting from Fire Marshal and/or Health
and Safety Inspections will result in disciplinary action, fines, and/or eviction.

While the OHRL tries to cover most living circumstances in this handbook, please remember that
as a state property, all student housing is subject to annual inspections from the Virginia State
Fire Marshal's office. ALL RESIDENT STUDENTS must comply with all Virginia State Fire
Codes as interpreted by the State Fire Marshal's Office. Any violations found must be corrected
before any re-inspection by the Fire Marshal. If not corrected, students may be subject to fines,
judicial procedures and/or eviction from the halls.

                                                Fireworks
The possession and/or use of fireworks inside a residence hall, on residence hall property or at a residence
hall-sponsored event or activity is prohibited.

Section 1: Residents found possessing or using fireworks in or around the residence halls may be
immediately removed from the residence halls.

Section 2: Residents are responsible for their guests while in the residence halls. Therefore, the host will
be held responsible if a guest is found using or possessing fireworks.

                                            Furniture and Lofts
Furniture placed in student rooms and common areas are for the sole use of the residents assigned to that
location/community. Residents are responsible for leaving clear, accessible paths of exit (egress) of a
minimum of 3 feet. Residents may not obstruct any windows with screens, furniture, or other
objects/materials in such a way that will compromise the potential exit in the event of an emergency. In
accordance with the State Fire Marshal, absolutely no furniture is permitted in main corridors.

Common Area and Lounge Furniture:
The furniture is intended for the sole use of residents assigned to the floor/community and may not be
removed from the lounge area for any reason. Residents found with lounge area furniture in their
room/apartment/suite may face disciplinary action. Further, residents are financially responsible for
lounge area furniture and any damage or theft of lounge area furniture will be billed to the
floor/community. Residents of apartment style residence halls who share common area furniture (living
rooms) are financially responsible for the common area furniture. Any damages to the furniture will be
billed to the residents of the apartment. (See Damage Billing section for more information).

Student Rooms:
Residents are responsible for all pieces of furniture within their room assignment and assume all financial responsibility for the
furniture in their room and common areas within that shared unit. Although residents may personalize their
assignments by rearranging furnishings, the removal of furniture is prohibited regardless of the reason. This includes,
but is not limited to, placing furniture in hallways, porches, balconies, breezeways; and removing doors from wardrobes.
Residents found placing furniture outside of their rooms, for any reason, will be required to return the furniture to their room
immediately and may face disciplinary charges. Please note: ladders are available for lofted or top bunks, upon
request.

Residents found in violation of this policy may face the following:
   • 1st Violation: Residents must return the furniture to its original location and will face disciplinary
       action.
   • 2nd Violation: Residents must return the furniture to its original location and will face disciplinary
       action including but not limited to being placed Housing Probation.
   • 3rd Violation: Residents must return the furniture to its original location and will face disciplinary
       action including but not limited to eviction from the residence halls.

Lofts:
Resident-owned lofts are not permitted within the residence halls. Residents found in possession of non-
University owned lofts will be required to remove them.


                                                  Gambling
Gambling, wagering, gaming, or bookmaking on University premises or with University equipment, as
defined by federal, state, and/or local law is prohibited.


                                                    Guests
Students residing in University Housing are responsible for informing their visitors of the residence hall
policies. Guests are required to adhere to all of these policies and the hosting resident is responsible for
his/her guests’ behavior. A guest is defined as any person who is not assigned by the OHRL to live in the
room, even if that person is a Mason student. A resident who hosts a guest assumes full responsibility for
his/her guest while he/she is in the resident’s assigned room/apartment/suite regardless if the resident is

present at the time of the incident or not. The resident will be accountable for the guest’s policy
violations.

Non-Resident Guests:
 1. Residents who host a non-resident guest assume full responsibility for his/her guest while the
    resident is in the residence hall areas.
 2. All guests must adhere to the guidelines set up in the Roommate(s) Contract.
 3. All guests must be escorted at all times and carry a valid picture I.D.
 4. Residence Life staff may ask guests to leave at any time.

Overnight Guests (resident and non-resident):
 1. You must get prior permission from your room/apartment/suite-mates to host an overnight guest.
    In cases where room/apartment/suite-mates cannot agree, the right of the resident to occupy
    his/her room without the presence of an overnight visitor shall prevail.
 2. A guest’s stay may not exceed two nights within a seven-day period; situations requiring additional
    nights must be approved by the AC. A guest who stays after 2:00am will be considered an
    overnight guest.
 3. The host is prohibited from giving his/her keys or access card to the guest. In order for a guest to
    gain access to the building or room, he/she needs to be accompanied by his/her host.
 4. Each room may host no more than 2 overnight visitors per night. Reasonable sleeping
    accommodations should be made in such a way that paths of exit (egress) are not obstructed.
 5. Cohabitation and/or loan of residence hall space are prohibited at Mason. This includes allowing
    guests to stay for an extended period of time in your room/apartment/suite while you are present or
    in your absence.

Guests Under the Age of 18:
Resident students who host minors as visitors or overnight guests take on a special and extra
responsibility. Minors, defined as non-students under the age of 18, require greater supervision and
guidance than an adult guest. The following rules also apply to minors and their hosts:

 1. Guests who are 16 or 17 years old may remain overnight with a resident student host. Guests of this
age must provide the Resident Director with written permission from their parent/guardian for this stay
over. The Resident Director must approve the stay over prior to the visit.

2. Guests under the age of 16 may visit overnight only in rare circumstances. Parental/guardian permission
must be provided and the Associate Director for Residence Life approves or denies these requests.

3. The host agrees to be with the minor guest at all times.


                                                Harassment
The OHRL supports a community that encourages residents to develop personal skills and perspectives
necessary to become positive and productive members of society. A key component of future success is
the ability to acknowledge individual differences and ideas. Residents living in University Housing are
expected to treat each other with respect and dignity.

Section 1: The OHRL will not tolerate any form of bigotry, harassment, intimidation or threat, whether
verbal, written, psychological, direct, or implied. This includes written statements and drawings/
suggestions on message boards, voice messages, and electronic communications.

Section 2: The OHRL will not tolerate any form of sexual harassment. Sexual harassment is defined as
unwelcome sexual advances, requests for sexual favors, and other verbal, non-verbal, or physical conduct
of a sexual nature.

Section 3: Any form of bigotry, harassment, intimidation or threat that occurs as a result of use of any
Internet service is prohibited. This includes threats made on electronic mediums including the World
Wide Web, myspace, Facebook, and Instant Messenger.

Section 4: Mason defines a Bias Incident as an act of discrimination, harassment, violence, or criminal
offense committed against any person, group, or property that appears to be intentional and motivated by
prejudice or bias. Such acts are usually associated with negative feelings and beliefs with respect to others’
race, ethnicity, national origin, religion, gender, gender identity, sexual orientation, age, social class, political
affiliation, disability, veteran status, club affiliation, or organization membership.

Section 5: Use of cameras, camera phones, digital recording devices, and/ or video equipment will be
considered harassment if it is utilized without the specific consent of the persons(s) being photographed,
recorded, and/or videoed. Further, residents may face criminal prosecution and/or referral to the Office
of Judicial Affairs if such images or recordings are made public or placed on the Internet.

                                      Health and Safety Inspections
For the health and safety of each resident, OHRL staff members (in collaboration with the State Fire
Marshal and the Office of Environmental Health & Safety) will periodically inspect your room for fire
safety hazards, damages, and cleanliness throughout each semester. Residents are not required to be
present for these inspections. Health and Safety Inspection timelines will be posted no later than 24 hours
prior to inspections taking place. Failure to correct violations resulting from Health and Safety Inspections
will result in disciplinary action.

                                          Improper Check-out
If you do not comply with check-out procedures outlined on page 14, you will be assessed an improper
check-out fee. This will be charged to your student account.


                                            Keys/Card Access
When you check into your new home, you will either be issued keys and/or your Mason ID card will be
programmed for your residential space. The keys issued upon move-in are property of Mason. They may
not be duplicated or loaned. Keys assigned to you by the OHRL and your Mason ID should be kept with
you at all times and never left with a friend or otherwise let out of your possession.


