Description of proposal:      Construction of a 130,138 square foot office/warehouse building on a 5.5 acre site. Site

decision was made after review of a completed environmental checklist and other information on file with the lead
agency. This information is available to the public on request.

           There is no comment period for this DNS.

           This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further
           comment period on the DNS.

SEPA MITIGATION MEASURES

Description of proposal:      Construction of a 130,138 square foot office/warehouse building on a 5.5 acre site. Site
                              improvements include clearing and grading, stormwater treatment, utility extensions, 84
                              parking stalls, landscaping, and street improvements.

1) The Applicant shall submit a Habitat Management Plan that complies with City of Sumner’s Wildlife Habitat
   Area requirements.

2) The project shall comply with Washington Administrative Code regarding Maximum Environmental Noise
   Levels.

3) The applicant shall pay all traffic impact fees in accordance with Sumner Municipal Code 12.36 at the time of
   permit issuance.

4) The applicant shall pay appropriate parks/open space, trail, school, and fire mitigation fees prior to permit
   issuance pursuant to City of Sumner Ordinance No. 1911.

5) The applicant shall landscape the stormwater pond per the Sumner Municipal Code and the Design Review
   Decision of the Director.

6) The applicant is to design and construct improvements to 16th Street East and 132nd Avenue East to include
   sidewalk on the side of the applicant's frontage, curb and gutter on both sides for a 38 foot roadway width, and
   reconstruction of the pavement section as needed with a minimum 2-inch overlay of the existing street to bring
   this road to current city standards. The street will have, as a minimum, 6-inches of ACP in all places.
   Improvements will include street lights and street trees on applicant’s side. The applicant may request a late-
   comer's reimbursement agreement for potential reimbursement from property owners on the opposite side of the
   roadways if and when they develop or substantially redevelop.

7) Water main looping will be required to provide fire flow. The loop is to be designed and constructed such that
   parcels to the south may extend the main onto their parcels in an effort to reduce redundant watermains.

8) The applicant shall maintain and accommodate the function of the existing sanitary sewer pump station located
   on 16th Street East within this site's frontage.
