information for the above referenced RFP #09-71500-01.



Recorded Books, LLC, the world's largest producer of unabridged audiobooks, has been recording and

producing audiobooks since 1979. All of our recordings are cast with professional narrators with years

of stage and screen experience. These dramatic performances are recorded in our state-of-the-art

studios in New York City and have earned numerous awards including Audiofile magazine's "Earphone"

awards for excellence and Audie Awards (the audiobook industry equivalent of the Oscar) from the

Audio Publishers Association. Every element of our production process is checked and rechecked for

quality in our digitally sound studio, fully staffed with technicians, researchers, and producers. Our

recording process, narrators, meticulous editing, library friendly packaging and customer service is

widely regarded as the standard in the audiobook industry.



We proudly serve thousands of libraries and schools in the United States and Canada and currently have

over 8,500 titles available for library purchase.



All audiobooks published by Recorded Books, LLC, are available only from Recorded Books, LLC, making

us the sole source supplier of these products. We also distribute titles from all major publishers.



Recorded Books, LLC offers a 10% discount on audiobooks, and a 5% discount on Playaway Digital Books

for quantities of 20 or more. There are no shipping fees for public and university libraries on

audiobooks. There is a shipping charge for replacement parts such as binders, sleeves and Playaway

accessories. The shipping charge is $4.00 for the first item, and .30 cents for each additional item.



There is a shipping charge for school orders of $5.00 for orders up $100.00, and 5% of the total for

orders over $100.00. The school discount is 5% for orders over $100.00; 10% for orders over $1,000.00

and 15% for orders over $5,000.00.

Continuous Order Plan (COP) participants receive a 20% discount for unabridged audiobooks on CD or

cassette . Rewards Program for COP participants receive 30% discount . Rewards Plus Program for COP

participants receive a 40% discount.



We offer replacements for cassettes and cd 's. On unabridged audiobooks on cassette published by

Recorded Books, LLC, we will replace individual tapes that are damaged or defective , free of charge for

one year after original date of purchase , except for tapes that have been demagnetized . After the initial

one year period , individual tapes are available for $5 .95 (postage included ). In the case of damaged or

defective cd's we will replace the individual cd's free of charge for one year after the original date of

purchase . After the initial one year period , individual cd's are available for $6 .95 (postage included).



If for any reason we cannot provide a replacement cassette or cd for a Recorded Books, LLC production,

you may select a new book of equal or lesser value at no charge.



For unabridged audiobooks on cassette or cd from other publishers, and repackaged by Recorded Books,

LLC, we will replace the damaged cassettes or cd's for the first 6 months from the original purchase date

at no charge . After that, there will be a $7.95 charge per cassette or cd ordered.

PRICING FOR OFFER CONSIDERATION

Discounts for Library and Staff Orders





Offerors shall return a completed copy of this attachment with their proposals . If pricing differs by type of

library (public academic , school, special, or state agency ), the contractor shall submit a separate copy of

this attachment and specify the type of library for which pricing is proposed.



SWING desires an attractive, predictable pricing structure and, at the same time, a high level of order

fulfillment. Accordingly, SWING seeks to select one or more primary contractors as well as one or more

secondary contractors.



All discounts quoted will be applied to the publishers' lowest list price in effect at the time of shipment

and exclude freight-pass-through pricing.



All discounts will apply to all shipments, including backorders, for each order placed by the library.



Participating libraries reserve the right to request supporting documentation (including copies of the

publishers' invoices) on discount or service charge decisions of the contractor at any time during the

contract period.

Small Business Subcontracting Plan



Definitions









Small Business : "Small business " means an independently owned and operated business which,

together with affiliates, has 250 or fewer employees, or average annual gross receipts of $10 million or

less averaged over the previous three years. Note: This shall not exclude DMBE-certified women- and

minority-owned businesses when they have received DMBE small business certification.









Women -Owned Business : Women-owned business means a business concern that is at least 51%

owned by one or more women who are citizens of the United States or non-citizens who are in full

compliance with United States immigration law, or in the case of a corporation, partnership or limited

liability company or other entity, at least 51% of the equity ownership interest is owned by one or more

women who are citizens of the United States or non-citizens who are in full compliance with United

States immigration law, and both the management and daily business operations are controlled by one

or more women who are citizens of the United States or non-citizens who are in full compliance with the

United States immigration law.







Minority-Owned Business: Minority-owned business means a business concern that is at least 51%

owned by one or more minority individuals or in the case of a corporation, partnership or limited liability

company or other entity, at least 51% of the equity ownership interest in the corporation, partnership,

or limited liability company or other entity is owned by one or more minority individuals and both the

management and daily business operations are controlled by one or more minority individuals.







All small businesses must be certified by the Commonwealth of Virginia . Department of Minority

Business Enterprise ( DMBE) by the due date of the solicitation to participate in the SWAM Program.

Certification applications are available through DMBE online at www .dmbe .virginia.gov (Customer

Service ) .

A. If you are certified by the Department of Minority Business Enterprise (DMBE) as a small business,

complete only Section A of this form. This shall not exclude DMBE-certified women-owned and

minority-owned businesses when they have received DMBE small business certification.







B. If you are not a DMBE-certified small business, complete Section B of this form. For the offeror to

receive credit for the small business subcontracting plan evaluation criteria, the offeror shall identify

the portions of the contract that will be subcontracted to DMBE-certified small business in this

section. Points will be assigned based on each offeror's proposed subcontracting expenditures with

DMBE certified small businesses for the initial contract period as indicated in Section B in relation to

the offeror's total price.
