Special Committee 109

Electronic Charting and the Display of Electronic Navigation Information



Considering the Terms of Reference for Special Committee 109 (RTCM Paper 126-2010-

eNav-004) to develop and maintain appropriate standards, studies, reports, and

recommendations for electronic charting and the display of electronic navigation

information, such as Automatic Identification System (AIS) information, including

related to reported targets, Aids to Navigation (AtoN), and Application-Specific

Messages (ASM), as necessary, to address gaps in the international standards, guidelines

and recommendations, the Radio Technical Commission for Maritime Services (RTCM)

establishes this Work Program for Special Committee 109 to:



a) Revise RTCM Standard 10900.4 addressing “Electronic Chart Systems (ECS)” as

follows:



 Replace the text of the IEC 62376 standard with references to that standard.

 Specify a mandatory interface for AIS

 Specific additional requirements for an AIS interface derived from those for

anAIS Miminimu Keyboard and Dislplay (MKD) contained in IEC 61192-2.

 Specify additional requirements for data recording derived from those for a

Simplified Voyage Data Recorder (S-VDR ).



Suggested schedule:

Summer 2010 Complete RTCM Standard 10900.5 Committee Draft for Vote

(CDV)



In revising this standard, the Committee shall take into account International Standard

IEC 62376 addressing Electronic Chart Systems.



b) Develop RTCM Standard 10901.0 addressing “The Portrayal of Automatic

Identification System (AIS) Information Including Information Contained in

Application-Specific Messages (ASM)” as follows:



 Address the portray of reported AIS targets

 Address the portray of AIS AtoN

 Address the portray of AIS ASM

 Consider IMO SN.1/Circ.290 when addressing AIS ASM



Suggested schedule:

Fall 2010 Begin work (following completion of RTCM 10900.5)

Spring 2011 Complete RTCM Standard 10901.0 Committee Draft (CD) and

address the Committee Draft for Vote (CDV)

e.g., an SC109 meeting to be held at the 2011 Annual

Assembly Meeting



In devloping this standard, the Committee shall take into account at least the

following:



 International Standard IEC 60945 addressing the General Requirements for

electronic navigational aids;

 International Standard IEC 62288 addressing the Presentation of Navigation-

Related Information on Shipborne Navigational Displays;

 IMO SN.1/Circ.289 providing Guidance on the Use of AIS Application-Specific

Messages;

 IMO SN.1/Circ.290 providing Guidance for the Presentation and Display of AIS

Application-Specific Messages Information; and

 RTCM Standard 12101 addressing Automatic Identification Systems (AIS)

Application-Specific Messages (ASM) Recommended for Regional Use.



c) Revise RTCM Standard 10900.5 as follows:



 Refer to RTCM Standard 10901.0 for the protrayal of AIS information

 Specify additional requirements related to the display of charted depth

information based on water level informaton.



Suggested schedule:

Fall 2011 Begin work (following completion of RTCM 10901.0)

Spring 2012 Complete RTCM Standard 10900.6 Committee Draft (CD) and

address the Committee Draft for Vote (CDV)

e.g., an SC109 meeting to be held at the 2012 Annual

Assembly Meeting
