NOTICE INVITING TENDER
Indian Oil Corporation Ltd. invites sealed tender under TWO BID (Part A:Techno Commercial & Part-B : Price Bid) system upto 15.09.2009 till 2:00pm from bonafide experienced & reputed contractors of financial standing meeting the NIT pre-qualifying criteria required for the below given work and tender. The bidder may either download tender document from our web site www.indianoiltenders.com or purchase from our office by the submitting tender fees with request letter within sale period. Tender document cost is exempted for downloaded tender from IOC’s Website/electronic media. The tender shall be obtained by bidders either from the tender issuing authority or downloaded from the website: indianoiltenders.com by the bidders themselves. Tender obtained from any other sources shall not be accepted.

Demand Draft shall be drawn on any Nationalized/Scheduled bank in favour of Indian Oil Corporation Limited, Bongaigaon Refinery, payable at State Bank of India, BRPL Complex Br. (Code No. – 7171). NOTE: Exempted categories for submission of tender cost & EMD: as per MSME Act,2006 ( or Erstwhile NSIC registered Parties),Central/Sate PSUs and JVs of IOC A. PRE-QUALIFICATION The bidder shall must enclose attested copies of the documentary evidence along with offer for meeting following pre-qualification criteria. 1. The annual turnover of the bidder shall be at least Rs 17.50 lakhs, during any of the preceding past 03 (three) financial years. 2. For experience of satisfactory completed similar nature of work as defined below, during any of the last five preceding financial years shall be follows: Three similar completed works each costing not less than the amount equal to Rs 8.75 Lakhs OR Two similar completed works each costing not less than the amount equal to Rs 11.70 Lakhs OR One similar completed work costing not less than the amount equal to ---Rs 14.60 Lakhs

AND “The similar nature of work is defined as “Civil, Mechanical and Electrical jobs” 3. The vender must have valid “Electrical Supervisor’s certificate of competency” of the person who will be deployed for supervising the electrical part of the work against this Tender. B. OTHER SUPPORTING DOCUMENTS: 1 The bidder shall enclose with your offer the attested copies of proof of their experience, financial
standing solvency certificate, audited balance sheet for annual turnover, Partnership Deed/MOA along with Firm Registration Certificate with Power of attorney, PAN card, TIN, PF registration certificate, service tax registration certificate, etc. The bidder, except for Public/Private Limited Companies, shall also submit the latest affidavit for all partners/ proprietors regarding their non involvement in any criminal case in past as well as at present

C TERMS & CONDITIONS:
1. The bidder, who is submitting their offer, shall ensure that they are meeting the pre-qualification criteria given in the NIT and attested copies of all the supporting documents with regard to the same shall be submitted along with their offer. Their offer shall be evaluated with respect to NIT pre-qualification criteria. In case not meeting the pre-qualification criteria, their offer shall be rejected. No correspondent will be done for this regarding. 2. Tender document is not transferable. 3. Offers from bidders not having P.F. registration is liable for rejection. 4. Tender issuing authority reserves the right to refuse issue of tender document to any party without assigning any reason thereof. 5. Credentials of the party having in the name of firm are only valid & not in the name of their partner (s). The credentials of partner (s) working in another Firm shall not be included. 6. Tenders/offers may also to be sent by post/courier to the office of tender issuing authority. However, IOCL accepts no responsibility for any loss / delay/ non-receipt of offers not submitted in person. Offers received late/incomplete are liable for rejection. 7. IOCL reserves the right to accept/ rejects any or all offers. 8. If the last date of receiving/ opening of the tenders coincides with a holiday, than the next working day shall be the receiving/opening date. 9. The tender not sealed properly is liable for rejection. Mere pasting of envelope(s) is not sufficient. 10. Any legal dispute shall be with in the jurisdiction of local court at Bongaigaon. 11. Consultants or their subsidiary company or companies under the management of consultant, are not eligible to quote for the execution of the same job for which they are working as consultant 12. In case of tie between two or more bidders at L1 position, all the L1 bidders should be asked to submit discount over previous quoted rate/total amount in a sealed enveloped. 13. Negotiations will not be conducted with the bidders as a matter of routine. However, Corporation reserves the right to conduct negotiations.
14. The above clauses shall supersede any other clauses given elsewhere in the tender.
