PROGRAM-TO-PROGRAM ARTICULATION AGREEMENT
BETWEEN
EAST STROUDSBURG UNIVERSITY OF PENNSYLVANIA
AND
LUZERNE COUNTY COMMUNITY COLLEGE
East Stroudsburg University of Pennsylvania (ESU) and Luzerne County Community College (LCCC)
enter into this agreement in order to facilitate the transfer of students from LCCC to ESU, and to support
their academic success in baccalaureate degree programs. This specific agreement will be applicable for
students who have completed an Associate Science degree in Health, Physical Education and Movement
Sciences and who wish to transfer into the Department of Movement Studies and Exercise Science at
ESU. This agreement will not be applicable for students entering ESU with limited credits; student
transferring without the Associate Degree will have their transcripts evaluated by the department
chairperson to determine the transferability of individual courses.
Under terms of this agreement, students completing their AS in Health, Physical Education and
Movement Sciences will be admitted to the Bachelor of Science with a Physical Education major and
Bachelor of Science with a Health Education major programs at East Stroudsburg University on the
condition that they:
Graduate from LCCC with a minimum QPA of 2.80; pursuant to Pennsylvania Code, Ch.
354(#006-264)
Submit Passing Scores on the PRAXIS I Test
Enroll at East Stroudsburg University within one year of graduation from LCCC
Do not attend another institution of higher education between the time they graduate from
LCCC and enroll at ESU.
Complete an “Intent to Enroll at E.S.U.” form by the completion of 30 LCCC credits.
Satisfy all other regular East Stroudsburg University admission requirements.
As this agreement focuses solely on the above A.S. transfer into the major program of Physical Education
and Health Education, the concentration is on a seamless transfer considering the educational programs,
teaching standards, and teacher preparation strategies of the institution which will grant the Bachelor
degree (ESU), rather than on individual course by course articulation. In addition, the General Education
courses which are part of this agreement fall under the auspices of the Pennsylvania State System of
Higher Education Academic Passport.
To facilitate transfer of LCCC graduates to ESU in accordance with the above stipulations, the parties
involved agree to the following:

Obligations of East Stroudsburg University
Upon receiving an Associate Science degree in Health, Physical Education and Movement Sciences,
Luzerne students will be transferring a minimum of 58 credit hours into this University. At this point,
he/she will be able to major in Physical Education and Health Education and receive credit for the

Obligations of Luzerne County Community College:
To publicize this Agreement to prospective students in LCCC admissions literature and as part of regular
student recruitment, and to inform qualified students matriculating at LCCC of the opportunity for
admission to East Stroudsburg University under the terms of this Agreement.
To advise LCCC students regarding which courses will transfer under the Academic Passport for the
Sciences and Humanities electives.
Joint Obligations:
Each institution will designate a representative who will coordinate the Transfer Articulation Agreement
between the two institutions.
Both East Stroudsburg University and Luzerne County Community College will review this Agreement
annually and make any changes upon mutual agreement. Each will keep the other informed of any other
changes of policy or curricula that affect students transferring under the terms of this Agreement.
Either party may terminate this Agreement by submitting written notification to the other party. Both
parties agree, however, that any termination of this Agreement will not affect students already accepted to
East Stroudsburg University, but not yet enrolled at ESU, under the terms of this Agreement.

This present Agreement will have an effective date for students completing an Associate of Science
degree in Health, Physical Education and Movement Sciences at LCCC as of May 2004, and or entering
ESU beginning August 2004.
This Agreement is governed by laws of the Commonwealth of Pennsylvania. The willingness of both
institutions to enter into this agreement is indicated by the following signatures:
