The telecommunications sector at the global level is passing through rapid technological developments and an increasingly liberal policy environment. The same holds true for Pakistan where the sector has been exposed to reforms witnessing a significant expansion of both fixed and mobile networks and striking improvements in quality. Pakistan may be characterized among those Asian economies which have partially privatized the state owned telecom sector while deferring the introduction of full scale competition to a future time. There exists a service competition rather than a network competition. To inculcate and strengthen the concept of a market driven economy, the government of Pakistan established an independent regulator with the name of Pakistan Telecommunications Authority (PTA) in 1996.

EXECUTIVE SUMMARY

The telecommunications sector at the global level is passing through rapid

technological developments and an increasingly liberal policy environment. The

same holds true for Pakistan where the sector has been exposed to reforms

witnessing a significant expansion of both fixed and mobile networks and striking

improvements in quality. Pakistan may be characterized among those Asian

economies which have partially privatized the state owned telecom sector while

deferring the introduction of full scale competition to a future time. There exists a

service competition rather than a network competition. To inculcate and strengthen

the concept of a market driven economy, the government of Pakistan established

an independent regulator with the name of Pakistan Telecommunications Authority

(PTA) in 1996.



Even though Pakistan’s number of fixed and mobile subscribers has been growing

steadily for the past six years, there is still room for considerable development.

Total tele-density reached 26.1% in June 2006, compared with 11.9% a year

earlier. Most of this growth was however generated by the very dynamic mobile

market, as the number of mobile subscribers now represents 84.6% of Pakistan’s

total phone connections, compared with 69.7% in 2005.



Telecom revenues have followed a similar growth trend in 2005-2006, with the

country’s total telecom revenue reaching US $3.2 billion, representing a growth of

30.2% as compared to 2004-2005. Pakistan’s booming telecom sector has become

the biggest contributor to foreign direct investment (FDI) in 2005-2006, overtaking

oil and gas.



Mobile has been Pakistan’s most dynamic telecom market for the last six years

with an average growth rate of 124.3%. In April 2005, two new operators launched

service, competing with the four existing operators and stimulating the market

even further. The number of mobile customers increased by 170.2% in 2005-2006

alone, to reach 34.5 million and a penetration of 22.1% was witnesses at the end of

June 2006. With are relatively low mobile penetration, Pakistan’s mobile sector is

forecasted to grow continually at an average rate of 31.6% in the next five years.

HISTORY AND BACKGROUND





Mobilink started operations as the first GSM

cellular Mobile service in Pakistan by Motorola Inc, later it was sold to Orascom,

an Egypt based multi-national company. As the market leader, Mobilink serves

more than 31.6 million subscribers, representing a market share of 38.5% (as of

March 2008).

Orascom is considered among the largest and most

diversified network operators in the Middle East, Africa, and South Asia. Orascom

Telecom is a leading mobile telecommunications company operating in seven

emerging markets with GSM networks in Algeria (Djezzy), Pakistan (Mobilink),

Egypt (Mobinil), Tunisia (Tunisiana), Bangladesh (Banglalink) and Zimbabwe

(Telecel Zimbabwe). Orascom is dedicated to providing the best quality services to

its customers, value to shareholders and working in a dynamic environment with

its nearly 20,000 employees.



Orascom group is also diversifying its service

portfolio in Pakistan by setting up new businesses and also expanding through

acquisitions. Recently, they started offering DSL broadband through a wholly

owned subsidiary, Link.Net. Company is in place for launch of wireless broadband

service through WiMax based technology. Mobilink is now the second WIMAX

internet service provider in Pakistan. Technology is backed by Alcatel, and

company is using ZYXEL Customer Premises equipment. In addition to Mobilink,

the Orascom group also owns TWA (Trans World Associates) which operates an

undersea fiber optic cable from Karachi to Fujairah, UAE.

