The Gorge Parish Council

Minutes for the Full Council meeting of The Gorge Parish Council to be held on
Tuesday 16th November 2010 in The Gorge Parish Council Office

FC/2010/155: Apologies and Attendance: a. Apologies were accepted from
Councillors M & E Swift. Present: Councillors Smith, Williams, Bragg, Hobson,
Taylor and Osmund-Smith.
b. Resignation of Councillors M & E Swift. It was RESOLVED to not co opt to
replace Councillors M & E Swift. Because it is less than six months to the next parish
council election the Parish Council is not obliged to fill the casual vacancies. All the
Parish Council is required to do is advertise the resignations. Clerk to write to the
Swifts and thank them for all their work. It was RESOLVED to make them honorary
freewoman and man of The Gorge in May when they plan to be back in the area. Clerk
to ensure the freewoman and man procedure is put in place in the New Year.
FC/2010/156: Public Session: Alec Connah STROWP. Alec introduced STROWP.
He reported there are 118 public rights of way in The Gorge. He has broadened out the
work done by STROWP when he realised schools had public rights of way to and from
them. He now leads walks and talks that are linked to curriculum topics. He started two
hour loop walks about four years ago and it has taken off. Now does walks for 4
schools and some youth groups. He prepares the walks and leads them. He does
between 25-30 walks a year. He is receiving very positive feedback. He has a ring
binder file full of thanks yous and information. He is seeking funding to allow more
walks to take place. He wants to produce leaflets for the three parishes as a resource
for schools and youth groups to manage the walks themselves. A Big lottery bid was
eligible for funding but the community wildlife pot has run out of money for the
booklets. They have referred to project to Awards for all. Questions were asked
regarding his work. Alec was thanked for his presentation. He left information about
walks in Ironbridge Gorge.
FC/2010/157: Declaration of Interest: a. Prejudicial. None.
                                 b. Personal. Councillor Smith declared a personal
  interest in planning application
FC/2010/158: Minutes of the full council meeting held on Tuesday 19th October
2010 and planning meeting held on Tuesday 2nd November 2010. It was
RESOLVED to sign and approve the minutes of the meetings held on Tuesday 19th
October 2010 and Tuesday 2nd November 2010. It was also RESOLVED to sign and
approve the minutes of the allotments committee.
FC/2010/159: Borough Councillors: Cllrs L Lomax, T Hope and C Mollett.
Councillor Lomax reported that Playbuilder money to the value of £25k has been
made available for the Cherry Tree Hill play area. She has received an Unofficial nod
£££ for project. The two projects being considered are improvements in the Sunniside
Deer park the Lions club bulb planting scheme. The Cinderhill Village green
application has hit a block. The area has a covenant on it stating it should be available
for children to play on. Some of the area is in need of some clearance. Clerk to
suggest the Community payback team is approached to do some clearance work in
this area. The Walks Festival will be from30th April 2011 to 8th May 2011. Guy
Biddulph has original cast iron sign Belle Vue Road sign and wants somewhere to
store it. Councillor Taylor will collect it and the parish council has offered to store it
in the office. Councillor Lomax has been doing some work on the Footpath Reynolds
Wharf. She is obtaining copies of the Report and minutes from 1999.

  FC/2010/160: Strategy Day: update: a. Quality Status: The date of the
accreditation board is now the 6th December. Chair and clerk if possible another
councillor. Clerk has nearly gathered all the information required.
FC/2010/161: Matters Arising: a. War Memorial. The grants have been
acknowledged. Now waiting for the War Memorial Trust to consider the applications.
b. Various matters raised with Telford and Wrekin Council. a.Sutton Bank. The
existing street furniture and road markings should be sufficient. There have been three
accidents in the last two years. Clerk has said there have been more but it appears they
have not been reported to the police. Clerk has suggested she keeps a list from local
knowledge.
b. works on the paved area around the war memorial should have been completed
before the remembrance service.
c. Bus stops. The comments regarding the need for two buses to be able to park off the
street by the pc have meant the scheme has been abandoned.
c. Bandstand. Clerk has received a copy of a design from David Ogilvie engineering.
Noted. Clerk is receiving free consultation advice from a friend. The IRP partnership
is receptive to the idea.
FC/2010/162: Reports: a. Coalbrookdale. The Road works on Coach Road very
good. The state of Darby Road chronic. Clerk to report. The new Marker posts along
the tree line on Coach Road are excellent. The House on Paradise subject to a planning
application that was withdrawn has works are carried on (47 Paradise). Clerk to report.
The Water leak at bottom Darby Road is being sorted out.
b. Coalport. When is the next Road sweep of leaves. High Street onto Legges way on
the bend there are several pot holes. Clerk to report.
c. Jackfield. Cars parked up to the traffic lights at the top of Calcutts Road. Clerk to
report. Coalford the empty white house first over the bridge is falling into very poor
repair clerk to report and investigate what can be done.
d. Ironbridge. Toilets in the square are not being maintained to a good standard.
e. Lightmoor. Invite Victor Brownless Chief Executive Telford and Wrekin Council to
the annual parish meeting. It has been booked at the Oak Tree community Centre
Lightmoor.
FC/2010/163:Financial: a. Invoices to pay: a It was RESOLVED to pay £53.00
Telford and Wrekin Council, Jubilee Fireworks £587.50, Viking Direct £683.65,SLCC
£23.90, Mrs J Madeley £ 927.90, Inland Revenue £380.03 and Shropshire Council
£259.84.
b. Direct Debits: Elite £63.78. Noted.
 Budget for next financial year 2011/12. Eric Pickles MP minister for local
government has announced Parish Councils will not be capped but has asked for
restraint if possible. Our budget raised a precept of £54000.00 in the current financial
year. For a band D Property that was £48.48. If the budget was to remain the same it
would be £48.56. Clerk is checking the tax base is correct. Please start to think about
the budget for next year. A copy of last year’s is in the pack. Clerk has held a meeting
with TWC with regards to employing a roadman to do the work TWC does not
commission. There will be no financial input from TWC however they are receptive to
the idea of someone doing jobs they cannot do within their budget constraints and the
contract with TWS. TWC officers are going to produce information about the current
levels of work in the parish and what type of requests for service they receive from the
Parish. This is just an idea that may solve some of the issues residents raise with
councillors. Estimated cost £5200.00.

c. Clerk reported the tax base has not gone up for the next financial year. clerk to find
out what happens to parish council part of council tax on new properties..
d.      Shropshire Council Actuarial Valuation of Pension fund. There is a
shortfall in the fund the parish council will be informed what their contribution will
need to be to make up the shortfall.
e. Break in at Woodside Allotments: The allotments association’s container has been
broken into and cleared of their garden equipment. An insurance claim has been
submitted.
f. Community signs update. A meeting was scheduled for tomorrow however the
TWC officer has had to take urgent leave and the meeting will need to be rescheduled.
FC/2010/164: Planning: a. New Applications: a. 1 2010/0618               Mr R Alpe, 70 Bower
Yard, Ironbridge. Demolition of existing timber framed garage and erection of new open fronted
garage. Full planning
 The Parish Council has no objection to the development. However the Parish Council feels it
need close monitoring with the close proximity to the Ironbridge.
 2      2010/0640 Mr J Pidgeon, Rookery Cottage, 17 Darby road, Coalbrookdale
 Lime tree bifurcated at base reduce height by 33% on both trunks. The Parish Council has no
comment to make on this application.

3          2010/0624 Mr N Alexander, The Font Italia, High Street, Ironbridge
 Display of advertisements (retrospective).The Gorge Parish Council has no objection to the
signs that are already in place. However it does object to the proposed blackboard
 on the corner of the toilets in The Square Ironbridge. Not only is the next door to a
neighbouring café but it appears to be on top of The Parish Council noticeboard. This is
obviously unacceptable to The Parish Council. The parish council noticeboard has been in the
same place for a number of years and is clearly visible in the photographs provided. The
blackboard is not yet in place. The Parish Council also notes that one of the existing name
boards has been removed from the white wall near the toilets. Mr N Alexander, The Font Italia,

However the proposed glazed gable is only mentioned on one of the plans. There are no

FC/2010/165: Environmental and highways issues. a. Positions of litter bins in the
parish. Copy in pack. Also request for litter bins along the Lloyds and Legges Way.
Noted. Clerk is awaiting a response from Telford and Wrekin Council re litter bins on
The Lloyds or Legges Way.
b. SGCT. Clerk attended the quarterly steering group on 16th October. The project is
going well. Most outcomes are being met or will be. Clerk has obtained information
about outdoor fitness equipment. Part of the project is to put such equipment in Dale
End Park. Copy of officer report was distributed.
c. Dale End Park Litter Picking at Weekends. Gorge gazette volunteers community litter
pick.
d. Benches: It was felt that five benches in The Square would not be the best place with
people sitting on them only being able to see cars. It was suggested benches near the
arches by the bridge and near the bus stop would be preferable. Perhaps one or two on
The Square. It was felt more research needs to be done.
FC/2010/166: Christmas lights. The event is organised and will happen. No real
snags and all should come in on budget or less. The event will be 20th November 2010.
FC/2010/167: Ironbridge Regeneration Partnership, WHS strategy group and LTP
plan meeting report.: a. IRP A copy of the chair’s report was circulated. It was also
reported there will be a farmers Market in the Square every Third Saturday from the
Spring. An informal business forum has also been established.
 b. LTP report. Councillor Taylor reported the meeting explained the consultation
period but did not inform any firm plans.
FC/2010/168: Correspondence: a. Letter Of complaint regarding the WHS Festival
(enclosed) including photographs that will be available at the meeting. Clerk has written

to correspondent informing her the letter will be discussed at this meeting. The letter has
been forwarded to Telford and Wrekin Council.
b. TWC Flood and Instability information.
c. Severn Gorge Countryside Trust notice of Annual General Meeting 17th November.

e. Workers’ Educational Association information about an event at Holiday Inn 27th
