Davy joined the Commission in September 1998 as the performance
indicators manager, responsible for consulting on and specifying the Audit
Commission’s statutory performance indicators for local councils and police
During that time, he authored the Commission’s reports on local authority
performance indicators (for 1998/99, 1999/2000, and 2000/01) on Education,
Environmental Services, London councils, Police and Fire Services, and
Welsh councils. He also worked with the three equality commissions in
developing the generic Equalities Standard for local government, and co-
wrote the first Audit Commission report reviewing local authorities’
performance on equal opportunities in 2002.
He went on to develop the Audit Commission’s work on quality of life
indicators and authored its widely endorsed reports, Using Quality of Life
Indicators (autumn 2002) and Local Quality of Life Indicators (August 2005).
He now leads the Commission’s work on the Area Profiles project –
attempting to bring together all the data and assessments on the quality of life
and local services.
He is also involved in the Commission’s work on Local Strategic Partnerships
and sustainable community strategies, and was seconded to work with the
2020 Community Partnership in Brighton and Hove to develop their
performance management framework.
Prior to joining the Commission, Davy worked in corporate policy at three
London councils – Islington, Lambeth and Hackney. And before that he
worked in the campaigning and voluntary sector.
