					                MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES OF
                    THE SPRING GROVE FIRE PROTECTION DISTRICT
                                October 15, 2002 7:30 PM


Pursuant to law, the Board of Trustees of the Spring Grove Fire Protection District held its 6th meeting in
the meeting room, at the fire station, in the Village of Spring Grove, County of McHenry, State of Illinois,
on the 15th day of October 2002, at 7:30 pm.

President Schmitt called the meeting to order at 7:30 pm.

Present were J. Schmitt, L. Rusher, E. Kattner, R. Kattner, R. Chambers, Chief R. Tobiasz and Atty. Curran.

Minutes of the previous meeting were reviewed. Motion by R. Chambers to approve the minutes as
distributed. Seconded by R. Kattner. Roll call vote-all ayes. Motion carried.

The Treasurer’s report was reviewed. Motion by E. Kattner to approve the Treasurer’s report as
distributed. Seconded by L. Rusher. Roll call vote-all ayes. Motion carried.

A list of Accounts Payable was reviewed. Motion by J. Schmitt to approve the payment of the list of
Accounts Payable. Seconded by R. Chambers. Roll call vote-all ayes. Motion carried.

ATTORNEY CURRAN
--Reviewed tax levy worksheet.
--Motion by L. Rusher to set the estimated tax levy for 2002 at $686,250.00 an increase of 15% and
schedule the tax levy public hearing at 7:30PM on November 19, 2002. Seconded by J. Schmitt. Roll
call vote-all ayes. Motion carried.
--Discussed coming trustee elections. Elections information posted notice in station and in the NW Herald.
--Secretary is the Local Election Official (LEO.)
--L. Rusher & R. Kattner are up for re-election. Their terms end December 1st. However, new trustees are
elected at the April 1st, 2003 election. After their election all trustees will take office May 1 st.

BUSINESS REPORT
Discussed CD rates. Motion by L. Rusher to check local banks for best CD rates and renew for one
year CD#1073288 which is located at Spring Grove State Bank. Roll call vote-all ayes. Motion
carried.
--Annual financial report and audit will be ready for approval at special meeting.
--Have received 95.5% of our tax money.

BUILDING AND GROUNDS
--Reviewed list of projects to be completed.
--Thanked Holian Industries for use of lift truck.
--Motion by J. Schmitt to have a special meeting on October 22, 2002 at 7:30PM to open
snowplowing bids. Roll call vote all-ayes. Motion carried.
--Training building is now being used by the boy scouts. Motion by L. Rusher to let girl scouts use
training building for meeting. Roll call all-ayes. Motion carried.
--Chief Tobiasz recommended installing a bathroom in training building and some other remodeling next
year.

INSURANCE
--Workman Compensation work sheet has been filed. It is used to determine our rate.

EQUIPMENT MAINTENANCE
--1879 drive shaft had major repairs.

VILLAGE OF SPRING GROVE
--Chief met with village and discussed proposed Walnut Ridge subdivision that includes a part of McHenry
Townships Fire Protection District.
--Reviewed plat for KLM Annexation on Rt. 173 & Clark Road.
--Subdivision on Zarnstorff Road being considered.
--Secretary L. Rusher met with Village of Spring Grove Mayor and trustees to discuss KLM annexation.
--Spring Grove Fire Department consensus to accept KLM property.
--Discussed Village & Spring Grove Fire Protection District having annual or semi annual meetings to
improve communications, help in planning for future growth (Station locations), impact fees, increased plan
review fees, opticom devices for traffic lights and working with the village & developers for land or
equipment donations to allow Spring Grove fire Protection District to continue to provide the services that
they and the Village would like.
--Mayor was pleased we were going to follow the ordinance and were planning for future growth

FIRE PREVENTION BUREAU
--Open house went well.
--Board thanked Capitan Tobiasz and all those who helped on the program.
--Fire prevention week activities went great. Breakfast with Chief, Chief for a day and other activities.
--Board was pleased and supportive of the Fire Prevention Bureaus public education accomplishments.

SAFETY COMMITTEE REPORT
--No report.

CHIEF’S REPORT
--Discussed resignations. Motion by J. Schmitt to accept Jim Utinans written resignation. Seconded
by E. Kattner. Roll call vote-all ayes. Motion carried.
--Motion by J. Schmitt to accept Chris Schumacher’s verbal resignation. Seconded by E. Kattner.
Roll call vote-all ayes. Motion carried.
--Motion by R. Chambers to accept Donna Biersack’s leave of absence. Seconded by L. Rusher.
Rolla call vote-all ayes. Motion carried.
--Motion by L. Rusher to approve M. Holem attending incident safety officer class at a cost of
$100.00. Seconded by R. Kattner. Roll call vote all-ayes.
--Motion l. Rusher to approve M. Schneck attending critical incident stress management class at a
cost of $100.00. Seconded by R. Kattner. Roll call vote-all ayes. Motion carried.
--Steve Holtz completed Paramedics class and is licensed.
--Dan Illges Jr. passed FF 2 test.
--K.C’s cabin is requesting to annex to Fox Lake on October 22, 2002 and will de-annex from our Fire
District.
--LT. M. Karolus reported on the FDNY memorial he and FF/EMT S. Sparacio attended.

 OLD BUSINESS
--Will discuss secretary position at October 22, 2002 meeting.

NEW BUSINESS
--Motion by R. Chambers to approve Rod Feltner as a POP member. Seconded by L. Rusher. Roll
call vote-all ayes. Motion carried.

EXECUTIVE SESSION
--Motion by J. Schmitt to go into executive session at 9:15PM to discuss Personnel and review
minutes for the 2001-02. Seconded by L. Rusher. Roll call vote all-ayes. Motion carried.

--Board returned from executive session and resumed regular meeting at 10:08PM.

--Motion by L. Rusher to keep executive minutes for FY 2001-02 confidential. Seconded by R.
Kattner. Roll call vote-all ayes. Motion carried.

FLOOR BUSINESS
--Quarterly McHenry County Trustee association meeting will be at Port Edwards in Algonquin on October
29, 2002.

Being no further business, motion by J. Schmitt to adjourn. Seconded by R.Kattner . Roll call vote-all
ayes. Motion carried.

Meeting adjourned at 10:15pm.
