1. Safety
Specific training for T&C site safety continues, and access passes issued to staff that successfully complete the
training.
CLCO’s Health and Safety Manager continues to monitor construction activities and has observed continued
improvement in site safety.
The EPC Contractor has reported an accident frequency rate of 2.09 to date; well below the industry average of
4.0-6.0 for similar types of work.
Focus continues on the safety of new and inexperienced workers, adhering to the T&C Safety Plan, and
coordination of multiple work activities in the same location (e.g., station finishes).

2. Legal and Financial
This section discusses legal activities, Project costs, and funding.
2.1 Legal Activities
The action commenced by Susan Heyes Inc., dba Hazel and Co. went to trial in March 2009. Mr. Justice Pitfield
issued his judgment in the matter on May 27, 2009, dismissing all claims of misrepresentation and negligence. He
also dismissed claims of nuisance as against the City of Vancouver, Canada, and British Columbia. The judge
found, however, that InTransitBC, CLCO, and TransLink were liable in nuisance for the harm suffered by the plaintiff
as a result of the disruption caused by cut-and-cover construction on Cambie Street between 2005 and 2008, which
he calculated at $600,000. CLCO, on behalf of CLCO, InTransitBC, and TransLink, filed a notice of appeal in June
2009.
An action commenced in November 2008 under the Class Action Proceedings Act involving merchants on Cambie
Street has yet to go to trial.
2.1 Public Sector Contributions to the Canada Line Project
CLCO receives funding for the Project from five Agencies. Table 2.1 summarizes construction phase funding
received to June 30, 2009 against budget.

The Government of Canada contributes to the Project monthly based on a percentage of each monthly Milestone
Payment. Funding from other Agencies is based on annual contributions, some of which are based on actual costs
or completion of certain milestones. The difference between the amount budgeted and received from TransLink
($20.1m), as indicated in Table 2.1, is the funding received on specific options or changes negotiated by TransLink;
these include double track, Richmond-Brighouse Bus Mall, and Broadway-City Hall Station refinements. The
contribution from the City of Richmond relates to the funding of the Richmond Bus Mall. Figure 2.1 on the following
page demonstrates actual versus budgeted Agency Contributions for the Construction Phase.

2.2 Construction Phase Costs
CLCO makes monthly payments to InTransitBC for Concessionaire Costs and completion of construction milestones
as certified by the IE. CLCO is also responsible for the acquisition of the properties/rights-of-way related to the
Project and for funding its own management and related costs. Table 2.2 below summarizes the CLCO Construction
Phase Costs to date.

As of June 30, 2009, InTransitBC had applied for Milestone Payments totaling $1,158.7m. Milestone Payment
applications were $1.4m lower than budgeted; Milestone Payment applications at the end of the first quarter of 2009
were $5.3m lower than budget. The variance is due to the timing differences in the Concessionaire’s contribution.
At the end of the second quarter of 2009 the net property acquisition cost for the Project was $1.3m lower than
budget due to the sale of property ahead of schedule; this was somewhat offset by the higher cost of acquisitions.
CLCO anticipates the net cost of property to be within the overall budget.
CLCO Costs to date are $0.1m lower than budget reflecting timing differences.

2.3 Forecast
The committed Agency contributions to CLCO during the construction phase are sufficient to fund the total Milestone
Payments, Property Acquisition Costs, Management Costs, and the reserve to cover any unexpected CLCO costs.
CLCO, based on its current assessment of the Project and taking into account the opinion of the IE, believes the
Project will be completed within budget.

3. Schedule
At the end of the second quarter of 2009 the Project was 47 months into the 52-month schedule and is ahead of
schedule with completion expected by Labour Day 2009.

