      Administration recommends approval of the Minutes from the August 17, 1998
Work Session and the August 24 1998 Board Meeting.

III.   PERSONNEL

       A. Administration recommends the acceptance of the resignation, with regret, of
          Dorsey Hinkley, instructional assistant at Spring City Elementary, effective
          August 28, 1998. Ms. Hinkley has accepted a teaching position at another
          school district.

       B. Administration recommends the acceptance of the resignation, with regret, of
          Michael Moran, music teacher in the senior high school. Effective date will
          be contingent on finding and transitioning a replacement. Mr. Moran has
          accepted a position with the Bethlehem School District.

       C. Administration recommends the acceptance of the resignation of Dave
          Rutherford, Sr. High Percussion Instructor, effective retroactive to August 21,
          1998.

       D. Administration recommends approval of an additional Instructional Assistant
          for the Middle School for a one-on-one position assisting a student as
          dictated by the IEP.

       E. Administration recommends that the previous approval of the resignation of
          Kara Loughery, School Psychologist, be converted to an abandonment of
          employment, effective 8/19/98. Ms. Loughery left without being released by
          the district as governed by School Code. This action is to be included as
          part of her personnel file.

       F.    Administration recommends approval of the addition of one “Step
            Coordinator” position to the extra curricular salary schedule, level K. This
            position would coordinate the STEP program (Systematic Training for
            Effective Parenting) and schedule Basic STEP Parenting classes for all
            elementary schools. They would also develop flyers and arrange for their
            printing and distribution. Compensation will be $679, Level K, for the
            1998-99 school year.

       G. Administration recommends approval for the addition of two 7/8 th grade
          assistant football coach positions at the middle school due to increased
          student participation in football. Compensation for each position will be level
          E ($2,230) of the extracurricular salary schedule.

       H. Administration recommends approval of the addition of one 7/8 th grade field
          hockey assistant coach position at the middle school due to increased
          student participation in field hockey. Compensation will be level H ($1,362)
          of the extracurricular salary schedule.

       I. Administration recommends approval for compensation of professional staff
          for IEP meetings that must be held before or beyond the work day for the
          1998/99 school year retroactive to August 31, 1998 in the amount of $16,000.
          Because of Federal/State regulations, regular education teachers are
          required, along with special education teachers, to attend IEP meetings.
          When at all possible, we will attempt to schedule these meetings during the
          school day. Compensation will be set at $25/hour.

       J.    Administration recommends approval of Joanne DeMeno, Royersford, PA
            as a Temporary Professional Employee for the gifted position in the senior
            high school, replacing Pam Chambers who resigned. Ms. DeMeno is a
            graduate of Eastern College with certification in secondary English. Effective
            date of employment is retroactive to August 28, 1998 with compensation set
            at $29,500, BS + 18 Beginning level.

       K. Administration recommends approval of Adria Smith, Pottstown, PA as a
          Temporary Professional Employee for the new Learning Support class in
          Oaks Elementary. Ms. Smith is a graduate of Millersville University with
          certification in Elementary Education and Mentally &/or Physically
          Handicapped Education. Effective date of employment is retroactive to
          August 28, 1998 with compensation set at $28,500, BS, Beginning level.

       L. Administration recommends approval of Danielle Stauffer, West Chester,
          PA, as a Temporary Professional Employee for the new .5 Spanish position
          in the senior high school due to enrollment. Ms. Stauffer is a graduate of
          West Chester University with certification in Spanish. Effective date of
          employment is retroactive to August 28, 1998 with compensation set at
          $28,500, BS Beginning, prorated for time worked.

       M. Administration recommends approval of Judith Kline, Gilbertsville, PA, as a
          Long-Term Substitute for Grade 4 in Limerick Elementary replacing Gail Carr
          who will be going on a maternity/childrearing leave of absence. Ms. Kline is
          a graduate of Kutztown University with certification in Elementary Education.
          Effective date of employment will be dependent on Ms. Carr’s leave of
          absence date. Compensation was set at $29,500 BS+18,Beginning Level.

       N. Administration recommends approval of Cecilia Zisk, Lansdale, PA as a
          Long-Term Substitute for Elementary Music replacing Brooke Kring who is on
          a maternity/childrearing leave of absence for the first semester. Ms. Zisk is a
          graduate of Trenton State College with certification in Music Education.
          Effective date of employment is retroactive to August 28, 1998 with
          compensation set at $30,500 Masters Beginning, prorated for time worked.

       O. Administration recommends approval of Thomas Melissen, Spring Mount,
          PA to be employed in the HVAC maintenance position. Mr. Melissen is
          certified in HVAC and is also a Master Plumber. Effective date of
          employment will be October 1, 1998 with compensation set at $17.85 an
          hour, beginning rate for a skilled maintenance employee plus benefits as per
          the Maintenance Agreement.

