                PURPOSE

• Provide SADC an understanding regarding
  conversion of permits to operating licenses.
• Highlight to SADC the implication of these
  processes on the SADC region.
           INTRODUCTION

• Section 32 of the National Land Transport
  Transitional Transport Act No 22 of 2000
  (NLTTA) requires the conversion of all
  existing permits for public passenger road
  transport services to operating licences by a
  date to be determined by the Minister. This
  date was determined by the Minister of
  Transport in a General Notice in the
  Government Gazette of 22 April 2005, to be
  31 August 2005.
   CONVERSION PROCESS

The following are the main objectives of the conversion process:
• The transport industry must be transformed.
• All operating licences will be based on transport plans.
• Radius or area based permits must be converted to route-based
  OLs.
• New accurate information must be put into Operating Licence
  Administration System (OLAS).
• It is a prerequisite for the re-cap process.
• We need to update the old system as far as:
       • Names and places that have changed.
       • Routes that now differ (removing radius routes).
       • Conditions that have changed.

              Migration to bigger NTVs


• Some operators have indicated an inclination to operate bigger
  vehicles in line with the three bands of NTVs introduced through
  the TRP.

• However the provisions of the NLTTA were found to be a
  prohibiting factor, because operators can only replace their
  vehicles with another vehicle of a similar seating capacity or with
  a vehicles of not more than 20% seating capacity of the vehicle
  being replaced.

• Furthermore drivers who are currently in possession of drivers
  licenses in Codes B and C, will not qualify to driver bigger NTVs
  falling under Code C1and above.

• With effect from 1st January 2008, all NTVs are
  expected to comply with safety requirements of 4th
  September 2006

• The following vehicles have been certified by the
  SABS as fully complying with regulation of 2nd
  September 2005 and substantially complying
  regulation of 4th September 2006.

              Branding of NTVs

• The publication of the approved Colour Codes and
  branding of the NTVs in the TRP had been finalised.

• The advertisement of the tender for the appointment
  of services providers in various Provinces has been
  completed, and Provinces are the stages of
  appointing successful bidders.

• In the meantime the DoT has initiated a process for
  the immediate procurement of limited material to be
  given to all Provinces, whilst Provincial tendering
  processes are being finalised.
