The regularly scheduled meeting of the Conyers, Georgia, City Council was held at 7:05 p.m. on May 16,
2007, in the City Council Chambers at 1194 Scott Street.

Roll Call – Present: Mayor Pro Tem/Council Member Vince Evans; Council Members Chris Bowen, Gerald
Hinesley, Marty Jones and Cleveland Stroud. Absent: Mayor Randy Mills.

Invocation – The invocation was given by Council Member Gerald Hinesley.

Pledge of Allegiance – Mayor Pro Tem Vince Evans led everyone in the Pledge of Allegiance.

Citizens’ Communication: There was no one wishing to address the Council.

Agenda Revisions – There were no agenda revisions.

Minutes

1.   A motion was made by Council Member Cleveland Stroud to approve the minutes of the April 18, 2007,
     regularly scheduled Council meeting. Council Member Chris Bowen seconded the motion. Mayor Pro
     Tem Vince Evans called for a vote of the Council. All members voted aye. Mayor Pro Tem Evans
     declared the motion carried.

Recognitions
1.   The following employees were recognized for their years of service to the City – and those present were
     congratulated by the Mayor Pro Tem and Council Members: Bonnie Clark of the Department of
     Planning & Inspection Services – 5 years; Matthew McLaughlin (absent) of the Georgia International
     Horse Park – 5 years; Derek Parker (absent) of the Conyers Police Department – 15 years; and Shirley
     Moss of the Communications Department with 20 years.
2.   Major Scott Freeman introduced Melissa Staton of the Communications Department as being named the
     2007 Conyers Dispatcher of the Year. Ms. Staton was presented a plaque and congratulated by the
     Mayor and Council.
3.   Major Scott Freeman introduced Officer Myra Scruggs of the Conyers Police Department as being
     named the 2007 Conyers Police Officer of the Year. Officer Scruggs was presented a plaque and was
     congratulated by the Mayor and Council.
4.   City Manager Tony Lucas read a letter received from the United States Attorney and Assistant United
     States Attorney thanking officers of the Conyers Police Department, and K-9 Shadow, for their help in
     securing the conviction of a career bank robber
Mayor Pro Tem Evans called for a short recess in appreciation of our law enforcement at 7:30 p.m.
Mayor Pro Tem Evans reconvened the meeting at 7:45 p.m.

New Business
1.   Public hearing: Zoning Case 2007-02. Application to rezone 1.375 +/- acres from ID, Industrial
     Distribution to HSB, Highway Service Business – (Reginald Head and Kathryn Head – 1036, 1046, and
     1070 Iris Drive – Council Member Gerald Hinesley presented the application to the Council and stated
     that the Conyers/Rockdale Planning Commission conducted a public hearing on May 10, 2007, and
     approved this application. Council Member Hinesley asked Mayor Pro-Tem Evans to open the public
     hearing.
     Mayor Pro Tem Evans opened the public hearing at 7:45 p.m.
     Mr. James R. Head addressed the Council in favor of the rezoning request.
     Mayor Pro Tem Evans closed the public hearing at 7:47 p.m.
     Council Member Gerald Hinesley made a motion to approve the application to rezone 1.375 + acres
     from ID, Industrial Distribution to HSB, Highway Service Business at 1036, 1046, and 1070 Iris Drive.
     Council Member Marty Jones seconded the motion. Mayor Pro Tem Evans called for a vote of the
     Council. All members voted aye. Mayor Pro Tem Evans declared the motion carried.

2.   Public hearing: Justice Assistance Grant Application for the Conyers Police Department – City
     Manager Tony Lucas presented the Justice Assistance Grant Application for the Conyers Police
     Department to the Council. He stated that this grant would fund three digital in-car video camera
     systems. He also stated that as part of the grant requirements, the grant application must be made
     available for Council review and a public hearing for documentation only.
     No action was necessary.

3.   Application for a beer and wine retail license – (Sikender Lakhani – Sainik Enterprises, Inc. DBA Shell
     Food Mart – 1202 West Avenue) – Council Member Gerald Hinesley presented the application to the
     Council. He stated that all background checks were done and no violations were found; and made a
     motion to approve the application. Council Member Chris Bowen seconded the motion. Mayor Pro
     Tem Vince Evans called for a vote of the Council. All members voted aye. Mayor Pro Tem Evans
     declared the motion carried.

4.   Application for a beer, wine and liquor consumption on premises – (Amy Elizabeth Murphy – The
     Pointe – 939 Railroad Street) – Council Member Gerald Hinesley presented the application to the
     Council. He stated that all background checks were done and no violations were found; and made a
     motion to approve the application. Council Member Cleveland Stroud seconded the motion. Mayor Pro
     Tem Vince Evans called for a vote of the Council. All members voted aye. Mayor Pro Tem Evans
     declared the motion carried.

