To all the parties herein:



I find it appalling that duly elected officials, in what seems to be this

flagrant excuse of an administration and some councilmembers dismissing

Lantigua's willful violative act as nonsense or skewing the truth by talking

about previous administrations.



You are as accountable as Willy Lantigua to the people of Lawrence, Ma.



The Lawrence City Charter is clear and specific about the annual state of

the city address. Neither Lantigua nor councilmembers have the authority

to ignore the provisions of the Charter's section.



Paste this link in your complaint to the ethics commission.



4.7 Communications to City Council.

The mayor, yearly, by a personal appearance for the purpose of

a state of the city address to be given at the first city council meeting in

February of each year, shall keep the city council informed as to the

condition and needs of the city, and from time to time as in his

judgment the needs of the city require, recommend to the city council

for action by it such measures as may be necessary or desirable.

I would go as far as filing an inquiry or complaint with the Massachusetts

Commission Against Discrimination at:

I have to say or no one will. If the non-English speakers are so quick to file

discrimination when English is used in official government business and

they claim the discrimination because they can't understand English, then

"what is good for the goose is good for the gander."



English speakers have every right to ensure their elected officials are

communicating with them effectively, intelligently and with the language

they, English speakers can understand, especially when it relates to the

operation, administration and function of government. So file your

complaint that you are discriminated against because mayor William

Lantigua of Lawrence, Ma., speaks only in Spanish and/or to Spanish

media when covering or talking about official city business.



I urge those of you in this email, trust me THERE ARE OVER 23,000 in the

Greater Lawrence area's zip codes in the BCC section of this email, to

contact the Massachusetts Commission on Ethics at this URL link and the

As a taxpayer, voter and citizen of Lawrence, Ma., I am continued to be

offended by the antics of mayor William Lantigua and it has gone too far.

To date, there are numerous articles and news reports of questionable

acts, violations of law and other things that need investigating. Most

recently, is Mr. Lantigua's willful and blatant disregard to the Lawrence City

Charter which requires him to appear in person before the city council and

provide the state of the city address. The charter is clear as to how, when

and what the mayor needs to provide and accomplish, all of which he has

failed tremendously.

As a voter, I urge this commission to investigate to the fullest Mr.

Lantigua's actions as it pertains to ignoring the will of the people and the

city charter.

Mr. Tynes:



As an American, a Massachusetts citizen, taxpayer and voter, I write as a

method to exercise my rights and belief that I have been discriminated

against because of my national origin. The mayor of Lawrence, William

Lantigua, has repeatedly ignored the will of the people and addressing the

public, via the media, in Spanish. Mr. Lantigua refuses to speak with or

address the English media and that action precludes me, disenfranchises

from knowing what my elected official(s) are doing with my tax dollars, my

city and the future of Lawrence.



Just as non-English speakers are given every angle and right to have

documents, translations and speeches in their native language, I have the

very same right to insist, demand and know what an elected official is

saying and in my native tongue, English.

lantigua-blanco-critica.html, Mr. Lantigua, as the Lawrence mayor

addresses the public only in Spanish. To my knowledge, mayor Lantigua

has not provided the same interview to the English media and therefore I

have no idea if what he's saying is legal, within the statutorily required

provisions of the Lawrence City Charter or perhaps criminal and violative

of US or Massachusetts law. I should not be required to speak or

understand Spanish to live and vote in my own country.



Therefore, if your commission is not the correct venue to file this charge of

discrimination, please write me and instruct where another legal body or

jurisdiction can accept and proceed with my complaint. If it is the US

Department of Justice, then please provide which division accepts

complaints of discrimination.
