Updated August 2010

Please note: MDH values can fall into several categories. The 2009 HRLs (Health Risk Limits) are promulgated by rule and are defined as a concentration of a chemical in drinking water that is likely
to pose little or no health risk to humans, including vulnerable subpopulations. The 93/94 HRLs will be kept in place unless there is a 2009 HRL for a specific contaminant to replace it.
HBVs (Health Based Values) developed in various years from 1995-2006 are taken from a March 5, 2007, table from MDH. MDH supports old values as having been derived using the best
methods and information available at that time and are kept in this table for screening purposes. Future HBVs (2009+) will be of equivalent quality as HRLs and will likely be promulgated in the next
promulgation cycle. RAA (Risk Assessment Advice) is developed when available toxicity data do not meet the requirements necessary for development of an HBV or it is not a priority contaminant.
RAA typically contains greater uncertainty. Sites affected by contaminants with screening values other than 2009 values that affect site decisions (risk drivers) may want to contact the PCA
or MDH risk assessor for updated advice. Chemical specific concentrations do not include additivity. A mixtures evaluation is required by statute when multiple contaminants exist
– see criteria risk evaluation tab.

FOOTNOTES:
(a) Cancer Class 1986:
A - Known human carcinogen
B - Probable human carcinogen (B1 - limited evidence in humans; B2 - inadequate evidence in humans but adequate in animals)
C - Possible human carcinogen
D - Not Classifiable
E - Evidence of noncarcinogenicity for humans

Cancer Class 2005:
H - Carcinogenic to Humans
L - Likely to be Carcinogenic to Humans
L/N - Likely to be carcinogenic above a specified dose but not likely to be carcinogenic below that dose because a key event in tumor formation does not occur below that dose
S- Suggestive Evidence of Carcinogenic Potential
I - Inadequate Information to Assess Carcinogenic Potential
N - Not Likely to be Carcinogenic to Humans

b) MDH values can fall into several categories.
These values are no longer supported by MDH, however
these values are kept in this table for screening purposes. Future HBVs (2009+) will be of equivalent quality as HRLs and will likely be promulgated in the next promulgation cycle. RAA
(Risk Assessment Advice) is developed when available toxicity data do not meet the requirements necessary for development of an HBV or it is not a priority contaminant. RAA
typically subsume greater uncertainty.

(c) CV/BLD - cardiovascular or blood system; CNS/PNS - central or peripheral nervous system; EYE - eye/sight; IMMUN - immune system; KIDN - kidney;
GI/LIV - gastrointestinal system or liver; RESP - respiratory system; REPRO - reproductive system including teratogenic and developmental effects; and CANCER - carcinogenic effects.

(d) EPA 2009 Edition of the Drinking Water Standards and Health Advisories. Lifetime Health Advisory for contaminants considered to be noncarcinogens. Advisory values should be protective for lifetime exp
and includes a relative source contribution factor. (http://www.epa.gov/ostwater/drinking/standards/)
MCLG - Maximum Contaminant Level Goal. A non-enforceable concentration of a drinking water contaminant that is protective of adverse human health effects and allows an adequate margin of safety.
MCL - Maximum Contaminant Level. Maximum permissible level of a contaminant in water which is delivered to any user of a public water system.
ug/L at 1E-5 - Specific Risk Level (SRL) based on the chemical specific cancer unit risk.
Lifetime Health Advisory (LHA) - The concentration of a chemical in drinking water that is not expected to cause any adverse noncarcinogenic effects over a lifetime of exposure, with a margin of safety.
TT = Treatment Technique. A required process intended to reduce the level of a contaminant in drinking water.
SDWR - Secondary Drinking Water Regulations. Non-enforceable Federal guidelines.
Potential Health Effects information found at: http://www.epa.gov/safewater/mcl.html
(e) Copper - Action Level = 1300 ug/L at the tap. Secondary Drinking Water Regulation is set at 1,000 ug/l.
Fluoride - SDWR set at 2000 ug/L to protect against dental fluorosis; MCL of 4000 ug/L protects against crippling skeletal fluorosis.
Lead - Action Level = 15 ug/L at the tap. "Old" RAL is not health protective.
Manganese secondary standard = 50 ug/L

(f) MFL = million fibers per liter

(g) The MCL value for any combination of two or more of these three chemicals should not exceed 7 ug/L because of similar mode of action

(h) THM (Total Halo Methanes) - total for all THMs combined can not exceed 80 ug/L. 1998 Final Rule for Disinfectants and Disinfectant By-Products.

(i) Total for all haloacetic acids cannot exceed 60 ug/L. 1998 Final Rule for Disinfectants and Disinfectant By-Products.

(j) MTBE - February 18, 2000 memo from MDH. EPA has issued a drinking water advisory of 20 - 40 ug/l based on taste and odor thresholds.

(k) TPH value is based on pyrene as a surrogate (MDH memo 10/8/99).

(l) While a HRL was promulgated for this chemical, due to research that has become available since the HRLs were promulgated, the MDH no longer recommends the HRL value.

Updated August 2010

Hierarchy of values utilized is: MDH recommended values (HRLs, HBVs, RAA), MCL, and Unit Risk Value or Lifetime Health Advisory Value.

NOTE: MCL are not strictly health-based. Cumulative cancer risk will include MCL only if specific risk level for carcinogenicity is available.
Additivity will not include MCLs or Lifetime Health Advisory Value for noncarcinogenic effects since target endpoints are not specified.
The individual ratio calculated (column H) as well as the cumulative hazard index for a target endpoint should not exceed 1 (see footnote (b)).

FOOTNOTES:
(a) HBV - Health Based Values derived by Minnesota Department of Health
HRL - Health Risk Level derived and promulgated in rule by Minnesota Department of Health
RAA - Risk Assessment Advice or other health based guidance from MDH
LHA - Lifetime Health Advisory Level
MCL - Maximum Contamiant Level (MCL methodology does not require evaluation across target endpoints. See "criteria information summary" worksheet for health effect information)
SRL - Specific Risk Level (water concentration which corresponds to a risk of 1E-5)

(b) In general, total excess cancer risk is not to exceed 1E-5 and a hazard index is not to exceed 1. The additive results are shown with one decimal point which is intended
to show transparency with the addition of the risk but not to imply a level of precision greater than one significant figure.
Risk managers may want to round to one significant figure when comparing to a cancer risk level of 1E-5 or hazard index of 1.
NOTE: MCL are not strictly health-based. Cumulative cancer risk will include MCL only if specific risk level for carcinogenicity is available.
Additivity will not include MCLs or Lifetime Health Advisory Value for noncarcinogenic effects since target endpoints are not specified.

(c) CV/BLD - cardiovascular or blood system; CNS/PNS - central or peripheral nervous system; EYE - eye/sight; IMMUN - immune system; KIDN - kidney;
GI/LIV - gastrointestinal system or liver; RESP - respiratory system; REPRO - reproductive system including teratogenic and developmental effects; and CANCER - carcinogenic effects.
