RE: DANADA EQUESTRIAN MAIN BARN ROOF REPLACEMENT
A bid opening for the replacement of the Danada Equestrian Main Barn Roof was conducted on
October 28, 2010. A total of seven (7) contractors attended the pre-bid meeting; four (4) submitted
bids. A recap of the bid results is listed below:

The bid received by Naperville Roofing and Construction, Inc. was rendered non-responsive as a result
the bidder’s failure to comply with the requirements of the bid invitation. Specifically, the contractor
did not complete Section 00340 – Schedule of Unit Prices correctly by failing to designate a cost for
each item specified, as well as a total base bid (the amount designated above was indicated in another
portion of the bid packet). .
Staff recommends the execution of a contract with Showalter Roofing Services, Inc. the lowest
responsible bidder, for a total cost of $46,538.00. In accordance with this recommendation, a contract
between the District and Showalter Roofing Service, Inc. will be presented to the Board for
consideration during the November 16, 2010 Commission meeting.
Funding for this project was included within the current Structural Maintenance Budget.

Staff is recommending the purchase of a John Deere 4720 utility tractor for a total cost of
$24,293.88 via Illinois State Contract. The tractor will be utilized by Golf Operations and will
replace two existing pieces of equipment, which will be sold at auction. Funding for this
purchase has been designated in the current budget.
In accordance with staff’s recommendation, a contract will be presented to the Board for
consideration during the November 16, 2010 Commission meeting.

recently solicited by staff. The service body will replace the body of an existing truck utilized by
Fleet Services to extend the life of the vehicle.

Staff’s recommendation is to purchase the trailer with no options from Martin Implement Sales,
Inc., the company from whom the lowest responsible quotation meeting specifications was
received, for a total cost of $14,609.00. Funding for this purchase has been designated in the FY
10/11 budget.
In accordance with staff’s recommendation, a contract between the District and Martin
Implement Sales, Inc. will be presented to the Board for consideration during the November 16,
2010 Commission meeting.

Listed below are the bid results for the Churchill Woods, Swift Prairie, and West
Chicago Prairie Habitat Improvement Invasive Species Control Project. If you concur
with staff recommendations, we will bring forth for your consideration at the November
16, 2010 Commission meeting Resolution No. 10-387entitled, “A Resolution Authorizing
The Execution Of A Contract Between The Forest Preserve District Of DuPage County
And Integrated Lakes Management, Inc. Providing For The Churchill Woods, Swift
Prairie, and West Chicago Prairie Habitat Improvement Invasive Species Control”.
The purpose of this project is to improve habitat for the eastern prairie fringed orchid, a
federally threatened species found at the preserves mentioned above. The goal of the
project is to reduce the amount of the invasive brush and herbaceous plant material to
preserve and improve the habitat for the orchid and likely expand their populations.
2010 marked the first documented, flowering plant found in Churchill Prairie since 1984.
A combination of recent (2008) grant funding (NEIWCA) for Reed Canary grass control,
FPDDC in house work of yearly (spring) prescribed burns and winter brush mowing,
associate plant species seed collection and dispersal, and the relative likelihood of
above normal precipitation accumulation every spring since 2008 have all contributed to
the germination and flowering of the orchid in 2010. Management of the invasive
species should help to continue this forward progress. Contractors will conduct basal-
bark herbicide application to 3 acres of invasive brush beginning November 2010 and
conduct foliar herbicide application to 23.25 acres of invasive herbaceous plants
beginning spring of 2011. The exact acreage that can be covered will be dependent on
the density of invasive brush and herbaceous plants.
Funding for this project is through United States Fish and Wildlife Service.
We received 6 sealed bids which were opened Friday, October 15, 2010 and are listed
below. Integrated Lakes Management, Inc. submitted the apparent lowest bid. As such,
the Office of Natural Resources recommends that a contract be awarded in the amount
not to exceed $50,000 to Integrated Lakes Management, Inc. as the lowest responsible
bidder. The District has worked with this contractor in the past and it was considered
quality work.

Listed below are the bid results for the Waterfall Glen Forest Preserve Habitat
Improvement Invasive Species Control Project. If you concur with staff

Commission meeting Resolution No. 10-388 entitled, “A Resolution Authorizing The
Execution Of A Contract Between The Forest Preserve District Of DuPage County And
Integrated Lakes Management, Inc. Providing For The Waterfall Glen Habitat
Improvement Invasive Species Control”.
Along the Des Plaines River, Waterfall Glen provides important corridor habitat with
Cook County forest preserves across, upstream, and downstream the river and with Will
County forest preserves downstream. Maintaining an ecological balance within
Waterfall Glen not only protects habitat at the preserve but also throughout this
important corridor representing a large tract of natural area within Chicago Wilderness.
Approximately 127 acres of invasive woody species were removed during the winters of
2006-2007 and 2007-08 in the areas commonly known as “Rocky Glen” and “Outdoor
Education Woods” of Waterfall Glen. However, many of the undesirable species have
re-sprouted and have grown too large for prescribed fire to maintain, therefore need
management attention Contractors will conduct basal-bark herbicide application
beginning November 2010 to 34.5 acres of the original project that has been targeted
for a follow up application to the invasive brush. The exact acreage that can be covered
will be dependent on the density of re-sprouts.
Funding for this project is through Chicago Wilderness Trust Fund.
We received 8 sealed bids which were opened Friday, October 15, 2010 and are listed
below. Integrated Lakes Management, Inc. submitted the apparent lowest bid. As such,
the Office of Natural Resources recommends that a contract be awarded in the amount
not to exceed $20,000 to Integrated Lakes Management, Inc. as the lowest responsible
bidder. The District has worked with this contractor in the past and the performed work
was deemed satisfactory.

RE: Resolution No. 10-394, Rescinding Resolution No. 10-135 Authorizing the Execution of A
Memorandum of Agreement between the National Oceanic and Atmospheric
Administration’s National Ocean Service and the Illinois State Historic Preservation
Officer for the Warrenville Grove Dam Modification Project located in Warrenville,
Illinois
The District received a phone call and attached correspondence from the National Oceanic and
Atmospheric Administration (NOAA) on October 26, 2010. In short, upon legal review by the
National Oceanic and Atmospheric Administration (NOAA) of the previously District adopted
Memorandum of Agreement, it was determined that the MOA should be made exclusively
between the National Oceanic and Atmospheric Administration’s National Ocean Service
NOAA/NOS and Illinois State Historic Preservation Agency (ISHPA) and that the District and
DuPage County were to be excluded as signatures of the new Agreement. NOAA is also an
invited signature
Upon review of the attached revised MOA, no substantive changes were made excepting that
the language concerning the Mill Race water source is modified from using a piped water
source system to providing water from the river channel through a direct swale connection to
the river channel. This modification is per ACOE review of the plans and the District is pleased
with this change. Other modifications basically place NOAA/NOS as having the ultimate
responsibility of implementing the specific mitigation requirements for the Warrenville Dam
Modification under the project.
Staff recommends to Commission to take the requested action as such changes to the MOA
have no negative affect concerning the District and removes the District as the principle
responsible party for certain actions in implementing the required mitigation. If the
Commission concurs with this revised MOA, Staff will prepare Resolution No. 10-394 for
consideration at the November 16th Commission Meeting rescinding Resolution No. 10-135 and
the subsequent old MOA and will send the requested acknowledgement concerning this
revision to NOAA/NOS, ISHPA and NOAA. Staff will be present a brief review and be available
to answer any questions
