              grants preparation of actionable plans & strategies to alleviate
              urban poverty under JNNURM program and AP’s Urban Poverty

       It is informed that Government of Andhra Pradesh, basing on instructions
of Joint Secretary (NURM) / Mission Director, MH&UPA, GOI, through their
Lr.No.N-11027/43/2007 – JNNURM/NBO, dt.03.02.2009, have asked to conduct
slum survey, household/BPL survey and Livelihood survey in identified cities
under JNNURM in connection with effective implementation of BSUP and IHSDP
ULBs of Andhra Pradesh, and the MEPMA, as part of its Urban Poverty
Alleviation Strategy, to take up in all ULBs of Andhra Pradesh.

2.    Incompliance to instructions cited above, and considering the tool kit for
preparation of Urban Poverty Alleviation Plan circulated by MoHUPA, GoI, the
formats have been examined by the core group in the state head office of
MEMPA and series of deliberations have been held. The Survey Formats, so
prepared, has also been discussed in the workshop conducted with key
functionaries of selected municipalities i.e., Adoni, Mancheryala, Bhuvanagiri and
RDMA visakhapatnam and domain specialists of MEPMA, ASCI, and Eco-asia
organizations and taken the views on issues including implementation aspects.
The final survey formats for the purpose of slum profiling, poverty profiling and
livelihood profiling of urban poor have been finalized and decided to conduct the
survey in TWO parts.        FIRST part is Slum Data to be collected by COs /
Community Development Staff with the help of Sanitation, Engineering and Town
Planning Wing.        The SECOND part is Household Survey to be conducted
through Community Self Survey with necessary capacity building to Surveyors,
Community Development Staff, Municipal Staff and others etc., and this shall be
only after collection of Slum Data in First Part of Survey.

3.      The Format for First Part of Survey “Slum Profile survey-2009” i.e.,
collection of Slum data is enclosed herewith.         The process of Collection,
Verification and Furnishing shall be taken up as following activities:

   3.a. Activity .1.: (By 20th March, 2009)
   List out the Notified & Non-Notified slums and other poor settlements pockets
   if any: The survey is intended to take up in all poor settlements to begin with
   in the first phase.      Therefore, TPrO / PRP shall list of notified & non-
   notified slums in consultation with TPBO/TPS & Town Planning Officer
   concerned and also of the other poor settlements which do not figure in the
   above list.

   3.b. Activity .2:          ( by 23rd March, 2009)
   The TPrO, after preparation of the list of slums & poor settlement pockets with
   approval of Municipal Commissioner, shall allot to COs as per the their
   allotted areas for collection of data.

   3.c. Activity. 3:       (by 28th March, 2009)
    Collection of slum profile data: The CO concerned shall collect the data
   required in the Format i.e., General information, Basic information, Land
   Status of slum, Access to Physical Infrastructure (Linked), Education Facilities
   and Social Infrastructure details in consultation with officials concerned as
        General information, Basic information, – Town Planning &
              & Land Status of slum                    Engineering Staff.

          Education Facilities, Social Infrastructure.

   3.d. Activity. 4.:  (by 30th March, 2009)
   Submission of Data: The PD shall obtain signed copies from each ULB and
   send through Courier and also submission of digital data through online in
   our website www.apmepma.gov.in
    4.         The project Directors, MEPMA and Municipal Commissioners shall
    review this item of work on daily basis with the concerned TPrOs/COs and
    other staff concerned and facilitate filling gaps, coordination, correctness of
    data etc if any. They should also monitor this work, so that entire exercise is
    completed in time bound manner by 30th March, 2009.
