1. Introduction
1.1 Basis for OEMP
This Operational Environmental Management Plan (OEMP) has been prepared for Mildura Marina, a
harbour residential / mixed use project constructed in Mildura adjacent to the Murray River. The OEMP
has been based on ISO 14001:1996, Environmental Management Systems, in addition to addressing
the requirements of the Mildura Planning Scheme, Schedule 3 to the Special Use Zone (SUZ3).
Section 2.0, of SUZ3 lists a range of plans to be developed and approved as part of the development
and operation of the Mildura Marina. These plans include:
Environmental Management Plan (Construction Phase);
Landscape Plan;
Traffic Management Plan;
Infrastructure Plan;
Flood Management Plan;
Urban Design Plan; and an
Environmental Management Plan (Operational Phase).
This document constitutes the Environmental Management Plan (Operational Phase), which has been
titled the Operational Environmental Management Plan (OEMP).
1.2 Aim of OEMP
The purpose of this OEMP is to detail the performance objectives, actions and procedures to be
carried out during the operation of the marina to minimise potential environmental impacts. The OEMP
is the key reference document which identifies actions and commitments to be followed by Mildura
Marina Resort Ltd and staff during the operation of the marina.
The OEMP shall serve as a benchmark for measuring the effectiveness of environmental protection
and management during the operation of the marina. This shall be achieved by specifying monitoring,
reporting and auditing requirements, with nominated responsibilities and timing to ensure necessary
performance objectives are met. The OEMP also makes provision, as appropriate, for unforeseen
events by outlining corrective action which may be implemented in these situations.
To increase the useability of the OEMP, it has been written as a stand alone dynamic document which
will be reviewed regularly to reflect changes in new processes, controls and procedures.
1.3 Objectives
The objectives of the OEMP as specified in the SUZ3 are to set out for the Mildura Marina
development:
Environmental performance measures.
Responsibilities for environmental management.
Emergency response procedures.
Reporting and notification procedures.
Relevant authorities, agencies and stakeholders.
ISO 14001 Environmental Management Systems included review mechanisms, provision for
contingency, supervision and monitoring.
The OEMP must also ensure best practise in planning, maintenance, supervision and monitoring and
must address a range of specific matters. A list of these matters can be found in Appendix A.

1.4 Environmental Assessments
A number of detailed environmental assessments were carried out in order to secure all necessary
environmental and planning approvals. A key document produced was the Environmental Effects
Statement / Environmental Impact Statement by Sinclair Knight Merz, dated November 1996, which
contains reports and information such as:
Salinity impacts;
Terrestrial Flora and Fauna;
Impacts on Aquatic Flora and Fauna;
Fish Surveys at the site;
Archaeological Survey;
Water Quality;
Noise Study; and a
Hydraulic Study.
These environmental assessments investigate the potential environmental impacts associated with the
development during the construction phase, however they are also useful as a guide for the
preparation of this OEMP to manage environmental issues during operational activities.
1.5 History of the Project
Mildura City Council has promoted the use for the site as a well-designed and managed marina to
focus river boat activities in the area. In 1987, the Victorian Departments of Conservation and
Environment and Water Resources and the New South Wales Maritime Services Board endorsed the
need for a properly designed and located marina at Mildura.
Further, in 1991, the Victorian Department of Conservation and Environment produced the „Murray
River Landscape Recreation Study‟ which highly recommended that a marina be established within the
town reserve. It highlighted several problems on the Mildura Reach of the river including:
uncontrolled boating activities;
lack of formal facilities to accommodate recreation and tourism;
uncontrolled vehicular traffic along riverbanks and across the floodplain;
pollution from noise, sewage, solid wastes and chemicals from boat services and maintenance;
degradation of the river by poor and inappropriate works; and
conflicts of uses, particularly those associated with boat launch and retrieval.
Latter in 1992, Council accepted in principal a master plan for an integrated marina development on
the site. Further studies when undertaken to assess the proposal including a “Preliminary Evaluation of
the Mildura Marina Development” prepared by Price Waterhouse Urwick on behalf of Transtate Limited
and “Cost Benefit Analysis – Proposed Mildura Marina” prepared by Econsult (Australia) Pty Ltd on
behalf of the Sunraysia Development Corporation.
A site specific amendment to the Mildura Planning Scheme for a Special Use Zone was subsequently
approved. The amendment aimed to facilitate the development of a marina which would provide for a
mixture of tourist, recreational and community related activities whist taking advantage of the site‟s
waterfront location and proximity to Mildura‟s Central Business District.
In 1996, Sinclair Knight Merz prepared an Environmental Effects Statement / Environmental Impact
Statement for the proposed Mildura Marina Resort on behalf of Transtate Limited.

The EES and planning scheme amendment were approved in 2003. The effect of the scheme
amendment was to incorporate the Mildura Marina Resort Development Plan in the Mildura Planning
Scheme and include the marina site in a Special Use Zone. Development of the marina and associated
facilities is regulated through provisions included in Schedule 3 to the Special Use Zone of the Mildura
Planning Scheme. This schedule sets out the requirements and approval procedures for a series of
plans associated with the development of the land. The proponent prepared the following plans in
accordance with the requirements of the schedule:
Environment Management Plan (Construction Phase)
Landscape Plan
Traffic Management Plan
Infrastructure Management Plan
Flood Management Plan
Urban Design Plan
Key stakeholders nominated in the schedule reviewed these plans, which were then considered and
approved by the Mildura Marina Resort Advisory Committee appointed by Council in accordance with
the schedule.
Schedule 3 to the planning scheme also sets out the requirements for this Environment Management
Plan (Operational Phase).
Construction of the Mildura Marina commenced in mid 2005 following approval of the above mentioned
plans:
The construction has been staged with the developed of the harbour, followed by the residential
subdivision and lastly the hotel site. It is envisaged the site will be completed by 2007.
A Construction Environmental Management Plan (CEMP) was prepared and approved by Council in
2005. The CEMP addressed construction activities including:
site establishment;
excavation and construction of the marina basin;
earth moving and filling;
transportation of extra fill;
laying of site infrastructure;
securing the site; and
construction of buildings.