                                     University Liability and Insurance:
The University does not assume obligation or liability for loss, theft or damage to personal property (or
personal injury) that occurs in its buildings or on its grounds before, during, or after the terms of the
Agreement regardless of the cause. Insurance carried by the University covers the building and contents that are state
property. Students are urged to purchase renter’s insurance for protection against loss or property
damage or check with their parents’ homeowners insurance for coverage. Information on Student
Personal Property Insurance is available from OHRL.

                                    Motorized Vehicles and Parking
Section 1: Automobiles, motorcycles, mopeds, and gas powered motorized vehicles including
unauthorized golf carts are not permitted in or around the residential communities.

Section 2: Parking of motorized vehicles must comply with the University Parking Services regulations.
Residents of the YRC Area are not allowed to use their ID cards to swipe in guests and non-residents of
YRC into Lot R.

Section 3: Parking is strictly prohibited in fire lanes. Parking in fire lanes will result in fees from University
Police, as well as, State Fire Marshal. If the vehicle is not removed from the fire lane immediately, it will
be towed and impounded at the expense of the vehicle operator/owner.


                                                        Noise
Courtesy Hours:
Courtesy hours are observed 24-hours a day throughout residence halls. When asked by another resident
or staff member to reduce noise level, residents are expected to immediately comply as a courtesy to fellow
community members.

Quiet Hours:
A quiet hours violation occurs when noise from your room/apartment/suite is audible outside the door
and may result in disciplinary action. The following times have been designated as quiet hours in all
residence halls. Many living learning communities have 24 hour quiet hours regardless of the day or time.
Failure to comply with a request to reduce noise levels by a resident may result in disciplinary action.
Quiet hours will be observed during the following times: 10:00p.m.-8:00a.m. Sunday-Thursday
and midnight-10:00a.m. Friday-Saturday.

24-Hour Quiet Hours:
On Sunday, December 7, 2008 and Sunday, May 3, 2009, beginning at 10:00p.m. 24-hour Quiet
Hours will be observed throughout the duration of final exams. Residents violating the 24-hour quiet
hours may be asked to leave the residence halls and lose Winter Break or Summer Housing privileges.


                                             Party/ Special Event Policy
Residential students may entertain/socialize with other Mason students in their room/suite/ apartment,
provided that a) no policy violations occur (including but not limited to alcohol and noise), b) occupancy
regulations are not exceeded, and c) there is no disturbance to the academic residential area. Events in
which violations occur or which do not adhere to the party guidelines will be considered an unauthorized
party. Such events are prohibited in residential rooms/suites/apartments and participating students may be evicted from
University Housing.

Designated Event Locations:
Residential students may register and host an “event” in a location designated by OHRL. These locations
provide space for residential students to celebrate or congregate with fellow students. These areas are
reserved on a first come, first served basis.

Who may reserve an Event Location:
Students who are current residents may register for an event. All students involved in sponsoring an event
MUST be listed as a host. OHRL recognized organizations (RSA, C.A.B., etc), individual students, and
residential halls and floors are permitted to reserve the event location.

Consequences for Misuse:
Consideration and community values are important. Therefore event participants are expected to be
considerate of the surrounding academic/residential environment, and not to wait for your neighbors to
complain regarding noise.

Students in violation of the party policy may face disciplinary action, including eviction from housing.
This includes student who host events in their individual rooms/ apartments/ suites or using the event
locations provided by housing.

OHRL reserves the right to discontinue or alter the party/event policy should isolated or patterns of
behavior become a concern or issue.

Special Events Registration Includes:
   1. Time and date of event
   2. Location requested (DUCC or York River Corner)
   3. Name, G number, and contact information of host(s)
           a. If no alcohol will be served, approximate number of people expected
           b. If alcohol will be served, a typed guest list (Two days prior to event)
           c. Name of individual(s) responsible for clean-up
   4. Name, G Number(s), and contact information of individual(s) checking guest list and IDs (if
       alcoholic beverages are served).
   5. A schedule of who will be performing these duties and at what time.
   6. List of what non-alcoholic/alcoholic beverages and food will be served (include amount).

Dates and Times Available:
Friday 7:00 pm to 2:00 am
Saturday Noon to 2:00 am
Sunday Noon to 10:00 pm
Party/ Special Event Locations will NOT be available during 24 Hour Quiet Hours
If alcohol is approved to be served at an event, alcohol service must be stopped one hour prior to the
conclusion of the event (Friday and Saturday after1 am or 9 pm on Sundays).

Social Event/Party Guidelines
   All Events:
   • The registration form must be completed SEVEN (7) days in ADVANCE of event. An OHRL
       staff member will contact you within 3 days of receiving your registration regarding the approval of
       the event. Each event will be approved based on guidelines include:
           1. the environment being set for the party
           2. information contained in the registration
           3. the past history of the host(s) prior usage of housing space (abuse, damage, etc.)
           4. the availability of the event location
   • Host(s) must be current residential student(s). Guests must be current Mason students.
   • Office of Residence Life and Housing (OHRL) staff members/University Officials may visit the
       event to ensure compliance with these policies. At any time during an event Housing /University
       staff may terminate an event if violations are observed or suspected of occurring.
   • Host(s) must meet with RD/AC prior to the event to ensure understanding of polices and
       procedures for hosting a party within the residence halls.
   • The number of persons attending the event may not exceed 50 persons or posted maximum
       occupancy load.

•   The registered host(s) is responsible for all guests that attend, invited or not invited. This includes
    escorting to and from the party area. Students are not allowed to roam resident halls in which they
    are not residents of. REMINDER: DO NOT PROP DOORS!
•   The Event location must be cleaned and vacated by 2 am (10 pm on Sundays). The registered
    host(s) is responsible for any and all violations that occur.
•   The registered host(s) is responsible for all aspects of the party including abut not limited to
    limiting attendance/crowd control, clearing trash and setting room back to original setting,
    ensuring that no loitering occurs at the end of the event, ensuring that nearby restrooms and
    kitchens are kept clean and returned to original condition, making reasonable accommodations to
    insure fire and life safety for attendees, abiding by state and federal law, university policy, and
    housing policy.
•   Bands are prohibited. Music may be provided via sound systems, but speakers may not be directed
    out of the windows, bass volume must be low, and overall volume must not disrupt others.
•   A host must be present at all times.
•   The registered host(s) may not have disciplinary violations within the last 9 months.
•   Each event must have an established beginning and ending time.
•   Party noise should not be audible outside the Event area.
•   Non-student minors (under the age of 18) are prohibited from attending the event.
•   Admission, cover charges, and the sale of alcohol are prohibited. No money or donations may be
    collected as a result of entrance into the party.
•   Students are expected to compile an accurate guest list of residents and send invitations to specific
    individuals in order to maintain some control of who gains entrance. Therefore, general
    advertisements for the gathering/party are prohibited.
•   If damages result from a party, the group hosting the party will pay for damage which cannot be
    assessed to individuals. The groups may be asked to pay a damage deposit for subsequent parties.
•   The party/event locations have a maximum occupancy of 50 people. Events in excess of the
    designated maximum occupancy violate Housing and Fire Safety polices, and the event will be
    terminated.
•   No smoke machines may be used.
•   Decorations may not block exits or smoke detectors, or create obvious hazards for members or
    guests.
•   Please follow the guidelines for decorations as described in the Guide to P.R.I.D.E..
•   Only one entrance may be used, to act as the sole entrance and primary exit for the entire event.
    However, there must be at least one alternate exit provided for and communicated to attendees.

Events involving alcohol:
The quantity of alcoholic beverages authorized to be present at the event location and available during
the event is dependent on the number of expected guests. The quantity and container type must be
submitted with the authorization form. The quantity must never exceed 36 ounces of beer (equivalent
to 3cans/bottles) or 15 ounces of wine (equivalent to 3 glasses) for each guest. Hard liquor, punch
bowls, and coolers are never permitted.

•   Guest lists must be submitted TWO days prior to the event. No names may be added to the guest
    list once the list has been verified.
•   Only students with a valid ID showing they are of age and who are on the guest list will be allowed
    to enter.
•   All host(s) and guests must be of legal drinking age for alcohol to be permitted.
•   The presence of alcohol shall be incidental to the purpose of the event.

