CLASS TITLE: ASSISTANT RETIREMENT ADMINISTRATOR

BASIC FUNCTION:

Under the direction of the Retirement Administrator, plan, organize and direct Imperial
County Employees Retirement System (ICERS) operations and activities to provide
eligible retirees with pension benefits; coordinate communications, eligibility functions,
claims processing, personnel and information to meet the retirement benefit needs of
the County; supervise and evaluate the performance of assigned personnel.

REPRESENTATIVE DUTIES:

ESSENTIAL DUTIES:
Plan, organize and direct ICERS operations and activities to provide eligible retirees
with pension benefits; assist in directing the day-to-day activities of ICERS; assist in
establishing and maintaining ICERS time lines and priorities; assist in assuring related
activities comply with established standards, requirements, objectives, laws, codes,
regulations, policies and procedures.

Coordinate communications, eligibility functions, claims processing, personnel and
information to meet the retirement benefit needs of the County; assist in the
development and implementation of ICERS programs, services, plans, strategies, goals
and objectives; investigate, evaluate and resolve retirement benefit issues, conflicts and
discrepancies in a proper and timely manner.

Supervise and evaluate the performance of assigned personnel; interview and select
employees and recommend transfers, reassignment, termination and disciplinary
actions; assign employee duties and review work to assure accuracy, completeness
and compliance with established standards, requirements and procedures.

Plan, organize and direct the processing and evaluation of various forms, applications and
paperwork related to the enrollment of employees and disbursement of retiree benefits;
direct the processing of changes to retiree information including employee information,
status, class codes, salary, address changes, taxes, payment methods, beneficiaries and
insurance coverage.

Provide consultation and technical assistance to County personnel and retirees
concerning retirement benefits and options; respond to questions and provide detailed and
technical information concerning related accounts, payments, transactions, standards,
requirements, laws, codes, rules, regulations, policies and procedures; prepare and
distribute informational materials concerning retirement benefits.

Coordinate and assure proper processing of claims for retirement benefits; maintain,
reconcile and balance retirement funds and accounts; assure cost-effectiveness of the
County’s retirement benefits programs; recommend changes, policies and procedures

as appropriate; calculate and implement rate changes; calculate, verify and balance
retirement plan contributions.

Direct and participate in calculating, preparing, revising, monitoring and assuring
accuracy and proper distribution of various fees and disbursements; compile, calculate
and reconcile billings, ledgers, records and reports for retirement benefits; assure
proper posting and updating of accounts with various income and expenditures; audit
accounts for errors; make corrections and adjustments.

Coordinate and direct enrollment activities for County employees; oversee and conduct
enrollment interviews, seminars and orientations; supervise and participate in termination
interviews; assure proper explanation of benefits and options and coordinate services to
provide assistance to employee with completing required paperwork.

Review, audit and verify retirement money manager investment transactions; reconcile
daily entries including interest, dividends, stocks, bonds, gains, losses and various other
transactions and information; monitor status of retirement investment portfolios; monitor,
review and assure proper asset allocation, cash flows and due diligence.

Direct the preparation and maintenance of a variety of narrative and statistical reports,
records, statements and files related to insurance, benefits, retiree information,
transactions, fees, disbursements, disability, payroll, taxes and assigned duties; assure
mandated reports are completed and submitted to appropriate local, State or federal
agency according to established time lines.

Assist in developing and maintaining retirement portfolios and investment accounts to
enhance benefits for County employees as directed.

Provide technical information and assistance to the Retirement Administrator
concerning ICERS issues, needs and activities; assist in the formulation and
development of policies, procedures, internal controls and programs.

Assist in the development and preparation of the annual preliminary budget for ICERS;
analyze and review budgetary and financial data; assist with controlling and authorizing
expenditures in accordance with established limitations.

Participate in the development and implementation of departmental fiscal systems and
procedures; provide technical advice concerning accounting standards and procedures
related to assigned accounting and budgeting activities.

Communicate with personnel, administrators and various outside agencies to exchange
information, coordinate programs and activities, and resolve issues or concerns;

Operate a variety of office equipment including a calculator, copier, fax machine,
computer and assigned software; drive a vehicle to conduct work.

Oversee the preparation of administrative correspondence, agenda items, procedural
manuals and other documents related to assigned activities.

Maintain current knowledge of laws, codes, regulations, policies, procedures and
pending legislation related to assigned activities; adjust programs and procedures to
assure compliance as appropriate.

OTHER DUTIES:
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination equivalent to:         bachelor's degree in accounting, business
administration or related field and four years increasingly responsible experience
involving employee benefits programs including work with retirement systems.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver’s license.
