SUBJECT: Assessment of Tender Submissions for Contract 02/2010 –
Alexander/Holtermann Street Roundabout Construction

SUMMARY:
Tenders were called and received until 4.00pm on 11 August 2009 for the Alexander/Holtermann
Street Roundabout Construction
This report details the tenders received, available funding and recommends a preferred tender.
RECOMMENDATION:
1. THAT Council accept the tender of Shamrock Development International to carry out
the Alexander/Holtermann Street Roundabout Construction under Contract 02/2010 for
$166,149 (excl GST) subject to provisional items
2. THAT Council hereby authorises its Official Seal to be affixed to Contract 02/2010
under the signature of the Mayor and the General Manager.

BACKGROUND
The Alexander and Holtermann Street roundabout construction was identified as one of North
Sydney Council accident “Black spots”. On the 23rd February 2009, at the 3512th meeting of
North Sydney Council, Council resolved to proceed with the construction of the Alexander and
Holtermann Street roundabout.
Works include demolition and reconstruction of kerb and gutter, construction of raised threshold,
construction of median/splitter islands, drainage works, Landscaping and supply and installation of
pedestrian fencing.
The drainage works includes upgrading the existing drainage pits along Alexander St as well as
upgrading essential drainage lines within the intersection. These works also include re-sheeting of
the Alexander and Holtermann St intersection, and up to 20m along each arm of the intersection.
The drainage and re-sheeting works will be funded from their corresponding budgets.
TENDER EVALUATION CRITERIA
The methodology adopted to undertake the tender evaluation of Contract 02/2010 was based on
selection criteria outlined in the tender documents and according to Council’s “Procedures and
Guidelines for the Evaluation of Tenders for Engineering Civil Works” (2001).
The tender evaluation criteria as shown below were applied to each tender and given a point
score relative to various weightings set to each criterion, in order to provide an equitable means
of evaluating each tender.

- Occupation Health and Safety
- Capability and Methodology
The points allocated are based on the information submitted by the tenderers in the tender and
any subsequent investigation undertaken by Council officers. They are also based on scores from
Council’s Contractor Performance Reports.
TENDERS RECEIVED
Tenders were called and closed at 4.00pm on 11 August 2009. Eight tenders were received by
the appointed time.

Council’s standard tender evaluation methodology.
