               Minutes of the Welfare Hall Management Committee
                     Meeting held on the 4 April 2011

Present: Councillor A. I. Evans (Chairman)
         Councillors J. Bowen, E. Davies, D. A. Evans, S. M. Evans, Wendy Evans,
         William Evans, I. James, T. Jones, C. Richards, R. V. Smith, A. Veck,
         C. E. Watters and P. M. Williams.

         (Welfare Hall, Loughor: 7.00pm – 7.20pm )


60.      APOLOGIES
         There were apologies for absence from Councillors S. E. Davies,
         M. G. Dennis and D. Evans.

61.     DECLARATIONS OF INTEREST
        There were no declarations of interests under the Council’s Code of
        Conduct.

62.     MINUTES
        It was RESOLVED that the minutes of the meeting held on the
        7th March 2011 be confirmed as a correct record.

63.     MATTERS ARISING
        (a) Minute 57 – Fire Risk Assessment and Licensed Premises
            It was reported that there were concerns regarding the fire escape from
            the Balcony in the Hall.
            It was RESOLVED that
            (i)     The Clerk contact the Council’s Buildings Adviser regarding the
                    fire escape;
            (ii)    The Council commission a thorough inspection by a qualified
                    engineer;
            (iii)   The balcony be closed to the public and staff until further notice
                    and the completion of any works required.
            (iv)    A suitable notice be placed warning of the closure.

64.     REPORT OF THE CLERK
        (a) Non-Domestic Rates
            It was NOTED that notice of non-domestic rates have been received
            but are the subject of an exemption from payment.

         (b)    Payments
               It was RESOLVED that the following payments be authorised:-

           Neath Port Talbot County Borough Council – Manual Handling
                                            Training -               £189.60
           Mike Young and Son (Electrical Contractors) – Replacing emergency
                                               lighting –             £498.00

      (c) Welfare Hall Receipts
          The Welfare Hall receipts were NOTED.

      (d) Manual Handling Training Course
          It was NOTED that Certificates had been issued to Councillor J
          Bowen, the Clerk and D James following their attendance at the above
          course.
          It was RESOLVED that the Clerk investigate whether there is other
          training required since chemicals are used for cleaning purposes in the
          Hall.

      There were no urgent items.