1.6 Locality Description
The marina site encompasses an area of approximately 12.5 hectares and is bounded to the north by
the Murray River, to the south by Cureton Avenue, to the east by open land and Mildura Brickworks
and to the west by the Sturt Highway and the George Chaffey Bridge.
The principle elements of the marina as detailed in the Urban Design Plan, May 2005 are:
Marina basin with 100 berths for houseboats and other craft;
Marina maintenance area with fuelling and sewerage pump out facilities;
Hotel with 150 rooms of a 3 star quality;
A convention centre with capacity for 300 people;
18 Riverside dwellings located beside the hotel;
24 two storey townhouses on the waterfront;
46 two or three storey townhouses on the southern part of the site;
A 9 storey apartment building containing 24 waterfront apartments;
A 1500 sq m retail section;
Public parking facilities; and
Passive recreation areas.
The development will be open and accessible to the public with the foreshore landscaped to create a
recreational park with pedestrian and bike linkages.
1.7 Proposed Operational Activities
It is recognised that operation activities have the potential to detrimentally impact upon the amenity
and biodiversity of the Mildura Marina and surrounding environments if not managed effectively. This
OEMP aims to minimise the impact that operation activities will have on the amenity and biodiversity of
the Murray River and the adjoining environments surrounding the Mildura Marina site.
Ongoing day to day operational activities of the marina that will be the responsibility of the Mildura
Marina Resort Ltd to undertake and manage include:
Management of the marina basin;
Management of visiting boats;
Management and use of boats with permanent berths;
Management and use of the boat maintenance yard;
Management and use of the boat refuelling and sullage pump out facilities; and
Management of spillages and emergency responses including events such as flood or fire.
Management of the on-going operations of the residential areas and hotel are not the responsibility of
the Mildura Marina Resort Ltd. To clarify this, the OEMP (Section 2 Management) will specify the
management arrangements and responsibilities for the different operating groups in the marina
complex.

2. Management
2.1 Ongoing Management Responsibilities for the Marina
The development site is to be subdivided and individual lots sold in freehold title. The remaining
sections (roads, parklands, bridge and walkways) will be vested to Mildura Rural City Council. The
intended outcome for the proposed subdivision is to:
Dedicate land for roads and reserves;
Identify routes for public works including sewerage, drainage, water supply, power, gas and
telephone to connect the subdivision to the system serving properties outside it;
Create required easements for services;
Subdivide the land into the following lots that may be held in freehold title for residential and
commercial purposes and which may be sold separately:
o Hotel and convention centre
o The marina, marina basin and marina services
o Retail development
o 9 storey apartment site for 24 apartments
o Residential development for 68 dwellings
o 15 riverfront dwellings
The hotel and convention centre will be held in freehold by a corporate entity.
The marina basin and marina maintenance area will be freehold land owned by Mildura Marina Resort
Ltd who will operate and maintain the area in accordance with the Mildura Marina Operational
Environmental Management Plan.
The retail centre will be owned by Mildura Marina Resort Ltd with components of the centre leased to a
number of different tenants.
The apartments in the 9 storey apartment building will be sold to individual purchasers and the
apartment building will be governed by a body corporate.
The site for the 68 dwellings on the southern side of the marina and the 15 riverfront dwellings will be
developed in a standard residential subdivision style, with individual titles.
Ongoing responsibilities will be guaranteed through the attachment of Section173 Agreements to land
titles for the marina (including the marina basin) and marina berths. Marina berth covenant controls will
also apply to berth purchasers.

2.2 Ongoing Compliance Obligations
The methods of securing the ongoing obligations of the subsequent owners or occupiers, to comply
with the various plans approved are described below.
2.2.1 Environmental Management
Schedule 3 to the Special Use Zone SUZ3 listed the following environmental objectives of the planning
scheme amendment:
To prevent development which by its scale and design would interfere with the natural flow of any
flood waters and possibly threaten human life, property and the safety and welfare of the local
community.
To protect and enhance the condition of the Murray River by providing an environmentally sound mooring
facility that will consolidate boat moorings on the river.
To ensure that any use and development of the land will not he detrimental to the quality of water of the
Murray River.
The means of achieving these objectives are contained in the management plans and detailed
designs approved by Council. Specifically:
The development has been designed to allow the uninterrupted flow of flood water through the
marina basin and under the existing bridge under the George Chaffey Bridge approach embankment
Water quality in the marina will be carefully monitored and controlled. Vessels moored in the marina
will not be permitted to discharge wastewater (either black or grey) into the marina. Wastewater
pump out facilities will be provided at the Marina Maintenance Area. Maintenance of the marina and
marina service area will be the ongoing responsibility of Mildura Marina Resort Ltd. Marina berth
owners will be required to pay an annual fee to contribute to the cost of maintenance
A marina flushing system has been designed to circulate marina water to the new Ettiwanda
Wetlands to be treated before discharge back into the Murray River, if the water quality in the marina
deteriorates. Maintenance of the marina flushing system will be the ongoing responsibility of Mildura
Marina Resort Ltd. Marina berth owners will be required to pay an annual fee to contribute to the cost
of maintenance of the flushing system
A first flush drainage system has been designed to ensure that pollution from stormwater drains is
directed to the Ettiwanda Wetlands for treatment during initial storm flows. The system has been
designed to ensure treatment of over 95% of the annual stormwater runoff. GPTs will be also
be installed in the drainage system at all pump stations. The stormwater system will be maintained by
Mildura Rural City Council. Individual lot owners will be required to connect to the stormwater system
and contribute to its maintenance though the payment of council rates.
An Environmental Management Plan for operation of the Marina (this document) must be
prepared by Mildura Marina Resort Ltd and approved by MRCC before use of the land for any
purpose can commence. The operational management plan covers the following issues:
Marina water quality monitoring and operation of the marina water circulation system
Stormwater management and maintenance
Maintenance of silt traps, gross pollutant traps, oil/water separators and any other pollution
control devices
Control of wastewater discharges from vessels
Operation and maintenance of the sewage pump out facility
Management of waste oil, bilge water etc

