                               ADDENDUM #2 ATTACHMENT

      Initial part of this document lists amendments/addendums to the original Request
      for Proposal (RFP) document. IMPORTANT: Read through these items and the
      following Questions & Answers. These changes must be accounted for in any
      submitted proposal solution(s) and costs.

      This RFP Addendum #2 ‘supercedes’ the March 20, 2007 Proposer Conference
      handout. The draft proposed contract attached at the end of the RFP document
      will be updated before contract award.

Amendments/Addendums
1.   The current video surveillance systems contract continues through October 31, 2007.

      AMENDMENT to video surveillance equipment installation, commencement of equipment
      lease, and video surveillance image data availability for each service center:

      Section 1.3.1, page 4, Project description, second paragraph; and Section 5.5.1, page 14:
      The video surveillance equipment installation must be completed by 5:00 p.m. on October 31,
      2007. The equipment lease and image data availability must begin at 12:01 a.m. on November
      1, 2007. (The dates and times listed in the original document will be adhered to for the other
      approved system components’ installation and the security monitoring service at each service
      center.)

      Section 1.9, page 6, Contract term:
      The term of the contract will remain through June 30, 2011; therefore, the video surveillance
      system component will be in place for 44 months, not 48 months.

      Section 5.5.2, page 14:
      The evaluation period for the video surveillance systems will be through November 30, 2007.
      Contractor will be given e-mail notification of non-performing equipment or service no later than
      December 5, 2007. (WisDOT will evaluate all other system components at each service center
      through July 31, 2007, and notification by August 3, 2007, as stated in the original document.)

      Section 6.3, page 16:
      Detail company’s solution and timetable for the video surveillance system component for each
      Milwaukee DMV service center in relation to the information listed above.

      Two ‘related’ items will remain the same as listed in the original RFP document:
        1) Section 5.7, Performance Bond--performance bond must be factored and cover the
             entire four (4) years for monitoring and video surveillance equipment lease.
        2) Section 7.2.1, Cost Proposal--video surveillance system monthly cost for each service
             center will be for the entire four (4) years--all 48 months, not 44 months.

2.   Addendum to sections 5.1.1.6 (page 12), 5.3.1 (page 13), 5.4.4 (page 14) regarding loss of
     electrical power:
     Components of the systems requiring electrical power backup must be able to properly operate
     for a minimum of 60 hours on a back-up system.


3.   Addendum to section 5.1, pages 11 and 12, regarding proprietary components of
     ‘current’ intrusion detection systems at each service center:
     Northeast: NO components are proprietary
     Northwest: Digital control panel (including dialer and keypad) are proprietary
     Central: NO components are proprietary
     Southeast: Digital control panel (including dialer and keypad) are proprietary
     Southwest: Digital control panel (including dialer and keypad) are proprietary

     Awarded contractor must install “non-proprietary” components where required or approved by
     WisDOT.


4.   Amendment to section 5.2, pages 12 and 13, regarding the fire alarm systems in the
     Northeast (on Teutonia Avenue) and Central (on Chase Avenue) Service Centers:
     Both fire alarm systems (sprinkler system if installed) are the property of each strip mall owner,
     respectively.

     WisDOT wants any code-required ‘gap filler’ listed in the proposal. WisDOT will pass along, to
     the respective owner, any required gap fillers. It will be the respective owner’s responsibility to
     have the gap filler(s) installed. They will not be required to use the WisDOT contractor for the
     installation.

     5.5.2 All fire alarm system hardware will become the property of the WisDOT or the respective
     strip mall owner upon installation.

     Additionally, section 5.5.5 will remain as stated regarding the cost of materials and labor for any
     hardware failures not installed by the awarded contractor.


5.   Addendum to section 5.3, pages 13 and 14, regarding connection of contractor’s video
     surveillance monitoring service into each service center:
     Awarded contractor must provide their own data line(s), satellite, etc. for the purpose of moving
     video image data through each and from each service center to the contractor’s central
     monitoring center. The connectivity method must allow for real time or historical viewing when
     required and off-site storage. The initial data line(s) into each service center will terminate in a
     secure location that WisDOT will determine.

     The minimum video camera requirements are: Color, 10 frames per second per camera, and 4
     CIF.

6.   Amendment to section 5.3.2, page 13, regarding contractor installation of one (1) on-site
     monitor at each service center:
     If the contractor can provide a reliable and secure Internet website to view real-time or historical
     video image data at any time, the contractor’s on-site monitor for the supervisor is no longer
     required.


