To the parties herein:
This is a formal FOIA request for the information provided below. Your
attention is requested and warranted in the interest of transparency and
the fair, impartial and just process of doling out contracts to vendors in the
city of Lawrence who will be paid by taxpayer dollars.
1. Has the Degnan Insurance Agency ever applied or been denied being
an approved vendor for services rendered to the city of Lawrence? If yes,
for what periods and what contracts or bids?
2. Has this named agency ever submitted an RFP, RFI or other response
to a legitimate and published bid, known in any fashion, as a bid of the city
to procure services related to insurance from any Massachusetts licensed
insurance agency, broker or representative?
3. Is it normal practice for the city of Lawrence to require companies
wishing to do business with the city to register as vendors? If yes, are
those records a public record?
4. Is it a perpetual registration or one requiring an annual renewal?
5. Has the Degnan Insurance Agency ever receive any contracts and/or
awards based on open bids posted for the public to see?
6. Does the city of Lawrence or its procurement department subscribe to
what is known in the industry as "closed-bids" or non-published RFPs,
RFIs, contracts or bids for services?
3. A reply either in the negative or affirmative is warranted for the above
questions and any responsive document(s) or reference of any
document(s) shall be disclosed pursuant to M.G.L. public record and made
available for review, inspection or copying. If any response can be
provided or transmitted via electronic means, public records' laws provide
that as an expeditious and cost-effective method of complying with a public
records request.
1. What were the periods of time that a Mr. Leonard Degnan was
employed by the city of Lawrence and what was his official position?
2. What was Mr. Degnan's salary, paid for by taxpayers, for any of these
periods?
I believe the above two questions are generic enough and withing the legal
scope of a public record request. The questions are not of any personal,
sensitive or confidential nature dealing with a personnel record and
therefore are subject to public records requests. If you disagree, please
cite the law that gives you the exemption or ability to refuse complying.
To ensure accuracy of the propounded questions and answers, this is the