    •   Substantial food (pizza and sandwiches, not just chips or pretzels) and non-alcoholic beverages
        (other than water) must also be available for the duration of the event.
    •   Alcohol must stop being served one hour prior to the end of the event.
    •   Beer and wine only! All alcohol service must comply with Virginia ABC rules and regulations. .
    •   Alcoholic beverages are not permitted in the walkways, common areas, bathrooms, etc
        surrounding the party facility; alcohol is only permitted in the registered event location. Doors
        must remain close. Anyone with an open container of alcohol in a public area may face criminal
        and housing disciplinary processes.
    •   During and after an event, excess beer and wine must stay at the approved site
    •   Drinking games are prohibited!
    •   No BYOB: The only alcoholic beverages which may be served must be provided by the host(s).
    •   Any alcoholic beverages served must be managed: designated host(s) must be identified who agree
        not to consume alcoholic beverages when serving as the designated host, to verify the age of all
        guests, supervise the guest list, ensure that no one enters or leaves with alcohol, and to monitor
        who is being served and how much individuals are consuming.
    •   Any violations of the Alcohol Policy or illegal use of alcohol will result in immediate termination of
        the event/party.
    •   Any individual(s) providing alcohol to an under age person will be subject to disciplinary/ criminal
        action. This would include each host for an event.
    •   By signing the party registration, the host(s) assumes full responsibility of the party.
    •   At any time during an event Housing /University staff may end the event if policies are being
        violated such as alcohol being consumed by an underage drinker and/or if activities signify a
        problem or potential problem. The Housing/ University official may respond by giving a warning,
        closing the tap, or ending the event.

Failure to abide by the policies outlined within the Guide to P.R.I.D.E. and university will place the event in
violation, and the event will immediately be disbursed.


                                               Pets and Animals
Animals are prohibited within the residence halls except for fish in a properly maintained aquarium of 10
gallons or less, and service animals.
    • Snakes, rabbits, gerbils, hamsters, turtles, and other animals that dwell in aquariums are prohibited.
    • No pets are allowed in the residence halls for visits.
    • Since pets are prohibited from the residence halls, residents should not be in possession of related
        items such as litter boxes, leashes, and pet food.
    • For residents sanctioned with removal of pet, the Residence Life staff will determine an
        appropriate timeframe.
    • Residents found violating this policy will be required to remove the animal(s) and have their
        carpets cleaned at their expense and be responsible for any other charges resulting from possession
        of a non-approved pet.
    • Students registered with the Office of Disability Services may have service animals reside with
        them for documented needs and must comply with the “Guidelines for Maintaining an Approved
        Animal within the Residential Community” (see page 57). This includes providing Veterinarian
        verification that the animal has all Veterinary recommended vaccinations to maintain the animal’s
        health and prevent contagious disease and the designation of an alternative caregiver for the animal
        if the owner becomes ill or unavailable. Please contact Area Residence Life Staff for additional
        information.

                                                Posting Policy
Posting items in residence halls is limited to Mason recognized student groups.

Prohibited Postings
Clubs, bars, and non-Mason related businesses are prohibited from posting or distributing items in the
residence halls.
    • Residents found distributing such prohibited items will face disciplinary action and be held
        responsible for the cost of removing items.
    • Non-resident students found posting or distributing prohibited items will be referred to the Office
        of Judicial Affairs for trespassing.
    • Non-students found posting or distributing prohibited items will be referred to the University
        Police.

No materials may be posted on the exterior surface of any University building, or interior or exterior
pillars, breezeways or walkways, trees, light and lamp posts/poles, traffic control signs, or other existing
permanent signs on posts. In addition, nothing shall be affixed to any walls, windows, doors, or
doorframes, glass panels, or painted surfaces either inside or outside.

Posting Procedure in/around the residence halls:
Contact the AC or the OHRL at (703) 993-2720, to drop off flyers. Non-approved fliers will be discarded
without notification to the department/student organization.
    • All signs and posters will be referred for review by the AC to determine approval or non-approval
       for positing, dissemination, or display.
    • If approved, posters, signs, etc. can only be posted in non-public areas by RAs. Posting or
       displaying of items is not allowed in windows.
    • All approved postings (in public areas) must be removed by the group posting the signs on the day
       after the event.
    • Students and organizations violating the positing policy may face disciplinary action and will be
       responsible for the cost of removing these items.
    • Organizations are prohibited from posting information for events which involve alcoholic
       beverages or occur at off-campus bars.

Posting Violations:
   • The OHRL will file a complaint with the University Offices whose groups do not comply with
       these procedures.
   • The OHRL reserves the right to remove posted materials that are not in accordance with this
       policy.
   • Violation of these provisions constitute potential grounds for removal of material, denial of
       approval to post materials by the organization for specified period of time, loss of access to
       duplicating or other facilities use restrictions, and charges for the cost of removal of the material
       and any associated repairs.

                                           Prohibited Technology
Residents documented for violations of the GMU Computer Policy while residing in the residence halls
will be referred for disciplinary action. This policy includes the prohibition of setting up and utilizing
wireless networks not authorized by the University. Please refer to the ITU website for more
information, http://itusupport.gmu.edu/.

                                               Public Nudity
Any act of public nudity, including but not limited to, streaking, mooning, and public urination is
prohibited.

                                            Resident Responsibility
Living on-campus has many benefits such as being close to all of the University’s resources and activities,
meeting new people, and being a part of the University community. However, with these benefits come
responsibilities. Residents are responsible for everything that occurs in their room/apartment/suite.
Residents must inform guests about University policies, report maintenance concerns in a timely fashion,
follow Housing procedures, including those in the Guide to P.R.I.D.E. and the Agreement, and are
responsible for all personal items and University property in their rooms. It is therefore strongly urged
that all residents take these responsibilities seriously.


                                         Room Decorations
The OHRL must ensure that no safety and/or fire hazards are created through decorations and must be
able to perform periodic maintenance. Furthermore, all residents of the room, suite, apartment, and
townhouse must agree to any decoration.

Residents in dry wall areas such as York River Corner and Chesapeake should utilize the hangers/hooks
provided by the OHRL, as a means of preventing damage. These hangers/hooks must be removed
properly for check-out or may be left in the wall if resident is concerned about damage to the wall by
removal.

Your personal living space is intended to serve not only your needs, but those of future residents. When
personalizing your space, please adhere to the following guidelines:
    • Electrical accessories must be UL-approved. Electrical devices may not be spliced in existing
       wires; use power strips with built in circuit breakers: Remember no extension cords are allowed and all
       strips must have an on/off switch.
    • Residence hall entrance doors, doors and windows in common areas, and doors in student rooms
       may be decorated in a manner that does not deface or damage property or create a fire hazard.
    • No more than 20% of the side of a door facing the main corridor may be covered at
       anytime. No more than 20% of a wall can be covered/decorated at any time. No
       decoration or other objects shall be placed to obstruct access to or visibility of exits.
    • Do not attach materials to walls in a way that damages the surface; do not use tacks, nails, or
       certain tapes, and coverings, such as wallpaper or contact paper.
    • Do not hang materials from the ceiling or smoke detector, sprinkler heads, or other fire prevention
       equipment.
    • Do not paint any part of your room.
    • Do not remove any of the room’s original furnishings or alter the physical structure of the room in
       any way.
    • Students working on room decoration projects are responsible for clean-up. Failure to do so will
       result in a clean-up charge.
    • When students move out of a room that they have modified, the room must be returned to its
       original state or students will incur charges.
    • Any student furnishing (including but not limited to curtains/window hangings, furniture,
       decorations, and carpets) must have proof supporting flammability requirement (fire retardant
       Class A or B). If no such proof exists, the item(s) are not permitted and the resident will be asked
       to remove said item(s) immediately.

    •   Candles, incense, or other open flames are not permitted in residence halls, even as
        decorations.
    •   Windows and Balconies: Residents are prohibited from hanging anything out of windows or
        balconies. Posters, flags, or other decorations are prohibited from facing out of any window.
    •   Overhead, or room, lights may not be covered with any material.