       P. Administration recommends approval of Jannette Hatcher, Spring City, PA,
          to be employed as a secretary in the business office replacing Gloria
          Bollinger who resigned. Effective date of employment will be September 21,
          1998 with compensation set at $20,425 plus benefits as per the Secretaries
          Agreement.

       Q. Administration recommends approval of Patricia Day, Limerick, PA to be
          employed as a playground assistant at Royersford Elementary replacing Lisa
          Cornish who was transferred to an instructional assistant position. Effective
          date of employment will be retroactive to September 15, 1998 with
          compensation set at $8.90 an hour, beginning rate for playground assistant.

       R. Administration recommends approval of Pamela Piersol-Asay, Pottstown,
          PA to be employed as an instructional assistant at Royersford Elementary
          working one-on-one with a student as dictated by the IEP. Ms. Asay is a
          graduate of West Chester University with certification in Elementary
          Education. Effective date of employment will be retroactive to August 28,

          1998 with compensation set at $9.95 an hour plus $.25/hr for a degree or a
          total of $10.20/hour, plus benefits as per the Assistants’ Agreement.

       S. Administration recommends approval of Holli Pio, Frederick, PA to be
          employed as an instructional assistant at Limerick Elementary in the Autistic
          classroom replacing Sharon Harvey who resigned. Effective date of
          employment will be retroactive to August 28, 1998 with compensation set at
          $9.95 an hour, plus benefits as per the Assistants’ Agreement.

       T. Administration recommends approval of Kristin Williams, Pottstown, PA to
          be employed as an instructional assistant at Spring City Elementary replacing
          Dorsey Hinkley who resigned. Ms. Williams is a graduate of Cabrini College
          with certification in Elementary Education. Effective date of employment will
          be retroactive to August 28, 1998 with compensation set at $9.95 an hour,
          plus .25/hr. for a degree, or a total of $10.20/hour, plus benefits as per the
          Assistants’ Agreement.

       U. Administration recommends approval of the following individuals to be
          employed as custodians for the district due to the resignations of Jim
          Reidnauer, Clarence Carl and Larry Smith and two newly approved positions:

               1. Charles Bainbridge, Jr., Pottstown, PA 19464. Effective date of
                  employment will be retroactive to August 31, 1998 with compensation
                  set at $12.00/hour, plus benefits as per the Custodial Plan. Mr.
                  Bainbridge has been a substitute with the district for more than six
                  months.

               2. Patricia Jackson, Stowe, PA. Effective date of employment will be
                  retroactive to August 31, 1998 with compensation set at $12.00/hour,
                  plus benefits as per the Custodial Plan. Mr. Jackson has been a
                  substitute with the district for more than six months.

               3.    William Lewis, Stowe, PA. Effective date of employment will be
                    October 5, 1998 with compensation set at $11.00/hour, plus benefits
                    as per the Custodial Agreement. Mr. Lewis is new to the district and
                    will be paid $1.00/hour less for the first six months as per the custodial
                    plan.

               4.    John Podbielski, Royersford, PA. Effective date of employment will
                    be retroactive to August 31, 1998, with compensation set at
                    $11.00/hour, plus benefits as per the Custodial Plan. Mr. Podbielski
                    is new to the district and will be paid $1.00/hour less for the first six
                    months as per the custodial plan.

               5.    Frances Sollinger, Gilbertsville, PA. Effective date of employment
                    will be retroactive to August 31, 1998, with compensation set at

                  $11.00/hour, plus benefits as per the Custodial Agreement. Ms.
                  Sollinger is new to the district and will be paid $1.00/hour less for the
                  first six months as per the custodial plan.

       V. Administration recommends approval of Linda Fusco, Esquire as an
          Independent Contractor to provide training for a group of special education
          teachers who will train groups of special education teachers in their buildings.
          The training will focus on development and implementation of progress
          reports to comply with the Individual Disabilities Education Act (IDEA)
          Amendments of 1998. Compensation will be $1,526 for one day (September
          29, 1998).

       W. Administration recommends approval of Mark Drenning, as an Independent
         Contractor to conduct a presentation addressing the requirements of the
         Individual Disabilities Education Act (IDEA) of 1997 as well as the
         requirements of Section 504. Compensation will be $500 a day for one day
         (October 12, 1998).

       E. Interviews were conducted for a Telecommunications consultant.
          Spring-Ford needs an experienced consultant to evaluate, write
          specifications, recommend and provide on-going telecommunications advice
          for a telephone system only for the District. There is an immediate need to
          have new phone systems for Spring City, Middle School, Existing High
          School and New High School. The consultant would also assist in evaluation
          of connections between buildings (i.e. fiber on poles in order to eliminate T1
          connections.)

