Welcome to the January edition of CVS News which contains lots of up to Local News 4 - 11
date information on local and national news, funding, training and Use of Rooms 12
volunteering opportunities.

We have had a very busy few months in particular coping with the Help Required 17
disruption to the office that the recent refurbishment has caused. I am News 17- 19, 32
pleased to report that the work is now fully completed, the CVS team has Funding 20 - 28, 30
survived the experience, and we now look forward to welcoming members Training 29
and colleagues to the office via the new entrance and reception area on Volunteers 31- 32, 33
Lancaster Road opposite the Town Hall entrance. The change is Miscellaneous 34
remarkable. The Volunteer Exchange is now operational and we have 35
recruited and welcomed new staff, Tony Hyland, Karen Gormley and Your CVS 36

Rajesh Dalvi. On 27 April we celebrate the establishment of the
Volunteer Exchange with the official opening/lunch happening on the ENCLOSURES

premises between 11am and 3pm and on 13 June we mark our 72
nd Volunteer Exchange - invitation

anniversary year with our Annual General Meeting on 13 June to be held to the launch
in Preston Town Hall commencing at 2pm. Invitations to both events will CVS Training Programme 2006
be circulating soon. But always feel free to just turn up. and booking form
PRESCAP questionnaire
Another important announcement is the independence of the Carers
Projects; Adult, Young Carers and Carers Centre. The three projects
merged to form Preston and District Carers Centre. Charitable Status for the Centre was obtained in November 2005.
The Centre has now relocated to take up accommodation within Preston DISC. Telephone and email contacts are
unchanged. All at Preston CVS wish the Centre trustees and staff very good wishes for the future and look forward to
hearing of their future developments and successes.
VOLUNTEER EXCHANGE
The Volunteer Exchange project, funded by The Big Lottery, hosted by the Council for Voluntary Service within our
operational headquarters at Princes Building, Lancaster Road, Preston is just getting underway. Tony Hyland has

been appointed as Volunteer Co-ordinator and will lead in the Exchange’s official launch on 23 April. Open house
from 11am to 3pm.
The aim of the Exchange is to raise the profile of volunteering in Preston, to both encourage and increase the number
of volunteers coming forward and to increase the number and range of volunteering opportunities available to
potential volunteers.
We will be particularly aiming to extend volunteer opportunities to traditionally excluded groups and will be looking to
increase the number of volunteer opportunities for and the number of volunteers from, for example, minority ethnic
communities and people with disabilities.
Early priority objectives will be to begin to publicise the Volunteer Exchange as a ‘one-stop-shop’ for volunteers and
voluntary organisations and to begin to create a database of, on the one hand, people who want to volunteer and
volunteer opportunities on the other.
So, if you work in an organisation that uses or need volunteers or if you have volunteers looking for a volunteer
placement, then please do let Tony know. Continued…..

An invitation to the official launch is enclosed with this edition of the CVS Newsletter. So, if you would like to come
along and meet the new members of staff at the Exchange and talk about how we can work together in recruiting and
placing volunteers, then we look forward to seeing you at the event.

VOLUNTEER PROJECT (SUPPORT NEEDS - MENTAL HEALTH)
Karen Gormley has just joined the team at Preston CVS in a newly created post as Support Needs Volunteer Co-
ordinator (Mental Health). Karen will be pleased to make contact with people who identify themselves as having
mental health needs and are interested in volunteering. Whilst offering the support necessary to help them to achieve
their full potential as valuable members of the volunteering community Karen will be working alongside organisations
with volunteering opportunities to promote and fill. If you are part of an organisation who needs volunteers, or are a
Mental Health Service user interested in becoming a volunteer please contact Karen on 01772 251108 for further

LOCAL INFRASTRUCTURE ACTION PLAN
Thank you to all the groups that completed the research and development hub mapping questionnaire. We know it
involved a considerable amount of time for some groups in particular but the information has been invaluable in
developing the local action plan. The information will be incorporated into the county wide Voluntary, Community and
Faith Sector Consortium bid for funding to Government Office North West and will help to identify where resources
can best be directed locally.
Groups that have not as yet returned their questionnaires should note that they can still do so as the more information
we have the better the picture of local needs will be. Please contact either Joan or John at the CVS if you have any
queries.

