EXECUTIVE SUMMARY
The purpose of the Phase I Environmental Site Assessment (Phase I ESA) was to
describe the current environmental setting and identify potential or existing
environmental liabilities resulting from past or present conditions and practices on site.
The Phase I ESA was conducted on the existing property located at Highway 566 and
Range Road 293, Balzac, Alberta.


Global Engineering and Testing Ltd. reviewed historical records, aerial photographs,
Henderson’s Business Directories, Fire Insurance Plans and conducted interviews with
site personnel on and around the subject Site. None of the existing gas station, sour gas
lines and gas well or dry cleaning operations were found around the subject site.


Based upon the review of the background information of the site, it was found that the
subject site was always farmland before. Presently, the subject site is an open land. The
subject site land and the surrounding area are proposed for the commercial and light
industrial use for future. A quick walkthrough inspection of the subject land and
surrounding areas did not reveal any evident of major environmental concern.


Therefore, based on the historical research, inspection of the subject site and surrounding
properties, interviews of subject site and surrounding personnel, Global Engineering &
Testing Ltd’s information search, there is unlikely to have any major environmental
concern at the subject site and have any significant environmental impact to the subject
site from the surrounding areas

1.0       INTRODUCTION
        1.1 Purpose of Study
Ali Ghani from Prism Developments Inc., Municipal address of 144 California place NE ,
Calgary retained Global Engineering and Testing Ltd. on May 18, 2007 to conduct a Phase I
Environmental Site Assessment (Phase I ESA) for the future developments in the existing
property located at HWY 566 and Range Road 293 Balzac, Alberta (herein referred to as the
“subject Site”). The site map is shown on Plate I-1, Appendix I. The site location plan is
shown on Plate I-2, Appendix I


        1.2 Objective of Study
The objective of the Phase I ESA is to provide a records review, assessment and an opinion
regarding potential environmental concerns associated with the subject Site and the
environmental impact from the adjoining properties to the subject Site.
The scope of work for the Phase I ESA includes:
•     Review of land titles.
•     Review of Henderson’s Business Directories and Fire Insurance Map.
•     Review of Alberta Environment Water Well records wells located on or near the subject
      Site.
•     Review of aerial photographs.
•     Alberta Environment’s HELP (Help End Land Pollution) List.
•     Geological and geotechnical features.
•     Site inspection.
•     Personnel interviews.


          1.3 Methodologies and Scope of Work
The Phase I ESA report completed by Global Engineering and Testing Ltd. followed the
Canadian Standards Association “Phase I Environmental Site Assessment” (CSA Z768-01)
guidelines. These guidelines sets standards for the review of information pertaining to the
subject Site, inspection procedures, completion of detailed checklists, and preparation of the
final report.

The historical review focused on determining past land development and uses of the subject
Site and surrounding areas from review of land titles, Henderson’s Business Directories,
Alberta Environment’s Water Well search, the Energy and Utilities Board oil and gas well
database, and aerial photographs.
The Phase I ESA issues relating to the subject Site and surrounding area were addressed as
follows:
      •   Soil conditions
      •   Gasoline stations
      •   Dry cleaning stores
      •   Underground storage tanks
      •   Dumps and spills
      •   Surrounding land use


Representatives from Global Engineering and Testing Ltd. visited the subject Site on May 25,
2007, to conduct a reconnaissance inspection of the property, and to evaluate potential on-site
and adjoining properties environmental issues. Global Engineering and Testing Ltd. also
conducted personnel interviews with on site personnel and surrounding property personnel.
Findings of the subject site inspection, records search, and interviews are shown in Section 5.0
through Section 7.0. Results and conclusions of the Phase I ESA are provided in Section 8

2.0       SITE CHARACTERIZATION
The subject land has the current land use of agriculture. However, it has the proposed land use
of commercial and industrial in future. The subject land has the total area of 160 acres and it
was never developed before. The subject site is located at approximately 10 Kms from the
town of Airdrie in the southeast direction and it has the municipal address of HWY 566 and
Range road 293, Balzac, Alberta. A site detail summary is presented in the following table.