3.1 Concessionaire’s Schedule
The Approved Project Schedule is the version dated April 27, 2006. CLCO and the IE are of the opinion that the
Project remains on schedule.
The EPC Contractor reports that the Primary Critical Path runs through installation and commissioning of
elevators and escalators at various stations, station finishes, road restoration, and finalizing the operating permit
with BCSA.
Construction activities will continue in the next quarter as follows:
1. Granville Street Restoration – The City of Vancouver is undertaking a “Granville Street Redesign” along the
length of Granville Street from Cordova Street to the north end of the Granville Bridge. This work includes a
complete reconstruction of the street and sidewalks. This construction is adjacent to the Canada Line at two
stations: the south entrance of Waterfront Station at Hastings Street, and Vancouver City Centre.
2. Waterfront Station – Station finishes. The station is substantially complete for fit and finishes;

3. Vancouver City Centre Station – Restoration of the Pacific Centre Plaza, station finishes. The station is
substantially complete for fit and finishes;
4. Yaletown-Roundhouse Station – High speed testing of escalator and elevator, station finishes, completion of
remaining streetworks (lighting, signage, etc.) by the City of Vancouver. The station is substantially
complete for fit and finishes;
5. Olympic Village Station – Installation of elevators and escalators, site restoration and landscaping. The
station is anticipated to be substantially complete for fit and finishes in July 2009;
6. Broadway-City Hall Station – Site restoration and landscaping. The station is substantially complete for fit
and finishes;
7. King Edward Station –The station is substantially complete for fit and finishes;
8. Oakridge-41st Avenue Station – Elevator installation, station finishes, site restoration and landscaping. The
station is substantially complete for fit and finishes;
9. Langara-49th Avenue Station – Elevator installation. The station is substantially complete for fit and finishes;
10. Marine Drive Station – Electrical and mechanical systems installation, commissioning of station elevator and
escalator, station finishes. The station is anticipated to be substantially complete for fit and finishes in July
2009;
11. Bridgeport Station – Commissioning of elevators and escalators, station finishes. The station is

12. Aberdeen Station – Signage installation. The station is substantially complete for fit and finishes;

17. YVR-Airport Station – Mechanical and systems installation, escalator commissioning, station finishes. The
station is anticipated to be substantially complete for fit and finishes in July 2009;

4. Concession Agreement
4.1 General
Work progressed during the second quarter 2009 on finalizing all outstanding Change issues with InTransitBC.
CLCO continues to audit utility cost information provided by the EPC Contractor and generate a monthly summary of
utility costs that are agreed, those requiring clarification, and those in dispute. This quarter CLCO met with the EPC
Contractor to review the outstanding issues and reduce the number of disputed items; as some issues remain
outstanding further meetings will be held to resolve these issues.
Costs incurred for the removal of hazardous and contaminated materials are now finalized with the agreement of
CLCO and InTransitBC; there are third-party costs to be recovered associated with Oakridge-41st Avenue Station.
Costs for variations in No. 3 Road roadworks required to meet schedule, limited to deficiency repair and minor works,
have been finalized and resolved.
4.2 Concessionaire Payment Applications
The payment application procedure continues in accordance with the Concession Agreement, and payments are
being made on schedule.
Figure 4.1 below demonstrates the status of the projected versus actual monthly payments to InTransitBC; these
payments consist of the funding available through CLCO (see section 2.2) and the private sector contributions.

4.4 Compensation and Relief Events

5. Design and Construction
5.1 Summary
Design and construction continues to proceed generally ahead of the Approved Project Schedule (see section 3.0 –
Schedule). The status of the major work elements follows.
Bored Tunnel: Complete.
Cut-and-Cover Tunnel: Complete.
Stations: Station construction is progressing with all stations achieving or nearing substantial completion.

