					                                                                      MISSION STATEMENT
The mission of Community Development is to provide Community Development Block Grant
(CDBG) and HOME Program funding to municipalities and other subrecipients not eligible for
direct United States Department of Housing and Urban Development (HUD) funding so they can
develop viable communities to primarily benefit low and moderate income people.

    I.        CALL TO ORDER
              Chairman Kientz called the meeting to order at approximately 6:30 P.M.

   II.        ROLL CALL AND ESTABLISHMENT OF QUORUM
              Sharon Sanders, Recording Secretary, took roll call. At the time of roll call, 15
              members were present including 1 member attending telephonically. A quorum
              was established. A total of 15 of the 18 members attended the meeting.

 III.         FY2010 URBAN COUNTY CDBG/HOME AND FY2009 SCTAP APPLICATIONS
              Discussion of FY2010 CDBG funding began. $250,000 in FY2009 SCTAP
              funding is available. The only application eligible for SCTAP funding is Tolleson
              Street Improvements. The committee discussed recommending Tolleson Street
              Improvements for full SCTAP funding at $250,000. Discussion then opened for
              potential funding levels for the FY2010 CDBG Program. At the end of
              discussion, the following figures were included as a worksheet for potential
              CDBG program funding recommendations:

              Chairman Kientz opened the floor for discussion of funding levels for projects as
              part of the FY2010 HOME Program. It was noted that the amount of HOME
              funds available exceeds the total amount requested in applications. Mrs. Ayres-
              Benavidez informed the committee that all HOME Program Funds granted to the
              County will need to be assigned to eligible housing activities in the Annual Action
              Plan. Rep. Warner requested that Mrs. Ayres-Benavidez provide the committee
              with a list of eligible activities to which HOME funds could be assigned in the
              Annual Action Plan. Discussion ensued on the HOME Program funding levels.
              At the end of discussion, the following figures were included as a worksheet for
              potential HOME program funding recommendations:

 IV.          NEIGHBORHOOD STABILIZATION PROGRAM – FINANCING MECHANISMS
              Chairman Kientz opened the floor to discuss funding an application from
              Neighborhood Housing Services of SW Maricopa County for Homebuyer
              Assistance in the amount of $250,000.


  V.          CALL TO THE PUBLIC
              There was no response to the call to the public.

 VI.          ADJOURNMENT
              Being no further business before the committee, Chair Kientz adjourned the
              meeting at approximately 8:10 PM.
