Breakfast Buddies
Breakfast Buddies is a Mentor Program where volunteers are matched with a young child in need of a positive
role model. These volunteers meet weekly with the child for breakfast at school. The two spend a half-hour
together, one day per week from 8:00AM – 8:30 AM for the entire year. They can eat breakfast, read, play
games, or just talk.

Project EXCEL
What is Project EXCEL?
Project EXCEL, (Extending Community Efforts to Learn), was developed as an early intervention/drop-out

prevention program. This tutor-mentor program will begin with Kindergarten classes and continue through the 5
grades to help the student develop a good self concept, and to encourage a desire to read and learn.
What Can I Do to Help?
Volunteer your time to become a tutor or tutor/mentor to an elementary age student who is
in need of extra help and attention in areas that require strong reading skills.
How Much Time Will Be Involved?
The tutoring sessions will last approximately one hour a week, either during or after school hours. The mentor
component can mean an occasional phone call to your student or contact with his/her teacher to monitor overall
academic progress.

School Supplies
The Orange County Office on Youth collects school supplies year round to help those families who may not be
able to afford them otherwise. Donations can be dropped off at the Office on Youth Monday – Friday between
the hours of 8:00 AM & 5:00 PM.
Donations can include:
Pencils, pens, loose leaf paper, scissors, glue sticks, block erasers, pencil sharpeners,
folders, index cards, calculators, pencil boxes, pencil pouches, gently used backpacks,
gently used lunch boxes, crayons, markers, highlighters, tissues, etc.

School Age Child Care
The Orange County Office on Youth operates two Before and Afterschool Child Care
Programs for school age children. They are located at Orange Elementary and Gordon
Barbour Elementary. The Child Care Programs also operate during the summer break and
during school holidays and teacher workdays. Times of operation vary slightly from site to
site. For more information, please contact the Office on Youth at (540) 672-5484 or speak

The Locust Grove School Age Child Care Program was slated to close July 1st, 2011 due to
lack of enrollment. Parents presented a petition to the Orange County Board of
Supervisors at their June 14th meeting to continue the Child Care Program for School Year
2011-2012. The Board agreed to allow families the opportunity to commit their child(ren)
for the school year and if there were enough commitments, the site will remain in
operation. If you are in need of child care and can commit to enroll your child for a
Full-time status, please fill out the “Commitment Form” in the back of this packet and
return it to the Office on Youth by Friday, July 15th.
Once we evaluate how many commitments we have, the Board of Supervisors will decide if
the site will open or close for School Year 2011-2012 at their July 26th meeting.

Garvis Huff Outstanding Youth & Youth Advocate Awards
The Orange County Youth Commission will recognize two young people who have demonstrated
community involvement that goes beyond academic and/or athletic achievements. We are interested in those
youth who contribute to the community on a daily basis. One youth category is for grades 6 through 8, and the
other is for grades 9 - 10 and the winners will receive an engraved plaque. All other qualified nominees will
receive certificates and will also be recognized. Awards will be presented at a ceremony at Orange County High
School.
Qualifications:
The nominee shall be any youth between grades 6 and 12, who was a resident of Orange County during
the time of their community involvement. Current Orange County Youth Council and immediate family of the
Youth Commission members are ineligible to win.

The Orange County Youth Commission would like to recognize an individual who has demonstrated a
commitment to improving the lives of youth in Orange. Please help us in identifying an individual who deserves
this special honor. The Outstanding Youth Advocate Award symbolizes the Youth Commission’s commitment to
youth, and the encouragement of citizen involvement with youth at a local community level. A Certificate of
Recognition will be awarded to an individual who has 1) committed time and energy to improving the quality of life
for Orange County youth, 2) demonstrated a keen sense of awareness of and response to issues facing youth,
and 3) acted in a leadership capacity and/or role model for youth.

MICHAEL’S GIFT
Michael’s Gift is a charitable fund developed to honor Michael Ridgeway, who died at age 6. As Michael was
always concerned about the welfare of other children, Michael's Gift honors his memory by helping other
Orange County, VA youth to reach their potential. This fund is administered by committee through the
Orange County Office on Youth and Department of Social Services.
Funds are to be used for enrichment and are not used to duplicate existing resources. Funding can be applied
to swimming lessons, sports registration, 4-H camp registration, music lessons, dance instruction, and more!
There is a maximum of $125 a year for services to be provided per child. For a child to be eligible he/she must
be under 18 years of age and attend Orange County Virginia Public Schools or be a resident of Orange
County.
Funds are available to help the children due to generous donations from local citizens as well as fundraising
efforts. If you would like to donate to this wonderful cause or would like more information, please contact

