(TIA subcommittee 41.11) has taken on the responsibility of issuing a similar document called
the Part 68 Application Guide. The industry document contains the most recent information

requirements. The Telecommunications Industry Association and the American Council of

INFORMATION FOR PART 68 REGISTRATION APPLICANTS
1- INCLUDE ALL ADDRESS INFORMATION WHEN CONTACTING NSD
We need your E-mail, FAX, phone number and postal mailing address
2- HELP US TO IDENTIFY YOUR APPLICATION EARLIER
Please use the "call sign" field (field 19a) of Form 159 to enter identifying information, such as
model number or prior registration number. This will enable us to identify specific applications
soon as they are logged in by Mellon Bank.
3- PROBLEMS THAT DELAY APPLICATION PROCESSING
- Application sent directly to FCC must go to Mellon Bank before processing.
- Surge B test must be reported on Form 730.
- Re-registration applications must include original registration number.
- Re-registration of an original not yet granted must identify the original.
- E-mail: Include FAX & Phone & include Postal address for Registration form.
4- CREDIT CARD PAYMENT CAUSES DELAY IN PROCESSING
Use of the credit card payment method will cause a delay of two business days.
5- EXTENTION OF DATE FOR TESTING IS NO LONGER IN EFFECT
DA 99 - 818 provided clarification of requirements and extended the compliance date under rules
Part 68, as amended by the Harmonization Order, to December 19, 1999. Re-testing or
re-registration is not required when equipment is modified 2000. solely to comply with Section
68.2(j)(3).
6- VOLUME CONTROL REQUIREMENT
All telephones manufactured or imported on or after 1/1/2000 must provide volume control
(Section 68.6). Applications for previously registered equipment that has been modified to
provide volume control should be resubmitted for modification of registration. Telephone
headsets are exempt from the volume control requirement.

ISSUES IN THE PART 68 REGISTRATION PROCESS
1- PROCESSING DELAYS ANTICIPATED
Diminishing resources, problems with the new registration data base, redirection of some resources
to support the privatization of the registration process (TCB program), and redirection of some
resources to respond to petitions for waiver are adversely affecting the Commission's ability to
support processing of Part 68 applications. Consequently, substantial delays in processing should
be anticipated in coming months.
2- STATUS INFORMATION
Please check the FCC Web Site for Reports of Applications Received and Public Notices of
Registrations Granted. Please allow two weeks from the date an application is received by the
FCC Network Services Division before inquiring about status by contacting the staff member listed
for your application. (Contact by e-mail is preferred).
