Q1: Does the School location have Sewer, Electrical and water services around?



A1: The Halabja Municipality will be responsible for connecting the School utilities to the main utilities from

outside of the School fence.





Q2: Some of the contractors were not received the road De scope amendment



A2: The solicitation and amendments are sent to the following sites for advertisement;

Q3: In the SOW in page 57 of 165, it is mentioning to install various types of cooling system such as HVAC units,

air handlers, chillers, split units systems, which one needs to be install and in which locations?



A3: The list on the page you indicated is only a definition of material or components that are best acquired locally if

they are called for in the SOW.





Q4: - Although it seems to be plain concrete based on drawings, just to ensure; could you please advice about the

material to be covered for Volleyball & Soccer Fields and Courtyard?



A4: For the exterior walking surface on the Courtyard provide shtyger paving tiles or equivalent. For the

Volleyball/Soccer field provide a concrete slab foundation with a 1/4 inch rubber matting surface.





Q5: Can you please clarify the location of the false ceiling inside the building? Because it is not clear in the

drawings & there is difference on occasions between the details in the drawings & the SOW and in this case shall we

follow the SOW as always and ignore the drawings?



A5: False (drop) ceilings shall be provided throughout the interior of the school.





Q6: Who owns the land? Is there any problem that may lead to delay in the execution?



A6: The Municipality of Halabja owns the land and issued to USACE a letter of guaranty that no one owns the land

except the Government represented by Halabja Municipality,.





Q7: One of the contractors received amendment 0001 and 0003 and he was asking for amendment 0002,.

Q8: One of the contractors received a solicitation of 165 pages and received another one which is 154, which one

should be taken in consideration?



A8: Solicitation Amendment 0003 contains the revised SOW (154 pages).





Q9: One of the contractors asked about which one of the two types of the price schedules which is include in the

solicitation needs to be filled.



A9: Both are acceptable. Suggest you fill out both.





Q10: Is the DBA insurance application needs to be submitting with the offer or only the price estimation is require

to be submit?



A10: Only the DBA insurance price estimation is required to be part of the proposal. The company awarded the

contract will be required to obtain the DBA





Q11: What is the formula of figuring out the estimated amount of the DBA insurance?



A11:

DEFENSE BASE ACT INSURANCE RATES -LIMITATION - FIXED•PRICE (OCT 2008)



(a) The U. S. Army Corps of Engineers (USACE) has entered into a contract with CAN Insurance to provide all

Defense Base Act (DBA) insurance to USACE and JCC-I/A contractors and subcontractors at a contracted fixed

rate. The fixed rates for this insurance are as follows:



Service $4.00 per $100 of employee remuneration

Construction $7.50 per $100 of employee remuneration

Aviation $20.00 per $100 of employee remuneration

Security $12.50 per $100 of employee remuneration



(b) Bidders/Offerors should compute the total compensation or total payroll, (salary, plus overseas recruitment

incentive and post differential, but excludes per diem, housing allowance, travel expenses, temporary quarters

allowance, education allowance and other miscellaneous post allowances) to be paid to employees who will be

covered by DBA insurance. Compute the cost of DBA Insurance by utilizing the spaces provided below for the base

period and whatever extension there may be thereafter, if applicable.



(1) Compensation of Covered Employees: __________________________

Q12: What is the meaning of the paragraph “options” in page 10 of 165?



A12: Reference the Federal Acquisition Regulation (FAR) 2.101; “Option” means a unilateral right in a contract by

which, for a specified time, the Government may elect to purchase additional supplies or services called for by the

contract, or may elect to extend the term of the contract.





Q13: Is it necessary to submit the key personal back ground and vender form with the offers?



A13: Yes, in accordance with the SOW, contractors are required to fill out the Key Personnel Background

Information Form (Attachment C)





Q14: What is the meaning of paragraph “personal list” in page 140 of 165 of the solicitation?