PRESTON COMMUNITY NETWORK
A.G.M.
Preston Community Network held its 3rd AGM on 28th September 2005 at the Harris Conference Centre.
the meeting attracted many people from a diverse mix of member organisations and partners. Four
Executive members were re-elected, with three new members being elected. Naha Patel and Ibrahim
Member were elected as new PSP Network representatives. Finally, Cllr. Bob Wilkinson, Chair of
Lancashire County Council, delivered an interesting and lively speech about Local Area Agreement.
Network representatives per support meeting (‘Summer Workshop’)
Jo Donoghue (Representatives’ Support Officer at the Network) facilitated a successful ‘Summer Workshop’
at PNE, on 9 September 2005, as part of the Network’s ongoing commitment to supporting representatives.
A report and action plan has been circulated to all Network representatives.
New website
The new Preston Community Network website is now available for everyone to use at: www.prestoncn.org.
It contains lots of useful information. If you have any comments regarding content, feel free to e-mail the
Network using the link provided.
Fusion Event
‘Fusion 002’ - a ‘multicultural extravaganza’ - was held at the Lonsdale Sports and Social Club on 17
November. A talented and varied line up of acts provided Network member organisations with a night to
remember. Performers included drummers, body poppers, dancers, a bhangra singer and the only female
Asian DJ in the county, DJ Kash.
Preston Compact review update
Following research in both sectors, carried out by PCN, a report with recommendations was delivered to the
Compact Working Group. The Group accepted the report/recommendations and undertook a line-by-line
review. As a result, new paragraphs have been introduced on procurement, capacity building and recourse.
The revised Compact will also be re-designed, printed on good quality paper and re-launched at a landmark
city building during the next few months. The Network presented the revised Compact to public sector
partners at the Network, on 1 December.
Community Cohesion Steering Group and Community Cohesions project
The Community Cohesion Steering Group is now meeting gain, with administration provided by PCN. PCN
is also undertaking some research to establish how successful public sector partners have been in
embedding the themes contained within the Community Cohesion Strategic Action Plan (March 2004) into
their own policies/procedures. A report will be produced in the Spring and presented to the Community
Cohesion Steering Group. They will then identify areas for development.
Appropriate Engagement with Disadvantaged Groups Project
PCN has been undertaking some research into how much engagement with disadvantaged groups by PSP
public sector partners is taking place. Report, with recommendations, has been produced by PCN and will
be presented at the next Community Cohesion Steering Group meeting in January.
‘Inclusivity’ Full Network Event
This PCN event will be held on 14 February 2006 and will have an ‘inclusivity’ theme. Invitations will
be sent out to member organisations and partners in due course.

NEWS FROM PRESCAP
For the last six years Prescap has successfully run the Creative Support Project which has worked
with Voluntary and Community groups and organisations to help them design and create
promotional materials. This has included posters and flyers, web sites, T. shirt printing, letter
heads, production of a promotional video, information leaflet, design of company/organisation logo,
banner making and design. So far this support has been offered free of charge to groups and we
hope that this can continue.
The project has previously been funded by the lottery’s Community Fund. This grant has now
come to an end. However, because the project has been so successful in helping groups and
organisations create improved promotional materials we are seeking further funding so that the
project can continue.
In order to gauge the need for the project to continue it would help us to know which of the