7.   Amendment to section 5.3.3, page 13, regarding video recording of events for one (1)
     hour after the intrusion detection system is activated:
     This part of the video surveillance system activation is no longer required. Section 5.3.3 now
     reads:
            “The video surveillance systems (except 5.3.1.8 exterior) shall be active and record all
            events whenever the intrusion detection system is deactivated, and whenever the
            intrusion detection system detects an event listed in 5.1.1 or the fire alarm system
            detects an event listed in 5.2.1 above.

            The ‘exterior’ video surveillance system used to meet the objective listed in 5.3.1.8
            above shall be active whenever the intrusion detection system is active.”


8.   Addendum 5.3.4, page 14, regarding storage of video image data:
     In addition to off-site storage of data, contractor can install a DVR on site in each service center
     for the purpose of collecting and storing video data. But, this is not a contract requirement. A
     secure access location for the DVR can be provided at each service center.

Q1   From one vendor: In section 1.3.2, it states as the third point: Implement the latest video
     surveillance and real time monitoring technology so that after hours intrusions, attempted
     intrusions, and acts of vandalism can be observed remotely. How does this point differ then the
     last point, which states: Provide off-site storage of all video surveillance data, with easy
     accessibility by DMV management. Is it the intent of DOT to store all recorded video of Specific
     incidents only “off-site” or do you want to archive all recorded video for a certain amount of time?

     From second vendor: Does the DOT want to store the 60 days of video at an off site server
     location or just have the ability to view the video from an off site location via the Internet?

A1   First vendor, first part of the questions: DMV management wants the ability to observe a
     real-time event from any of various DMV management computer monitors, at a service
     center and/or at other DMV management offices. This is further described in section 5.3.4
     of the RFP document.

     First vendor, second part of the question: Requirement regarding storage is also
     described in section 5.3.4--asking for storage of image data for a minimum of 60 days at an
     off-site location. In regards to off-site storage, Contractor’s server and/or computer
     components that would store the image data must not be at any WisDOT site.

     Second vendor: DMV wants both the storage of video data at an off-site server location
     and have the ability to view the video data, real time or historical, via the Internet.

Q2   The two Milwaukee centers, Central and Northeast, are in strip malls--Are the sprinkler/fire alarm
     systems within these centers the property of the owner? I did not see that these DMV centers
     owned the fire alarm system.

A2   Yes, the fire alarm/sprinklers systems in the Central and Northeast DMV service centers
     (leased sites) are the property of each strip mall owner, respectively.

     WisDOT wants any code-required ‘gap filler’ listed in the proposal. WisDOT will pass
     along to the respective owner any required gap fillers. It will be the respective owner’s
     responsibility to have the gap filler(s) installed. They will not be required to use the
     WisDOT contractor for the installation.

     Additionally, as stated in section 5.5.5, ‘WisDOT or landlord will cover the cost of materials
     and labor for any hardware failures (except the dialer) of the Fire Alarm System for
     components not installed by the awarded contractor.

Q3   Specification 1.3.1 Project Description, please provide the following requested
     information/clarifications: The first sentence of this section specifies, “This project enhances and
     provides improved, integrated intrusion detection systems, fire alarm systems, video surveillance
     systems, and security monitoring services for DMV Service Centers.”

     “Integrated” can be interpreted in many ways. For example, Integrated could simply mean that
     contacts from the intrusion detection and fire systems trigger video recording. It could also be far
     more complex, such as providing a single software package that offers the user complete control
     over all 3 systems.

     Please provide a clarification of the term “integrated” along with expectations for, and a
     description of, the expected User Interface for these systems.

A3   In section 1.2, Definitions, WisDOT defines Integrated Security & Surveillance System as
     the combination of the intrusion detection system, fire alarm system, video surveillance
     system, and monitoring service at each service center.

     WisDOT is asking for each proposer in section 6.0 to propose their solution(s) to meet the
     contract requirements of section 5.0. WisDOT is open to any type of efficient and cost-
     effective solution.

Q4   Milwaukee sites are required to have a certified electrician to pull an affidavit permit for all low
     voltage work for intrusion and fire (not cameras) - are you obligated to follow this regulation?

A4   Legally, WisDOT is only required to comply with State law, not local laws/ordinances. In
     the interest of fire safety, WisDOT will comply with regulations that materially affect the
     quality of the installation. WisDOT does not pay for any local permits.

Q5   Submittals/Review permits are involved for expansion of existing fire systems - are you obligated
     to follow this regulation as well?

A5   Legally, WisDOT is only required to comply with State law, not local laws/ordinances. In
     the interest of fire safety, WisDOT will comply with regulations that materially affect the
     quality of the installation. WisDOT does not pay for any local permits.

