CRITERIA

Essential

Applicants must have at least:

1      a relevant* Level 4 qualification;
OR
2      3 years’ relevant** experience.

Desirable
3     A relevant* Level 5 qualification.

4      Additional relevant** experience.

5      Experience in the implementation of a recognised Quality Assurance framework/system.

JOB DESCRIPTION


Steps to Work (StW) Programme

POST TITLE:               QUALITY EXECUTIVE OFFICER

RESPONSIBLE TO:           Principal and Chief Executive

REPORTING TO:             Head of School – Craft Services through the Training Manager

LOCATION:                 The Postholder may be required to work at any of the College’s
                          buildings as necessary.

PURPOSE OF THE        The Postholder will be responsible for the development,
JOB:                  implementation and maintenance of appropriate quality control
                      systems to ensure the effective and efficient operation and delivery
                      of the Steps to Work Programme.

The Postholder will:

1 Assist the Training Manager in the completion of the ‘Improving Quality: Raising Standards’
    (IQ:RS) Self-Evaluation Report and Action Plan for the StW Programmes.
2 Manage and maintain the IQ:RS Self Evaluation process ensuring it is fully implemented
   with all subcontractors as a basis for continuous improvement.
3 Provide statistical data and develop reports as required for ETI and DEL inspections and for
   the IQ:RS Self Evaluation reports and development plans.
4 Oversee the submission of the IQ:RS reports from Sub Contractors.
5 Support Sub Contractors in the delivery of a quality service.
6 Ensure standardisation of procedures and sharing of best practice with Sub Contractors.
7 Compile statistical reports on a monthly basis on the performance of the StW Programme
   and Sub Contractors.
8 Implement a Quality Audit cycle for Sub Contractors to ensure compliance with Service
   Level Agreements.
9 Develop and set targets with Sub Contractors post audit, ensuring the required action is
   taken.
10 Carry out regular audits and ensure all contractual obligations are adhered to.
11 Monitor and track participant progress to meet the requirements of the PTP and targeted
   qualifications.
12 Develop pro-formas and associated procedures for completion of all activities.
13 Ensure the completion of satisfaction surveys when required.
14 Carry out all relevant administrative duties.

Management of Staff

1 Provide effective leadership for the Quality Team.

2 Ensure that staff receive clear supervision in the operation of relevant administrative
  procedures.
3 Ensure staff are updated on Department for Employment and Learning memos, programme
  guidelines and latest qualification requirements.
4 Disseminate all correspondence from DEL to ensure relevant staff are kept up to date with
  DEL memos and programme guidelines.

External and Internal Agencies

1 Build and maintain links with appropriate external agencies.
2 Liaise with the Department for Employment and Learning Training Programmes Branch on
  Operational Guidelines where appropriate.
3 Implement Quality Audit cycle to ensure compliance with the StW contract.
4 Identify and set appropriate targets post audit, ensuring the required action is taken.

General

1   Comply with and actively promote College policies and procedures on all aspects of equality.
2   Deputise for Training Manager as and when required.
3   Undertake duties in other functional areas as required.
4   Undertake any other duties as required by the College’s Principal and Chief Executive or
    persons carrying his delegated authority.

The list of duties is not exhaustive. The postholder will be expected to undertake other relevant
duties in order to meet any changing operational requirements.

TERMS AND CONDITIONS


Terms and conditions of employment are those as laid down by the
Non-Teaching Negotiating Committee for Further Education in Northern Ireland and will include
locally agreed terms and conditions.

Salary Scale
Band 4, Scale Column Point 18, £17,163 rising by annual increments to Point 25,
£21,519 per annum.

Hours of Work
The hours of work will not normally be less than 36 per week. The hours of duty which may be
on any of the College sites will be such as laid down to meet the needs of the College and may
include periods of duty after, as well as before 5.00 pm on any Monday to Friday.

Annual Leave Entitlement
Entitlement to annual leave is 21 days in a full holiday year in addition to 12 public and extra
statutory holidays. Entitlement to leave in the first year of employment is pro-rata to the number
of months completed.

Pension Scheme
There is an Occupational Pension Scheme relating to employment with the College i.e. the
Local Government Pension Scheme (Northern Ireland). However if you have a contract of less
than 3 months or you are employed in a casual nature you will be ineligible to join the scheme.

Other Employment
No other employment should be entered into during the period of employment with the North
West Regional College. No employment by or in the service of another person or body should
be undertaken except with express approval of the Principal and Chief Executive.
