                                  Grain Drying Facility
                                         For the
                             City of Raleigh, North Carolina


RECEIPT OF PROPOSALS

Sealed proposals for the furnishing of labor, tools, equipment and materials are invited
and will be received by the City of Raleigh at One Exchange Plaza, Suite 620, Raleigh,
North Carolina, on or before, but no later than 2:00 PM, local time, on Thursday, the 1st
day of October, 2009. Immediately thereafter all bids received will be publicly opened
and read aloud.

Proposals must be made on the blank forms provided in the Contract Documents, and
be enclosed in a sealed envelope and addressed to Mr. H. Dale Crisp, P.E., Public
Utilities Director, City of Raleigh, One Exchange Plaza, Suite 620, Raleigh, North
Carolina 27601. The name and address and license number of the bidder must be
plainly marked on the outside of the envelope.

ALL BIDDERS MUST FOLLOW THE GUIDELINES FOR RECRUITMENT AND
SELECTION OF MINORITY BUSINESS FOR PARTICIPATION IN STATE
CONSTRUCTION CONTRACTS AS REVISED NOVEMBER 1, 2002.

PREBID CONFERENCE

A pre-bid meeting will be held at the City of Raleigh Neuse River Wastewater Treatment
Plant located at 8500 Battle Bridge Road, Raleigh, NC 27610 on Tuesday, September
15, 2009 at 2:00 p.m., local time.

PROJECT DESCRIPTION

The City of Raleigh is renovating their existing Grain Treatment Facility. This project
will include but is not limited to the following:

   1.   expansion of existing concrete pads;
   2.   relocation of two existing silos;
   3.   replacement of existing dryer unit;
   4.   replacement of existing control system with centralized system and control booth;
   5.   replacement of existing silo floors, sweeps, load-out augers and fans;
   6.   renovation of existing receiving pit and installation of a new drag conveyor and
        auger system;
   7. replacement of existing green bin with a larger one;
   8. replacement of existing delivery system with a pneumatic grain transfer system;
   9. relocation of existing propane tanks; and,
   10. demolition and replacement of existing oil containment area.

The Contract document for the above work is on file and available for inspection during
regular business hours between 8:00AM and 5:00PM, Monday through Friday at the

Copies of the Contract Documents required for review or bidding purposes may be
obtained during regular business hours between 8:00AM and 5:00PM Monday through
Friday at the office of Municipal Engineering Services Company, PA, located in the
Corporate Center, 1140 Benson Highway, Suite 220, Garner, NC 27529, 919-772-5393,
upon receipt of $150 for each document. Each application must be accompanied by a
check made payable to Municipal Engineering Services Company, PA. The plan cost is
non-refundable.

BID SECURITY

Each Proposal must be accompanied by a certified or cashier’s check payable to the
order of City of Raleigh, or a satisfactory bid bond executed by the Bidder and a
corporate surety licensed under the laws of the State of North Carolina to execute such
bonds in an amount not less than 5% of the bid as guarantee that the bidder will within
fifteen (15) days after the date of the Bidder’s receipt of the Notice of Award of a
contract, execute an agreement and file same as required by the Contract Document if
his Proposal is accepted.

If a Bidder fails to execute and file an agreement, the amount of his security shall be
forfeited as liquidated damages.
BONDS

Contract Performance Bond and Payment Bond for 100% of the project amount is
required for this work.


AWARD OF CONTRACT

The Owner will award a contract to the lowest responsive Bidder for the Division of the
Project in accordance with the General Statutes of North Carolina, Article 8, Chapter
143-129. The Owner further reserves the right to reject the Proposal of any Bidder
submitting a proposal which is not responsive to the bid document or the proposal of any
Bidder which is found not responsible to carry out the scope and intent of the bid
document.

The Owner reserves the right to reject any Proposal for failure to comply with all
requirements of this notice or of the Contract Document; however, he may waive any
minor defects or informalities at his discretion. The Owner further reserves the right to
reject any and all Proposals or to award the Contract that is in his best interest.