Holiday/Special Event Decorations:
  • Garbage Bags or other flammable material may not be used for decorations.
  • All light and cords must be in safe operating condition and be UL-approved.
  • Room/apartment/suite and individual lights may not be covered for any reasons. All lights or
      other decorations must be approved by the AC for your area.
  • Artificial trees made of aluminum or any other metal may not be wired with tree lights. Live trees
      are prohibited.
  • No decoration or other objects shall be placed to obstruct access to or visibility of exits.
  • Artificial snow or any other material that is difficult to remove or might result in damage is not
      permitted.
  • Decorations that violate the University Judicial Code are prohibited.

Any structures or decorations that do not meet the standards set by the OHRL and the Fire Marshal of the
State of Virginia will be taken down immediately. If the required changes are not made, the OHRL
reserves the right to remove all structures from the room and bill the student for the cost of removal.
Failure to remove or redesign items may result in fines and/or a disciplinary referral including eviction
from the residence halls.


                                                    Safety
Safety is a partnership dependent upon each individual community member and his/her guests. In order
for residential communities to be safe places to live, study and grow, cooperative efforts by all residents are
essential. Our approach to safety and security rests on one simple notion: Each individual observing a
few common-sense precautions contributes to a safe and secure place for all to live, such as:
    • Do not tamper or vandalize any fire alarm equipment.
    • Keep your key and Mason ID card with you at all times.
    • Do not loan your key or your Mason ID card to friends.
    • Always lock your room/apartment/suite.
    • Never prop open any doors, especially exterior ones, or ground floor windows.
    • Inform your roommate(s) of your whereabouts.
    • Do not leave personal property unattended.
    • Inventory and inscribe valuable items. The University Police will loan students an inscribing tool.

    • Never walk alone on campus after dark.
    • Do not allow anyone into your hall that is not escorted by a hall resident.

Above all, be alert and observant, and report all suspicious people or activities to the University Police and
Residence life Staff.

                                                    Screens
The removal of screens is prohibited and may result in a $25 charge added to your student account, in
addition to the cost of a new screen if required. Residents are prohibited from installing screen doors and
other screens that alter the structure of the area.


                                                Sexual Offenses
The University condemns sexual offenses and will not tolerate sexual offenders. Sexual Assault is a crime
punishable by both civil and criminal legal action and is a serious violation of University policy. Previous
sexual contact does not nullify the need for consent.
    • Forcible Sexual Assault: The involvement in any sexual act with another person, without the
        consent of the other person, in which there is force which overcomes reasonable resistance, or the
        threat of force, expressed or implied, or the use of duress or deception.
    • Non-forcible Sexual Assault: The involvement in any sexual act with another person, without
        the consent of the other person, particularly when the other person is incapacitated by drugs,
        alcohol, mental deficiency, emotional state, or disability.
    • Non-consensual Sexual Contact: The intentional touching, either of the victim or when the
        victim is forced to touch, directly or through clothing, another person’s genitals, breasts, thighs,
        anus, or buttocks.
    • Sexual Related Offenses: Behavior that is sexually motivated, including but not limited to
        indecent exposure, voyeurism, and Internet activities.

According to the Sexual Assault Services Center, “These acts constitute sexual assault when they are
attempted or committed through force, threat, or intimidation; when the perpetrator has been informed
that his/her actions are unwanted: or through the use of the victim's incapacity or helplessness caused by
alcohol or other drugs (e.g., when the victim is too intoxicated to consent). Alcohol or other drug use by
the perpetrator does not diminish his or her responsibility for the assault. There are other forms of sexual
misconduct that are not only offensive, but also are against the law. This includes obscene phone calls,
‘flashing’ or indecent exposure, and voyeurism or ‘Peeping Tom’ behaviors. Victims of these actions are
often traumatized. Perpetrators of these crimes often progress to more serious sexual assaults.”

                                                  Smoking
ALL residential areas are smoke-free. Smoking is prohibited within all residential buildings including
stairways and entrances. Outdoors, smoking is permitted 20 feet or beyond a residential building, unless it
is a hazardous area or if otherwise posted. Proper disposal of cigarette butts is required. Residents and/or
guests smoking in prohibited areas will face disciplinary action, including possible relocation.


                                                 Solicitation
Solicitors and salespeople, except on official business with the University, are not permitted on the campus
without prior approval from University Services located in Student Union Building II, Room 2028. Please
report any unauthorized solicitors or salespeople to a Residence life Staff member or to the University
Police.

Soliciting and selling in the residence halls is strictly forbidden. Students are not allowed to conduct
private businesses or to use their hall telephone line and/or computer connections for this purpose. Any
students engaged in such activities will be subject to disciplinary action. Fund raising activities by
recognized student groups may be authorized within specific guidelines by the Director of Housing and
Residence Life or designee.


                                George Mason University Stalking Policy

Stalking is prohibited and will not be tolerated by George Mason University.

Stalking is defined as any behaviors or activities which when taken as a whole cause the victim to
reasonably believe that his or her safety is at risk; and/or materially affects the learning experience or
participation in the University community.

This policy applies to students, faculty, staff, contractors and visitors and to behaviors and activities that
occur both on and off campus.

COMMENTS:

The University is committed to protecting the rights of all individuals to pursue their intellectual,
vocational, and personal interests without harassment or interference. The University is also committed to
providing an environment in which visitors to and members of the campus community are treated with
dignity, respect and regard for their welfare, privacy, and learning needs.

Depending upon the context, stalking may take many forms, including but not limited to:

    •   Unwanted communication or contact (whether face-to-face, telephone, voice mail, email, US mail,
        unwanted gifts or otherwise).
    •   Use of threatening gestures
    •   Pursuing or following
    •   Surveillance or other observation
    •   Obtaining or tracking private information without permission
    •   Trespassing
    •   Vandalism
    •   Non-consensual touching of person or property
    •   Use of a third party

Victims of stalking are encouraged to report incidents of stalking to the campus or local police. Some of
these behaviors or activities are illegal under Virginia law (Code Section 18.2-60.3) and may be prosecuted
as a misdemeanor or a felony. Other options available to the victims of stalking include utilizing the
campus judicial processes or seeking a remedy through civil proceedings. Support is available at the
University Sexual Assault Services Office (703-993-4364).

                                                    Theft
The OHRL supports a safe and secure living environment. Theft is defined as the taking of property
without the owner’s consent, depriving the rightful owner the use of his/her property. Incidents involving
theft may be referred to the Office of Judicial Affairs and the University Police.

Section 1: Possessing stolen property, including University-owned property, is prohibited. Possessing
lounge furniture and street signs may be considered possession of stolen property.

Section 2: Unauthorized use of account/password information, identity information, computers,
University services, equipment, and/or card access is prohibited.

If you believe that a theft has occurred, please contact the University Police at (703)993-2810 and
complete an incident report at housing.gmu.edu.

The University does not assume obligation or liability for loss or damage to personal property that occurs in its buildings or on
its grounds before, during, or after the terms of the Residence Hall License Agreement regardless of the cause. Students are
urged to purchase renter’s insurance for protection against loss or property damage.

                                                    Trash Removal
Students residing in the residence halls are required to properly dispose of personal garbage in trash
receptacle, located on each floor or within each area. Trash is to be placed in the identified receptacles, not
in recycling or cigarette butt bins. Residents of an individual room or residence community will be
assessed the charges for removing excessive garbage or trash that is left in areas other than trash rooms or
trash areas. This charge will be determined solely by the OHRL. It is not a function of housekeepers and staff to
remove personal garbage from any space other than designated trash areas.


                                           Unauthorized Entry
Unauthorized entry is defined as entry into a room or property without the express approval of the
resident or University.

Section 1: No student shall make unauthorized entry into any residence hall room.

Section 2: No student shall make unauthorized entry into any University facility, building, office, closet,
workspace, attic, elevator shaft or other University property including computer labs or any residence halls
closed for break periods.

Section 3: No student shall make unauthorized entry onto any roof of a residence hall or community
building.

Section 4: No student shall prop open any doors, or disable/alter any locks.

Section 5: No student shall be in possession of unauthorized room and hall keys/access card(s).


                                        University Right of Entry
The University reserves the right to enter the premises for housekeeping or maintenance or inventory
purposes, to verify occupancy, to abate a public nuisance, and to protect interests related to the
University’s educational mission. The University further reserves the right to inspect a room and its

contents when probable cause exists to indicate a violation of University or residence hall regulations,
including but not limited to possessing illegal substances, or conducting activities that could endanger the
life, safety or welfare of members of the University community. The University shall not be liable for loss
or damage from such necessary entrances. Advance notice will be given when possible and practical.


