NOTICE TO BIDDERS Contract Award Restriction
The University of Texas M. D. Anderson Cancer Center, as a State of Texas agency, cannot issue a contract or order to any vendor included in the following categories: I. Any person or entity who is on "warrant hold" by the State of Texas Comptrollers Office for a) any debt or taxes owed to the State, b) has been compensated to participate in the preparation of specifications upon which this solicitation is based, or c) individual or business entity not incorporated or having a principle domicile in Texas unless they 1) hold a permit issued by the comptroller to collect or remit all state, local and use taxes as a result of the individual or entities business transactions, or 2) certifies it does not sell property or services subject to the above taxes. In the event vendor is on warranty hold, no award may be made except by vendor's written agreement that all monies payable will be paid to the State Comptroller for reduction of the debt. Individuals, entities, and contractors identified as debarred or suspended on the List of Parties excluded from Procurement and Nonprocurement Programs maintained by the U.S. General Services Administration (GSA), are not eligible to receive an award exceeding $100,000.

Individuals or entities that are excluded from participation in Medicare, Medicaid, or other Federal health care programs by the Office of the Inspector General (OIG) are not eligible for an award from The University of Texas M. D. Anderson Cancer Center. IV. Any individual or entity not providing a HUB Report/Plan per attached Rider 104 with this solicitation response that exceeds $100,000. Note: In the event any order issued for less than $100,000 reaches such limits by additions to the project may require that a HUB plan be provided for the remainder of the project before payments will be made. NOTE: The University of Texas M. D. Anderson Cancer Center will verify each award status on all these criteria. Should such restrictions occur after an award, the contract will be null and void.