Local News… WHAT, WHO, WHY & WHEN –

LANCASHIRE COUNTY COUNCIL
EMERGENCY PLANNING SECTION
On 25th October, the Lancashire County Council Emergency Planning Services met with
representatives from the Lancashire CVS Group to discuss voluntary agencies support after a
major incident. This support is not for the immediate aftermath but during the days and weeks
afterwards when the community is struggling to come to terms with what has happened and get
back to some kind of normality.
Fortunately major incidents don’t happen very often, but when they do they can have long term
effects on the local community, lasting days, weeks or even years. The emergency services deal
with the immediate aftermath - saving lives, relieving suffering and protecting the environment.
They are supported by many other agencies including the Coastguard, Health services, the
Environment Agency, the Utilities, local authorities and voluntary groups. These last agencies
include the Red Cross, St. John Ambulance, Samaritans, WRVS, Salvation Army, RSPCA, Victim
Support, RAYNET, Rotary and Faith groups, who are all able to offer a 24 hour, 7 day a week
response and attend regular trainings and exercises.
However, once the immediate danger is over, the work begins of rebuilding the community, and
bringing everyone and everything to a stage where they can continue their lives in as normal a
fashion as possible. This stage, known as Recovery, is normally the responsibility of the Local
Authority and is when local community groups and volunteers come into their own. However their
support is far more effective if it is known beforehand what is available and organised, so that
double help doesn’t go to some people and none to others.
During the Recovery phase, the needs of the vulnerable in the community come to the fore. In
particular, children, those with sensory impairments, those with ethnic or cultural issues and those
with little or no support mechanisms need extra help to come to terms with what has happened.
There can be practical needs like housing, furniture, clothing for people made destitute, transport
for visiting people in hospital, or more emotional needs like remembering previous traumas,
concern over injured or dead loved one, or perhaps fear of the future.
At the meeting on the 25th, it was suggested that Lancashire County Council Emergency Planning
Service give presentations on the type of needs there might be and how they can best be met. It
would then be your decision and that of your volunteers, whether you felt able to offer your support
on a slightly more formal basis than a present, should a major incident happen in your locality. We
are not asking for 24/7 availability, just knowledge of what is available and the best means to
access the support in an emergency.

DO YOU KNOW OF AN ORGANISATION OR LOCAL GROUP THAT HELPS
OR SUPPORTS PEOPLE AGED 16 OR OVER IN THE LOCAL COMMUNITY?
What are we trying to achieve?
Lancashire County Council are setting up a comprehensive list of services that help adults and
older people with practical tasks, daily living skills, access to learning or by providing emotional
support. These are things like befriending schemes, support groups, faith groups, gardening
services and information services.
The information will be put onto a central database which will be kept up to date by the council and
can be accessed by everyone through the internet and via the telephone. This will make it much
easier for everyone to find out what help there is available to them and to get the help they need.
The information will also be used by the Council and partner agencies such as district councils and
primary care trusts to identify duplication and gaps in services and to inform future developments
and investment.
How can you help?
If you know of a group or organisation that provides this type of help or support ask them to
contact the County Council on 01772 530822 for further details and a form to complete. Don’t
worry if you think we will already know about a group or organisation, we’d rather have the
information twice than not at all.
Drugline Lancashire Ltd
We need you !!!
Drugline are aiming to establish a service user group. We would like to hear
your experiences of drug services.
This group will provide a platform for you to air your views on drug services,
gaps in service provision and provide an opportunity for your opinions to be
heard in a meaningful manner. It will also be an opportunity for peer support,
advocacy and training will be offered on a variety of topics.
The group runs every 2nd Thursday of the month at Drugline Lancashire,
12pm - 2pm, lunch is provided. If you are interested the next meeting is

As most of you will know I‟m taking a „career break‟ to have a baby - due on 8th March 2006. I‟m looking forward to
becoming a mother and very excited about meeting my first child!

DISABLED PEOPLE INVITED TO HAVE
MORE SAY ON LOCAL SERVICES
PHYSICALLY disabled people across Lancashire are being invited to have a greater say in how local
services are shaped.
The new Physical Disability Partnership Boards will bring together disabled people and carers on a
regular basis to work with service planners, agencies and organisations that commission and deliver local
services - including housing, transport, leisure, employment, education, health and social care.
The Boards will enable physically disabled people to express their views about the services currently
provided in Lancashire and in their locality, to advise planners and organisations to develop new services
where services do not exist, and to help shape and establish new services.
Partnership Boards will be set up by October 2005 in three areas across the county in East Lancashire,
South Lancashire and North West Lancashire.
A disabled person will chair each of the Partnership Boards which will include local disabled people,
carers, senior managers and representatives from Lancashire County Council Adult Social Services,
health services (Primary Care Trusts), District Councils and voluntary organisations.
Bill Fillingham, County Commissioning Manager for physically disabled people at Lancashire County
Council Adult Social Services, said:
“Disabled people should have the opportunity to voice their opinions on the planning and delivery of
local services. As Board members they will be able to express their views and represent the views of
other disabled people in their local communities, help monitor services and recommend changes to the
way in which services are provided. In that way, services will be in a better position to provide what
disabled people need and want.”
Lancashire County Council has invited Kate Smyth, a leading consultant on disability issues, to help
establish the Partnership Boards and consult with disabled people, voluntary groups and partner agencies
on how they believe Physical Disability Partnership Boards should work.