                                            Water Balloons
The use of water balloons, and other water propelling devices, constitute a disruption to the academic
pursuits and privileges of the community and are prohibited.


                                                Weapons
Students may not possess or create firearms, water guns, paintball guns, pellet guns, knives, slingshots,
stun guns, or other items deemed to be dangerous, inflict a wound, or cause injury on University property.
A weapon may be a substance, instrument, or object.

Section 1: Firearms are defined as any gun, rifle, pistol, or handgun designed to fire bullets, BBs, pellets or
shots (including paint balls), electrical charges, regardless of the propellant used. Possession of realistic
replicas of weapons on campus is prohibited.

Section 2: Dangerous instruments may be defined as: any explosive or incendiary device; any object carried
or created for the purpose of inflicting or threatening bodily injury (even if only the perception of threat);
any instrument of combat, including, but not limited to knives with fixed blades or pocket knives with
blades longer than four inches, razors, metal knuckles, blackjacks, hatchets, bows and arrows, and nun
chahka/nun chucks.

                                         Windows and Balconies
Throwing anything, solid or liquid, through or out of a window, or off a balcony, is extremely dangerous
and is prohibited.

Section 1: Residents found dropping, throwing, or causing the fall of anything, solid or liquid, through or
out of a window, or balcony, will receive a referral for eviction.

Section 2: Entering and/or exiting any residence hall through windows is prohibited.

Section 3: Residents are prohibited from hanging anything out of windows or balconies.

Section 4: Posters, flags, or other decorations are prohibited from facing out of any window.

Section 5: Windows may not be blocked or obstructed.


                                           Winter Break Housing
Remaining on-campus during Winter Break 2008-2009 is a privilege, not a right. Students involved in
policy violations during the fall semester, on Housing Probation, or whose past disciplinary records show
behaviors which are not conducive to a more independent living environment will not be permitted to
remain on campus during Winter Break. Similarly, students who are granted permission to remain on

campus during Winter Break may have that permission rescinded at any time, without prior notice, if they
exhibit any unacceptable behavior during final exams or during the actual break period itself.

Residents should note that not all residence areas are open during the break (Presidents Park and Carroll
Hall, Dickenson Hall, Essex Hall, Franklin Hall, Grayson Hall, an all designated freshmen spaces are
closed). Residents who are unsure of the status of their area during winter break should consult with an
OHRL staff member before finalizing travel plans. Desk services during the 2008-2009 Winter Break,
including staffing, will be reduced. Nevertheless, all policies will be enforced during the 2008-2009 Winter
Break.

                                 Counseling & Psychological Services
Counseling & Psychological Services (CAPS) provides a wide range of services to faculty, staff, and
students. Services are provided by a staff of professional counseling and clinical psychologists and
professional counselors. CAPS provides individual counseling, group counseling, workshops, and outreach
programs – experiences to enhance a student’s academic performance. For more information, please call
(703) 993-2380. CAPS is located in Student Union Building I, Room 364 and appointments are available
8:30a.m.-5:00p.m. Monday and Wednesday-Friday, and 8:30a.m.-8:00p.m. Tuesday.

                                               Dining Services
There are many places to eat on campus. Southside in the Dining and Fitness Center provides all-you-care-
to-eat options in Mason's first sustainable dining facility. Jazzman's Café offers great coffee, gourmet
quality food to fly, and atmosphere, while The Bistro features all-you-care-to-eat for lunch, both on the
ground floor of the Johnson Center. The main level of the Johnson Center provides convenience with La
Patisserie, Express, and the Center Court which offers a Taco Bell, Burger King, La Vincita, and Sub
Connection, World of Greens, Freshens, Sangam, and Yaya's. George's Restaurant is located on the
Johnson Center's third floor. Student Union Building I also offers dining options in the form of Damon's
Grill, Damon's Express, Jazzman's Café, and Chik-Fil-A. Ike's Diner is located in the Eisenhower Hall in
Presidents Park to service late night hunger. If you are living in a community that is equipped with cooking
facilities, Mason Money provides a flexible debit card to meet your dining needs, and meal plans
for students with kitchens can save you cash and add convenience. For more information, please call (703)

                                                 Emergencies
Each residential community has a RA and professional staff that may provide assistance in times of crisis
or emergency. Mason also has a state-accredited police force on campus. For non-emergencies, the George
Mason Police can be contacted at (703) 993-2810. In case of emergency, please dial 911. The dispatch
officer will need your name, location, and the nature of the emergency. Remember, stay calm and you just
may save a life. Follow instructions of hall staff, medical or police personnel. For added safety, there are
emergency call boxes located throughout the university. These call boxes are identified with a blue light
and connect the caller directly with the George Mason Police Department.

                                          Mail and Postal Service
The Johnson Center mailroom also houses an on-campus post office where you can purchase stamps,
send packages, and fulfill your other postal needs. However, all mail, including packages, can be obtained
from the Mail Center in Student Union Building II. Most resident students are assigned mailboxes in the
Mail Center for the entire time they are resident students. Each student must go to the Mail Center in
Student Union Building II to pick up a key to an assigned mailbox. The exception to this pertains to
students living in the University Townhouses. These students receive their mail directly from the USPS.
Regular student mailboxes are keyed and, in the event the key is lost, the replacement fee is $10. At the
end of the academic year, or upon leaving the residential system, residents are responsible for completing a
Change of Address form to ensure continued postal service and allow for mail to be forwarded.

                                                Recycling
The George Mason Recycling Center is run by Mason staff and is open to all faculty and staff and students
to drop off recycling materials. The Recycling Center is located in the Physical Plant and is open 8:00a.m.-
4:00p.m. Monday-Friday. For questions call (703) 993-3671 or visit www.gmu.edu/gmu/recycling.

Materials that may be recycled include: #1 and #2 plastics, laundry detergent bottles, milk jugs, juice
containers, glass, soup cans, aerosol cans. Paper products include newspapers, junk mail, white ledger,
paperback books, and magazines.

Recycling options by area:
   • Potomac Heights- Located in Recycling rooms. All materials collected.
   • Liberty Square- Two bins located on LS first floor.
   • President's Park- Kennedy (women's side, 2nd and 3rd floor trash rooms), Washington (1st, 2nd,
       3rd, floors, closest to parking lot), and bins for beverage containers in common areas. Eisenhower
       has receptacles for all materials. The remaining buildings have a bin outside of main entrance.
   • Student Apartments- 2 bins in each of the 3 trash areas for beverage containers and papers.
   • Townhouses- 4 bins by trash cans on the right side away from 123.
   • Commonwealth and Dominion- 2 bins each, one for beverage containers and one for papers.
   • University Commons- All trash rooms have bins for beverage containers. Newspapers can be put
       on shelves.

                                         Residential Security Staff
Securitas Security officers are responsible for patrolling the residence halls and serving as a support system
for RAs. Although holiday hours may vary, during the academic year, Security operating hours are
9:00p.m.-5:00a.m. daily. The officers have many purposes, but their priority is helping to maintain a safe
environment for students. Other functions include securing common areas, providing assistance to the
Mason Police, and helping to maintain an environment that is conducive to sleeping and studying. There
are several ways to reach Security, including calling the Security Office directly at (703) 993-2780,
contacting your Area Desk, or by contacting the RA on duty.


                                   University Police/ Escort Service
The University Police may be reached directly by dialing 703-993-2810. Students who require a walking
escort on campus may call 993-HELP (4357) or use any of 53 call boxes located on campus. Escort
Service by the Mason students trained by University Police is available during the fall and spring semesters
from 6:30 P.M. to 1:30 A.M. During finals, the hours are extended to 2:30 A.M. If you require an escort
outside of these hours please contact the University Police directly.

                                          RESIDENCE LIFE STANDARDS


The Residence Life Standards are set forth to provide residents notice of prohibited conduct in the
residence halls as described in the Guide to P.R.I.D.E. As a Mason resident you are responsible for abiding
by the University Judicial Code, as well as the following Residence Life Standards. The following acts when
conducted by a resident or a resident’s guest(s) will constitute a violation. For detailed information
regarding the Residence Life Standards, please refer to the policies and procedures outlined in this
Handbook.