A14: To access the Halabja Municipalty site the awarded contractor must:

The Contractor shall submit for approval, at least 15 days prior to the desired date of entry, an alphabetical list of

personnel who require entry into Government property to perform work on the project. As changes occur and

additional information becomes available, the Contractor shall correct and change the information contained in

previous lists. The Contractor shall provide the following information on this list:

a. Name

b. Phone number

c. Date and Place of Birth

d. Citizenship

e. Home address





Q15: Are these questions and answers will be post on Baghdad business center or it will be send to the contractors

via emails?



A15: Yes, by solicitation Amendment





Q16: The SOW, Para 2.9 states: INSTALL SPLIT UNIT SYSTEMS. Use Split unit system while Para 4.6.2 states

Minimum Required Mechanical Systems Design Information: Schedule of air handling systems, including heating

and cooling coils, fans, air filters, dampers, intake louvers, humidifiers and controls. While the drawings shows that

there is an air cooler system with ducts…at Joint # 500 & # 600.

Please can you specify Which type should be use or implemented? Or the requirements is apply all types, and if so

please clarify the location of each system



A16: Use Split unit system.





Q17: Section 2.7 COMPLETE ELECTRICAL WORK: i. Generators, transformer(s) and distribution boxes shall

be grounded in accordance with International Electrical Code standards. Grounding rods shall be a minimum of 16

mm in diameter and 3 meters in length. Is there a Generator to be supplied and installed?

Please Clarify. And If yes is there a requirement to construct a sunshades, concrete Pad, containment, Fuel

tank….etc?



A17: The Government is not supplying the generator. The generator/transformer shall be installed in accordance

with the IEC on a concrete pad with containment, fuel tank and a sunshade. The contractor shall size the generator

according to their load calculation requirements.

As stated in the SOW at 2.7: The Contractor shall procure and install the power generation and electrical distribution

materials and equipment required for this project. The Contractor shall submit a catalogue description of each

proposed item and must gain approval from the Contracting Officer Representative prior to purchasing any item.

The Contractor shall adhere to the following minimum guidelines for the electrical work: --see the SOW para 2.7.





Q18: The SOW requires masonry Reinforced CMU 20cm walls, while the drawings shows the requirements are

brick walls 36cm.



Please clarify and advise which method is acceptable or it is up to the contractor to choose the construction method.



A18: Go with 20x20x40cm reinforced (rebar) hollow block. The reinforcement (rebar) will be sized and installed in

accordance with the International Building Code seismic requirements.





Q19: The SOW, Para 4.5 WATER SUPPLY AND WASTEWATER DISPOSAL DESIGN: h. Wastewater system

shall be designed to flow by gravity to a into the city of Halabja wastewater system.



There is no City waste water system nearby the site And the same for the Domestic water system.



A19: The Halabja Municipality is currently installing a sewer system nearby, that the school can be connected into.

Also a Halabja water project will bring water to the village nearby which the school can connect into.





Q20: SOW, Para 2.6 INSTALL FINISHES: a. Flooring. Provide vinyl composition tile (VCT) or sheet vinyl (SV)

for general use and ceramic tile (CT) for wet areas.



Can the Vinyl tiles replaced by Mosaic tiles?



A20: Mosaic tiles inside the school. For exterior walking surface, shtyger paving tiles or equivalent.





Q21: SOW, Para 2.6.1 Install Doors and Windows: Interior doors shall be pre hung (unless noted otherwise) and

shall be painted with two layers of paint (with insulated paint additive) or come pre-painted from the factory. Frames

shall be constructed of galvanized steel. Doors shall include locksets and all necessary hardware.



The drawings AR-46 shows the details of the doors and frame are manufactured from wood please clarify?



A21: Wooden doors and frames for inside of the school and 2 layers of paint or varnish. All exterior doors/frames

and window frames shall be metal with one layer of anti-rust prime coat and then 2 layers of exterior paint.





Q22: SOW, Para 4.5 WATER SUPPLY AND WASTEWATER DISPOSAL DESIGN: d. Well depth shall facilitate

the daily supply of potable hot and cold water for the population utilizing the facility without disruption in service.



Who is responsible for getting the required agreements from the region government for digging the well



A22: A well is not required, since our water project will provide water to the village near the school. Tie-into

village water network.
