Position Description
Registrar/CEO
GENERAL
The Registrar/CEO is accountable to the Board of Directors and is responsible for providing
leadership and direction to the College in support of its mandate to ensure the interests of the
public are served by Registered Massage Therapists in the province. The Registrar/CEO is
responsible for overall leadership and management of the College within the policies established by
the Council and for the achievement of the College’s strategic and operational goals and objectives.
SPECIFIC RESPONSIBILITIES
1 Board Accountability and Support
Works closely with the Board of Directors in the determination of policy and strategy and supports
the Board in the fulfillment of its governance responsibilities. In doing so, will formulate
alternatives for consideration by the Board to ensure that the College’s goals and objectives are
achieved through the most effective and realistic strategies.
Provides appropriate and timely advice, background information and briefing materials to Board
members in carrying out their range of governance responsibilities. Ensures they are kept abreast
of all relevant information regarding the CMTBC’s activities.
Ensures support is provided to each of the Board’s committees to enable them to function
effectively and efficiently in fulfilling their governance responsibilities.
Supports the President in his/her role as the elected leader of the Board of Directors and the
College.
2 Strategic Plan
In collaboration with the Board of Directors of the CMTBC, formulates and recommends to the
Board a Strategic Plan, oversees its implementation and monitors its progress. This plan will set
out a future vision, identify critical issues to be addressed and establish short-, medium- and long-
term objectives, strategies and budgets.
Prepares a quarterly analysis of progress in achieving the objectives established in the plan and sets
out the rationale for variances and recommends modifications to the plan for the remainder of the
year.
This plan is reviewed quarterly and updated on an annual basis and acts as the framework in which
the Association is operated. The achievement of the key objectives in the plan will be the primary
responsibility of the Registrar/CEO.
3 Annual Tactical Plan and Budget
Formulates and recommends to the Board an annual Tactical Plan for CMTBC that will support the
achievement of the objectives established in the Strategic Plan.
Submits to the Board periodic analysis of progress in achieving objectives, sets out rationale for
variances and recommends modifications to the plan if necessary.
Develops, recommends and, upon approval by the Board of Directors, operates within an annual
budget.
Plans, formulates and recommends for the approval of the Board of Directors basic policies and
programs pertaining to the administrative and financial aspects of the College.
4 Annual Objectives for the Registrar/CEO
In the context of the College’s strategic and operating plans, recommends annual personal
performance objectives for the Registrar/CEO to the Board, and reports on progress against those
objectives quarterly and annually. Conducts a parallel performance management process with
those reporting to the Registrar/CEO.
5 Organization and Management Staff
Develops, for the approval of the Board, an effective organization structure that reflects operational
needs and prescribes the authority and responsibilities of staff as they relate to the accomplishment
of specific objectives and priorities. Ensures an effective performance management system is in
place for all employees.
6 Human Resources Leadership
Provides strong and effective leadership to staff in order to capitalize on the full potential of this
most critical resource. Communicates, motivates, guides and directs all those involved to
contribute fully to the realization of the mission, goals and objectives. Maintains high visibility
through the College and remains focused on effective two way communication with all personnel.
Creates an open and supportive staff environment by clearly defining their respective duties,
establishing performance standards, conducting performance reviews, and ensuring competitive
salary structures.
Ensures that volunteer recruitment, orientation and supervision efforts are carried out in a
professional manner.
Ensures ongoing education for the Board of Directors, volunteers and staff.
7 College Operations
Ensures the strategic and operational goals and objectives are achieved in each of the core
operational elements of the College.
Ensures that all funds, physical assets and other property of the College are appropriately
safeguarded and administered.
8 Fund Development
Identifies and seeks federal, provincial and private grant funding opportunities.
9 External Relations
Acts as the spokesperson for the College, subject to the approval of the Board of Directors.
Promotes the interests of the public and the College.
Establishes and maintains contact with community and business groups that can help to further the
interests of the College.
Represents the College at official functions.
Liaises with various levels of government.
Liaises with other regulatory authorities with a common interest.
10 Marketing and Communications
Ensures strategic marketing and communications programs are in place that communicate the
vision and goals of the College. Exercises editorial control over published materials of the College.
Measures and sets objectives to improve public awareness and perception of the College and the
profession.

Candidate Profile
Registrar/CEO
Education
The ideal Registrar/CEO will have an undergraduate degree together with postgraduate education
in business (MBA), human resources management, law or a health related profession.
Experience
Organizational leadership/management experience that will have parallels to the scale, scope and
complexity of the responsibilities of the Registrar / CEO.
Experience could have been gained in a related regulatory body, association or in a large practice.
Alternatively, this experience may have been gained in a ministry, agency of government or
education institution.
Contextual Knowledge
The various elements of the health care system in British Columbia and Canada.
The nature of the massage therapy practice and its various stakeholders.
The regulatory nature of the College and its mandate to serve the public interest.
Leadership