Utility work for the Project is substantially complete. Going forward relocations will be completed as required.
Traffic Management
Vancouver – Downtown
Yaletown-Roundhouse Station: The closure of Davie Street between Pacific Boulevard and Mainland Street, and
the traffic diversions for Yaletown-Roundhouse Station construction activities continue to be monitored. Davie
Street is scheduled to be reopened to vehicle traffic in mid July 2009.
Vancouver City Centre Station: The restoration of Granville Street between Georgia and Robson Streets was
handed over from CLCO to the City of Vancouver in March 2009. Pedestrian sidewalk access along the east
and west sides of Granville Street between Robson and Georgia Streets, is being maintained and managed by
the City of Vancouver as part of its Granville Street Redesign.
Waterfront Station: The closure of Granville Street to vehicular traffic from Pender to Cordova Streets for
Waterfront Station construction continues, with pedestrian access to businesses maintained on both sides of the
400-block of Granville Street. One lane in each direction continues to be provided along the restored road on
the north side of Hastings Street. The section of Granville Street between Hastings and Pender Streets was
handed over to the City of Vancouver in June 2009 for restoration as part of the City’s Granville Street Redesign.
The City continued its Granville Street Redesign work between Hastings and Cordova Streets.
Vancouver - Cambie
The traffic diversion resulting from the closure of the southbound off-ramps for the Cambie Street Bridge
continues to be monitored. Utility work along Cambie Street between 2nd and 10th Avenues commenced in
late January 2009 reducing traffic capacity to one lane in each direction along the east side of Cambie Street.
Cambie Street was returned to two lanes in each direction in April 2009.

The traffic diversion along 2nd Avenue was shifted to the north side with three lanes of traffic, two lanes
eastbound and one lane westbound, at the beginning of April 2009, to allow for utility work and street restoration
along the south side of 2nd Avenue. The southbound Cambie Bridge off-ramp to westbound 2nd Avenue is
scheduled to reopen in mid July 2009, and 2nd Avenue is scheduled to be restored together with the southbound
Cambie Bridge off-ramp to eastbound 2nd Avenue at the end of July 2009.
Richmond
The TMP for construction along No. 3 Road between Cambie Road and Cook Road continues to be monitored.
Generally, four lanes of traffic are being maintained along No. 3 Road (two in each direction), except for periodic
lane closures at station construction sites. Restoration and street improvement work continues.
The City of Richmond’s street restoration and beautification work for No. 3 Road between Cambie Road and
Westminster Highway continues. This includes elements of the City’s No. 3 Road Vision with raised bike lanes,
pedestrian enhancements, street furniture, centre median lighting, and landscaping. This phase of work is
scheduled to be complete by August 2009.
5.3 Construction
Alignment
With some minor exceptions, construction is proceeding on or ahead of schedule. Key construction activities this
quarter include the following:
Waterfront Station to 2nd Avenue:
The City of Vancouver continues its Granville Street Redesign work.
2nd Avenue to North Arm Bridge:
The north Cambie Bridge off-ramp was completed and both ramps are scheduled to be opened in July 2009.
Cambie Street utilities and road restoration is substantially complete. As noted earlier, the City of Vancouver is
completing sidewalk construction and final paving.
North Arm Bridge to Richmond Centre:
Guideway is complete and reconstruction of No. 3 Road by the City of Richmond is proceeding.
Airport Connector:
Guideway is complete.
Middle Arm Bridge:
The Middle Arm Bridge is complete.
North Arm Bridge:
The North Arm Bridge is complete.

