•    The State Enterprise "GIS-Centre” are responsible for Lithuanian
    spatial information portal (www.geoportal.lt) and the State geo-
    referencing cadastral management and development,
    public databases geo-reference data management and delivery for
    public.
• In 1993 State Enterprise
  "GIS Center” has
  developed the first
  Lithuania geo-
  database GDB200 for the
  whole territory of
  Lithuania.

• From 2009 year till now
  performs preparatory
  work for implementation
  of the INSPIRE
  (2007/2/EC) Directive in
  Lithuania
                   Barriers
• The main problem - does not provide funds for
  Community of spatial data interoperability. State
  of internal resources are insufficient to ensure
  not only the internal exchange of spatial data
  needs of the state, but also the quality of
  their provision by the Community institutions and
  bodies.
• Data providers in many cases have a lack
  resources in order to provide data for GIS and
  the INSPIRE requirements. Spatial data
  specifications, compatibility can not be fully
  automated data exchange.
• State inventories, registers, information
  systems provides data to be
  communicated, which is not always
  adapted to the electronic data (contracts,
  licensing requirement, inflexible pricing).
  This complicates the provision of data and
  the terms of contract signing. Introducing
  the necessary amendments to the
  legislation, but it is a lengthy process.
                   Benefits
• Launched a targeted form of spatial information
  policy.
• Effects of environmental policy - the obligation
  to manage the existing data and collect new
  data in the GIS.
• Of improving the perception of spatial
  information benefits of data integration in
  decision making preconditions for closer co-
  operation.
• Public are better informed about the growing
  needs for spatial data services.

                Conclusions
• GIS project implementation in Lithuania is
  designed for spatial information in a methodical
  and technological base and active geo-portal,
  which can be achieved by the Member of spatial
  data sets and metadata available data sets
  and related services.
• Yet not all the necessary legislation for
  full functioning of the favor of the spatial planing
  are officially.Their prototypes are tested.

Spatial data sets to cover virtually
Inspire all subjects, except for the following:
• Coordinate Reference System
• Geographical grid systems
• Oceanographic geographical features
• Maritime regions
• Bio-geographical regions
• A minimum data set in accordance
  with Annex III themes.
• Lithuania is technically ready
  to implement most of the INSPIRE
  requirements. Implementation of the
  limited human and financial resource
  constraints and complex legal and
  organizational procedures for data