Repairs and cleaning activities in the marina basin where there is any risk of discharge of
oil, fuel, detergent or other potentially environmentally harmful substances to the
environment.
Emergency response plans, spill containment and maintenance of appropriate equipment
for fuel/oil spill response
Storage and handling of fuels, paints, glues, resins and any other environmentally
hazardous substances
Solid waste management, including storage and disposal of hazardous wastes
Enforcement of speed limits in the marina, entrance channel and approaches
Requirements for channel markers and boat speed limit signs.
Operation and maintenance of the marina will remain the responsibility of Mildura Marina Resort Ltd.
2.2.2 Infrastructure Management
Infrastructure services, including drainage, water supply, wastewater and sewerage, power and
gas will be located in the road reserves in accordance with the approved Infrastructure
Management Plan.
Infrastructure will be operated and maintained by relevant authorities as follows:
Roads and drainage Mildura Rural City Council
Water supply and Sewerage Lower Murray Water
Electricity Powercore
Gas Origin Energy
Solid Waste Mildura Rural City Council
i Roads
The roads thoughout the development will be dedicated to council and provide access to all
sub-divided properties. Road widths within the development have been sized to suit minimum
Rescode requirements with a 7.0m width for the main access road and 5.5ms widths for all
other roads within the subdivision. A shared public path (pedestrians and bicycles) will be
constructed along the 3 chain reserve and around the marina basin to provide a continuous link
along the bank of the Murray River. Mildura Rural City Council will be responsible for operation
and maintenance of the road and path networks.
ii Stormwater
A first flush treatment system shall be incorporated into the overall stormwater design to ensure
that discharge water to the marina basin will meet relevant discharge standards. The first flush
treatment system is designed to remove pollutants that accumulate and build-up on impervious
areas. The majority of the paved vehicular/pedestrian areas, landscaping areas and roofed
areas will drain to the first flush treatment system. Due to the high quality of stormwater runoff
from roofed areas, treatment will not be required and water can discharge directly into the
marina basin. Roofed areas to be discharged directly to the marina include the hotel, the
apartment tower, the riverside dwellings and the houses around the southern perimeter of the
marina basin. All other roofed areas will discharge into the street drainage system. First flush
stormwater will be pumped from the development to the Cureton Avenue drainage system that
discharges into the Ettiwanda Wetlands. A Gross Pollutant Trap (GPT) is to be placed upstream
of the pump station and will act as a primary treatment device, removing coarse sediment and
litter and some silts and oil. Mildura Rural City Council will be responsible for operation and
maintenance of the drainage and stormwater systems.

The finished levels of the Marina Services Area will be below the 100-year river flood level. The
entire Services area will be bunded in order to contain potential contaminants such as oils,
fuels, paints etc. and the pavement surface will be graded to grated inlet pits located centrally
within the service area to prevent direct run-off into the marina. Initial stormwater runoff, will be
drained through an oil and sediment interceptor and then be pumped to the Lower Murray
Water sewer system. Following the first flush of the system the stormwater run-off will be
diverted directly to the marina. Mildura Marina Resort Ltd will be responsible for operation and
maintenance of the marina and therefore the drainage system for the maintenance area.
iii Water Supply
Potable water supply to the site will be provided by Lower Murray Water via connections to the
existing 150mm diameter and 600mm diameter mains located on Cureton Avenue. All water
mains will be located within public road reserves.
Water supply to all public fire services within the development is to be via the potable water
supply fed from the Lower Murray Water system as described above. Hydrants are to be
installed within all road reserves and locations around the marina in accordance with CFA
requirements. The dual connection to the water supply system located on Cureton Avenue will
also provide redundancy within the fire services system, with supply being maintained to fire
services in the event of one of the Lower Murray Water mains failing. Emergency vehicles will
also be able to access water stored within the marina basin and the hotel pool area. Dedicated
fire service connection points will be provided adjacent to these facilities which can be easily
accessed by emergency vehicles.
Lower Murray Water will be responsible for operation and maintenance of the water supply
network.
iv Wastewater/Sewerage
The concept designs have been developed in consultation with Lower Murray Water.
Wastewater from all residential and commercial properties will gravity feed to a below-ground
pump station located at south west corner of the marina basin. The sewage will then be
pumped in a rising main to the existing Lower Murray Water sewer system on Cureton Avenue
approximately 500 metres to the east of the site.
Lower Murray Water will be responsible for operation and maintenance of the wastewater
system.
Solid Waste Management
Collection and disposal of solid waste from residential areas will be the responsibility of Mildura
Rural City Council. Fees for waste collection and disposal from residential properties will be
included in annual rates. Trade waste agreements will be negotiated with the commercial
properties including the marina and the retail center.
Appropriate receptacles for wastes will be provided for all buildings and public areas.
v Electricity
Distribution to all properties will be by underground cables, located within the road reserves.
Powercore will be responsible for the operation and maintenance of the electricity supply to all
subdivided lots.
vi Gas
Origin Energy will be responsible for the installation, operation and maintenance of all new gas
supply infrastructure and will meet costs associated with the installation. Supply will be provided
from a new main to be constructed along King Avenue and connected to the existing main
located in Seventh St. Reticulation to all properties will be within the road reserves.

vii Telecommunications
A connection point to the existing Tetstra network is to be provided on Cureton Avenue.
Neighborhood Cable is also available to the site with existing infrastructure for standard cable
present in Cureton Avenue. The Neighborhood Cable fibre optic network can also be extended
from the central hub located in The Crescent.
The fibre optic cable would be extended overhead along Seventh St to King Avenue and then
underground along King Avenue and Cureton Avenue to the development. A network hub will
be required within the development which is likely to be located within the retail centre.
2.2.3 Landscaping
Landscaping of public areas will be undertaken by Mildura Marina Resort Ltd in accordance
with the approved Landscape Plan before title to the development site is transferred from
MRCC to Mildura Marina Resort Ltd. Following subdivision of the site Mildura Rural City Council
will be responsible for maintenance of landscaping in all public areas, including the roads, car
parks, walkways and the 3 chain reserve.
The hotel development site and the marina maintenance area will also be landscaped in
accordance with the approved Landscape Plan.
All subdivided land will be grassed or otherwise vegetated to prevent erosion and to maintain
visual amenity. The land will be maintained by Mildura Marina Resort Ltd until building works
are commenced.
2.2.4 Urban Design
Schedule 3 to the Special Use Zone SUZ3 listed the following urban design objectives of the planning
scheme amendment:
1. To provide for a mixture of recreational, tourist and community related activities, which take
advantage of the location of the land, especially in terms of its proximity to the Murray River and
Mildura's City heart.
2. To ensure that the density, design, appearance and types of activities that occur will enhance the
amenity and character of the area.
3. To provide for the integrated use, development and subdivision of land generally in accordance
with the Mildura Marina Resort Development Plan.
The Mildura Marina Resort Development Plan, approved by Council on 26 May 2005 meets the
objectives 1 and 3 above.
The Urban Design Plan, also approved by Council on 26 May 2005 addressed Objective 2
above, by providing detailed guidelines for the following design elements:

