WORKPLACE INFORMATION

HUMAN SERVICES AND HOUSING
Human Services and Housing aims to improve the health and wellbeing of all
Tasmanians through the provision of primary health, and community support
services delivered to people in community settings.

The main areas of Human Services and Housing Division are:

   Disability Services

   Housing

   Children and Families.


DISABILITY SERVICES
Disability Services is a program of the Division of Human Services and
Housing within the Department of Health and Human Services.

Through the provision of a range of services from accommodation to
information, Disability Services either funds or directly provides services to
people with disabilities.

Offices in the North West, North and South of Tasmania provide and co-
ordinate services for people with disabilities.

Disability Services administration is based in New Town (Hobart) and has a
coordinating, planning and monitoring role of the Disability Sector as a
whole.

The following principles underpin Disability Services:

   To promote and advance the rights of people with disabilities

   To ensure that people with disabilities have fair and equal access to
    services
   To promote and advance better outcomes for people with disabilities

   To ensure that people with disabilities have a pivotal role in planning and
    evaluating the services they use

   To improve the quality and effectiveness of service delivery.



THE EMPLOYMENT REGISTER

A brief summary of the process regarding the Employment Register are:

   The Employment Register is open for one year from the date of the first
    advertisement;
   Applications received are acknowledged and retained by the Records
    Management Officer, State Disability Services within the Human Services
    and Housing Division of the Department of Health and Human Services;
   Appointments and selection from the register will be undertaken in
    accordance with the merit requirements of Section 7 of the State Service
    Act.
   The composition of the selection panel will be facilitated by the nominated
    Area Support Management Officers in each region and in consultation
    with the Regional Managers.
   Applicants selected to place on the register will be contacted when a
    vacancy arises.
   If the applicant accepts the offer to be placed on the casual employment
    register, the applicant will be employed on a fixed-term, casual basis
    provided that all employment checks have been confirmed.

Please note that the Employment Register will not preclude a position being
advertised if warranted.


THE MERIT PRINCIPLE

The merit principle is designed to ensure that any appointment in the
Tasmanian State Service are made on the basis of the capacity of the person to
do the job for which they have been selected. Subsection 7(2) of the State
Service Act provides that, for the purpose of the State Service Principles in
paragraph 7(1)(b) of the Act, a decision relating to appointment is based on
merit if:

An assessment of the relative suitability of the candidates for the duties; and
   The assessment is based on the relationship between the candidates work-
    related qualities and the work-related qualities genuinely required for the
    duties; and
   The assessment focuses on the relative capacity of the candidates to
    achieve outcomes related to the duties; and
   The assessment is the primary consideration in making the decision.

Some examples of work-related qualities that my be relevant in making an
assessment are:
 Skills and abilities
 Qualifications, training and competencies
 Standard or work performance
   Capacity to produce required outcomes
   Relevant personal qualities
   Demonstrated potential for further development
   Ability to contribute to team performance

STATEMENT OF DUTIES/SELECTION CRITERIA

broad functions and selection criteria of the position. The selection criteria
lists the key position requirements and you will need to demonstrate in your
application that you meet these criteria by highlighting relevant knowledge,
skills, qualifications and experience.

The State Service Commissioner has determined that person/s nominated to
be placed on the Employment Register is to satisfy a pre-employment check
before taking up appointment. Conviction checks in the following areas will
be conducted: Crimes of Violence, Sex related Offences, Serious Drug
Offences, Crimes Involving Dishonesty, Serious Traffic offences, Identification
Check, Disciplinary Action in Previous Employment Checks.

       will not be able to undertake paid employment until an appropriate Visa is obtained.

       interview.

Position Objective:

Assist with the supervision, education and primary care of people with disabilities.

Primary Tasks:

 1. Ensure the safety and well being of clients and contribute towards the planning,
    implementation and review of individual client programs and services.

 2. Perform household duties as required.

 3. Provide verbal and written reports as required.

 4. Participate in community development and staff training activities.

Scope of Work Performed:

    Undertake delegations within set guidelines.

    Responsible for the wellbeing of assigned clients.

    Exercise reasonable care in the performance of duties consistent with the relevant
     OHS legislation, including provide labour in an efficient, effective and safe
     manner.

    Works under close supervision with assistance readily available.               The Site
     Manager/ Team Leader provides general supervision.

   (Disability Work) or an equivalent qualification from a recognised academic/
   training organization or progress towards attaining this qualification.

2. Experience and/or interest in working with people with disabilities, families,
   service providers, advocates and/or other key stakeholders.

3. Effective written and oral communication skills.

4. Ability to work independently and as a member of a multi-disciplinary team.

5. Ability to lift or transfer clients.

6. Current drivers licence.