Complicity in Prohibited Acts
Knowingly, recklessly, or willfully encouraging or assisting others to commit such acts that are prohibited by Office of Housing
and Residence Life policy or procedures may be sanctioned to the same extent as if one had committed the prohibited act.
Students living in the residence halls and any event sponsors are accountable for the behavior of their guests and may be
sanctioned under this provision as if they had committed the violations themselves. When in the presence of a potential
violation of policy and/or procedure, residents are expected to do one or more of the following: a) personally confront and stop
the violation, except in cases of violence or threat of violence; b) bring the violation to the awareness of a staff member, Security,
and/or University Police; c) leave the scene of the violation, if not assigned to the unit in which the violation is occurring.

  ATTEMPTS TO COMMIT ACTS PROHIBITED BY ANY OF THE RESIDENCE HALL RULES
    SHALL INCUR SANCTIONS TO THE SAME EXTENT AS COMPLETED VIOLATIONS.

As stated earlier, the OHRL is committed to supporting the academic mission of Mason. To this end, the
OHRL reserves the right to take action if a student is found in violation of the University Judicial Code or
Residence Life Standards. Violations may result in various sanctions (refer to the Judicial Processes section for
more information) including eviction from the residence halls, and referral to the Office of Judicial Affairs,
Dean of Students, and/or the University Police. Residents may be evicted from the residence halls for
violating a policy if the instance is egregious or repeated. All cases will be resolved in a case-by-case
manner.


RL01-              Possession and/or consumption of alcoholic beverages in areas prohibited by university policy

RL02-              Possession of unauthorized common source containers and/or containers designed for rapid
                   consumption of alcohol (i.e. kegs, funnels, tubing)

RL03-              Possession of large quantities of alcoholic beverages that are not reasonable consumption for
                   an individual including amounts for storage or use that is excessive under the circumstances for
                   personal use.

RL04-              Participating in drinking games (i.e. beer pong or beer pong tables)

RL05-              Violation of any other Residence Life Standard while under the influence of alcohol is
                   considered an additional infraction

RL06-              Hosting/attending an unauthorized party/ special event in a residence hall

RL07-              Use/possession of any weapon (as described in the Code and this handbook)

RL08-              Use/ possession of drug paraphernalia including hookahs

RL09-              Chronic Misbehavior: Serious pattern of misconduct in residence hall communities

                                        JUDICIAL PROCEDURES

All students alleged to have violated the policies and/or procedures are subject to judicial proceedings.
The model for judicial procedures is that of an administrative proceeding, rather than a criminal or civil
trial. Because the administrative proceeding is not intended to become excessively legalistic, the Residential
Conduct Coordinator/Hearing Officer(s)/ C.A.B. may find it necessary to remind parties, counsel, or
advisors that the proceedings are not criminal or civil trials, that criminal or civil trial procedures and rules
of evidence are not controlling and that the Residential Conduct Coordinator/Hearing Officer(s)/ C.A.B.
shall have discretion to interpret, vary, and adjust procedural requirements in order to promote a fair and
just decision, as long as student rights as outlined are not abused. To be found responsible for a violation,
the standard of evidence is that a policy was “more likely than not” violated by the resident (a
preponderance of evidence). Further, if a resident is aware of, or in the presence of, a policy violation and
does not report or immediately leave the situation they are assumed to be passively participating in the
violation and may be subject to disciplinary action.

Students accused of violating OHRL policy may have a hearing with the student-run Community
Adjudication Board (C.A.B.) or Residence Life staff member(s), depending on the type of violation.
C.A.B. consists of students and serves as a hearing option for students. Students who do not elect a
C.A.B. will have hearing scheduled with professional staff member (including but not limited to Resident
Directors, Area Coordinators, and the Residential Conduct Coordinator).

Community Adjudication Board
The Community Adjudication Board is organized to provide the student community at George Mason
University an opportunity resolve alleged violations of the University Judicial Code and Guide to P.R.I.D.E.
Students who may have violated a housing policy within the residence halls may resolve the incident by
meeting with C.A.B., the student run conduct board or Housing professional staff member.

A C.A.B. hearing consists of 2-5 students: 1 Chair and 1- 4 board members and is audio recorded. The
C.A.B meets with the Responding Student and any witnesses. The C.A.B then decides on responsibility
and recommends sanctions to the Office of Housing and Residence Life or Office of Judicial Affairs, if
student is found responsible for a violation.

Statement of Community Values:
Underscoring the University’s Mission are basic values that must be respected. These indispensable
community values include:
    • The importance of personal integrity
    • The right of every individual to be treated with respect and dignity
    • The freedom of intellectual inquiry in the pursuit of truth
    • The freedom of speech and open exchange of ideas
    • The acceptance and appreciation of diversity with regard to race, gender, age, sexual orientation,
      culture, and creed
    • The freedom from discrimination on the basis of gender, religion, sexual orientation, age, disability,
      ethnicity, and political views
    • The freedom from violence aimed at limiting freedom, interfering with or disrupting University
      activities
    • The recognition that public service is an important component in the intellectual development of
      students

Interim Eviction:
A student may be evicted from University Housing for an interim period not to exceed 14 days, pending
administrative proceedings or medical evaluation. The interim eviction shall become immediately effective
without prior notice whenever there is evidence that the continued presence of the student in University
Housing poses a substantial and immediate threat to himself or herself or to others’ persons or property,
or to the stability and continuance of normal Housing functions. A student evicted on an interim basis
will be granted a hearing with Housing staff members or referral to the Office of Judicial Affairs as soon
as it is practical.

Interim Relocation:
A student may be relocated from one residential area or building to another. This relocation is temporary
until a permanent space is located. The interim relocation shall become immediately effective without
prior notice whenever there is evidence that the continued presence in the current residence poses a
substantial and immediate threat to himself or herself, to others’ persons, property, or to the stability and
continuance of normal Housing functions. A student relocated on an interim basis will be granted a
hearing or conference as soon as it is practical.

Counseling Referral/Mental Health Evaluation:
The Director of the OHRL, or designee, may require a student to meet with a member of the Mason
Counseling & Psychological Services and/or University Life when the student demonstrates evidence of a
detrimental physical and/or emotional condition. Results of the meeting(s) may be used to determine the
status of a student within the residence halls.

Judicial Process:
   • Step 1: An Incident Report will be completed by a witness, Housing or University staff, or
       Security. Students may also submit incident reports; however, false information is prohibited. (See
       University Judicial Code, Behavioral Expectation #7 for more information).
   • Step 2: The Incident Report is forwarded to the Judicial Administrator (Residential Conduct
       Coordinator , or designee), who assesses the incident and identifies the alleged policy violations
       and refers the incident to Hearing Officer(s), C.A.B., Residential Conduct Coordinator, or Office
       of Judicial Affairs.
   • Step 3: The designated Hearing Officer(s) or Residential Conduct Coordinator will send
       notification to the student(s) identified as being involved in or having knowledge of the incident.
       The notice will include the allegation(s), date of the incident, and the date, time, and location of the
       hearing. A copy of the reacted Incident Report is available prior to the hearing via a written
       request from the Responding Student to the Hearing Officer(s) or Residential Conduct
       Coordinator. A copy of the Incident Report will not be available for review at the hearing.
   • Step 4: The Hearing Officer(s) or Residential Conduct Coordinator will utilize the Mason e-mail
       address as the primary method to notify the charged student, however the Hearing Officer(s)/
       Residential Conduct Coordinator may also utilize phone or registered letter via the Area Desk to
       provide notification. Please note that at certain times of the year (e.g. during break periods) there may be a
       delay in the dissemination of the notice and subsequent administrative processes, based on staff availability.
   • Step 5: A hearing is an administrative process where the student(s) present arguments and
       evidence to the Hearing Officer(s)/C.A.B. / Residential Conduct Coordinator. The hearing will
       take place at the scheduled time and location identified in the notification letter. The Hearing
       Officer(s)/C.A.B. / Residential Conduct Coordinator will ask for a plea from the student(s)
       regarding each violation listed in the notification letter. The plea should address the student’s
       participation or knowledge of the violations for the specific incident. Students are encouraged to
       enter “responsible’ or ‘not responsible’ pleas. Once all information is presented, the hearing will be
       adjourned.

