National Project Manager, Network Information Systems

 Utilize SDLC principles to manage major national IT and telecom projects from end to end via a

formalized gating and approval process.

 Responsible for project deliverables and governance from initial proposal request through definition,

analysis, design, development, testing, deployment to closure.

 Define project resources, track expenditures (bring projects in on budget), and seek approvals for

scope changes.

 Participate in the collaborative NPMO business systems process, helping to develop and refine the

processes, procedures, and forms used by the project management team.

 Projects are typically hardware/software installation/upgrade/fixes on FOA, staging, lab and

production environments, as well as systems across the individual regions across the country.

 Coordinate all work with appropriate agencies (MNOC, Vendors, regional engineering resources) and

ensure work is performed in accordance with system SLA guidelines (i.e. work to be performed

within the prescribed maintenance window).

 Systems/technologies utilized include UMTS and GSM RAN equipment, RNC’s, RXI’s, SGSN’s, GGSN’s

(from various vendors Alcatel/Lucent, Ericsson, Nortel etc.), Sunfire V440 & V490 servers, Oracle 9g

and 10g RAC, VCS cluster, NFS, Veritas, Solaris 10, Java EE, Prospect, Unified Assurance.

 Projects include the defining, purchasing, and deployment of hardware and software platforms

designed to measure 3GPP UTRAN, GERAN and Core network performance, KPI generation

(scorecard), SQM, call trace, along with all associated database and application infrastructure

(servers, high availability server clusters, OS, db, SAN, OSS switching and routing fabric).

 Planning, implementation and sustainment operations of hardware and software systems (Oracle

RAC, NFS, Veritas, Solaris, Java EE, Prospect, GeoProbe), patching, including generation of QA and

regression testing.

 Ensure Vendor / Contractor compliance with stated project timelines and performance requirements.

 Work all projects through standardized SDLC template – mitigate any gaps that exist between

vendor performance/deliverables and our standard requirements – negotiate solutions with the

vendor, gain internal approvals or otherwise design a solution for those areas of non-compliance.

 Run multiple cross-functional meetings per week to move projects forward, use desktop sharing &

collaborative software to facilitate reviews, use MS Project and custom local applications to build

detailed reports for presentation to AT&T Executive Board for weekly project reviews.

 Integration and testing of Nortel NSS18 UMSC’s, Ericsson RNC/RXI and Node B’s, new voice and data

platforms, OSS/BSS and voicemail systems.

 Participated in several daily cross-functional meetings to coordinate RF, cell site acquisition, cell site

integration, call testing, capitol projects & budgets, transport, migration strategies etc.

 Decommissioning of legacy TDMA switch centers - traffic migration/BSC rehomes, removal of

switches, DACS, racks, power/battery plant – returning building to re-leasable condition.

 Planned and coordinated E911 phase 0, I & II and CALEA drive testing in support of network

III Branch, Chief of Communications Section

 Responsible for the planning, execution and project management of complex telecommunications

initiatives across the two state District. Researched emerging technologies, planned life-cycle

improvements, provided consulting expertise for outside agencies.

 Served as the District’s COMSEC alternate (LCMS certified) & Frequency Manager.

 Initiated and managed the LMR narrowbanding effort, replacing district radio infrastructure with

upgraded equipment to meet new FCC requirements.

 Maintenance and life-cycle upgrades to District's microwave infrastructure. Coordinated tower

maintenance (painting, framing, grounding etc.) shelter/site inspections, provisioning and repair of

drop/insert muxes, radios, and associated equipment.

 Pulled together legacy files and records to create an online interface of all District circuits, enabling

each office to access their records online. Updated much of the District’s LAN/WAN core network in

preparation for VoIP deployment.

 Functioned as a supervisor for Communications Section personnel, wrote evaluations, scheduled

training, tracked leave & sick days, created work schedules etc.

 Used my background in diverse technologies to modernize many district systems, reestablished the

Communications Section as a center of excellence. Received a Commander’s Award upon my

departure.

Fixed Network Engineer

 Worked the early stages of US Cellular's Lincoln Nebraska CDMA 1X rollout, and did all the up-front

engineering for the transport portion of the network.

 Identified all LATAs and worked out various call routing and tariff issues. Identified all PSAPs in

market, made contact with the various PSAP coordinators, defined E-911 phase 1 requirements, and

built cellsite sector database.







JUL 2002 - MAR 2003 Progress Energy Corp., Ocala FL

Telecommunications Implementation Specialist

 Planned, scheduled, tracked and implemented a wide variety of telecommunications projects on time

& within budget. Performed detailed site surveys of client LMR and WAN sites, generating reliable

estimates for proposed work, created an implementation plan, obtained all clearances, contracted

internal/external labor (as required by bargaining unit rules & budgetary requirements), and

executed the plan on schedule/budget.

 Managed deployment of a state-wide digital 900MHz LMR radio system (Motorola Quantar) connected

via IP over a mixture of private & leased Telco T1’s & private microwave T3 links. Performed test &

acceptance on new DS1s/DS3s from ILEC, re-mapping DACS & microwave radio links in support of

project.
