Utilize SDLC principles to manage major national IT and telecom projects from end to end via a
formalized gating and approval process.
Responsible for project deliverables and governance from initial proposal request through definition,
analysis, design, development, testing, deployment to closure.
Define project resources, track expenditures (bring projects in on budget), and seek approvals for
scope changes.
Participate in the collaborative NPMO business systems process, helping to develop and refine the

Planning, implementation and sustainment operations of hardware and software systems (Oracle

Responsible for the planning, execution and project management of complex telecommunications
initiatives across the two state District. Researched emerging technologies, planned life-cycle
improvements, provided consulting expertise for outside agencies.
Served as the District’s COMSEC alternate (LCMS certified) & Frequency Manager.
Initiated and managed the LMR narrowbanding effort, replacing district radio infrastructure with
upgraded equipment to meet new FCC requirements.
Maintenance and life-cycle upgrades to District's microwave infrastructure. Coordinated tower
maintenance (painting, framing, grounding etc.) shelter/site inspections, provisioning and repair of
drop/insert muxes, radios, and associated equipment.
Pulled together legacy files and records to create an online interface of all District circuits, enabling
each office to access their records online. Updated much of the District’s LAN/WAN core network in
preparation for VoIP deployment.
Functioned as a supervisor for Communications Section personnel, wrote evaluations, scheduled