Mildura Marina Resort Ltd is committed to following the requirements of the Urban Design Plan
during construction of the development. Where subdivided lots are proposed to be transferred
to new owners (eg the hotel site) the Urban Design Plan will form part of the land sale contract,
requiring the new owner to comply with the requirements of the Plan. The architectural design
of all buildings to be erected on the site will be assessed against the requirements of the Urban
Design Plan and approved by Mildura Marina Resort Ltd.
2.3 Purpose of the OEMP
The purpose of the OEMP during the operation of the marina is to minimise and mitigate potential
environmental impacts through the planned and programmed implementation of appropriate controls.
Marina operators undertaking work on-site which is not stipulated in this OEMP will be required to
liaise with the Environmental Manager to develop environmental plans to address these activities.
The OEMP defines the environmental issues involved in the operation of the marina by addressing the
following:
The environmental policies of Mildura Marina Resort Ltd;
Environmental responsibilities;
Environmental site induction;
Environmental monitoring;
Environmental reporting;
Environmental incidents/complaints;
Environmental audits; and
An action plan for each environmental element.
Each of these sections is outlined below, or in Section 3 Implementation.
2.4 Environmental Policy
Mildura Marina Resort Ltd is committed to managing the marina in an environmentally responsible
manner. The marina's berthing and commercial facilities shall be utilised by local residents and visitors
and the marina will be operated in a way that minimises negative environmental impacts and embraces
the principles of ecologically sustainable development.
The Mildura Marina Resort Ltd is committed to:
Conducting all operations in accordance with relevant environmental legislation;
Continually improving environmental performance through monitoring and reviewing
environmental objectives and targets;
Environmental awareness for all employees;
Preventing pollution;
Waste minimisation; and
Reducing energy and water consumption.
Mildura Marina Resort Ltd will allocate appropriate resources to support the fulfilment of this policy and
to communicate its objectives. Mildura Marina Resort Ltd induction processes will ensure all
employees and operators of the company are familiar with Mildura Marina Resort Ltd environmental
responsibilities, its commitment to best environmental practice, and are aware of their individual
environmental responsibilities.
2.5 Environment Responsibilities
During the Marina‟s operation there will be a range of organisations that will play a role in undertaking
activities. Summarised below are the responsibilities of the organisations involved in operational
activities for Mildura Marina.

2.6 Management Structure
Within the Mildura Marina Resort Ltd a management structure has been developed to provide a clear
chain of authority for the implementation of the OEMP. From this structure, a set of responsibilities and
accountabilities has been developed and is summarised below.

The overall management of the marina shall be under the control of the Mildura Marina Resort
Manager (MMRM). This person shall delegate as necessary to the Environment Manager (EM)
and Contractors as relevant. The MMRM and EM will ensure all staff are adequately trained and
aware of their roles in the implementation of the OEMP.

Responsible for overall operation of the site.
Ensures audits are undertaken on the implementation of this Plan.

3. Implementation
3.1 Environmental Site Induction
All Mildura Marina Resort Ltd staff and associated contractors working on the site must attend an
induction covering the requirements of this OEMP. The training is to incorporate the following:
Information to provide a basic understanding of this Plan and site specific environmental issues;
Information on sensitive issues and the need to carry out activities with as little impact as possible;
An explanation of environmental reporting protocols, complaint procedures and actions required in
the event of an incident; and
Information of known environmental hazards relating to site activities and site emergency
preparedness and response plans.
The Environment Manager shall maintain a register of inducted personnel. The register is to include,
as a minimum, date of induction, the name of the person inducted and elements of the induction
delivered.
3.2 Training
All Marina staff will be responsible for environmental performance and compliance with the OEMP. As
such, the Environmental Manager will prepare an OEMP training program for the approval of the
MMRM. The OEMP training program will form part of the site induction program to be undertaken by all
workers on the site.
The Environmental Manager shall be responsible for ensuring environmental training and awareness
programs are provided to all staff. All staff will be required to undertake an induction program prior to
entering the site so that a minimum level of environmental awareness is achieved. This shall assist in
minimising any on-site environmental impacts including noise, reduced air and water quality, erosion
and contamination. The Environment Manager shall maintain a record of all training undertaken for all
employees, detailing the type and purpose of the training. Copies of training records shall be provided
to the MMRM and relevant regulatory authorities (refer to Appendix B for a generic environmental
training form).

3.3 Environmental Monitoring
The Environmental Manger is required to ensure that all monitoring specified is carried out in
accordance with this Plan. All monitoring is to be reported on a monthly basis within the Monthly
Environmental Report. All non conformances are to be investigated and remedial actions implemented.
The Environmental Manager will deploy secondary mitigation measures to the satisfaction of the
Mildura Marina Resort Ltd Manager where the results of ongoing monitoring indicate that primary
mitigation measures have been unsuccessful.
Monitoring and testing activities will be undertaken by the Environment Manager, nominated staff or
specialist environmental agencies/consultants. All instruments and devices used for the measurement
or monitoring of any parameter under any condition of the OEMP must be calibrated in accordance
with relevant Standards, and appropriately operated and maintained.
3.4 Environmental Reporting
The Environmental Manager shall supply the Mildura Marina Resort Ltd Manager with a Monthly
Environmental Report no later than seven (7) days after the end of each month. The report is to detail
the results of monitoring compliance with this Plan and any complaints and incidents and the action
taken during the month.
Any non conformances to the procedures of this Plan are to be recorded in accordance with the
generic Non-conformance / Incident form attached in Appendix B.
Environmental records will be maintained for the OEMP. The records will be classified into two
categories:
Environmental Management System Records