           Administration is recommending Watson Communications from Norristown.
           Cost will not exceed $27,000 for completing an evaluation, writing
           specifications, making a recommendation and follow through of installation
           contingent upon negotiation of an acceptable contract by the district’s
           solicitor.

       F. Administration is recommending the maximum reimbursement for meals
          (including taxes, gratuities) be changed from $35.00 per day to the published
          annual IRS rate for Philadelphia. Currently the established IRS rate is $38.00
          per day. Receipts are required for reimbursement. An employee on a
          multi-day conference will be allowed flexibility to shift allowances as long as
          total reimbursement is within allotment allocation. (Example: 1 st day $35.0
          plus 2nd day of $41.00 equals $76.00).

       G. A recommendation was made by a Board Director at the August Board
          meeting to set-up a special account (transfer $1,000 from the General Fund)
          for a Natatorium Fund. All donations received would be deposited in the
          Natatorium Fund. Approval is requested for the establishment of a
          Natatorium Fund.

                To install ductwork and barometric damper for the hot water heater not
                shown on the drawings due to errors and omission for a total cost of
                $3,100.00

                Furnish and install the motorized damper for the emergency generator not

VI.    PROGRAMMING AND CURRICULUM

       A. Administration recommends approval for Spring-Ford Area School District to
          enter into an agreement with Campus America, Inc. in Knoxville, Tennessee
          for purchase of software license, subscription services, and training related to
          curriculum management software that will manage district K-12 academic
          standards based curricula. The total amount of the agreement is $188,289
          to be paid in installment payments through July 31, 2000. Funds for
          purchasing will be paid from the following sources: $44,639 from Educate
          America Grant in 1998-99; $35,000 from Link to Learn 3 grant in 1998-99; the
          remainder of $108, 650 from district technology budget during 1998-99,
          1999-00, and 2000-01.

          Mary Christine Hillman, Learning Support teaching at Oaks Elementary.

       B. Administration recommends approval of a maternity/childrearing leave of
          absence for Susan L. Hillegas, 8th grade learning support teacher, effective

          worked November 25, 1998.

       C. Administration recommends approval of Sandra Wilson, playground
          assistant at Royersford Elementary, to be employed as an instructional
          assistant for one hour , five days a week in addition to her playground
          position to provide one on one assistant to a special needs student as
          dictated by the IEP. This additional time was approved on the August
          agenda. Effective date is retroactive to August 31, 1998. Ms. Wilson will
          now be eligible for benefits.

       D. Administration recommends approval for Pat Day, playground assistant at
          Royersford elementary, to be employed as an instructional assistant ½ hour
          , three days per week in addition to her playground duties to provide one on
          one assistance to a special needs student as dictated by the IEP. Effective
          date is retroactive to August 31, 1998.

       E. Administration recommends approval of an independent contract with Judy
          Farber to provide additional speech services to the district due to the leave of
          absence of Debbie Mathieu. Cost will be $50 /hr , 7.5 hours per day for 80
          days; for a total of $30,000.

       F. Administration recommends approval of an independent contract with
          Mainline Rehabilitation to provide cognitive remediation therapy for a special
          needs student as dictated by the IEP. Compensation will be $110 per hour
          at 2 hours per week for 34 weeks, beginning October 8, 1998.

       G. Administration recommends approval of the following changes in the
          cafeterias effective retroactive to August 31, 1998.

                1. Cynthia Astheimer, Oaks Elementary School from 4.5 hours to 6
                   hours replacing Nina Calamaro who is now an instructional assistant at
                   M.S.

        A. Acceptance of the resignation of David N. Dreibelbis, Board Vice President

           Mr. Dreibelbis has been a Board Member since 1991.

        B. Election of Board Vice President, effective October 1, 1998.

        C. Administration recommends approval of the High School Band/Chorus trip to
           Orlando, FL on May 25-29, 1999 contingent upon the new band director
           organizing, directing and participating in the trip with the students. The
           approximate number of students is 110. Funding will come from the
           students and the music association.

        C. Two professional employees at the senior high school, are recommended to
           attend the 12th Annual NSBA Technology & Learning Conference in
           Nashville, TN from October 28-31, 1998. The total cost for the conference is
           $2,200 - $1,200 from the 580 account and $1,000 from the 581 account.

        D. Lucille Candeloro, Staff Developer, is recommended to attend “Using
           Dimensions of Learning to Increase Student Achievement,” a training
           program sponsored by the Association for Supervision and Curriculum
           Development in Atlanta, Georgia on November 12-13, 1998.               The
           Dimensions of Learning Model, a Nationally recognized program, is seriously
           being considered as part of our staff development model. The total cost is
           $740.00 - $555.00 from the 180 account and $185 from the 581 account.