Q6   Do you have documentation on existing fire systems at the locations - the main concern is if these
     systems are added onto will capacity be exceeded? We are uncertain if we can add anything to
     them at this point. We do not want to take the responsibility of over tapping the system's current
     draw. When we get the fire alarm system certified, we need to submit battery calculations and
     voltage draw so as not to exceed the NFPA 72 code.

A6   WisDOT does not have the requested documentation. WisDOT and/or the respective
     leased property owner will review all fire alarm system gap fillers before any installation. A
     proposal should list only the gap fillers that would bring existing systems, excluding
     Northwest, into compliance.

Q1   Section 1.8, Can we revisit the DMV service centers to re-evaluate the operational needs?

A1   Yes. Please make appointments by contacting the appropriate service center supervisor
     listed in section 1.5 of the RFP.

Q2   Section 2.3, Does Fed Ex deliver to the Madison Hill Farms State Office Building?

A2   Yes.
     Note that whatever delivery system that is used, the proposal(s) must be stamped in at the
     WisDOT Purchasing Office in Room 751 of the Hill Farms State Office Building no later
     than 2:00 p.m. on Monday, April 9, 2007. Delivery to the Hill Farms mail room or lobby by
     this date and time is ‘not’ an acceptable proposal.

Q3   Section 2.3, Is the Madison Hill Farms State Office Building open on Good Friday, April 6, 2007?

A3   Yes. Diane Sachse, WisDOT Purchasing Agent managing this procurement process plans
     to be in the office that Friday, as well as Monday, April 9.

Q4   Section 5.3, Can we use the DOT statewide computer network to move video surveillance data
     from the service center to some common location?

A4   No. The awarded contractor is expected to provide their own data line(s), satellite, etc., for
     the purpose of moving video data from each service center. However, it is also expected
     that the method will allow real-time viewing by a limited number of viewers as specified in
     section 5.3.4 of the RFP. The initial data line(s) into each service center will terminate in a
     secure location that DOT will determine.

Q5   Section 5.3, Can we use the DOT computer network within the service center so real-time
     surveillance data can be viewed by the supervisor on site?

A5   No. DOT expects to view real-time and historical video data using an Internet website
     application through a separate data line source and cabling.

Q6   Section 5.3.2, Is a separate on-site monitor required if we provide an Internet website application?

A6   No. See amendment #6, page 2 above. There is no longer a requirement to provide
     contractor’s on-site monitor at each service center if the video image data can be obtained
     through a reliable and secure Internet website at any time.

Q7   Section 5.1.1.6, 5.3.1, and 5.4.4, Loss of electrical power: How much time must the back-up
     power supply provide?

A7   System components requiring electrical power must be able to properly operate for a
     minimum of 60 hours on a back-up system.

Q8   Section 5.3.3, Can a motion-activated camera be used in lieu of requiring image capture for one
     (1) hour after activating the intrusion detection system?

A8   Yes. See amendment #7, page 2 above. The need for capturing video for one (1) hour after
     activating the intrusion detection system has been removed.

Q9    Section 5.3.4, Can video surveillance data be stored on site in addition to off site?

A9    Yes. Contractors can install a DVR on site--not a contract requirement. A secure access
      location for the DVR can be provided at each service center.

Q10   Section 5.3, What is the minimum expectation concerning the quality of the image captured and
      stored by the video surveillance system?

A10   At a minimum, the video cameras: Color, 10 frames per second per camera, 4 CIF.

Q11   Section 5.3.1, Can we use the existing cameras and cabling that is in each service center?

A11   No. All of the current video surveillance hardware is leased. Current contractor will
      remove all hardware at the end of October 2007. Assume all the video surveillance
      hardware will be newly installed.

      If the current video surveillance system contractor makes an agreement with the new
      contractor regarding any of the hardware, wiring, or cabling, WisDOT must be made aware
      of this arrangement. The new contractor warrants, for the total contract period, any video
      surveillance hardware, including wiring and cabling.

Q12   Section 5.1 and 5.2, Can we use the existing intrusion and fire alarm systems, and if need be,
      suggest gap filler? And if approved, add to those systems?

A12   Yes, except not needed for Northwest. Fire alarm systems only need proposed gap fillers
      to bring any of the service center systems, except Northwest, in compliance with the State
      fire code.

Q13   Section 5.1, The intrusion detection system may have parts that are proprietary and may need to
      be replaced. Can we get a list of which items are proprietary?

A14   Yes. See addendum #3, on page 2 above, for this list.