Corrective and preventative action

Non-conformance reports
Environmental incident reports

Copies of all reports and correspondence shall be kept on site and made available to any Authorised
EPA Officer upon request.
3.5 Environmental Incidents/Complaints
When an environmental incident/complaint is detected, appropriate action shall be taken immediately
by the Environmental Manager to minimise any further impact. Corrective action is to be implemented
and an assessment conducted by the Environmental Manager in consultation with the Mildura Marina
Resort Ltd Manager to determine, what, if any, preventative action can be instigated to prevent a
similar incident occurring again.
All environmental incidents/complaints will be reported by the Environmental Manager as soon as
possible for any incident that could cause environmental nuisance or harm. Initially a verbal notification
is appropriate, however this is to be followed within 24 hours by a Non-conformance / Incident Form
and Corrective Action Report (refer Appendix B). Where necessary, environmental incidents are to be

reported by the Mildura Marina Resort Ltd Manager to EPA and/or other relevant authorities.
3.6 Environmental Audits
An audit will be undertaken within 14 calendar days of commencement of operation of the site to
ensure the OEMP implementation systems are in place. Audits will then be undertaken on a quarterly
basis for the first 2 years of operation. The long-term audit requirement will be determined based on
track record established during the initial stages of the operation. Audits will be undertaken by an
independent auditor.
On each audit the auditor would meet with the Environment Manager, inspect the Marina, liaise with
relevant authorities, review records and complete a de-briefing discussion with the Environment
Manager. The auditor would address the recent and future works / maintenance program, corrective
actions at hand, current environmental issues and other matters as required. An audit report would be
issued within 2 weeks and distributed to the Environment Manager and if necessary, to relevant
authorities for action as necessary.
3.7 Review of OEMP
The OEMP shall be reviewed and amended when necessary to ensure continued environmental
improvement. The Mildura Marina Resort Ltd, Mildura Rural City Council, hotel owner and
land/property owners will make recommendations to change the OEMP. These changes shall be
considered by the Mildura Marina Resort Ltd and amended accordingly. Changes to the OEMP shall
be required where the existing system:
Does not reflect activities occurring within the marina;
Needs to be modified to meet conditions of statutory approval;
It is not achieving the required standards of environmental protection;
Has to be changed as a result of an audit or management review; or
No longer represents the current and or appropriate practise.
As a minimum the OEMP shall be reviewed and updated every 12 months. An OEMP Review Report
will be prepared within two weeks of the Review.

4.1 Water Quality Management Plan
4.1.1 Existing Situation and Potential Impacts
The Murray River is valued for its recreational and boating use, amenity and landscape, water
intake source for towns, use in agriculture, use in industries and habitat for river flora and fauna.
All of these values are connected to the quality of the water and may decrease in value if water
quality decreases. The Marina‟s operation shall be managed in a way that minimises impacts
on Murray River water quality. The areas of focus for water quality include sediment load,
salinity from groundwater, debris and litter, nutrients and chemicals and fuel pollution.
In terms of existing conditions, there is a water supply off-take for Mildura downstream of the
site. Considerable care must be taken to reduce any impact on this area. Water quality data will
be collected before commencement of the Marina‟s operation and appropriate water quality
levels for the area determined in conjunction with the relevant authorities.
Water quality management Issues to be considered are discussed below.
Nutrients and Cynobacterial blooms
Nutrient enrichment has lead to excessive growth of algae in many inland waterways. Algae
may be in the form of either phytoplankton algae or benthic algae. Although algae are naturally
occurring phenomena, nutrient enrichments of the waterways from human sources contribute to
the excessive growth and alga blooms. The Water Quality report completed for the EES/EIS
summarises that the blue-green algae biomass in the Murray River at the Mildura Marina is
relatively high, often exceeding levels recommended by the Algal Management Technical
Advisory Group. Concentrations of the nutrients nitrogen and phosphors are commonly at or in
excess of guideline levels. In regards to this OEMP, the levels of nutrients in the Murray River
will provide the benchmark for the nutrient targets of the marina basin and a monitoring program
established that regularly monitors the nutrients in the Murray and the marina basin.
Management measures will be employed to reduce the risk of algal blooms becoming a hazard
through:
o Physical controls such as artificially mixing the water column to create turbulence; and
o Removal of algal scums as they appear.
In the event that an algal bloom does become established within the Marina, treatment such as
flocculation, filtration and activated carbon will be considered by the MMRM in conjunction with
the Lower Murray Region Water Authority, the Department of Sustainability and Environment
and the Department of Human Services.
Ground Water and Salinity
The Mildura Marina EES and subsequent reports by SKM extensively review salinity effects in
the Murray River system, principally arising from the inflow of saline ground water.
At the marina site there are two aquifers present. In the upper alluvial deposits, the Channel
Sands Aquifer is encounted, and has direct hydraulic connection to the Murray River. The level
of the aquifer varies with the river level. This aquifer is moderately saline at the marina site.
Underlying this aquifer is the regional Parilla Sands Aquifer which contain highly saline ground
water and is poorly connected to the Channel Sands Aquifer. At the site, the two aquifers are
separated by a silcrete layer and an underlying clay, both of which have low permeability and
thus prevent significant inflow of highly saline ground water into the Channel Sands Aquifer.

The studies undertaken for the panel hearings confirmed that based on the poor connectivity
between the aquifers and the salinity measurements taken from ground water bores on site, the
main salt inflow into the Murray River at the Marina site results from the Channel Sands Aquifer.
Irrigation of crops in the Mildura area has resulted in a ground water mound on the water table
developing beneath the irrigation area which, in turn, displaces saline ground water towards the
Murray River. The marina has been constructed so that sheet piling has been installed around
the marina basin. The sheet piling will result in very limited, almost no flow, of ground water
from the upper aquifers that contain the saline ground water. Hence, there will be limited ground
water flow into the marina basin. Any salt discharging into the Murray via the ground water
beneath the marina is part of the natural hydrological processes of the area. While there will be
very limited ground water flow into the marina basin, salinity will be monitored and compared
against levels in the Murray. A saline diversion water system that will pump saline water into the
Mildura Rural City Council drain at Hugh King Drive and releases to the river downstream of the
Lower Murray Water intake has been installed.
Sediment Load
Turbidity is caused by suspended and colloidal particles in the water. The Murray River has
historically been turbid, and the values from the EES/EIS Water Quality Report Appendices
indicate that this stretch of the Murray River is quite turbid and that most of the suspended
sediment loads will be carried downstream by the river. Turbidity is a visual measure of the
amount of particles in suspension and is often measured through the use of a secki disk. Again
in the case of the marina, the turbidity benchmarks will be set by the values in the Murray River
and monitoring of the marina basin will be linked to monitoring of the Murray River.
Water Pollution
Boating activities have the potential to pollute both the river and marina waters and hence
contribute to a reduction in water quality. Pollution can be in the form of debris, chemicals and
fuel spills / leaks or the release of grey or black water to the environment.
Infrastructure Arrangements
The Mildura Marina basin will be permanently open to the Murray River except when the
upstream weir has been released.
Stormwater
A first flush treatment system shall be incorporated into the overall stormwater design to ensure
that discharge water to the marina basin will meet relevant discharge standards (State
Environment Protection Policy, Waters of Victoria). The first flush treatment system is designed
to remove pollutants that accumulate and build-up on impervious areas. The majority of the
paved vehicular/pedestrian areas, landscaping areas and roofed areas will drain to the first
flush treatment system. Due to the high quality of stormwater runoff from roofed areas,
treatment will not be required and water can discharge directly into the marina basin. Roofed
areas to be discharged directly to the marina include the hotel, the apartment tower, the
riverside dwellings and the houses around the southern perimeter of the marina basin. All other
roofed areas will discharge into the street drainage system.
First flush stormwater will be pumped from development to the Cureton Avenue drainage
system that discharges into the Ettiwanda Wetlands. A Gross Pollutant Trap (GPT) is to be
placed upstream of the pump station and will act as a primary treatment device, removing
coarse sediment and litter and some silts and oil. Stormwater will then enter a Grated Inlet Pit
(GIP) with a low-level discharge to the pump station for three month flows to be transported to
the MRCC wetlands system.
An overflow pipe will be provided within the pump well to discharge flows for the minor ten year
storm directly to the Marina. Major 100 year storm flows can escape through the GIP and enter

