GENERAL DESCRIPTION
Position is responsible for the management of ICMEC’s Campaign Against International Child
Abduction, including all Hague functions as they relate to the International Centre.
Position is responsible for certain programmatic aspects of ICMEC’s Global Campaign Against Child
Pornography.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversee and manage all aspects of ICMEC’s programmatic work related to the problem of
international child abduction and the (Hague) Convention of 25 October 1980 on the Civil Aspects
of International Child Abduction
Develop, coordinate, organize, and implement all Hague forums and programs of work.
Manage and coordinate all projects and programs of work related to ICMEC’s Memorandum of
Understanding with the Permanent Bureau of the Hague Conference on Private International Law.
Ensure that the partnership with the Permanent Bureau is developed and maintained and that the
quality of ICMEC’s contribution to the Permanent Bureau’s meetings is substantial, timely, and of
value
Respond to all internal and external inquiries and correspondence related to the Hague
Convention, in coordination with the International Division, NCMEC
Act as liaison with Parents and Abducted Children Together (PACT) on all Hague related work
Work on issues of international child abduction to and from non-Hague Convention signatory
countries in coordination with the International Division, NCMEC
Work with Director of Law Enforcement Affairs, Program Managers, and other staff to promote
ICMEC’s Global Campaign Against Child Pornography and to fulfill the program of work set forth
in the U.S. Department of State grant
Provide guidance and recommendations on programs related to the expansion and maintenance
of a global network of centers and partners globally and the Global Missing Children’s Network, in
coordination with ICMEC’s Director of Law Enforcement Affairs and other Program Managers
Develop and maintain effective relationships with international representatives and organizations
Represent ICMEC at external conferences, events, and forums as appropriate
Provide periodic program reports to the President and CEO, Vice President and COO, Board of
Directors, and other staff, as requested
Some local, national, and international travel required
Communicate with co-workers, management, law enforcement officials, and others in a courteous
and professional manner
Conform with and abide by all regulations, policies, work procedures, and instructions
Respond promptly when returning telephone calls and replying to correspondence and faxes
EDUCATION AND EXPERIENCE
Bachelor’s degree in International Relations, Criminal Justice, Social Science, Liberal Arts, Public
Administration, or a related field required
Advanced Degree in International Relations, Criminal Justice, Social Science, Liberal Arts, or
Public Administration preferred
A minimum of three years of program/project management experience
SKILLS, KNOWLEDGE, AND ABILITIES
Ability to speak a foreign language preferred
Excellent computer skills, including knowledge and utilization of the Internet, project management
tools, Word, Excel, and data base management
Excellent interpersonal, time management, and organizational skills
Excellent communications skills, both written and verbal
Ability to prioritize projects and work in multi-task environment
Ability to work effectively as a member of a team
ORGANIZATIONAL STRUCTURE
This position reports to the Director of Administration, ICMEC.