2.1 Site Detail Description Table

                                        To the immediate south is open land and further south is a farmhouse

                                        To the east are farmlands. There is no any house up to three blocks
                                        towards east side of the subject site. However, there is a residential house

                                        To the immediate north is highway 566. However, further north after the
                                        highway 566 are some residential houses. The areas towards north side
                                        are slightly slope towards south. This area is upstream gradient

                                        environmental impacts to the subject site from the residential houses.


                                        To the immediate west of the subject Site is also farm land. However, to
                                        the further northwest side, there is a house. This area is a parallel
                       West             gradient of hydrogeologically to subject Site and has little chance of
                                        environmental impact to the subject site.

                       Surface Water: Surface water is also flowing to southwest direction towards Nose Creak.

                                        Drainage on-site is controlled through off-site catch basins. No standing

                                        There is a water well ID: 0158870 that is located in the northwest corner
                       Well:            of the subject site. This well is existed at the northeast intersection of the
                                        range road 293 and hwy 566. The well drilling reports of dated
                                        September 12, 1991, stated that there is no oil and gas present in these
                                        drilled wells close to the subject site area. No other any reclaimed well
                                        are located at the immediate vicinity area of the subject Site. The detail
                                        well search has been shown in Appendix-III, Plate 1

Utilities
                      Sanitary:      Presently no any Sanitary systems in the subject site.

                      Storm:         Catchments through natural drainage.

                      Water:         No any water line Services in the subject site.

                      Natural Gas:   Atco gas pipelines run through the north side boundary of the subject site.

                      Phone:         Phone line runs Above ground level
                      Electricity    Above ground line




Photographs are taken to show the subject Site and the surrounding properties and are shown
on Plates II-1 and II-2, Appendix II. .


       2.2     Site Location and Legal Description
The subject site is located in between the city of Calgary and the city of Airdrie. The
municipal address of the subject site is highway 566 and Range Road 293 Balzac, Alberta.
The legal description is Meridian 4, Range 29, Township 26 and Section 10.


       2.3     Regional Topography and Drainage
The regional topography is slightly down gradient towards southwest. The storm water is
controlled through the natural drainage in the subject site area.


       2.4     Land Use Designation and Local Zoning
The subject site was a land use designation of farmland before. However, presently the subject
land is a vacant lot. However, it has been proposed for the local light industrial and commercial
Zone in future. The subject site surrounding lands in the east, west and south sides are also
open land. The surrounding lands in the northeast and northwest side have been used for the
residential.

3.0     HISTORICAL RECORDS REVIEW

        3.1 General Historical Records
Global Engineering & Testing Ltd had reviewed the historical records of the subject site during
the report preparation. The general findings of the historical records are presented as bellows.

          3.1.1 Land Titles

The historical flow of ownership of the subject Site is summarized in Plate II-3, Appendix II.


Murray K originally owned the subject Site property in March 15, 1951. The subject site was
belonged to Charles Homes, residence of Balzac from November 19, 1954 to May 26, 1975.
Axel Eppinger and Beate Eppinger, businessmen became the next owner of the subject site in
between May 27, 1975 to February 05, 2006. Since February 06, 2006, the subject property
has been in the possession of Lorenz Eppinger, a residence of Ontario.


In summary, based on the historical flow of ownership of the subject site, there was no
indication that the property was associated with gas station, dry cleaning, or other commercial
or industrial activities of environmental concern.

       3.1.2 Fire Insurance Plans (FIP)

The fire Insurance Maps of different years was checked in Glenbow Museum in downtown
Calgary. Due to far from the city core area and the subject site was never developed before;
fire insurance maps never covered the subject site property.