the Marina directly via overland flow.
The finished levels of the Marina Services Area will be below the 100-year river flood level. The
entire Services area will be bunded in order to contain potential contaminants such as oils,
fuels, paints etc. and the pavement surface will be graded to grated inlet pits located centrally
within the service area to prevent direct run-off into the marina. Initial stormwater runoff, will be
drained through an oil and sediment interceptor and then be pumped to the Lower Murray
Water sewer system. Following the first flush of the system the stormwater run-off will be
diverted directly to the marina.
Water Supply
Potable water supply to the site will be provided by Lower Murray Water via connections to the
existing 150mm diameter and 600mm diameter mains located on Cureton Avenue. All water
mains will be located within public road reserves.
Water supply to all public fire services within the development is to be via the potable water
supply fed from the Lower Murray Water system as described above. Hydrants are to be
installed within all road reserves and locations around the marina in accordance with CFA
requirements. The dual connection to the water supply system located on Cureton Avenue will
also provide redundancy within the fire services system, with supply being maintained to fire
services in the event of one of the Lower Murray Water mains failing. Emergency vehicles will
also be able to access water stored within the marina basin and the hotel pool area. Dedicated
fire service connection points will be provided adjacent to these facilities which can be easily
accessed by emergency vehicles.
Wastewater/Sewerage
The concept designs have been developed in consultation with Lower Murray Water.
Wastewater from all residential and commercial properties will gravity feed to a below-ground
pump station located at south west corner of the marina basin. The sewage will then be
pumped in a rising main to the existing Lower Murray Water sewer system on Cureton Avenue
approximately 500 metres to the east of the site.
4.1.2 Objectives
The objectives of this Water Quality Action Plan are:
To ensure stormwater is managed to protect the existing water quality of the Murray
River.
To ensure the water quality (including salinity, nutrient and sediment load) in the marina
basin is maintained to the same standards as the Murray River.
To ensure materials that may contaminate waters are not released and/or have the
potential to degrade water quality onsite.
To ensure the development of a water quality monitoring program in liaison with the
Lower Murray Region Water Authority.
4.1.3 Performance Measures
There will be no significant decrease in the water quality of the Murray River near the
marina as a result of operational activities.
There will be no significant decrease in water quality at the Etiwanda wetlands.

4.1.4 Monitoring
Lower Murray Water currently conduct a regular water quality monitoring program for the Murray
River. Liaison with Lower Murray Water is required to determine whether the Mildura Marina
water quality monitoring program could be integrated with the Water Authorities existing program.
The following water quality monitoring activities will be undertaken:
Baseline water quality monitoring will be conducted in the Murray River adjacent to the
marina and at the Etiwanda wetlands in order to set appropriate water quality objectives
for when water pumping and flushing of the marina is required. Baseline measurements
will as a minimum consist of weekly measurements during the operation of the marina.
The timing of monitoring should be reviewed after one year of operation.
Following commencement of operation, water quality monitoring within the marina will be
conducted weekly to allow comparison with the baseline measurements. The water quality
parameters monitored will include salinity, nutrients and turbidity. Visual inspection for any
petroleum hydrocarbons or oil films will accompany the monitoring record.
Table B sets out the typical required monitoring and maintenance activities and their frequencies
that should be considered.

Water samples should be collected and analysed for:
salinity (g/L);
total suspended solids (mg/L);
nutrients - ammonia (NH3 as N), nitrite (NO2 as N), nitrate (NO3 as N), organic N, total N,
reactive P, and total P; and
total and dissolved trace elements (aluminium, arsenic, cadmium, copper, chromium(VI),
iron, lead, mercury, nickel, manganese, molybdenum, selenium and zinc).
Water quality measurements and water samples should be collected from a depth of
0.2m, where practicable. Each survey should include a visual check for any oil films, slicks
or operation related debris on the water surface.
4.1.5 Reporting
Any failure or breach of water quality and stormwater control systems is to be reported
immediately to the Environment Manager.
No later than 1 working week after the end of each month, the Mildura Marina Resort Ltd
Manager will be provided with a report from the Environment Manager on all monitoring activities
undertaken during the month. Any water quality monitoring results which fail to meet the
performance measures will be highlighted in the monthly report.
4.1.6 Corrective Actions
The Environmental Manager shall immediately notify the Mildura Marina Resort Ltd Manager
of any incident that has the potential to decrease water quality within the marina and the
Murray River.
An incident/accident report form shall be filled out if any non conformances are found.
All non conformances shall be corrected as soon as possible and strategies implemented to
reduce likelihood of an incident occurring again.

4.2 Solid Waste Management
4.2.1 Issues
Solid waste can create a nuisance and become an eyesore if not managed correctly. The visual
appearance of the marina and river waterways can be significantly reduced by the presence of
solid waste. Additionally, solid waste can create hazards to wildlife and pose a threat to human
health and boating / recreational activities.
All efforts shall be made to minimise waste generated within the marina complex. Wastes that
cannot be re-used or recycled on site will be transported off site for appropriate disposal or
recycling. The following hierarchy of waste management priorities will be adopted:
Avoidance: practices which prevent the generation of waste altogether;
Reduction: practices which reduce waste produced;
Segregation: separate wastes making it useable or less difficult to dispose of;
Reuse: direct reuse of waste materials for the same grade of use;
Recycling: using valuable components of waste in other processes;
Treatment: to reduce hazard or nuisance, preferably at the site of generation; and
Disposal: if necessary, this should be done in the most environmentally sound
manner.
Collection and disposal of solid waste from residential areas will be the responsibility of Mildura
Rural City Council. Fees for waste collection and disposal from residential properties will be
included in annual rates. Trade waste agreements will be negotiated with commercial properties
including the marina and the retail centre. Appropriate receptacles for wastes will be provided for
all buildings and public areas.
4.2.2 Objectives
To reduce the amount of solid waste generated within the marina and to ensure that waste
produced is disposed of correctly.
4.2.3 Performance Measures
Waste generation is minimised through the hierarchy of waste management priorities.
Purchasing policy gives preference to recycled products.
Supply contracts include requirements to reduce packing wastes and acceptance of return
packaging.