Mobilink has developed fully functioning and implemental strategies

that have proved them to be the market leaders for a decade now, and this is not it

they are still competing to the best despite of all the growing competition. They

have the biggest network in Pakistan thus providing the vastest coverage and the

Policy Formulization:

Policymaking is one of the very important aspects of any organization. When there

is no policy, no strategies, no rule, no regulations what will ultimately be. It's

obvious that all things will end up in a chaos. So as to prevent this chaos Mobilink

HRM department has also set up certain policies so as its proper running. A book

lit of policy is made in which all the policies are clearly mentioned. These are not

given to any visitor to read out in fact it's some what confidential also.

Which is most probably concerned with the lower level employees like the watch

man, security guards, the people who are more concerned with doing work outside

the organization are bounded to wear a proper dress code to represent their

organization.

 Appraisals



At the end of every finical year, the employees’ performance is evaluated. At the

start of a year 5-7 objectives are defined for each employee. These are defined

mutually by the employee and the line manager. At the end of the year, the

employee is evaluated on the basis of whether he/she has achieved those

objectives. The appraisals are filled in front of the employees so they do not have

any grievance about it. MBO technique is used by the company for performance

management. Supervisors do the appraisals and then discuss it with the employees.

Cricket matches are arranged for the employees. Inter departmental matches are

conducted to motivate the employees and to develop team spirit in them.

Mobilink Flood Relief Efforts:

Pakistan is encountering one of the worst natural disasters in its

history in the shape of devastating floods. In this difficult time, millions of our

brothers and sisters immediately need our help and









support. Together, Mobilink and Orascom Telecom has committed more than Rs.

236 million towards flood relief in addition to contributing thousands of volunteer

hours. This to date is one of the largest relief initiatives from the private

sector. Mobilink has been recognized by the Overseas Investor’s Chamber of

Commerce and Industries (OICCI) as top donor in flood relief amongst member

companies.



Mobilink has donated prefabricated sheets worth Rs. 140 million to

WHO which will be used as Health Units across Pakistan. In addition to these

shelters, Mobilink with the support of Orascom Telecom Holding has committed a

comprehensive relief-package, worth Rs. 85 million for the flood affectees.

Additionally, over Rs. 10 million have been raised by Mobilink employees through

their salaries and friends and family; SMS donations, and other private donors.



Our teams have reached more than 16,600 families in far-flung

areas including the surroundings of Multan, Muzaffargarh, Nowshera, Layyah,

Charsadda, Swat, Thatta, Sukkur, D.I. Khan as well as smaller towns and

villages across Pakistan. We are now providing dry food rations such as flour, oil

and lentils as well as non-food items including towels, kitchen utensils and hygiene

kits to facilitate the rehabilitation process. We hope to further enhance these efforts

with your support.

Mobilink being the pioneers of introducing cellular networks in

and level of services and coverage which others can’t. They properly take care

As we have seen that Mobilink has greatest market share

providing its efficient services from many years and was the pioneer of moblile

connection services in pakistan. Despite of nerves recking competition in telecom

industry, it has maintained its quality services all over it operates. It has greatest

competitive edge over others as it has very vast area coverage which mainly

contribute to make it the consumer’s preference.



We can rightly attribute all its achievements and successess to

its management efficiency and effectiveness which can plan well by being market

responsive thus making strategies which leads to increase its acceptibiliy.It has

assigned duties by placing the right person at the right place and also has an

efficiently designed organogram which enables them to provide quality services to

its customers while maintaining its profitability.



It has also designd various techniques and programs to

motivate its employees to do their best.In addition to all this, to maintain standards

they have well defined standards and in case of deviation from it suitable

corrective meaures.



Mobilink is giant is this the reason that they are still expensive

as compare to other companies like Ufone and Telenor. As people relay on

Mobilink services that’s why Mobilink still charging high rates people specially

business class hesitate to switch to other cellular company.



Currently mobilink is facing great threat from its competitors

which are giving attractive packages at very less rates and penetrating rapidly into

the market which was all grabbed by Mobilink initially.Mobilink customers have

started to switch to other networks for these reasons particularly because of its high

rates.



Still Mobilink has the greatest market share but to maintain its

competitive edge and to keep with pace of market it has to make its network better

and should revise its rates by offering attractive,competitive packages.As the

mobile phone industry in pakistan is going to saturate it has to plan and take

actions more prudently to retain its market share and to become able to increse it.