5.   Request to purchase one new asphalt spreader for a cost of $48,375.00 – Director of Public Works and
     Transportation Brad Sutton presented the request to the Council. He stated that the City crew now does
     all asphalt work by hand, and that the new spreader will make work easier and more efficient. He also
     stated that City crews will also be able to do larger areas.

     Council Member Marty Jones made a motion to approve the request to purchase one new asphalt
     spreader for a cost of $48,375. Council Member Gerald Hinesley seconded the motion. Mayor Pro
     Tem Vince Evans called for a vote of the Council. All members voted aye. Mayor Pro Tem Evans
     declared the motion carried.

6.   Appointment of David LaMalva to the Conyers Housing Authority Board to fill the unexpired term of
     Bobbie Hill whose term expires September 11, 2008 – City Manager Tony Lucas presented the request
     to appoint David LaMalva to the Conyers Housing Authority Board to fill the unexpired term of Bobbie
     Hill whose term expires September 11, 2008, to the Council. Council Member Marty Jones made a
     motion to appoint David LaMalva to the Conyers Housing Authority Board to fill the unexpired term of
     Bobbie Hill. Council Member Chris Bowen seconded the motion. Mayor Pro Tem Vince Evans called
     for a vote of the Council. All members voted aye. Mayor Pro Tem Evans declared the motion carried.

7.   Ordinance No. 751 amending the annual operating budget for fiscal year 2006-2007 – Director of
     Administration Isabel Rogers presented Ordinance No. 751 amending the annual operating budget for
     fiscal year 2006-2007 to the Council. She stated that the Finance Committee has recommended
     approval. After discussion among the Council, Council Member Marty Jones made a motion to approve
     Ordinance No. 751 amending the annual operating budget for fiscal year 2006-2007, and waive the
     second reading. Council Member Gerald Hinesley seconded the motion. Mayor Pro Tem Vince Evans
     called for a vote of the Council. All members voted aye. Mayor Pro Tem Evans declared the motion
     carried.

8.   Request to approve Ordinance No. 752 to establish fees applicable to Chapter 2, Title 8, Building
     Regulations and Code Enforcement – Council Member Gerald Hinesley presented the request to the
     Council and made a motion to approve Ordinance No. 752 to establish fees applicable to Chapter 2,
     Title 8, Building Regulations and Code Enforcement, and waive the second reading. Council Member
     Marty Jones seconded the motion. Mayor Pro Tem Vince Evans called for a vote of the Council. All
     members voted aye. Mayor Pro Tem Evans declared the motion carried.

9.   Request to approve Ordinance No. 753 creating Chapter 4 of Title 11 of the Code of Ordinances of the
     City of Conyers, Georgia, to provide for the prohibition of graffiti; to repeal conflicting ordinances; to
     provide for an effective date; and for other purposes – City Attorney Mike Waldrop presented
     Ordinance No. 753 to the Council. He stated that graffiti is a public nuisance and destructive of the
     rights and values of property owners as well as the entire community. Council Member Cleveland
     Stroud made a motion to approve Ordinance No. 753 and waive the second reading. Council Member
     Chris Bowen seconded the motion. Mayor Pro Tem Vince Evans called for a vote of the Council. All
     members voted aye. Mayor Pro Tem Evans declared the motion carried.

10. Presentation of the proposed changes in Conyers’ Subdivision Regulations, which were last updated in
    1987 – (City of Conyers) – Ms. Megan Will of Jordan, Jones & Goulding gave a PowerPoint
    presentation on the Update of the Subdivision Regulations for the City of Conyers.

     No action was necessary.

City Manager’s Update – City Manager Tony Lucas addressed the Council, and asked Director of Public
Works & Transportation Brad Sutton to give the Council and update on the West Avenue project and
streetscape improvements. City Manager Lucas also reported that Conyers Police Officer, Myra Scruggs,
and Dispatcher of the Year, Melissa Staton, were recognized and given awards at the VFW’s Loyalty Day.

City Manager Lucas also read a note from the Historical Society thanking the City for the new paint at the
Depot. City Manager Tony Lucas stated that as of May 15, 2007, Conyers was named a Main Street City by
the Department of Community Affairs.

Executive Session – City Manager Tony Lucas addressed the Council and stated there a need for an
executive session to include the City Attorney and David Spann for the privileged consultation with legal
counsel pertaining to pending or threatened litigation. Council Member Marty Jones made a motion to go
into Executive Session for the purpose stated. Council Member Cleveland Stroud seconded the motion.
Mayor Pro Tem Vince Evans called for a vote of the Council. All members voted aye. Mayor Pro Tem
Evans declared the motion carried.

There being no further business to come before the Council the meeting was adjourned at 8:55 p.m.
