                                          October 19, 2010


Call to order: 7:00 pm

Pledge of Allegiance

Roll Call: Park Board members present: President Patty Raffin, Vice President Becky Maranto, and
Jessie Campaniello. Also present: Porter Park Superintendent Jim Miller, Porter Park Administrator
Stephanie Miller, and Town Councilman/ Park Liaison Jon Granat. Rondi Wightman was absent.

Approval of Minutes: Maranto made a motion to accept the September 21, 2010 Park Board minutes
as written. Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion carried.

Consideration of Claims: Maranto made a motion to approve the budget expenditure report for
$2,650.34 dated September 21, 2010 through October 19, 2010 as submitted. Campaniello seconded the
motion. The vote was 3 to 0 in favor. Motion carried.

Petition and Comments from the Floor: State Park Little League President Joe Wagner made a
donation of $900 to the Porter Park Department, to be spent on the ball field in Hawthorne Park. Mr.
Wagner thanked the park department for the use of the ball field, and said he appreciates everything the
Park Board and Jim Miller has done to help keep it in good shape. Maranto made a motion to accept the
$900 donation from State Park Little League to be placed in the Porter Park Department’s donation line
item #219-001-365 to be used for the maintenance of the Hawthorne Park ball field. Capaniello
seconded the motion. The vote was 3 to 0 in favor. Motion carried.

Michele Marmoleijo representing girl scout troop # 30370 requested the use of the west shelter, free of
charge, on Friday, Oct. 22nd from 3pm to 5pm, for a “Fly Up” Ceremony. Brownies will move up in
rank to juniors in a short ceremony, with a celebration picnic to follow. Maranto made said motion.
Capaniello seconded the motion. The vote was 3 to 0 in favor. Motion carried.

Park Superintendent’s Report: (Jim Miller): Vandalism report: The peak of the gazebo in
Hawthorne Park has been removed by a vandal and discarded. A police report was made.
   All portable toilets will be removed from the Porter Parks at the end of October. There have been
many tip overs this year. A framework around the units is being considered for next season.
   Inspection of playground equipment and repairs continue. Five tires were replaced on the ten tire
bouncer in Hawthorne Park. One tire was replaced on the ten tire bouncer in Porter Cove Park, along
with a step replacement on the clatter bridge. Swing parts are being ordered to replace worn units.
   Several repairs have been made: Floor and door at the concession building repaired and painted.
Center of the gazebo floor was repaired. Gazebo electrical outlet covers replaced with a small lock
installed on each. Fence and gates at the ball field repaired. Community center kitchen door threshold
repaired. All benches have been painted, as well as the picnic table shelter in Hawthorne Park’s main
playground.
   McDaniel’s Fire System made their annual community center wet sprinkler system check.
   The new pole barn concrete floor has been poured and sealed.
   Jim Miller requested an energy package (insulation and lining) be installed in the new pole barn,
along with the movement of the man door on the old pole barn from the northwest side to the south side

for security. This work can be done in November by the CHS Building and Trades Class with a labor
savings of $4,000. Materials would cost $5,498.34. A request to use 2011 CEDIT funds would be made
to the Porter Town Council. Maranto made a motion to allow Jim Miller to approach the Porter Town
Council to request CEDIT funds in the amount of $5,498.34 for the new pole barn energy package and
old pole barn door movement. Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion
carried. Maranto made a motion to donate the park department’s 1997 GMC dump truck worth
approximately $1,000 to the CHS Building and Trades Class in lieu of payment for labor. Campaniello
seconded the motion. The vote was 3 to 0 in favor. Motion carried.
    Owens Tree Service dropped eight dying ash trees infested with the Emerald Ash Borer in
Hawthorne Park. Miller and his employees cut up and hauled all the wood to the public works dump
site. This work was exhausting and took 2 weeks to complete along with thirty trips to the dump site.
    Langley Construction installed a window vent in the Community Center downstairs block window.
    A sugar maple tree was planted in Hawthorne Park at the corner of Waverly and Ackerman Road on
Oct. 8th in memory of Ray Raffin. The tree was donated by Bill and Zathoe Sexton.
    Part time employee James Petrovich’s last day is Oct. 23rd. This leaves the park department with
employee Carol Dennis to be used sparingly for the rest of the year since employee funds are very low.
    Miller asked for approval to hire a contractor to bush hog Lake Charles Park not to exceed $500.
Maranto made said motion. Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion
carried.
    The park department received an $800 insurance check for the losses incurred during the break in last
August. Maranto made a motion to accept the $800 insurance check and place it into the park’s tool line
item #216001442. Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion carried.
    Maranto made a motion to allow Miller to purchase a new snow thrower not to exceed $549.
Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion carried.

Park Administrator’s Report (Stephanie Miller): Miller gave the Park Board the minutes of the Sept.
21, 2010 meeting along with the Sept. 2010 income statement. Miller plans to extend the classified ad
she placed in the Chesterton Tribune that runs two days a week, until the end of November. This will
hopefully generate more rentals for the winter months.

Old Business:

Website: Raffin explained: To move ahead with the park’s new website design, it will cost $2,100 to
develop the site through Randy Dujmovich, then piggy back it to the Town of Porter’s website. After the
initial work is complete, the park department will have their own format, upload their own pictures, change
verbiage as needed, and service the site themselves, which will eliminate a monthly service fee. The Park
Board is working on where to get the funds to go forward with the website.

Approved Caterers List: The Park Board has recently received the information requested from Town
Attorney Patrick Lyp and will now move ahead with the approved caterers list.

New Business:

Boo Bash: The Park Board finalized their plans for the Boo Bash Halloween Party being planned for Sunday,
Oct. 24th from 1pm to 3pm at the community center for ages 0 to 13.

Beyond the Beach Update: The Porter Park Department will be coordinating with the Porter Town Council
about the future plans for Hawthorne Park in conjunction with the Beyond the Beach Project.

Next Meeting: The next scheduled Porter Park Board meeting will be on Tuesday, November 16, 2010 at
7pm in the Hawthorne Park Community Center.

Meeting Adjourned: A motion to adjourn the Porter Park Board Meeting at 7:45pm was made by Maranto.
Campaniello seconded the motion. The vote was 3 to 0 in favor. Motion carried.