    •   Step 6: An outcome letter/email will be sent by the Hearing Officer (s)/C.A.B. / Residential
        Conduct Coordinator describing the results of the hearing after the conclusion of the hearing. If
        the student is found “responsible” for any violations, the Hearing Officer (s)/C.A.B. / Residential
        Conduct Coordinator will administer sanctions. In sensitive cases, such as harassment or assault,
        the Hearing Officer(s)/C.A.B. / Residential Conduct Coordinator may choose whether or not to
        involve the community member who filed the Incident Report in the formal meeting to preserve
        the rights of the victim.

Witnesses:
The Responding Student, Residential Conduct Coordinator, Hearing Officer(s), and/or C.A.B. may
request the presence of relevant witnesses, or individuals who were present at or have significant insight of
the incident in question. Witnesses may participate in the judicial process by answering questions posed
during the hearing or by providing a signed statement to the Hearing Officer(s), Residential Conduct
Coordinator or C.A.B. Witnesses will be asked to affirm that their statements are truthful. Character
witnesses, although comforting to the Responding Student, are irrelevant and will not be allowed.

If exercising the option to introduce witnesses, the Responding Student must provide a typed list of
witnesses (and contact information) to the Hearing Officer(s)/ C.A.B. Hearing Advisor/ Residential
Conduct Coordinator one full business day in advance of the hearing. The Residential Conduct
Coordinator /Hearing Officer(s)/ C.A.B. may limit the number of witnesses present at the hearing and
will determine the order of witness appearance.

The above guidelines for witnesses must be followed for witness participation to occur. If you are unclear
about these, you should seek clarification from the Residential Conduct Coordinator.

Note regarding RETALIATION:
Retaliation of any kind against witnesses, informants, is considered egregious, and may result in, but are
not limited to; interim eviction, permanent eviction, trespass, referral to the Office of Judicial Affairs, and
involvement of University Police. If you are unable to maintain amicable roommate relationships during
this process, please contact the Residential Conduct Coordinator to assist you in finding an alternate
location to reside during the administrative process.

Failure to attend an assigned hearing, and/or retrieve a hearing notification:
    • Will result in an additional violation of the University Judicial Code, Behavioral Expectations #10
       (Failure to comply with the verbal or written directive given by a University Official)
    • May result in the Residential Conduct Coordinator /Hearing Officer(s)/C.A.B.:
           o scheduling another hearing based on the accused resident’s class schedule.
           o making a referral for evicting the accused resident.
           o rendering findings (responsible, not responsible) and administering appropriate sanction(s)
               without the presence of the accused resident.
    • May severely impact appeals for incidents resolved due to failure to attend hearing or in absentia

    Please note; failure to attend two hearings may result in eviction from University Housing
                              or referral to the Office of Judicial Affairs.

Resident Rights and Statement of Community Values:
1. The right to written notice of charges and a statement of the information supporting each charge.
2. The right to examine applicable documentation and/or witnesses and to produce evidence on his/her
behalf, per written request. Please note the OHRL reserves the right to edit and/or restrict
documentation(s) for the following reasons:
    • Revealing information will adversely impact an active police investigation or is from a police report
        or CAD entry.
    • Revealing information will endanger the health and/or safety of other residents.
    • Revealing information violates the rights protected under the Family Educational Rights and
        Privacy Act (FERPA).
    • Revealing information releases the room assignment, location, e-mail address, and/or phone
        number(s) of complainant(s).
3. The right not to be compelled to be a witness against oneself or to have his/her silence taken as an
indication of responsibility. Please note that students are expected to participate honestly in all
administrative proceedings. You will have the opportunity to reply to all reports and offer additional
statements that may help in the settlement of the proceeding.
4. The right to a decision based on a preponderance of the evidence; “more likely than not” that a
violation occurred.
5. The right not to be sanctioned unless the Residential Conduct Coordinator /Hearing Officer(s)/C.A.B.,
on the basis of the evidence, is/are persuaded that the student is responsible for violation of the policy.
6. The right to be accompanied by an advisor of his/her own choosing and at his/her own expense. The
advisor does not act as an advocate (or character witness) for the resident and is not authorized to address
the Residential Conduct Coordinator /Hearing Officer(s)/C.A.B. The advisor must indicate relevant
professional affiliation (if any) as well as name and relationship to the Responding Student. RAs are not
permitted to serve as advisors. The process will not be delayed due to the unavailability of an advisor.
The Residential Conduct Coordinator /Hearing Officer(s)/C.A.B. must be informed of any advisor(s) or
witness(es) one full business day in advance of the hearing. Refer to page 56 for more information on
presenting witnesses.
7. The right to appeal the original decisions to a higher authority or hearing body within the administrative
channels provided by the OHRL within the Mason Judicial System.
8. The right to have his/her case processed without prejudicial delay.
9. The right to take written notes during the hearing, but not to use recording devices.

Release of Confidential Records:
The OHRL adheres to Federal law in relation to the release of educational records, which includes
administrative/judicial documentation. Students may submit specific written requests to view, or receive
copies of their case file(s). Forms are available from the OHRL. However, certain stipulations exist,
including, but not limited to:
    • Based on Federal regulations, the OHRL has up to 45 days to provide an opportunity to view the
        records.
    • A copy will not be released to anyone but the student, who must retrieve and sign for the packet
        from the OHRL.
    • Judicial proceedings and outcomes will not be delayed while requested copies are being prepared.
    • The necessary redactions will be made to the copies in order to comply with Federal guidelines.

                                    Judicial Hearings and Sanctions

An Administrative Hearing is used within the residence halls to determine a resident’s responsibility for
Housing and University policy and procedure violations. Incidents that are reviewed in a Hearing may also
referred to the Office of Judicial Affairs or University Police (for more information, please refer to the
University Judicial Code and MASON Student Handbook). If a resident is found responsible for violating a
policy through a Hearing, sanctions are administered. Although possible sanctions are listed below, the
OHRL serves as the final authority of sanction determination.

Hearing Sanctions include, but are not limited to:
   • Verbal Warning: The Hearing Officer informs the resident verbally that his or her actions have
       constituted a violation of policies and are, therefore, inappropriate. Further violations may result in
       more severe sanctions.
   • Written Warning: The resident is notified in writing that his or her actions have constituted a
       violation of policies and are, therefore, inappropriate. Further violations may result in more severe
       sanctions.
   • Service Learning: The resident will be given a set number of hours of community service.
   • Community Class: The resident must attend the assigned class on ethics, decision-making, and
       community. If a resident does not attend, he/she is placed on Housing Probation and referred to
       the Office of Judicial Affairs.
   • Alcohol-Class: The resident must attend the assigned alcohol class (LEARN or CAARE). This
       class educates the resident about alcohol use. If a resident does not attend, he/she is placed on
       Housing Probation and referred to the Office of Alcohol, Drug and Health Education for alcohol
       assessment/counseling.
   • Fire Safety Seminar: The resident must attend the assigned class on safety within the residence
       halls. If a resident does not attend, he/she will charged with Behavioral Expectations #10, Failure
       to fulfill obligations associated with an official disciplinary sanction, and referred to the
       Environmental Health & Safety Office.
   • Restitution: If a resident is found responsible for vandalism or other damage, he/she can be made
       to pay restitution for the damages and the time to clean up, in addition to a referral for eviction.
       This charge will be added to his/her student account.
   • Room/Hall Relocation: The resident is required to relocate to another room assignment.
       Typically, a student receiving this sanction would also be trespassed from the room, floor, or hall
       where the incident occurred.
   • Trespass: The resident will be prohibited from entering, without written permission from the
       OHRL or the Office of Judicial Affairs, all or part of the residence and surrounding areas.
   • Revocation of Privilege: The resident loses certain privileges. Examples include Winter Break
       Housing, access to space or desk equipment, overnight guests, etc.
   • Removal of Objects: Resident is required to remove a prohibited item from the campus within a
       specified deadline. Staff may inspect a room to ensure compliance has been demonstrated.
   • Other Sanctions: The Hearing Officer can assign a sanction that he/she feels will help the
       resident understand his/her personal responsibility. These sanctions must reflect the facts of the
       case. Examples of other sanctions include, but are not limited to; bulletin boards that highlight the
       noise policy, letters of apology to residents and/or the RA involved.
   • Probation (Housing or University): The resident will be allowed to remain in the residence halls
       but will be placed on Probation. In general, Probation means exclusion from participation in
       extracurricular University activities set forth in the notice for a period of time. For the determinate
       period which students are placed on probation, any misconduct or violations of any conditions of
       the probation may result in further disciplinary action.

