RSBY
RSBY is a technology based scheme providing for smart card based cashless health
insurance to BPL families (a unit of five) the biometric smart card enables the beneficiaries
to avail cashless in-patient treatment at empanelled hospitals without any hassle. The IT
platform in RSBY provides the insurance companies a powerful tool to confirm and validate
claims as well as ensure the adherence to accepted processes by the empanelled hospitals.
At the same time, it enables the government at various levels to monitor the performance of
the scheme on a near real time basis. As RSBY is growing very fast and is to only reaching
new set of beneficiaries but the smart card platform is being looked on as a delivery platform
for many other Government schemes, the role of this agency shall become even more
important.
RSBY PROCESS
A schedule of enrollment tour to cover every village shall be worked out by us with the State
Government, Insurance Company. To carry out IEC activities as per RSBY guidelines for
enrollment schedule in respective villages with the aid of the State Government and
Insurance Company. Take a photograph of the head of the family, together with group
photographs of the entire family, restricting the same to just five members in each family.
Such photographs shall be taken at the enrollment camp organized for this purpose by the
Insurance Company and Government Agencies. Take two finger prints of each member in the
family, using a digital bio-metric system at the enrollment camps. Photograph of the head of
the family, has to be printed on the face of the Smart Card. Electronically encode all data
collected pertaining to enrollment and print the photograph and enrollment information as
per RSBY on the face of the smart card. Ensure that all the smart cards are personalized
with software certified by the Government and use hardware as specified by the RSBY
guidelines and specifications

A typical process of creating the system involves 3 stages.
• Enrolment – Creation of identity data against the enrolled personalities is the first phase.
• Storage – The individual data is then transferred to a smart card in locked status.
• Verification – Identity is then verified against stored data every time any identification is to be certified.
The storage of the data on smart cards is digitally locked and nobody can overwrite it without authenticated digitized
signatures. It makes the system completely fool proof.
