BACKGROUND & PURPOSE
The Frank and Ruth Bila Fund is a legacy grant program that was
established in part to help support 2-4 year nonprofit
colleges/universities offering general curriculum located within
Orange County, California that demonstrate a compelling need in one
of the following area listed below:
Acquisition of equipment or development of facilities that will
directly benefit the academic population. A detailed description of
the needed equipment or facility development, its cost, estimated
life span and description of the population that will benefit is
required.
There is $8,000 available for funding and we may make 3-6 grants
ranging from $1,000 to $6,000.

Requests for Proposals made available: July 24, 2008
Requests for Proposals due: August 27, 2008
Grant decisions announced: October 15, 2008
Grant funding period: October 15, 2008 –
October 15, 2009
ELIGIBILITY
Eligible applicants must be nonprofit public benefit corporations
exempt from federal income taxes under Section 501(a) of the Internal
Revenue Codes, because they are a 501(c)(3) nonprofit organization.
Applicants must be located in, or have programs operating within, the
service area of the County of Orange and/or its incorporated cities,
or have a majority of clients residing in Orange County.
Applicants must operate without illegal discrimination on the basis
of race, religion, gender, sexual orientation, age, national origin
or disability.
If you are a previous or current OCCF grantee, all reporting
requirements must be current or your agency will not be considered
for funding.

Orange CountySince its inception in 1989, OCCF’s generous donors and
its Board of Governors have granted more than $100 million for the

good of our community. We support a wide range of organizations
working to serve the residents of Orange County, effectively working
to connect those who care with those working to make a difference.
GRANT FUNDS MAY BE USED FOR:
Implementation of a new program
Continuation or expansion of a program, if able to document
history of compelling, quantified impact
Organizational capacity building
Personnel, facility, supplies, equipment, and other direct
expenses essential to the project
Community outreach/publicity to targeted clients
Staff or volunteer training
Indirect costs, but an explanation must be provided justifying
the need
GRANT FUNDS MAY NOT BE USED FOR*:
Lobbying
Annual fund drives
Underwriting or sponsoring social or special events
Telethons, or similar fund-raising activities
Debt retirement or budget deficits
Academic or scientific research projects
More than 25% of agency annual budget
Endowment campaigns
*These are generalities and are true in most grant-making situations. However,
OCCF will make exceptions when appropriate and after discussion with the
applicant agency.
EVALUATION CRITERIA:
Proposals are evaluated by a review committee who will determine the
extent to which they meet following criteria:
Proposed program is compatible with your organization’s mission
and the purpose of grant program stated above
The program effectively addresses the identified problem or its
causes and can produce an impactful and innovative solution

Reflects experience with the targeted community(ies) and access
to the populations to be served
Organization has the capacity to sustain the program beyond the
funding period
Objectives are clear, compelling, measurable and achievable
within the funding period
There is a realistic budget to support the program proposed
demonstrating efficiency in use of funds (such as sharing
equipment, leveraging or matching funds, or seeking support from
multiple sources)

PROPOSAL FORMAT AND CONTENT:
Please make sure that your proposal includes each of the items listed
below. Do not exceed the page limit allotted for each section and the
font must be a minimum of Times New Roman, 12. Your complete proposal
should include one original & three identical stapled sets of the
following (and in this order):
Proposal Cover Sheet and Demographics (1 page, use form
provided)
Narrative (2 pages, use form provided)
Program budget (1 page, use form provided)
Financial analysis (1 page, use form provided)
A copy of the agency’s current total operating budget (1 page)
List of members of agency’s governing board (1 page)
In addition to the above sets, please provide one set of attachments:
IRS letter of tax exemption if you have not been funded by OCCF
in the past 12 months
Copy of the most recent available 990 or independent audit
including auditors’ letter (double-sided copies are encouraged)