LANCASHIRE TEACHING HOSPITALS FOUNDATION TRUST
EDUCATION CENTRE - ROYAL PRESTON HOSPITAL TRUST
Policy for Provision of Accommodation for External Users
With its newly acquired Foundation Trust status, the Organisation is committed to developing partnership
links with local voluntary organisations based in the local healthcare community. The Education Centre is
ideally placed to offer support to local patient support groups.
It is proposed that a new service will be introduced at the Education Centre at Preston, whereby support
groups based in the local healthcare community, will be offered the opportunity to utilise the Centre and its
facilities in accordance with the policy detailed below.
The facilities will be available Monday – Thursday from 6.00 pm until 10 pm.
At the commencement of the pilot scheme the offer will be limited to one group per night to
assess feasibility.
Groups will only be allowed to make use of the Centre providing that an authorised Trust
member of the support staff is available i.e. caretaker or other recognised member of staff.
All groups making use of the facility must ensure that they comply with the Centre‟s
Operational Policy at all times.
Policy review will be undertaken at three months, six months and twelve months respectively.
Group Organisers will be advised of any changes in policy either by written or verbal
communication.
The Centre Manager reserves the right to identify alternative accommodation should the need
arise.
All Group Organisers will need to undertake local induction with the Centre Manager or
nominated representative, to familiarise themselves with the Centre‟s policies and procedures.
This will include Fire, Health & Safety, Catering, Car parking provision and other Centre
Issues.
The Centre Manager and a nominated representative from the Voluntary Services
Council/Pastoral Care Team will assess all requests
The use of the building by outside organisations must not compromise the Trust‟s requirement
to meet its contractual obligations with regard to the provision of training and education
across the Trust.
The building may only be used for educational purposes and cannot be used for the following:
o Fund raising
o Social events
o Promotional events
o Political discussions
o Recreational activities

drafted a document setting out the Council‟s vision for improving the health of all the residents
of the county and substantially reducing health inequalities.

BROKEN RAINBOW LGBT DOMESTIC VIOLENCE SERVICE (UK)
Six million lesbians, gay men, bisexual and transgender (LGBT) people live in the UK.
London is home to around one million, the largest community of LGBT people in the
country.
At least 1 in 4 LGBT people experience domestic violence in their relationships and
from members of their families. But there are no mainstream services in the UK for
LGBT people facing domestic violence. This is a serious issue of institutional
discrimination and human rights.
Lesbians fleeing domestic violence may face homophobia in women‟s refuges. Gay men
fleeing domestic violence from partners and families have access to only eighteen
beds in the whole of England and no provision in the rest of the UK. Transgender
people have absolutely nowhere to go. Bisexuals remain completely invisible, even to
most LGBT agencies. Young LGBT people coming out to homophobic and transphobic
families are forced onto the streets, into dangerous situations and relationships.
Broken Rainbow (UK) is working to change the situation for LGBT people facing
domestic violence. We run a listening, information and signposting Helpline Service,
staffed by LGBT people. We are working to establish community-led reporting and
referral centres, hostels, self-help groups and regional LGBT domestic violence
forums. We advise, support and train mainstream services to ensure our diverse
community gets a better deal when we report domestic violence.

FULL COST RECOVERY (FCR)
The Association of Chief Executives of Voluntary Organisations (acevo) has launched a
new website to set out the principles and rationale of full cost recovery.
Third sector organisations usually struggle to obtain funding for their overhead costs,
leading to underinvestment in management and leadership, internal/external
infrastructure etc.
This difficulty has been aggravated by a trend on the part of the sector‟s funders towards
only funding the direct costs of projects and not funding overheads or “core costs”. Failure
to get funding for overhead costs makes important services, including public services, and
the organisations that deliver them, unsustainable. Both government and the sector‟s
representatives have agreed on a solution: Full Cost Recovery (FCR). Visit