Strengthening Families
The long-term goal of Strengthening Families Program is to reducing youth problem
behavior and substance abuse by targeting weekly objectives of improving disciplinary
practices, parent-child relationship quality, and problem solving skills. Research shows that
while peer group association is the single biggest predictor of youth substance abuse, family
functioning has a huge influence on a child’s choice of friends. This is probably why, of all
substance abuse prevention strategies, family based approaches are the most effective, as
they have been found to more than double the average effect of school-based or child-only
approaches. To reduce problem behaviors in youth, the U.S Office of Juvenile Justice and
Delinquency Prevention recommends parenting programs that improve family involvement
and parental monitoring, and that decrease family conflict. Following these
recommendations, The Strengthening Families Program, run through the Orange County
Office on Youth and funded by a three year grant from the Virginia Tobacco Settlement
Foundation, strives to reduce youth substance abuse.

Youth are taught steps for handling peer pressure, resolving conflicts and
attaining goals.
Parents learn how to set limits, monitor their children’s conduct, and encourage
good behavior.
Families practice holding effective family meetings and mutually develop a point
chart behavior contact. Together, families participate in fun activities and
games designed to target the objectives.
From lighthearted icebreakers to more serious problem solving tasks, the Strengthening
Families Program sets the stage for families to bond with each other, and by improving the
function of their family relationships, parents are decreasing their children’s likelihood of
behavioral problems and drug and alcohol use. This great opportunity is FREE of charge and
open to anyone, but space is limited and the groups will up quickly! We are currently

Adult Volleyball
OCPR will be sponsoring an Adult Co-ed Volleyball program beginning in September. It will be held at
the TEAC building (Old Prospect Heights Middle School) on Thursday evenings starting at 6:00 PM.
The program will be held in six week sessions. OCPR will provide the nets, balls, and referee.
Participants should wear sneakers and comfortable clothing.

SATURDAY GYMNASTICS PROGRAM
COACHED BY KELLIE DAVIES AND KAITLIN JENKINS
THE OBJECTIVE
After having received an immense amount of positive feedback from the community concerning a renewal of the
Saturday Gymnastics Program in Orange, the need to reinstitute the program has become priority. Throughout the
duration of the program, the children will be taught to confidently explore the world of gymnastics by cooperating
with one another and following directions. Fundamental gymnastics skills will be taught in an environment that
fosters personal development and creativity. Gymnastics helps develop motor skills and coordination, as well as
basic social skills, such as following directions and taking turns. Lessons learned throughout the program will
provide the children with the skills necessary to excel in other sports, social settings and the classroom. With the
help of Orange County Parks and Recreation, a youth gymnastics program will return to Orange County.

Understanding Your Credit and
Credit Repair Seminars
Community /Alcova Mortgage will be holding seminars presented by April Moon on Understanding Credit
Your and Credit Repair on the following dates: August 24th, September 21st, October 19th, and November 9th.
Seminars will be held at the Orange Alcova Mortgage location at 113 Chapman Street (directly behind Virginia
National Bank). Please pre-register with Orange County Parks and Rec. or at either Community/Alcova office in
Gordonsville or Orange. At the time of registration a fee of $5.00 will be collected, which covers the materials
received during the seminar. Credit scores and reports can be obtained for $25.00 during the session.

Young adults including high school students are encouraged to attend to learn the essentials about credit

Therapeutic Adventure Camp of Orange (TACO) Ages: 9-19

Location: Elmwood Farm
TACO has been a day camp tradition in Orange for over 30 years. This camp is sponsored by 4-H and it offers children with
special needs an opportunity to experience camp. While at camp they participate in therapeutic horseback riding, crafts, and
games. Volunteers of all ages are always needed!
“Knead It!” Pre- Fair Bread Making Workshop Ages: 9-15

Learn bread- making basics and then make artisan- style bread. Once you have completed your bread, enter it into the
Orange County Fair to receive a ribbon! Recipes are included so you can re-create your masterpieces at home. While waiting
on your bread to rise, learn to make butter to have with your bread! Cost covers supplies.
Orange Fair 4-H Day Camp Ages: 5-10

Come learn all about the Orange County Fair! Campers will meet 4-Her’s and their animal projects, make butter, participate
in a scavenger hunt and many other activities.
Preserving Garden Fruits & Vegetables Ages: 9-18
July 26 & July 28 9:00 a.m. - 12:00 p.m. Limit: 8 Cost: $10.00
Location: Library Public Meeting Room
Yummy summer produce won’t last all year unless properly preserved. This two- day workshop will teach you how to can and
freeze fresh fruits and vegetables. Participants will take home canned and frozen items upon completion of the workshop.
Bring your apron and come help make jellies and other goodies!
Note: A current health history form and code of conduct form must be on file in our office for each
participant in all activities.

