With the development of world’s economy, the extensive use of fossil energies has caused a series of serious environment problems, for example, climate change and ecological damage. The concept of sustainable
development was brought forward in 1980’s. Enterprises are considered as the economic body in the society and the most primary subject in allocation of resources. So, it is liability and mission of every enterprise all over the

world to take initiative in performing social responsibilities, and contributing to the coordinated and sustainable development of economy, society and the
environment.

1. Loss resulted from the frost disaster and the general status of grid recovery and reconstruction.
Since the middle of January this year, an unprecedented, long-lasting
disaster of lower temperature, rain, snow and frost hit South China. Traffic and transportation were blocked seriously once upon a time, grid suffered serious

damage in particular, and normal production and people's living in stricken
regions were impacted seriously. The overwhelming, long-lasting and widelystriking disaster impacted more than 27.00 million families of 545 counties

(districts) throughout the regions covered by State Grid. Power supply for eighty counties (districts) among them was almost interrupted completely. Power supply
for 15 traction stations of electrical railways, for example Jing-Jiu Railway and Jing-Guang Railway was affected; 884 transformer substations ceased operation.

As the ice-coating thickness exceeded existing state standard to a great extent, a
great many of falling-downs of iron towers (wire poles) and breaking of cables were found. In total, 15284 transmission lines broke out, 171767 iron tower (wire

poles) fell down and 12307 poles or towers were damaged (See the illustration).

1. Loss resulted from the frost disaster and the general status of grid recovery and reconstruction.
As the disaster encountered the peak of spring festival passenger transportation, it was a challenge to fulfill the tough task of restoration in limited time. Furthermore, many damaged electric facilities are located in remote mountain areas with poor transportation condition, which make it extreme difficult to repair the facilities in limited time. What made it worse was that there were in serious shortage of transportation capacity of electrical coal. As a result, some of power plants had to stop the operation for lack of coal. The disaster made the situation even worse by enlarging the gap between supply and demand of electrical coal. So, it became more difficult to recover the power supply. State Grid Corporation of China thought highly of the unprecedented disaster and hash situation, and exactly implemented the arrangement of the CPC Central Committee and the State Council on “Ensure transportation, power supply and residents’ living”; considered the interest of the state and people as the most important, and pursued scientific decision-making, well-prepared arrangement and rapid action. Strong leadership and field instruction were found in the whole course of disaster relief; emergency response was conducted timely and resolutely; No.1 Decree of State Grid Corporation of China was issued, and all practical measures were taken to ensure normal operation of the backbone grid. The advantages of the group were brought to full play. A force of over thirty thousand persons from 21 provincial companies under the State Grid Corporation of China was sent to the disaster area day and night. In total, 266,000 persons were involved in the rush repair and reconstruction. On Mar 8, the recovery and reconstruction of the grid were completed. The task of reconstruction of the grid after disaster, which was arranged by the CPC Central Committee and the State Council, was finished in merely 42 days. The State Grid Corporation of China performed its political and social responsibility with actual actions.

First, the construction of grid concerns a nation’s security. Grid is the basic facility of national economy, important public utility, and it plays an important

role in nation's strategic arrangement. With the increasing modernization, the society becomes more dependent on reliable power supply. The frost disaster
aroused an unprecedented attention from the all society to the function and role of grid. This indicates that the safe and sound operation of grid is an important

basis for ensuring normal development of national economy and normal living
order. We must refine our understanding of grid and security issue, include the grid development and security into China's energy and security development

strategy, and attach great importance to the grid construction and management.

Second, the grid, power source and national economy must develop in a

harmonious manner. In China, in terms of the electric power industry, more importance has been attached to power generation compared with power
supply. As insufficient investment in grid construction, the grid is laggard and grid support is weak. As a result, the grid is weak in withstanding natural

disaster, and it fails to ensure more reliable and safe power supply for rapid
social and economic development. So grid and power source must be subject to uniform arrangement to ensure harmonious development, and more

investment should be put into grid construction to speed up the development of grid.

Third, the electric power arrangement and selection of transportation mode is in direct relation to economic development in future. The advantages of power transmission such as cost saving, environment balance and land saving should be brought into full play. We should increase the proportion of power transmission in energy transmission. We should lay equal emphasis on both the coal transportation and the power transmission, so as to optimize China’s energy transmission structure. We should speed up the implementation of the “One-ultra and three-large” strategy (Ultra-high voltage, large thermal power plant, large hydropower plant and large nuclear power plant), transform electric power development mode; advance the intensive development of large hydropower plants, large thermal power plants and large nuclear power plants and longdistance transmission; realize wide, optimized arrangement of energy resource. This is our strategy of advancing nation's economic development and ensuring energy security. With the rapid growth of electric power, China is laying more and more emphasis on the energy development in west and north China. Consequently, the distance between energy production bases and consumption districts tends to be enlarged. So, we should speed up the construction of ultrahigh voltage AC/DC transmission lines so that realize long-distance, largecapacity power transmission and build up a strong synchronized power grid.

