consultants.
1. BACKGROUND
The implementation of the United Nations Development Programme (UNDP)/ Global Environment Fund
(GEF) supported “Market Transformation of Energy Efficient Appliances in Turkey” started in 2010 with
an objective to reduce the household electricity consumption and the associated Greenhouse Gas (GHG)
emissions by accelerating the market transformation of less energy consuming household appliances.
This will be facilitated by a) strengthening the local institutional capacity to develop, adopt and
implement effective appliance EE policies; b) developing and implementing a structured compliance
checking and enforcement program for appliance energy performance labels and standards; c)
increasing consumer and the supply chain awareness and capacity to purchase / deliver energy efficient
appliances in the Turkish market; and d) analysing and reporting the results of the project for further
learning, adaptive management and, as applicable, replication in other countries.
2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
The objective of the assignment is to facilitate the establishment of a sustainable market monitoring
system, including information on the annual sale of different appliances as per their energy
consumption classes. Beside serving the design and implementation of project’s planned policy, public
awareness raising and marketing activities and monitoring of their impact, the database shall also serve
the monitoring and analysis of the energy saving and Greenhouse Gas (GHG) reduction impact of the
project at the national level. The methodology, calculation tools and assessment are to be completed as
a part of the assignment. Furthermore, the database is to serve as a basis for future energy saving and
GHG reduction projections.
In line with the provisions of the project document, the list of appliances to be primarily targeted by the
market monitoring system include: Refrigerators, deep freezers and their combinations, washing
machines, dish washers, ovens, air-conditioners (ACs) and TVs. At the beginning of the assignment,
however, depending on the available resources and market information, this list is to be reviewed and
new appliance groups may be added during the project implementation.
As an essential part of the assignment, the procedures and agreements for regularly obtaining the
required data from the key stakeholders are to be elaborated so as to facilitate the corresponding
negotiations with the owners of that data. The regulatory basis already exists by the provisions of
Article 21-2 of the “Regulation on Increasing Efficiency in the Use of Energy Resources and Energy”
adopted by the Government of Turkey in October, 2008 as secondary legislation to the Energy Efficiency
Law. The mentioned article obliges “the manufacturers and importers of electrical household
appliances and boilers used for heating of buildings to notify the General Directorate of Electrical Power
Resources Survey and Development Administration (EIE) in January every year on the amount of
products they sold in the country, on the basis of energy label categories”. The implementation of this
has not really materialized yet, but the Measuring and Evaluation Division of the EIE is currently in the
process of expanding their “EnVer Portal” to include also information on EE appliances and this work
should be closely co-ordinated with the activities of the United Nations Development Programme
(UNDP)/ Global Environment Fund (GEF) project.
The General Directorate for Industry under the Ministry of Industry and Trade (MoIT) is responsible for
market surveillance of products covered by this project and maintains a database of inspected products.
Until now, however, the inspections have mainly focused on product safety and other CE marking
aspects. Once proceeding further, the actually measured energy consumption of the inspected products
as per the energy classes is to be included into this database, which information can be analyzed
together with the obtained sales data of different energy classes.
The Association of the Turkish White Good Manufacturers (TURKBESD) as one of the project partners
has agreed to supply the project with the aggregated sales data as per the energy classes for products
sold by their member companies. This covers, however, only a part of the market.

3. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
I. Academic Qualifications:
- University Degree in Engineering, Economy, Environmental Sciences, Statistics
II. Years of experience:
- A minimum of 7 years of working experience;
- Professional experience in the typical software solutions used for maintaining and processing the
data;
Paid/unpaid internships and obligatory military service are not considered professional experience.
III. Competencies:
- Full proficiency in English and Turkish Fluency in both languages including the ability to draft and
edit required project documentation
IV. Assets:
- Experience in and familiarity with electrical appliance industry;
- Ability to work in a team and to motivate other team members and counterparts.

4. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
Interested individual consultants must submit the following documents/information to demonstrate
their qualifications:
1. Proposal:
(i) Explaining relevant project/work experiences and why they are the most suitable for the work (letter
of intent)
(ii)Methodology for undertaking the specific activities under relevant consultancies mentioned in Annex
1-Terms of References.
2. Personal CV template and at least 3 references. (Please use the CV template provided in Annex-3)
3. Proof of her/his work experience in the relevant field (Weblinks, summary of reports produced,
summary of projects implemented , etc. )

5. FINANCIAL PROPOSAL
The financial proposal shall specify a total lump sum amount, and payment terms around specific and
measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or
upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the
services specified in the TOR. In order to assist the requesting unit in the comparison of financial
proposals, the financial proposal will include a breakdown of this lump sum amount (including number
of anticipated working days). All travel and accommodation costs shall be borne by UNDP under the
project budget.
Travel;
All travel and accommodation costs shall be borne by UNDP under the project budget. This includes all
travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding
those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using
their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal
expenses should be agreed upon, between the respective business unit and Individual Consultant, prior
to travel and will be reimbursed.
6. EVALUATION
Evaluation of the candidates will be conducted through Cumulative Analysis whereby Technical Criteria
weight is 70% and Financial Criteria weight is 30%.