PSYCHOLOGY RESEARCH STUDY - URGENT PARTICIPATION REQUIRED
My name is Shahid Bux. I am an MSc Forensic Psychology student at the University of Central Lancashire.
I am currently carrying out a research project on the effects of terrorism on individuals indirectly exposed to
the London attacks on 7th July 2005. As part of my study I require a number of people from the community
to take part and complete a 10-15 minute questionnaire. This is a basic questionnaire which requires you to
briefly write down your personal feelings in relation to the London attacks, followed by a number of
questions on the strength of your religious faith (religion is assessed only as a coping response and religious
preference or level of faith will not be considered as endorsing the attack in any way), coping responses i.e.
level of resilience and emotions following the attacks. Following this are a number of questions on your
perception of risk of future terrorism. You are simply required to circle answers to all of these questions.
All data collected is anonymous (your name is not collected) and completed questionnaires are seen only by
the researchers. To ensure data remains confidential all respondents are asked to place questionnaires in the
envelope provided. You may also withdraw at any time during the study if you feel any issues of a
distressing nature. This is an extremely important study and can help provide an understanding of some of
the larger implications of the London attacks and impact of terrorism more broadly. I would really
appreciate it if you took part - I require a sample of up to 400 people so all participation would be highly

West as well as the Ambulance Trusts.
There are currently four Ambulance Trusts serving the North West. The proposal is to merge
Mersey Regional, Greater Manchester, Lancashire and Cumbria Ambulance Service NHS Trusts
to create a single Ambulance Service NHS Trust for the North West.
Cumbria and Lancashire SHA is one of three SHA‟s in the North West. The proposal is to create
a single SHA for the North West by merging Cheshire and Merseyside, Cumbria and Lancashire
and Greater Manchester SHA‟s.

PRESTON PCT READER PANEL

DIABETES SCREENING
People with diabetes throughout central Lancashire are being offered a better and faster
service for eye screening. Screening is important to detect diabetes-related retinopathy, a
condition that can potentially threaten a person‟s sight. The initiative has been implemented by
Preston Primary Care Trust in partnership with Chorley and South Ribble Primary Care Trust.
Annual screening is being offered using digital photography. The check will be carried out at one
of 18 accredited optometrists in the area covered by the two Trusts as well as at the hospitals in
Preston and Chorley.

INVOLVING PEOPLE
As part of developing the patient led NHS agenda, Preston PCT have set up a People Panel. This
is a collection of local people who have expressed an interest in local health services.
Individuals can get involved at any one of three levels from just receiving regular updates about
the work of the PCT or giving their opinion about major developments, to getting actively involved
in the work of the Trust by attending meetings to give their views on issues under discussion.

NEW “HEALTHPORT” APPROVED
A new health facility to be run by Preston PCT received planning permission from Preston City
Council in December. The Healthport will initially accommodate a reception area, specialist GP
services such as skin clinics and minor surgery clinics, and specialist PCT services such as
physiotherapy. It will also offer direct and fast access to a range of diagnostic services such as
MRI, CT scans and ultrasound.
The new building will be based at the former Sharoe Green hospital site.
EXTENSION OF PRESCRIBING POWERS
From spring 2006 qualified Extended Formulary nurse prescribers and pharmacist independent
prescribers will be able to prescribe any licensed medicines with the exception of controlled
drugs.
Nurses and pharmacists will be able to undertake these roles once they have successfully
completed the relevant training courses accredited by their respective regulatory bodies and had
these qualifications noted on the professional register. They will also be expected to have all the
skills and competences relevant to the clinical area in which they will be prescribing.
This extension means, for example, specialist nurses running diabetes and coronary heart disease
clinics will be able to prescribe independently for their patients. Pharmacists will be able to
prescribe independently for the local community for example in the areas of controlling high
blood pressure, smoking cessation or diabetes.

Futurebuilders has four strategic aims:
1. To improve public services significantly, in the longer term, through investing in a range of
voluntary and community organisations.
2. To provide an investment model comprising a combination of loans, performance related
investments, grants and capacity building through consultancy support.
3. To implement effective investment (outreach, application, assessment, decision-making and
management) and administrative processes.
4. To have a wider impact, especially on the voluntary and community sector, other funders and the
public sector, by sharing learning gained from Futurebuilders‟ experiences.
There is no such thing as a „standard‟ Futurebuilders investment. Every investment we make is designed to
fit the plans, needs and financial situation of the individual applicant.
Loan funding will form a substantial part of every full Futurebuilders investment. Futurebuilders
recognise that most of the organisations they invest in will be new to loan funding and they offer long-
term support to all our investees, helping them to minimise the risks of loan finance and move towards
long-term sustainability. The investment might also include a grant to cover revenue, or capital costs or
capacity building. If Futurebuilders think your application looks interesting but needs further work
before they can make a full investment, they might decide to offer you development grant.