Fourth, large power grids play an important role in power supply for

stricken district and after-disaster reconstruction. Safe and sound operation of
the backbone power grids in Central China and East China was ensured through centralized dispatching and rational arrangement of the power grids,

which gave strong guarantee of power supply for stricken provinces. Three "Black starts" for the power grids in the east of Guizhou Province have been
fulfilled under the timely support from the power grid of Hu'nan Province. It was the advantages of large power grids being brought into full play, and centralized

and scientific dispatching that ensured the normal operation of the backbone
power grid. Moreover, power supply for disaster districts was ensured thanks to the active across-region power support and the widely optimized resource

allocations for power grid.

Fifth, the ever-improving power grid relieved the damage of and loss from

disasters. Over recent years, we have been expanding the investment in construction of power grid. Power grids at all levels have been consolidated,
and a nation-wide network of power grids has taken its shape. Since 2003, State Grid Corporation of China has been expanding the investment in power grid

construction. Investment totaled RMB 672.12 billion yuan, accumulated AC
transmission line with 220KV or above totaled 126,000 km, transmission capacity totaled 640.00 million KVA; 108,000 km AC transmission line of 220KV

or above was put into operation, and transmission capacity totaled 510.00 million KVA. If not for speeding up the construction of power grid by every
possible attempt, the disaster would have caused more serious economic loss.

As an important backbone enterprise having a lot to do with China's energy
security and national economy, State Grid Corporation of China is bound to provide safe, cost-saving, clean and sustainable power supply for social and

economic development, which is an essential mission. In order to ensure the
sustainable development of electric power industry, State Grid Corporation of China propose to transform power grid development mode, speed up the

construction, and construct a strong power grid which includes an ultra-high voltage power grid as the backbone network with grids at all levels being
brought under coordinated development. This is China's energy development strategy.

First, implement the strategy of “One-super, three-large” in an all-round way.
Ensure good quality of the ultra-high voltage AC transmission line as a pilot project from Southeast Shanxi to Jingmen. Speed up the construction of UHV

power grid, construct consolidated receiving-end grid and sending-end grid; improve transmission capacity and build up an UHV AC/DC transmission network.
Ultimately abandon the concept of local-based power supply, and promote the optimization of power supply structure and layout so that realize optimized

allocation of resource in wider range. By 2010, we will build up a nation-wide
network of power supply which even covers Xinjiang and Tibet, and synchronized power grid in North China, Central China and East China will be formed on the

basis of the ultra-high voltage transmission network.

Second, get rid of the status of laggard power grid and weak network

structure and make the power grid become more competitive to meet power
demand. Speed up the construction of across-region transmission facilities and transformer stations; bring to the full play of the peak adjustment, mutual

support

of

water

and

coal, across-region

supplementary

adjustment,

adjustment of surplus and shortage and mutual standby and other networking
effect. Further improve the backbone network of grids in regions and grids at provincial level, and enhance the power transmission capacity and reduce grid

break. Lift the grid construction standard as appropriate; implement the
principle of diversified design. Ensure normal operation of the backbone network, strategic transmission lines, important power export line, and

important power supply lines for key users upon any serous disaster; improve the overall security and reliability and disaster-reliving capacity of the grid;
ensure safe and sound power supply.

Third, construct energy-saving and environment-friendly power grid. Struggle to advocate the advanced and appropriate technologies and advance
the construction of "Two-type, three-new" transmission line that is energysaving, environment-friendly, use new technology and new material, new

technique, and of environment-friendly and industrialized transformer station.
Popularize the application of ultra-high voltage transmission technology, multiple circuit transmission line on one tower, compact lines, large capacity

transformers, large-section wires, heat-resistance wires, series compensation as well as other advanced techniques such as energy-saving technique, landsaving, material-saving, water-saving and environment-friendly technology. Popularize generally applied designs, formulate engineering and construction

standard applicable to energy-saving and environment-friendly society. Speed
up the upgrading of grid related technologies and improve the utility efficiency. Besides, we should strengthen the transform of grid related technologies,

improve transmission capacity while reduce power supply related energy loss.

Fourth, speed up advancement of technology on the basis of independent innovation, and implement science and technology based disaster relief. On

the basis of an all-round collection, compilation and analysis of frost disaster
data, conduct research into the ice-coating law and mechanism, establish online monitoring and early-warning system, and draw the ice-coating map for

key ice-coating areas; develop advanced and applicable ice-preventing and ice-eliminating technology applicable to transmission facilities and
transformer stations; work out new technologies and measures that ensure less loss of facilities and rapid after-disaster recovery and provide reliable

technical support for preventing transmission facilities and transformer
stations from ice and frost disaster; strengthen the construction of emergency response system including emergency power source, emergency

telecommunication system and emergency instruction center etc, and see to the availability of emergency measures, and improve our ability to prevent and
manage power grid related accidents.

Sustainable development is the aim that human beings ever pursue. The

sustainability of power industry relates to the sustainable development of economy and society. State Grid Corporation of China will practice the
scientific outlook on development, further liberate our thought to explore and innovate; consider the improvement of energy efficiency and environment protection as the core; take initiative in transforming grid development mode,

speed up grid construction, optimize resource allocation in wider fields and contribute more to the sustainable development of power industry and society as well as economy.