    •   Deferred Eviction: The resident has been sanctioned with eviction; however, the sanction has
        been withheld until a follow-up meeting with Residence Life staff member at the end of the
        semester. If the violations or behaviors of misconduct continue, the Residence Life staff member
        may dismiss the resident from University Housing for the following semester.
    •   Housing Eviction: The resident is dismissed from University Housing. The resident will have 48
        hours to vacate his/her room. If a student is removed from the residence halls, he/she may not
        return to the residence halls as a guest or resident without prior written approval from the OHRL.
        Please refer to the Agreement for information on relevant charges

Appeals:
Residents found responsible for violating a policy and/or procedure may submit a written request to have
the findings and sanctions reviewed. In order for an appeal request to be considered, the appeal process
must be followed. Please go to http://judicialaffairs.gmu.edu and review the Appeals Guidelines before
submitting an appeal.

Letters of Appeal must be received in writing to the OHRL (hand-delivered or via e-mail) no later than
4:00pm, five business days from the date of the hearing outcome letter and directed to the Residential
Conduct Coordinator. Appeals shall be decided upon the record of the original proceeding and upon
written briefs submitted by the parties.

Grounds for Appeal: A written statement outlining the specific issues for which review is sought, and the
grounds upon which exception is taken to the original finding or sanction. Failure to appeal within the
allotted time will render the original decision final and conclusive. Grounds are limited to the following:
    • Evidence not available at the hearing which, had it been available, would in all reasonable
        likelihood have produced a different result.
    • Substantial procedural irregularity.
    • Violation of the standards of fairness used in disciplinary hearings.
        Please note; students appealing who were evicted from the residence halls may be required to move off campus until
        the appeal process can be completed.

The Letter of Appeal must include the following information:
   • Resident’s contact information:
       o GMU e-mail address
       o Telephone number
       o G Number (Student ID Number)
       o Current assignment location
   • Relevant Hearing Information:
       o The date of the hearing
       o The policy violation(s) and sanction(s) administered
       o The name and title of Hearing Officer(s) assigned to the case and original date of the decision
           letter

Letters of Appeal will be reviewed and a written response, via the resident’s Mason e-mail address, will be
provided. In some cases, an Appeal Officer will schedule a meeting. The Appeal Officer may alter
(augment or reduce) the findings as well as the sanctions, or, in some cases, may remand the hearing. (See
Resident Rights and Statement of Community Values section for more information).

     Guidelines for Maintaining an Approved Animal within the
                      Residential Community
Introduction

The following guidelines apply to all Approved Animals and their owners who live in the residential community
unless the nature of the documented disability of the owner precludes adherence to these guidelines.

Definitions

1. A Service Animal is an animal individually trained to do work or perform tasks for the benefit of an individual
with a disability.

2. An Emotional Support Animal is an animal selected to play an integral part of a person’s treatment process that
demonstrates a good temperament and reliable, predictable behavior. An Emotional Support Animal is prescribed to
an individual with a disability by a healthcare or mental health professional. An Emotional Support Animal is not a
Service Animal.

3. An Approved Animal is a Service Animal or Emotional Support Animal that has been granted an exemption to
the University’s Animal and Pet Policy.

Animal Behavior

1. An Exception to the Animal and Pet Policy is granted for Approved Animals provided that their behavior, noise,
odor and waste do not exceed reasonable standards for a well-behaved animal and that these factors do not create
unreasonable disruptions for residents and Housing and Student Service Programs staff.

2. Dangerous, poisonous, and/or illegal animals are not permitted.

3. The Approved Animal must be contained within the private residential area (room, suite, apartment, enclosed
balcony or yard spaces) at all times, except when transported outside the private residential area in an animal carrier
or controlled by leash or harness. When outside the residence the owner shall carry proof that the animal is an
Approved Animal.

4. The University has designated specific areas as off-limits to all animals due to health and safety concerns. These
areas include, but are not limited to, research laboratories, areas where protective clothing is necessary, mechanical
rooms, custodial closets, and other areas where the animal’s presence would present a danger to the animal’s health
or safety or the health or safety of others in the area.

5. For dogs and other animals requiring exercise and outside toileting, the animal may be walked on University
grounds excluding athletic fields. At all other times Emotional Support Animals shall be kept in the residence.
Emotional Support Animals may not be taken into classrooms or other buildings on campus. Emotional Support
Animals shall be confined when alone in the residence.

Animal Health and Well-Being

1. All Approved Animals must have all veterinarian recommended vaccinations to maintain the animal’s health and
prevent contagious diseases. Documentation of vaccinations is due at time of approval. The University reserves the
right to request an updated verification at anytime during the animal’s residency.

2. If state or local licenses are required for the Approved Animal, they must be obtained and kept current in
compliance with the local jurisdiction (i.e. dog license) requirements. Fairfax County requires that all dogs 4 months
or older be licensed by the County and must wear license tags at all times. The University reserves the right to
request proof of licensing at anytime during the animal’s residency.

3. All Approved Animals, if taken outside the residence, must wear identification tags with home address and, if
applicable, vaccination information.

Animal Cleanliness

1. Owners are responsible for properly containing and disposing of all animal fecal waste.

        a. Indoor animal waste, such as cat litter, must be placed in a sturdy plastic bag and tied securely before
           being disposed of in outside trash dumpsters. Litter boxes should be placed on mats so that feces and
           urine are not tracked onto carpeted surfaces.

        b. Outdoor animal waste, such as dog feces, must be immediately retrieved by owner, placed in a plastic
           bag and securely tied before being disposed of in outside trash dumpsters.

2. The owner's residence may be inspected for fleas, ticks or other pests once per semester or as     needed. The
Housing staff will schedule the inspection, normally done during routine Health and Safety inspections. If fleas,
ticks or other pests are detected through inspection, the      residence will be treated using approved fumigation
methods by a university-approved pest        control service. The owner will be billed for the expense of any pest
treatment above and beyond normal required pest management.

Resident Responsibilities

1. The owner must register their Approved Animal with the OHRL through completing and signing the Animal
Registration Form and providing all necessary documentation.

2. The owner is responsible for assuring that the Approved Animal does not unduly interfere with the routine
activities of the residence or cause difficulties for students who reside there. Sensitivity to residents with allergies and
to those who fear animals is important to ensure the peace of the residential community.

3. The owner is financially responsible for the actions of the Approved Animal including bodily injury or property
damage including but not limited to any replacement of furniture, carpet,        window or wall covering, etc. The
owner is expected to cover these costs upon repair and/or move-out.

4. The owner is responsible for any expenses that are required due to costs incurred for cleaning which is above
and beyond a normal cleaning or for repairs to University premises that are assessed after vacating the residence.
The University shall have the right to bill the Student account of the owner for unmet obligations.

5. The owner must notify their Associate Director in writing if the Approved Animal is no longer  needed as an
Approved Animal or is no longer in residence. To replace an Approved Animal the owner must file a new Request
for Exception.

6. All roommates or suitemates of the owner must sign an agreement allowing the Approved Animal to be in
residence with them. In the event that one or more roommates or suitemates do not approve, either the owner and
animal or the non-approving roommates or suitemates, as determined by the Associate Director for the area, may
be moved to a more suitable location.

7. Residential Living has the ability to relocate owner and Approved Animal as necessary per current contractual
agreements.

8. Owner agrees to continue to abide by all other residential policies. An exception to a policy that otherwise would
prohibit having an animal does not constitute an exception to any other policy.

9. Any violation of the above rules may result in immediate removal of the animal from the University and may be
reviewed through the Residential Judicial Process and the student will be afforded all rights of due process and
appeal as outlined in that process.

10. Should the Approved Animal be removed from the premises for any reason, the owner is expected to fulfill
his/her housing obligations for the remainder of the housing contract.

agree to provide the additional information required to complete my Request for an Exception to the Animal and
