2007/2008 Mississippi Home Corporation Housing Tax Credit Program BUILDING DESIGN QUALITY STANDARDS CERTIFICATION ONE HUNDRED PERCENT (100%) SPECIAL NEEDS DEVELOPMENTS Standard Met 1. Structure is one-story. (If no elevators are present) Standard Not Met EXTERIOR STANDARDS Standard Met 1. Exterior lighting at entry doors. 2. Address numbers are clearly visible. 3. Two (2) parking spaces per living unit for family units, one space per unit for elderly units. 4. Flashing is above all exterior door and window units. 5. A landscaping plan is submitted indicating areas to be sodded and landscaped. 6. Sidewalk access to all parking spaces provided. 7. A development sign including the fair housing logo is visible. 8. There is a minimum of one (1) enclosed trash dumpster or compactor. This standard does not apply to Single Family Lease Puchase developments where local trash pickup is available. Standard Not Met INTERIOR BUILDING AND SPACE STANDARDS Standard Met 1. Insulation Requirements: a. Exterior wall insulation has an overall R-19 minimum for the entire wall assembly. b. Roof or attic insulation has an R-30 (Central and Mississippi) or R-38 (Northern Mississippi) c. All building vertical exterior walls must have appropriate vapor barrier installed(e.g. tyvek) d. Attic access hatch to be insulted with ridgid insulation of an overall R-19 value (minimum) f. Roof pitch of at minimum of 5:12 g. Roof overhang at minimum of 18” Standard Not Met 62a NTERIOR BUILDING AND SPACE STANDARDS, cont. Standard Met 2. Kitchen Spaces a. 7-inch deep double bowl stainless steel sinks are installed in each unit. b. Each unit is equipped with a dry chemical fire extinguisher, which is readily visible in each kitchen. c. New cabinets have dual sidetrack drawers constructed with at a minimum laminated particle board fronts for doors or drawer fronts. d. A pantry is constructed in each unit. e. Fluorescent lighting is installed. 3. Hallways have a minimum width of 36 inches. 4. Window a. All windows are required to be double pane insulated b. Windows are required to have an R-25 value c. All windows must be sealed on three sides to vapor barrier ( top and both sides) 5. Door a. All exterior doors must be of an insulted nature b. Sliding glass doors are prohibited c. All exterior doors must be wet sealed to vapor barrier 6. There are a minimum of two (2) hard-wired with battery back-up smoke detectors per unit. 7. Plumbing and mechanical equipment: a. Water heaters are placed in drain pans with drain piping plumbed to the outside. b. All water piping located on exterior walls and in the attic space should be insulted. Water and sanitary waste lines should be located in interior walls or stubbed up through the floor. c. Through-wall HVAC units are not permitted expect in efficiency units or offices. However, single package heat pump forced air units are acceptable in all units. d. Conventional apartment style HVAC units and water heaters are not permitted attic spaces. Units must be placed in mechanical closets. Single family dwelling HVAC units may be located in attic spaces. e. HVAC refrigeration lines shall be insulated. Standard Not Met 62b NTERIOR BUILDING AND SPACE STANDARDS, cont. Standard Met f.. HVAC to Meet Energy Star Guidelines (currently 13 Seer) g. All developments must install central air and heating units. h. Gas water heaters must have an energy factor of .62 or higher. i. Electric water heaters must have an energy factor of .92 or higher. Standard Not Met DRAWING SUBMISSION CRITERIA SITE PLAN Standard Met 1. Scale: 1 inch = 40 feet or larger for typical units. 2. North arrow. 3. Locations of existing buildings, utilities, roadways, and parking areas, if applicable, are shown. 4. Existing site/zoning restrictions including setbacks, rights of ways, boundary lines, wetlands and flood plain With zone clearly identified, if applicable. 5. All proposed changes and proposed buildings, parking, utilities and landscaping are illustrated. 6. Statement from a licensed architect or engineer stating That the proposed land is topographically suitable. 7. Finished floor height elevations and all new paving Dimensions and elevations are illustrated. 8. All specialty apartment units, including but not limited to, designated handicapped accessible and sensory impaired Apartment units are identified. 9. Existing and proposed topography site (To be submitted At reservation stage). 10. Site accessibility design requirements. Standard Not Met 62c FLOOR PLANS Standard Met 1. Scale: 1/4 inch = 1 foot or larger for typical units. 2. For developments requiring renovation and/or demolition of existing structures, proposed changes to building components and design are shown, identifying removal And new construction methods. 3. Room/space layout are illustrated, identifying each Room/space with name and finished space size. 4. Total gross square foot size and the net square foot size for each typical unit is indicated (This information may Be attached to the floor plans). 5. For developments involving removal of asbestos and/or lead paint, location and procedures for removal and contractors are identified. Standard Not Met ELEVATIONS AND SECTIONS FOR NEW CONSTRUCTION Standard Met 1. Scale: 1/8 inch = 1 foot or larger. 2. All materials to be used on building exteriors and foundations are identified. Standard Not Met Any deviations from these standards should have the prior written consent or approval of the Mississippi Home Corporation (MHC). All developments must be designed in accordance with the applicable requirements of the Americans with Disabilities Act, section 504 Requirements, Fair Housing and any local building codes.