Before you start to apply for a Futurebuilders investment, there are three steps on the Futurebuilders

GRANTS FOR CARERS
Lancashire County Council Social Services Directorate has launched 2 new funds from
Carers Grant money, to be administered by Carers Development Projects in
Lancashire. This means that Carers Contact will receive funding to distribute in this
area: one fund is intended to help individual Carers (who are currently in a caring
situation) and the other fund is to support Carers Groups.
The Time For Me Fund is intended to help individual carers and might pay for a break
away from home; a training course; equipment or anything that might improve the
carer‟s quality of life. The maximum grant is £350.
Local Carers Support Groups can apply for grants of up to £500 to help them pay for
activities; stationery; transport or equipment. For more information on how to access

BIG LOTTERY FUND
The Big Lottery Fund has announced more new programmes and the proposed
timescale for launching them.
Reaching Communities - this will be the demand led programme and will give grants of
up to £500.000 over five years to projects that;
give people better access to training and development so that they can improve
their life skills;
build strong communities with active citizens;
develop improved rural and urban environments;
create healthier and more active people and communities.
Children‟s Play – this programme should be open to applicants in March 2006. £155
million is available to develop Children‟s Play areas in England. £124 million of this has
been ring fenced for applications from Local Authority led play partnerships and £31
million is available to the voluntary, community, faith and social enterprise sector for
innovative Children‟s Play projects and to fund regional support and develop
infrastructures.
Community Buildings Programme – this will be launched in Summer 2006. £50 million
will be available over three years to support building and improvements to village halls
and other community buildings. The aim of the programme is to improve the facilities
and services offered by these buildings and to ensure more people use them.

The Big Boost is an awards programme that supports young people who are keen to get

young people make their ideas a reality. Funded by the Big Lottery Fund, the programme
awards grants of between £250-£5,000 to help individuals and small groups of people aged

Over the next four years Comic Relief are going to be working a bit differently. They want to
further focus their energies and the money they have, so they can make an even greater difference
to the lives of particular groups of people they think really need their support. This means having
fewer grants programmes, and it also means they‟re going to put their weight behind these by joining
forces with others to really tackle the root causes of the problem so they can help bring about
lasting change. Of course, they‟ll continue to fund lots of brilliant projects all over the UK and are
really looking forward to working with a wide range of organisations in the years ahead – some new, as
well as some that they already know – but all of whom ill share their passion for supporting people
whose lives e really tough, and helping them to find better times. Red Nose Day programmes 2005-
08 – This I their biggest grants fund. It awards some of the money raised from Red Nose Day.
During 2005-08 they are concentrating their funding on 6 programme areas: Young People; Older
People; Mental Health; Refugees & Asylum Seekers; Domestic Violence; Disadvantaged Communities.
They can give grants for running costs and capital costs, depending on the programme you are applying
to. There is no maximum grant size and the amount you ask for should be the amount you need. They
are likely to make some large grants , and a range of smaller grants, and a range of smaller grants of
between £15,000 and £30,000 each year. They also have a fast-track application process for small
grants up to £5,000. if you want to apply for more than £100,000 in total, please phone them before
you apply. They usually make grants for between one and three years. In some circumstances, and
where they are supporting projects that aim to bring out lasting change, they may consider longer-
term funding of up to five years. Please talk to them before you apply for five years funding.
Timetable for main grants over £5,000 – There will be four grant-making cycles for 2005-2006.
Cycle Application deadline for grants over £5,000: Cycle 2 13 January 2006; Cycle 3 5 May 2006;
Cycle 4 8 September 2006. You should have a decision within five months of each application
deadline. There is no need to rush your application. They will make sure they have funding available
for every cycle. They will announce the deadlines for funding cycles in 2007-2008 towards the end
of 2006. Remember, you can apply for a small grant at any time. They likely to close all these grant
programmes in 2008 and will give plenty of notice about the exact dates on their website.
Sport Relief grant - In the UK, Sport Relief aims to support projects that use sport and exercise to
strengthen communities and provide opportunities for people who are excluded or disadvantaged.
Over the next two years, up to £4 million of Sport Relief money is being distributed through
Community Foundations focusing on community groups that are using spot to: increase access to sport
and exercise for people who face social exclusion and isolation; help people who are experiencing
difficulties in their lives to regain their confidence and self esteem; and encourage people to take
part in sporting activities that bring communities together.