Operations and Maintenance Centre (OMC)
Correction of minor deficiencies is complete.
Electrical and Mechanical (E&M) Systems
- Power Supply and Distribution (PS&D) - Fully operational.
- Automatic Train Control (ATC) – Fully operational.
- Communications Systems – Fully operational.
- Guideway Intrusion – Fully operational.
- Systems Installation –System Installation is complete.
- Tunnel Ventilation – Fully operational.
- Control Room – Fully operational.
Vehicles
- All 20 vehicles are fully operational.
Testing and Commissioning (T&C)
- T&C is substantially complete.
- System Integration Tests (SITs) complete.
- Trial Running is proceeding.
Operations and Maintenance (O&M)
Recruitment of operations, maintenance, and administrative staff exceeds 210; more than required for Service
Commencement as outlined in the Mobilization Plan by ProTrans BC (the Canada Line operator). Support for
T&C activities is being maintained with about one-half of ProTrans BC staff members assigned to assist the EPC
Contractor with these activities.
Work continues on finalizing the O&M training program, standard and emergency operating procedures,
the Safety Management System, and the Security Risk Assessment.
Employee training and readiness activities related to revenue operations continue to be a prime focus in the lead
up to the Line opening. A number of major milestones related to these areas have been achieved.
Consultation with various emergency services agencies, participation in hazard and safety analyses, and
consultation with the BC Safety Authority (BCSA) continues.
Stations
Station Showcase(s) which comprise the final step of the Design Advisory Process are nearing completion. Open
houses at Lansdowne and Oakridge-41st Avenue Stations were held. The final Open House at Vancouver City Centre
Station is scheduled for July 25, 2009.
Stations are forecast to complete on or slightly behind the Approved Project Schedule. In all cases where
construction of the station is later than the Approved Project Schedule, float is available and the delay will not impact
the Approved Baseline Schedule for system operation.
The status of construction on each station at the end of the second quarter 2009 follows.

- High speed testing and inspection of the elevators and escalators is complete apart from the headhouse
elevator, which is expected to be complete in early July 2009.
- Works to the street at grade by the City and in the plaza by CLCO are ongoing.
- The station is substantially complete of fit and finishes. Minor deficiencies are being rectified.
Yaletown-Roundhouse Station
- All street works including sidewalks and final paving are complete. Remaining works underway by the City,
e.g. signage, lighting etc., are to be complete in July 2009.
- Design and installation of additional smoke baffles has commenced and will be completed in July 2009.
- Installation of the fire damaged third escalator is pending receipt of materials. BCSA inspections and high
speed testing of elevators and escalators will be completed in July 2009.
- Installation of signage is in progress and is expected to be complete in July 2009.
- The station is substantially complete of fit and finishes. Minor deficiencies are being rectified.
Olympic Village Station
a) North
- Mechanical and electrical works are substantially complete.
- Mezzanine and platform drywalling are complete.
- Metal ceiling installation is complete.
- Installation of elevators and escalators continues.
- Installation of headhouse roofing and glazing is complete.
- Installation of signage is complete.
- North ramp construction is complete.
- Site restoration and landscaping work is in progress.
- Substantial completion of fit and finishes is scheduled for July 2009, three months later than the Approved
Project Schedule.
b) South (TPS)
- Restoration of the park site south of 2nd Avenue and Cambie Bridge is complete. Landscape remains to be
done.
Broadway-City Hall Station
- Installation of signage is complete.
- Site restoration and landscaping work is in progress.
- The station is substantially complete of fit and finishes. Minor deficiencies are being rectified.

King Edward Station

Bridgeport Station
- Commissioning of escalators and elevators continues.

Aberdeen Station
- Installation of signage is in progress and is expected to be complete in July 2009.

Lansdowne Station
- The station is substantially complete of fit and finishes. Minor deficiencies are being rectified.
Richmond-Brighouse Station
- Commissioning of the escalators and elevators is continuing.

Templeton Station
- Station is substantially complete of fit and finishes with the exception of Installation of some new emergency
escape gates and signage which is expected to be completed in July. Minor deficiencies are being rectified.

Sea Island Centre Station
- On the north pedestrian entrance, mechanical and electrical installation and roofing and glazing are
complete and metal panel installation continues. Elevator and escalator installation continues.
- Construction of the south entrance ramp is complete with the exception of guardrail installation which is
expected to complete in July 2009 along with installation of signage.
- Substantial completion of fit and finishes is scheduled for July 2009.
YVR-Airport Station
- Mechanical and electrical and installation continues.
- Glazing and finishes work continues.
- Escalator commissioning continues.
- Construction of the RCMP office on the platform continues.
- Substantial completion of fit and finishes is scheduled for July 2009.
OMC
- Modifications to the wheel lathe equipment are scheduled for completion in July 2009.
- Commissioning of the vehicle wash plant equipment is expected to complete in July.
- Tunnel wash equipment modifications, including testing, are complete.