       3.1.3 Aerial Photographs

An aerial photograph review was conducted at Mackimmie Library of the University of
Calgary by referencing aerial photographs dated 1988, 1991, 1997, and 2004 (See plates II-4 to
II-7, Appendix II). The findings of the review of the available aerial photographs are
summarized as follows:

          3.1.4 Henderson’s Business Directory

The Henderson’s Business Directories in Glenbow Museum from downtown Calgary were
searched for the different years. Due to far from the city core areas and the subject site is
located in Balzac at the Rocky View Mountain, District, this subject site had no any records in
HBD.

          3.1.5 City Directories

In City Directory, there couldn’t find any environmental record of the subject site.

          3.1.6 Previous Environmental Site Assessment Reports

Global Engineering & Testing Ltd was unable to find any previous environmental site
assessment report of the subject site and surrounding areas.

3.2     Regulatory Agency Records

There was no any regulatory agency record of the subject site

          3.2.1    Municipal Records

No any municipal record was available about the subject site

          3.2.2    Provincial Records

The subject site was no any provincial environmental record about the subject site.

4.0       SUBSURFACE FEATURES
           4.1     Geological Features

The subject Site is Quaternary sediment overlying Porcupine Hills Formation, a formation
characterized by silt overlying gravel. The lithogenesis of this material is fluvial over bank
sediment overlying fluvial channel sediment morphology. 1

The underlying bedrock formation of this area is Upper Paskapoo Formation, which is
characterized by grey to greenish, thick bedded, calcareous, cherty, clayey silt, gravel sand;

grey and green siltstone and mudstone; minor conglomerate, thin limestone; coal and tuff beds
all of which are nonmarine in origin. 2



         4.2     Groundwater Conditions

The subject site area is slightly sloped towards the southwest side. The subject site area
topography indicates that the direction of groundwater flow should be to Southwest direction
towards the Nose Creek



5.0     SITE RECONNAISSANCE
Global Engineering and Testing Ltd. personnel conducted a site reconnaissance on May 25,
2007. This site reconnaissance includes a quick walk through site inspection visit of the subject
land, around the subject Site and observation on adjacent properties. Site photographs were
taken to show the existing condition of the subject site and the adjacent properties, and these
photographs are presented on Plate II-1 to II-2

         5.1     Subject Site Operating History and Current Facilities

At the time of the site visit, the subject land was an open land. No any storage activities related
to the environmental concern was associated at this subject land There are open lands area
surrounding the subject site. The subject land was always a farmland and it was never
developed before.


The subject site has the land areas of 160 Acres. The current land use is agriculture and the
proposed land use is Commercial/ Industrial. The Highway 566 runs towards east- west
direction from the north boundary of the subject site and Range road 293 runs north- south
direction from the west side boundary of the subject site. There are above ground electricity
line and underground Atco gas pipe lines running from the north and west side boundary of the
subject site.

         5.2    Building Materials
Global Engineering & Testing Ltd had inspected the building materials during the site visit.
The findings of the building materials in the subject site and surrounding areas have been
evaluated and listed as below.


        5.2.1   Asbestos Containing Materials (ACMs)
The subject land was never developed before. So there is no any possibility of asbestos
containing material in the subject site.


        5.2.2   Polychlorinated Biphenyl (PCBs)
PCBs are generally associated with electric equipment such as transformers and capacitors.
Manufacturers in Canada between 1977 and 1981 discontinued the use of PCBs in production
of this type of equipment. During the inspection no transformers were noted on the subject
Site, nor would PCB containing materials


        5.2.3   Lead Paint
Canadian regulations did not limit the amount of lead in interior paint until 1976. There was
never any kind of development in the subject site. So, it has no possibility of containing lead
paint in the subject site


  5.3   Chemicals and Hazardous Materials
  No any chemical or any hazardous material was found in the subject site and in the
  immediate vicinities. during the site visit.


  5.4   Ozone Depleting Substances (ODSs)
No equipment that potentially contains ozone-depleting substances was noted around the the
subject Site.


  5.5 Fertilizers and Pestisides/Herbisides
There is the possibility of contamination in soil and ground water due to use of pesticides and
herbicides during the farming in the subject land and in the surrounding areas.