DEVELOPING A STRATEGY FOR PEOPLE OVER 50 IN LANCASHIRE
The Lancashire Strategic Partnership is developing a strategy for older people who live in the County.
Why do we need this strategy
In the next ten years the 50 plus generation will make up the bulk of the people of Lancashire; ; having a
strategy in place is a major opportunity to plan for our communities to be able to make the most of the
skills and talents of the 50 plus generation.
Ambition Lancashire (the Community Plan for the County) has been prepared in partnership with key
stakeholders Local Authorities in Lancashire, Health Services, Police Service, Fire and Rescue Service,
Education, Economic Development, the Voluntary, Community & Faith Sector together with the private
sector.
The strategic vision for the future of the County, sets out a comprehensive framework for the next 10
years to address the implications of an ageing society. It will cover issues such as:
Older people‟s participation in the economy and employment.
Developing older people‟s contribution to the community.
Opportunities for older people to remain active and involved.
Helping people stay independent.
Improving access to services and transport.
The focus of the strategy will be on meeting the needs of the existing population of people who are 50
plus as well as looking forward to future generations. It will look at the 85% of older people who are
independent and how they can be helped to remain active for as long as possible. The aim is to have a draft
strategy ready for consultation by early summer 2006.
Lancashire County Council has appointed a firm of consultants, Peter Fletcher Associates, to take forward
this work. They will be working closely with organisations from the public, private and voluntary sectors to
develop the plan. They will also be engaging with older people‟s groups throughout the County to ensure
that they are able to get involved in developing the plan. A group of older people 50 plus from a range of
backgrounds has already started meeting to discus how they can contribute and other opportunities to
participate will be developed.
A major countrywide research project is in hand looking at how different groups of the population of
Lancashire understand ageing and how they see their future, this research will give a better understanding
of how strategies should look.
The consultants are beginning their work by taking a look at all the strategies and plans that already exist
to see how well they address the needs of older people. They have also started planning for three events
that will take place in February/March 2006. These events will bring together older people with staff
representing organisations throughout the County to identify the key areas of the strategy.

If you‟re interested, then you can make a submission now to become part of GreenSpace‟s
Park It! programme for 2006. GreenSpace are currently looking for 12 parks and community
groups around the UK to work with next summer to help organise community-led events in
parks.
If you‟d like to work in partnership with us and your local authority to put on an event
between June and September 2006, then you can make a submission now.
Submissions can be made at http://www.green-space.org.uk/parkit/sub gen.htm now in the
quick and easy form on the website.
What is Park It!?
Park It! is about getting people into parks and green spaces. It‟s about raising awareness of
the value of these spaces. It‟s about developing the skills and confidence of community
groups and Friends groups. But most of all, Park It! is about people having a good time
outside, in fantastic parks and greens paces.
Park It! is a series of community-led events taking place regionally in parks throughout the
UK. Held over three years, this project is funded by the Heritage Lottery Fund and
organised by GreenSpace in partnership with local community groups.
FAMILY FUND
The Family Fund is an independent grant giving organisation which helps families with
severely disabled or seriously ill children under the age of fifteen.
Grants can be given to low income families resident in the UK for items relating to the care
of the child but cannot be made for items that are the responsibility of statutory agencies.