6. Property
Acquiring property for the right-of-way for the Project is a CLCO responsibility. Property interests include full lots,
rights-of-way over partial lots, underground rights-of-way for the tunnel, and aerial easements for the elevated
guideway.

7.3 Community Liaison
Events
April 9, 2009 – The first Station Open House was held at Lansdowne Station giving members of the public a chance
to view the station and the trains prior to the Line opening. More than 1,000 people attended the Open House.
April 25, 2009 – “Cambie All Access” celebrated the near completion of Canada Line construction on Cambie Street.
The event was a great success; thousands of people came to Cambie Street to see a performance by the band 54.40
and to take part in the street party and festivities. Numerous business sponsors from the immediate area participated
on the day with donations, in-kind support, and event staff.
June 27, 2009 – “Design for Diversity” celebrated the near completion of Canada Line construction in the Oakridge
area. Mosaics will be designed and installed in the sidewalks adjacent to the station on the four corners of the
intersection at Cambie and 41st Avenue. These will be unveiled on Opening Day. Many of the merchants in the
immediate area took part in the event which was combined with a public Open House at Oakridge-41st Avenue
Station. Approximately 4,000 people attended.

Presentations and Tours
May1, 2009 – Jane Bird, CLCO CEO, moderated a panel discussion at the Institute of Transportation Engineers (ITE)
Quad Conference in Vancouver. The annual meeting brings together ITE members from Greater Vancouver,
Vancouver Island and the States of Washington and Oregon. This year’s theme was “Our Transportation Legacy.”
May 27, 2009– Ms. Bird presented an overview of the Canada Line project to the Annual General meeting of Easy
Park. The same day, Ms. Bird met with a task force delegation from the United States’ General Accounting Office
(GAO). The GAO task force has undertaken a review of best practices in innovative transit financing and
procurement practices.
May 28, 2009 – The second public station open house took place at Templeton Station on Sea Island. This open
house was primarily hosted for residents and workers of Sea Island.
June 6, 2009 – Ms. Bird and Mr. Larry Berg, Vancouver Airport Authority CEO, hosted the Federal Minister of
Transport, Infrastructure and Communities John Baird, on a ride of the Canada Line from YVR-Airport to Oakridge-
41st Ave.
June 10, 2009 – Ms. Bird gave a presentation on the Canada Line to the Canadian Urban Transit Association
(CUTA) at its Annual Meeting in Whistler.
June 15, 2009– Mr. Jeff Hewitt, CLCO Senior Vice President, Engineering, was a presenter at the 2009 American
Public Transportation Association’s Rail Symposium in Chicago, IL, where he discussed the Canada Line from the
perspective of automated rail systems.
June 23, 2009 – Mr. Dan Doyle, CLCO Director, presented an overview of the Canada Line project at the Honolulu
Transit Symposium, focusing on the advantages of grade separated systems and transit oriented development.

In carrying out its mandate, the CLCO Board is committed to providing the public with opportunities to offer input and
feedback on the Project, and hears from public delegations who wish to express their views directly to the Board.

8. Permits and Approvals
8.1 CLCO Permits and Approvals
No environmental permits, approvals or licenses were obtained by CLCO during the second quarter of 2009.
8.2 Concessionaire Permits and Approvals
No environmental permits, approvals or licenses were obtained during this period by or on behalf of InTransitBC.
8.3 Status of Commitments and Assurances
One random field audit and one compliance audit were conducted in the second quarter of 2009.
8.4 First Nations Relations
Requirements to address First Nations issues under the terms of EAC T05-01 were completed in late 2007. All key
contracts have now been issued for construction of the Project; there are no remaining opportunities for First Nations
companies or joint ventures to compete for construction work.
InTransitBC and Vancouver Airport Authority are working with a Musqueam artist on an installation at YVR-Airport
Station.

