                                             MINUTES

I.         CALL TO ORDER/ ROLL CALL

           The meeting was called to order at 6:10 p.m.

     II.       DISCUSSION ABOUT FORMAL PRESENTATION TO THE PERSONNEL
               COMMISSION

Mr. Corde asked the committee members to brainstorm about issues to present to the
Personnel Commission. Once a list was gathered, Mr. Corde suggested that the committee limit
the list to approximately 2 items, so they can provide great detail on those 2 items. You cannot
provide significant detail if you present too many ideas and we don’t want to overload the
Personnel Commission.

     Subjects of Dialogue with the personnel commission:

     1) Where is the Personnel Commission on the recommendations submitted by the EEAC
        earlier this year?
     2) Can the EEAC do an audit if HR to determine what services HR offers to broaden
        diversity of workplace? Additionally, the EEAC would like to speak with department
        directors to ask them what services they receive from HR and what services would be
        more helpful in an attempt to diversify the workforce.
     3) Why did the County of Marin spend $500,000 on Franklin Covey training when it is never
        used. Would like to know why done, if no intent to follow up and work with departments.
     4) Do we need the Personnel Commissions permission to revise our interview practice for
        the annual report and instead speak with both department directors and line staff
        employees. Tap into some line employees as well, to see their impression of diversity.
        Could the EEAC develop an on-line survey that would be distributed randomly to
        employees throughout the county?
      5) What were the results of the employee satisfaction survey done a few months ago on-
         line. EEAC wants the results department by department. [Ms. Nicholson is looking into
         this.]

Ms. Hoover wanted a better definition of why the EEAC was going to the Personnel
Commission. The group discussed the desire to get more support from the personnel
commission to help support county change. The EEAC wants to work with the departments,
instead of approaching either the departments or the personnel commission with hostility or
aggression. The EEAC wants the meeting with the personnel commission to be a dialogue,
because discussion has seemed to be missing in the past. The committee wants to have a true
conversation with some give and take. The committee members want to more specifically define
the issues to be addressed before the personnel commission before they determine the length
of the special meeting..

The Committee would like to see the letter sent to the Personnel Commission regarding
recommendations. Some confusion was expressed about the EEAC bylaws and the personnel
commission enabling ordinance and the personnel commission’s role. Staff was asked to gather
those two documents and send them out to all committee members for review.

MOTION: Motion that staff gather the Personnel Commission enabling ordinance and the EEAC
Rules of Order for distribution to the EEAC members. m/s/p Pegelow/Hoover

Ms. Hoover wanted to look into how many employees go before the personnel commission, and
what the outcome is. Discussion about the confidential nature of some personnel commission
hearings. Mr. Corde indicated that “why” decisions are made is the info we are not going to be
privy to.

Open Question: How do we get this process to run more smoothly. Want to establish a process
that assists in change.

MOTION: That we discuss the following two issues with the Personnel Commission:

         1)  What happened to the recommendations submitted to the Personnel
             Commission earlier this year?
       2)    The EEAC would like to do an audit of HR to determine the services they provide
             to departments in terms of diversity.

AMENDMENT: This discussion should be framed in terms of a dialogue, not a presentation.

Want to make the presentation in a non-threatening manner.

So we have our issues, not how do we want to frame them? Mr. Pegelow and Mr. Corde will
discuss how to present these two issues and will have a plan of action ready for the next EEAC
meeting in September.
