Subject: Suggestions / Proposal for the Uplift of
Homeopathic System of Medicine
Dear Sir,
With due regards, it is stated that World is moving so fast, if we will not learn
how to move with them or coup with the difficulties which the homeopathic system is
facing, we will be remained far behind in terms of advancement and progress. In that
scenario, I would like to submit the following proposal:-
1. Recently, National Council for Homeopathy has circulated Directorate General
Health Services Punjab letter bearing no. 31VOL-II/61-65/Homoeo dated 22 June 2010
and invited suggestion from the Principals of all Homeopathic Medical Colleges on
enhancing the basic qualification requirement for getting admission in DHMS Diploma
from Matric (Science) to F.Sc (Pre-Medical). In this regard following are the
submissions:
a. Homeopathic Colleges are running in private sector and there is no
support from the Government. The Colleges are already facing shortage of
admissions to coup their basic financial needs to run the college smoothly, if the
basic qualification is enhanced from Matric (science) to F.Sc (Pre-Medical), then
there is a risk of closing of so many homeopathic colleges. This will increase the
unemployment in the country where people are already deprived of inflation. But
at the same time, it is also the fact that the word “DOCTOR” demands high
qualification and skill, which unfortunately our Diploma Holder “Homeopathic
Doctors” have not demonstrated. The basic qualification for admission in
maximum medical profession related courses/fields has now been increased, like
Lab Technicians, D/Pharmacist, Assistant Lab Pathologist and even of Nurses.
The Nurses have equalized their Diploma Courses upto B.Sc from Higher
Education Commission after improvement of their education standard. Now the
Govt has approved Nurses Service Structure and it is effective also. Nurses are
working in BPS-16 with benefit of further promotion as well but it is so
disgraceful for Homeopathic Doctor that inspite of incharge of a full fledge
government dispensary where nurses are supposed to work under the supervision
of Homeopathic Doctor, their pay scale is less then that of nurses just because of
low grade education. It is high time now to take BOLD step and bring the
homeopathic system of medicine into mainstream. If the Government is serious
about its plan and commitment to improve the Homeopathic System of Medicine,
then following suggestions should be sent to Punjab and Federal Government
before the approval of F.Sc as basic requirements for admission in DHMS.
(i) Punjab Govt first approve the Govt Employed Homeo Doctors
Service Structure and notification in this regard may be issued
stating the approval of allotment of Grade BPS-16 for simple
Diploma Holders and BPS-17 for BHMS Degree Holders
Homeopathic Doctors.
(ii) Punjab Govt will not apply qualification condition on already
employed Homeo Doctors but condition would be effective on
fresh recruitment. A precedence is already available, just like
Punjab Govt has already given incentive to Matric Pass PTC
teachers from Grade 7 to 9 with increased qualification from PTC
to CT and CT Teachers are promoted from Grade 9 to 12. Here
qualification rule was not applied on already serving teachers.

(iii) Punjab Government should fulfill all 72 vacant posts of
Homeopathic Doctors immediately to coup with the
unemployment in the country.
(iv) The Federal Government should direct to provincial Governments
to start Homeopathic Cadre in Provincial Government Hospitals
where it is not available. A similar policy regarding recruitment
and allotment of pay scale to Homeopathic Doctors in all four
provinces should be adhered to.
b. If Punjab and Federal Government agreed to implement on the above four
steps in true spirits then this college has no hesitation to endorse the suggestion
initiated by The Directorate General of Punjab to enhance the basic qualification
for admission in DHMS Diploma from Matric to F.Sc (Pre-Medical). The College
Principal Forum should forward that proposal to National Council for
Homeopathy with consensus.
2. In Unani, Ayurvedic and Homeopathic Act 1965-2002, it is the responsibility of
the Federal Government that has to take step for the improvement of Homeopathic
System of Medicine with mutual cooperation of National Council for Homeopathy. It is
not the single hand responsibility of National Council for Homeopathy to provide
Homeopathic health care facilities to public. What it is observed that the Federal
Government only direct National Council for Homeopathy for the implementation of
orders but itself does demonstrate an example that could be followed. Recently, National
Council for Homeopathy has circulated a letter to all homeopathic colleges to provide
college data to Ministry of Health for the purpose of inspection. The Ministry of Health
in its letter has stated that Homeopathic Colleges are imparting substandard education
and the homeopathic colleges are running under approved yardstick. As a rule, if Federal
Government wants to collect colleges data through National Council for Homeopathy
then this college has no objection to it, if this step is extended for data collection only.
But if Ministry of Health also wants to inspect already recognized colleges then UAH Act
1965-2002 should be followed where in this regard the role of NCH and MOH is clearly
defined and complete procedure is available. The suggestion is, Federal Government of
Pakistan should start an ideal Homeopathic College in each province and reveal the
incurred expenditures to public, so that the rest of the Homeopathic Colleges should
follow that standard. But the practice has been observed that the Provincial or Federal
Government do not take National Council for Homeopathy into confidence in Health
related affairs. A true example is of Federal Government Health Polices in which no role
is assigned to homeopathy. NCH is the only authorize regulatory body on Homeopathy
but again NCH was not taken into confidence on recent Punjab Health Care Bill. The
Federal and Punjab Government should leave biased polices and provide equal status to
all Health Care Professionals. In light of the above, this college does not support the
proposal that MOH itself inspect homeopathic colleges without taking into confidence of
NCH and launching of four provincial Ideal Homeopathic Colleges in all four provinces.