9. CLCO/TransLink Operations Preparation Planning
CLCO and TransLink continue to meet on a regular basis to confirm activities related to operations and review their
current status.
Management of TransLink activities leading to the Operating Period continued through this reporting period.
Activities that are nearing completion and will be ready for an early opening date include transit police, bus loop
construction, ticket vending machine installation, and operating period insurance. Full bus integration is progressing
to schedule and will be ready for September 7, 2009.
CLCO and TransLink continue to meet with InTransitBC and ProTrans BC to review ongoing operation issues and
contract deliverables. Deliverables reviewed this reporting period include Operations and Maintenance Plan, Failure
Management Plan, and Communication Plan. In addition to deliverable reviews, discussions continue in regard to
the payment process, security, transit policing, and emergency procedures.
CLCO has developed a Transition Plan which continues to be reviewed with TransLink to ensure a seamless
handover.

10. Labour
At the end of June 2009 the EPC Contractor reported that the average number of persons on the Project each day
was 412.
CLCO understands from InTransitBC that recruitment and retention of suitable skilled labour is satisfactory to meet
the needs of the Project.

Glossary
Canada Line or Line – The rapid transit system that will link Vancouver with Central Richmond and YVR. The Line
will be approximately 19 km. long and is scheduled to be in service in November, 2009.
CLCO – Canada Line Rapid Transit Inc. (formerly “RAVCO” – RAV Project Management Ltd.), the subsidiary of the
South Coast British Columbia Transportation Authority (SCBCTA or TransLink [formerly Greater Vancouver
Transportation Authority or “GVTA”]) that is responsible for overseeing the procurement, design, construction, and
implementation of the Canada Line.
Cut-and-cover tunnels – A method of constructing tunnels where trenches are dug, the facilities are built and then
covered over and the roadway reinstated.
Funding Agencies – The Governments of Canada and British Columbia, TransLink, the City of Vancouver and
Vancouver Airport Authority; these agencies, together with InTransitBC, the private sector partner, fund the Canada
Line.
Geotechnical testing – Testing to confirm ground conditions along the route.
Guideway – The actual track and supporting structures for the track. Sections of the guideway will be underground,
other sections will be elevated and part of the guideway section on the Airport Connector on Sea Island will be at
road level, but fully separated from vehicle and pedestrian traffic.
Independent Engineer (IE) – R.W. Beck, an engineering firm, retained to certify construction progress on a monthly
basis; the IE reports specifically to the banks lending to InTransitBC, the Federal Government, and CLCO.
InTransitBC – The Company selected by CLCO to design, build, operate, maintain and partially finance the Line; this
company was formed by SNC-Lavalin Inc., and is also owned by British Columbia Investment Management
Corporation and the Caisse de dépôt et placement du Québec.
Portal – The transition structure where the underground guideway changes to an elevated guideway at 64th Avenue.
Precast concrete facility – A facility in Vancouver at the southernmost end of Fraser Street where concrete sections
of the tunnel will be fabricated and then transported to the construction site for installation.
Project Scope – The general description of the work to be completed under the terms of the agreement between
CLCO and InTransitBC.
Regulated Utilities Authorities – Municipal or provincial water, sewer, electrical and natural gas authorities.
Conflict utilities are areas where planned construction may interfere with existing utility works.
Side platform or centre platform stations – Design options for the Canada Line stations. Side platforms are
passenger platforms on each side of a two track guideway (similar to Holdom or Braid Stations on the Millennium
Line). Centre platforms are passenger platforms between two single track guideways (similar to Metrotown Station
on the Expo Line).
Subscribers – People who subscribe on the project’s website to receive regular Project updates; currently there are
over 5,800 Subscribers.
YVR – The international designation for Vancouver Airport. YVR is administered by the Vancouver Airport Authority.
