1 APOLOGIES

1.1 Apologies were accepted from Cllrs R Davies Accepted

(work), D Finch(Hols).

2 PUBLIC Parish Council meeting closed at 19.35pm to allow

PARTICIPATION members of the public to raise any issues they wish .

2.1 Tree on Kilsby Road Concern was raised that a tree is both obscuring

the street light and overhanging the highway.

The Chairman explained that the owner had

been contacted, but it will now be referred to the

Highway Authority.

A list of all overhanging trees to be compiled.

2.2 Queens Diamond Jubilee A request for funding towards the celebrations To be discussed at

Celebrations – 4/5th June was made. Barby Village Hall is booked and Jan the Parish Council

2.3 Concern was raised over The Highway Authority to be asked to inspect

There is also a suggestion to alter the MPs area

to include part of south Leicestershire.

2.8 PCSO K Thompson PCSO Thompson summarised the crime

committed in Barby since Jan 2011. He reported

that youths had cleared graffiti off the Village

Hall under a “Youth Restorative Order”.

Regular speed enforcement is being carried out.

Operation Pumpkin will aim to reduce anti-

social behaviour at Halloween/Bonfire Night.

Concerns were raised over an aggressive cold AGENDA – No

caller. Cold Caller Zone.

Meeting reconvened at PCSO Thompson and 4 members of the public

20.05 left the meeting.

3 DECLARATIONS OF INTEREST

5 RESIGNATION

5.1 Letter from Cllr R Camp Cllr Camp said he is unable to continue as RC thanked.

6.1 Vehicle Activated Sign Is still awaited. Cllr Gibbs to look after battery.

6.2 Graffiti Artist Clerk reported difficulty in contacting artists but

will try to arrange something for half-term.

6.3 Nortoft Lane The lane is now open to traffic.

6.4 Onley Play Area Gate Has been adjusted so that it opens easily.

6.5 Onley Tree posts Posts with anti-vandal paint have been replaced.

8.1 New Planning Applications

9.1 Road/Pavements Clerk and Cllr Gibbs to meet with NCC to try

10.4 Street Light No 17 It was reported that this is disconnected. Clk to investigate.

10.5 Village Hall Trust Cllr Lomax to liaise with the Clerk to obtain

quotes from Solicitors to put Hall in trust. Clerk / CEEL

11 ACCOUNTS

11.1 Monies received £18779 Precept from DDC; £15 Advertising;

£12.46 BoI interes:£139.59 Reimbursed KPC.

11.2 Financial Position £ 181582.97 of which (£143609.72 Onley) Attached

11.4 History Project To request a grant from Cllr R Brown. NCC Agreed

11.5 Budget It was agreed to set up a Working party to put RC/RD and DC to

14 BROADBAND

15.1 Meeting 21st Sept 11 Attended by Cllr C Gibbs. He reported that