Germanna Environmental Education Day Camp Ages: 9-18

Location: Germanna Welcome Center on Rt. 3
At the Germanna Environmental Education Day Camp, participants will experience a balance of environmental education,
historical education of the Germanna Foundation and outdoor fun. Participants will explore different habitats and the impacts
that humans have on the environment. Games, lessons and hands-on activities will encourage participants to care for and
protect their forests, water quality and other aspects of nature.
Cloverbud Day Camp Ages: 5-8

Location: Northern Piedmont Agricultural Research and Extension Center
Camp covers all of what 4-H has to offer! Each day includes a snack, craft, story time, and many other activities.
“Nailing it Together” Woodworking Workshop Ages: 9-13

Construct your own birdhouse while you learn basic woodworking safety techniques and how to apply stains or paints to
decorate your birdhouse!
Outdoor Adventure and Ropes Challenge Course Ages: 10-15

Location: Northern Virginia 4-H Educational Center, (Meet at the Extension Office)
The Ropes Challenge Course is composed of a series of land initiatives and low ropes courses through which you and your

weekly fee associated with my status choice listed above. A copy of the fee schedule is

year when my child is absent (vacation days will be given in advance and charges will not
accrue on this specified days) and once I have expended all five of my days, I will be charged

The Orange County Board of Supervisors approved a change in the policy with the
Barboursville Community Park effective July 1, 2011. Starting July 1, 2011, their will
be a $25 (non-refundable) reservation fee plus a $75.00 deposit. Checks must
accompany the reservation form and be made payable to Orange County Parks and
Recreation.
Only one rental a day is scheduled. The user party is responsible for cleaning up the area
rented. All trash and other items must be cleaned up before leaving the park. If you
encounter any problems with your rental, contact OCPR, 672-5435.

Management Operating Policy
Shelter Reservations Rules and Regulations
Rules and Regulations governing the use and rentals of Orange County Barboursville
Community Park have been designed to provide internal management controls.
Individuals are permitted to reserve the use of the picnic shelter facilities on a first come
first served basis. The picnic shelter season begins March 1 and operates through the last
Sunday in November, annually. Requests to reserve and pay for the shelter begin
annually January 2.
Picnic Shelter Rental Fees – Fees will be charged to all individuals and/or organizations
for approved picnic shelter reservations. The rental fee is $25. Check must be made
payable to Orange County Parks and Recreation.
Picnic Shelter Cancellation(s) Refund – To obtain a refund (minus a 50%
administrative fee) for the reservation, a cancellation notice must be received in writing
two weeks prior to the reservation. NO refunds will be provided for the picnic shelter for
cancellation made less than two weeks before the reserved date.
Shelter Reservation Requests and Payments
Reservations can be requested in person or by telephone. Payment in full is required with
the reservation form. Payment can be made by cash, check or credit/debit card (VISA or
MasterCard).
Telephone requests for reservations will require a credit card payment in full at the time
of the reservation. A credit card authorization form must be signed by the individual
before your payment can be processed. OCPR can fax or e-mail a credit card
authorization form to the individual for signature.
Picnic Shelter Reservation Times – Only one reservation will be scheduled per day.
The park is open from dawn to dusk.
Park Shelter Amenities and Restrictions:
Use of the ball fields is based on a first come, first served basis. The fields are used by
the Little Leagues and OCPR programs, and they have first schedule option for them.
Alcohol/drugs are not allowed in the Shelter/Park.
Yard sales are not allowed in the Park without prior written notice approved by the
County Administrator. Requests made without 30 days notice will not be considered.
During the picnic shelter rental, renters requesting the placement of extraneous
equipment (moon bounce and other carnival type activities) on park grounds provided by
3rd party vendor will require proof of insurance by the 3rd party vendor. The 3rd party
vendor shall provide a current certificate of insurance indicating at least $1 million
in general liability and completed operations coverage and a certificate of worker’s
compensation coverage. Said insurance shall name the County of Orange (including
Board of Supervisors, officials, employees and agents) as an additional insured party to
the insurance contract. A copy of said documents must be provided to the Parks and
Recreation office 10 days before the reserved date. To expedite receipt of the required
coverage, all documents may be faxed to the Parks and Recreation office (540)672-0093.
Please include the name of the rental party and the date of the reservation.
A fireplace is provided in the shelter. Shelter participants are requested to remove ashes
from the fireplace if used. Ashes CANNOT be placed in the trash cans or dumpster.
Personal Gas Grills are permitted.
Picnic tables are provided in the shelter. Please do not move them onto the grass areas.
If problems occur at the park with the reservation, please call the OCPR office, 540-672-
5435, on the next business day.
We endeavor to combat vandalism at the park. We request the cooperation of all park
patrons should any act of vandalism in progress be witnesses by individuals, please call
911 immediately. Your help in reporting acts of vandalism in our community park will
help preserve the park and picnic area.