4.5 Fuel Handling Management
4.5.1 Background
Fuel and oil can accidentally be released to the environment during re-fuelling through spills,
during bilge pumping and the fuel tank air vent.
Outboard engines can release incompletely combusted hydrocarbon pollutants to the surface
water and atmosphere through incomplete combustion of lubricating oil. Often, these releases
are caused through incorrect petrol to oil ratio mix which can occur during the fuelling process.
This problem can be identified through the emission of a bluish-white smoke from an outboard
engine and indicates that the oil concentration is too high.
4.5.2 Objectives

4.6 Boating Facilities Management Plan
4.6.1 Background
Boat Cleaning
Boat cleaning activities can contribute pollution and nutrients to the water through the use of
detergents, fibreglass polishes and wood cleaners. Aquatic life can be significantly degraded
through the elevation of nutrient levels which encourage pest species that often cause a
reduction in dissolved oxygen levels. Additionally, antifouling paints can contaminate marina
sediments through the release of toxic metals to the water.
Boat cleaning near the water can lead to pollution of the water column and sediments through
the release of greases, oils, detergents, paint chips and anti-foul. Additionally, organic matter
associated with boat washing activities can reduce dissolved oxygen levels while suspended
solids can impact on aquatic species through the reduction of available sunlight.
Hull and Topside Maintenance: Painting
Hull painting and topside coating activities may result in the release of liquid solvents and
harmful vapours to the environment. Hazardous wastes are often generated from painting
activities (notably where solvents and / or heavy metals are contained within the paint
materials). The use of Tributyl tin (TBT) based paints is prohibited except for vessels larger than
25 metres and only with approval from the Victorian Environment Protection Authority. Painting
of craft is not permitted within the Marina Basin or on River waterways. The slipway at the
Marina service area is available for painting purposes.
Engine Repair and Maintenance
Engines that are properly maintained are less likely to emit high levels of carbon monoxide,
hydrocarbons, nitrous oxides and particular matter to the air and aquatic environment. However,
waste generated during service and maintenance operations can present public health and
environmental risks if waste is not handled correctly. All major craft repairs and fitting outs are
to take place on the slipway at the Marina. These activities are not permitted within the Marina
Basin or River waterways.
Waste Water – Sewage Pump Outs
The discharge of domestic sewage into the River or marina waterways has the potential to
significantly degrade water quality.
Waste Water – Grey Water
The discharge off waste water from boat sinks and showers to the River and marina waters has
the potential to significantly degrade water quality.
Flare Management
If disposed of incorrectly, out of date, damaged or water logged flares can create public safety
risks.
Battery Management
Batteries contain an electrolyte sulphuric acid solution and lead. If incorrectly disposed,
batteries can have a detrimental impact on both people and the environment.

and consequently impact on water quality.

4.7 Marina Infrastructure Maintenance Management
4.7.1 Issues
Infrastructure maintenance is critical to the safety, visual amenity and long term sustainability of
the marina. For the Marina infrastructure maintenance is linked to land ownership.
The Mildura Marina Resort Ltd is responsible for maintaining the marina basin, the
boating maintenance yard, boating facilities, buildings connected with the marina
operations, jetty and piers, and areas open for public use within the marina.
Mildura Rural City Council is responsible of maintaining the Crown land reserve on the
river (including the landscaped area adjoining the marina), the public boat ramp, public
car parking areas, public toilets, local roads and services infrastructure eg. Sewerage,
power and water.
Land and property owners are responsible for maintaining their land and dwellings to
the Mildura township standard.
The hotel owners are responsible for maintaining the buildings and infrastructure of their
business. This may include car parking.
4.7.2 Objective
To minimise environmental damage generated through infrastructure maintenance.

4.8 Marina Entrance Management Plan
4.8.1 Issues
Within the Murray River adjacent to the site, water levels are maintained by the presence of the
weir and Lock 11 downstream of the site. Normal pool level in the weir is RL 34.3m. This
compares with the 100 year ARI flood level of RL 39.5m. Periodic removal of the weir for
maintenance reduces the river level to RL 31.0m.
The intent for the marina basin is that it will be of sufficient depth to allow vessels to remain
afloat when the weir on the Murray River is removed for maintenance. The Guidelines for the
Design of Marinas, AS 3962, suggests a maximum draught allowance of 1.2 metres for
houseboats and a desirable under keel clearance of 300mm. Therefore, a minimum water depth
of 1.5 metres below the low river level is required. This results in the base of the basin being at
RL 29.5m to give a total water depth of 5 metres from normal pool level.
At the entrance to the marina from the river, a minimum navigable width of 40 metres is
proposed which is consistent with the requirements of AS 3962. This minimum width is confined
to a relatively short length of the marina basin and should not adversely affect access by larger
houseboats.
As the marina entrance is on the outside of a bend in the river, there is also a potential for scour
to occur, particularly during flood events. The entrance will therefore be protected by the
installation of rock rip rap, gabions or similar to minimise the potential for scour to occur.
Monitoring of the marina entrance will be required in order to ensure adequate entrance depth.
Batter slope monitoring will also be required to rectify any scour however, given the flat batter
slopes, minimal maintenance will be required. Additional stabilisation of the batter slopes may
be required however, such work is not expected to require significant construction activity.
Dredging may be required should silt collect in the entrance and marina basin. Significant
dredging is not anticipated however, regular monitoring will be required to determine if and
where silt is accumulating.
4.8.2 Objective
The objectives of the Marine Entrance Management Plan are:

4.9 Noise Management Plan
The marina has the potential to cause adverse impacts on the acoustic environment of nearby noise
sensitive receptors, such as residential dwellings and public open space areas.

noise requirements relating to expected reduced background noise.