Lancashire Grants for Growth
Lancashire‟s Grants for Growth programme is a partnership programme between Lancashire
County Council, Lancashire County Council, Lancashire County Developments Ltd and the
European Union. Lancashire‟s Grants for Growth is aimed at helping disadvantaged people
overcome some of the barriers they face in moving towards opportunities in employment,
education, training or volunteering. Projects must help individuals or groups who are not in
paid work; develop their capacity and the skills they need to move towards voluntary work,
paid work or training.
Who can apply?
If you are a local community group, perhaps a local charity, voluntary organisation, not-for-
profit organisation or social enterprise group, you may be able to apply. Groups that have
previously received any form of ESF Funding in the past (other than from Global Grants
2003) cannot be awarded Lancashire‟s Grants for Growth.
How much are the Grants?
Between £1,000 and £6,000. Grants for up to £1,000 are available for smaller projects.
Organisations cannot hold more than one Lancashire‟s Grants for Growth at any one time and
may only have one grant in a twelve month period.
How do I apply?
You need to request an application pack, available from Lancashire‟s Grants for Growth 01772

The Community Renewables Initiative
The Community Renewables Initiative‟s aim is to help groups and individuals realise that
renewable energy can form part of the regeneration of their locality. Their work covers a
range of geographic locations from remote rural areas to market towns, farmed landscapes
to villages, and even cities and their edges. The initiative promotes and assists developments
which: are environmentally sensitive; have support of all stakeholders; are appropriate to the
circumstances of the locality; link to other diversification and regeneration schemes. It
could mean environmentally sensitive developments of: solar roofs; biomass and wood heat
schemes; farm waste schemes; small, medium, and in some instances, large wind turbines. In
places like: schools; hospitals; offices; shops; farms; community halls and housing
developments. Bringing benefits like: skills; livelihoods; income; education opportunities and

The Foundation for Social Entrepreneurs Investing in Individuals, Changing Communities. In
2002 UnLtd were awarded the Millennium Commission‟s £100 million Legacy Endowment Fund
to set up and run the UnLtd Millennium Awards Scheme. This is a permanent source of
grants for individuals and small informal groups throughout the UK. UnLtd support people
who want to develop their own skills and talents and who want to make a positive change in
their communities. These people are called Social Entrepreneurs because of their interest in
their community or society (social) and ability to make things happen (entrepreneur).
UnLtd was formed through a unique partnership between 7 leading non profit organisations
that work with social entrepreneurs across the UK. The partners are, Ashoka (UK) Trust,
Changemakers, Comic Relief, Community Action Network, School for Social Enterprise
Network Scotland (SENSCOT) and The Scarman Trust, UnLtd Millennium Awards are cash
awards plus support, to help award winners turn their ideas into reality. UnLtd will provide
advice, training, mentoring and other support serves for all award winners, to give their
projects the best chance of success. They also aim to measure the effect of their work and
that of others through a research institute.
The Awards Scheme has 2 levels: Level 1 Awards for £500 to £5,000 to help make new ideas
into real projects. Most awards at Level 1 are likely to be around £2,000. Level 2 Awards
from £5,000 to £15,000 to support projects that are already developed or pay part of the
living expenses of award winners. Most award winners at Level 2 are likely to be around

The Anchor Foundation
The Anchor Foundation supports Christian charities concerned with social inclusion particularly
through ministries of healing and the arts. Applications are considered at twice yearly trustee
meetings in April and October and need to be received by 31st August (or 28th February) each year.
although it is too late to apply this year it is worth checking out for early next year. Application
forms and guidelines can be downloaded from their website. Please enclose a copy of your
constitution and a copy of your most recent accounts. Other supporting information, documentation
and project budget may be attached to the form. It is our normal practice not to give to the same
project for more than three years. In any one year, the grant range to a project is between £500
and £12,000. They regret that applications cannot be acknowledged. Successful applicants will be

The Charities Information Bureau – www.cibfunding.org.uk – have re-vamped their website to make it more
accessible. The website has always been a fantastic resource to find out everything you need to know
about voluntary and community sector funding, but now its much easier to access what you need and the
information is in a clearer format, guiding you through all the stages of an application.
VOLUNTEERING INFORMATION LINE EXTENDS HOURS
Volunteering England has doubled the opening hours for its information line which is now open 9.30 am to
5.30 pm Monday to Friday. The information service can answer questions on all aspects of volunteer
management, such as CRB checks, benefits rules, health and safety, and dealing with difficult situations.

CARERS SUPPORT SCHEME
The Carers Support Scheme is operated by Lancashire Social Services to provide support for carers of older
people by providing volunteers to give the carer some respite either in or out of the home.
In order to be able to provide this service the scheme requires volunteers who could offer companionship to
elderly people so that the carer could take a break.
Volunteering can broaden your horizons, help you make new friends and enable you to share interests, whilst
at the same time helping other people.