Ltd, 1996).
4.9.1 Objectives

4.10.1 Issues
Marinas store many different chemicals and materials including:
herbicides and fertilisers;
fuels for engines;
oils (lubricants and hydraulic oils for stationary and mobile equipment);
greases (lubrication of equipment);
solvents (degreasing and cleaning of engine parts);
paints (anti-fouling paints, maintenance of equipment, buildings and signs);
and
miscellaneous chemicals (pesticides, additives to products, cleaning agents
etc).
These chemicals and materials can pollute the environment or cause public health risks through
inappropriate use, spills and leaks. Correct handling and storage of chemicals and materials is
required to prevent pollution and public health threats.

4.11 Flood Management Plan
4.11.1 Issues
The Marina is located on an area of the Murray River system that is a floodway. It is important
that floodway areas are maintained and not developed or blocked. The Marina development has
been designed so that the existing floodway on site is maintained and enhanced.
The Planning Scheme requires the floodway be maintained through the site such that there is
minimal adverse effect on overall flood levels adjacent to the site. Hydrological studies
undertaken during the planning process demonstrate that the Marina will have negligible impact
on the flood plain storage and flood levels.
Flood Event Access Plans
The Marina development is divided between the hotel complex to the north of the basin and the
permanent residential subdivision to the south. The residential subdivision is an extension to the
existing township and access / egress will be provided by the surrounding local street network.
The hotel and convention centre complex will be accessible via the high level bridge in the centre
of the development during flood events.
Road Closures
Floods above the 1 in 5 year ARI will cause overland flows through the flood relief bridge on the
Sturt Highway. This means that the western low level access road to the conference centre will
be cut off. Similarly, the eastern access to the boat ramp will be submerged. For both of these
routes a mechanism for temporarily closing the road to vehicular and pedestrian traffic will be
required. Given that there is a long lead time for a flood (up to 30 days), there is sufficient time to
organise these closures with due notification to both the hotel and convention centre complex
and the local authority. Alternative access is readily available via the high level bridge in the
centre of the development. For the boat ramp, closure will be for the duration of the flood and
access to the river from this point will not be practicable.
Access
Emergency vehicle access to the northern part of the site during high flood events shall be via
the bridge across the marina. A dedicated emergency vehicle access track is also to be provided
off the Sturt Highway enabling access to the rear of the hotel during flood events. As the hotel
development is above the 1 in 100 year ARI level, there is no requirement for evacuation up to
this level. Should a flood in excess of this level occur, a planned evacuation of the hotel complex
can will be implemented within the 30 day flood lead time.
Marina Moorings
For the marina itself, the moorings will be designed to allow any moored boats to rise safely with
the flood level. This will ensure that risk of damage to boats will be minimised, public safety will
be maintained and the floodway route under the Sturt Highway will be preserved.
Marina Services/Maintenance Area
The finished surface levels to the Slipway and Marina Services Area will be below the 100-year
river flood level. The entire Services area will be bunded in order to contain potential
contaminants such as oils, fuels, paints etc. and the pavement surface will be graded to grated
inlet pits located centrally within the service area to prevent direct run-off into the marina. The
ground level in the marina service area will be RL 37 and therefore subject to inundation by
floodwaters. For this reason, all facilities, including fuel storage and maintenance buildings will be

relocatable in the event of a flood. All fuel lines and sewer lines will be isolated and sealed during
flood periods.
Emergency Response
Since the development has been designed so that 1 in 100 year ARI level flooding does not
affect any occupied areas, the Flood Emergency Response Plan (to be prepared by the Flood
Response and Evacuation Officer), will be designed for self-directed procedures for evacuation
or evasion aimed at flood events that are larger, but less likely to occur. The Flood Emergency
Response Plan (FERP) will highlight refuge locations in the upper levels of residential and
commercial buildings. Where evacuation is required the plan will outline procedures similar to
those in the fire evacuation plan and to minimise the need to utilise SES resources. Streets and
pathways will be well lit to allow easy identification of refuges and evacuation routes.
During heavy prolonged rain or where flooding is likely persons should avoid hazard areas,
ensure children and pets are under control, secure vehicles and make preparations to utilise
suitable refuges. Note, flood waters may rise rapidly even if there is no local storm activity. The
upper storeys of buildings should be the first choice of refuge for building occupiers and visitors.
The entrance areas of multi-unit residential buildings have been designed as accessible public
refuges.
In the rare event that evacuation would be required, an evacuation order would be issued by the
SES.
Flood Response / Evacuation Officer
The designated flood response and evacuation officer aims to minimise the risk to personnel,
minimise property damage and ensure an orderly return to normal operating conditions.

4.12 Fire Management Plan – Environmental Impact Management Post Fire Events
4.12.1 Issues
Public fire services are to be incorporated into the Marina development in conjunction with the
Country Fire Authority. All vessels are expected to comply with the requirements of the Marine
Act 1988 and Marine Regulations 1999 including the provision of fire prevention devices and
extinguishes.
Supply to all public fire services within the development is to be via the potable water supply fed
from the Lower Murray Water system.
Hydrants are to be installed within all road reserves and locations around the Marina in
accordance with CFA requirements.
The dual connection to the water supply system located on Cureton Avenue will also provide
redundancy within the fire services system, with supply being maintained to fire services in the
event of one of the Lower Murray Water mains failing. Emergency vehicles will also be able to
access water stored within the Marina basin and the hotel pool area. Dedicated fire service
connection points will be provided adjacent to these facilities which can be easily accessed by
emergency vehicles. In addition, the public walkway around the Marina basin has been designed
to allow fire fighting equipment around the perimeter of the Marina basin.
Emergency vehicle access to the northern part of the site during high flood events will be via the
bridge across the Marina. A dedicated emergency vehicle access track is to be provided off the
Sturt Highway enabling access to the hotel during flood events.
This section focuses on the potential environmental impacts resulting from an on-shore fire or
boat fire. This document does not constitute a Fire Prevention and Control Plan. However, in the
event of a fire, this document recognises the prevention of injury or harm to people as a first
priority.
4.12.2 Objective
To minimise the pollution of Marina waters and the Murray River resulting from an on-shore fire
or boat fire.

4.12.4 Reporting
No later than 1 working week after the end of each month, the Mildura Marina Resort Ltd
Manager will be provided with a report from the Environment Manager on all monitoring
activities undertaken during the month.
4.12.5 Corrective Actions
Incident/accident forms to be filled out during audits to ensure compliance.
All non-conformances shall be corrected as soon as possible and strategies implemented
to reduce likelihood of incident occurring again.