   5.6 Underground and Aboveground Storage Tank
No any underground or aboveground storage tank was found in the subject site. It couldn’t find
any record of spill of those petroleum products or hazardous materials during the site visit.


   5.7 Sewage and Waste Water Disposal
The sewage and wastewater is managed by the private sector in the subject site. No any record
of overflow of the sewage was found at the time of site visit.


  5.8 Solid Waste Management
The private waste management company manages the solid waste of the subject site area.
There couldn’t find any dumped or storage of the solid waste at the subject site during the site
visit.


 5.9     Surrounding Properties
South
To the immediate south is open land and further south is a farmhouse after three blocks. These
open lands were farmland before. This area is down gradient hydrogeologically, so has very
little chance of environmental impact to the subject Site


North
To the immediate north is highway 566. However, further north after the highway 566 are
some residential houses. The areas towards north side are slightly slope towards south. This
area is upstream gradient hydrogeologically to subject Site and there is very little chance of
environmental impacts to the subject site from the residential houses.


East
To the east are farmlands. There is no any house up to three blocks towards east side of the
subject site. However, there is a residential house in the northeast side of the subject site after
the highway 566. This area is located at cross gradient of the subject site

West
To the immediate west of the subject Site is also farm land. However, to the further northwest
side, there is a house. This area is a parallel gradient of hydrogeologically to subject Site and
has little chance of environmental impact to the subject site.



6.0     PERSONNEL INTERVIEWS
Global Engineering and Testing Ltd. conducted personnel interviews on May 25, 2007, during
the site reconnaissance. Brief descriptions of these interviews are summarized as follows:

       1. Doug Goddard, Resident at the northeast vicinity of the subject site and his business
           address located at 129 8th street SW, Airdrie, Alberta
               •   Mr Doug informed that he has been living in Airdrie, close to subject site for
                   more than 5 years.
               •   He indicated that the subject site was always farmland and it was never
                   developed before.
               •   He also informed that the subject site and immediate surrounding areas used
                   to be a farmland before.
               •   He noted that there is no any sour gas pipe or gas well close to the subject
                   site.
               •   He had never heard any environmental problems around the area;
               •   He had never been seen any kind of flood or water accumulation problem
                   around the area.
               •   He indicated that the underground Atco gas and telephone cables runs from
                   the east-west and north south boundary of the subject site.



       2. Ali Ghani, from Prism Development Inc, the developer of the subject site located at
           #144 California place NE, Calgary, Alberta
               •   Mr Ghani informed that he has been familiarized of the subject site area for
                   couple of years.

               •   He indicated that the subject site was always been farmland and is open land
                   right now
               •   He also informed that the subject site and immediate surrounding areas used
                   to be farmland before.
               •   He noted that there is no any sour gas pipe or gas well close to the subject
                   site.
               •   He had never heard any environmental problems around the area.
               •   He informed that the subject land has the proposed land use of Commercial
                   and light industrial, which has the area of 160 Acres.


               The current owner had bought the subject property on February 06, 2006.
               Similarly, due to unavailability of other People around the subject site, Global
               Engineering & Testing Ltd was unable to conduct further more interviews
               during the site visit..

7.0     GOVERNMENTS RECORDS REVIEW

         7.1 Alberta Environment’s Help End Land Pollution Database
The old database of Alberta Environment’s HELP (Help End Land Pollution) List was checked
by Global Engineering and Testing Ltd. It showed that there was no record of any
contamination or landfill problems on the Subject Site.


         7.2 Alberta Environment Water Well Search
There is a water well ID: 0158870 that is located in the northwest corner of the subject site.
This well is existed at the northeast intersection of the range road 293 and highway 566. The
well drilling reports of dated September 12, 1991, stated that there is no oil and gas present in
these drilled wells close to the subject site area. No other any reclaimed well are located at the
immediate vicinity area of the subject Site.


The detail well search has been shown in Appendix-III, Plate 1II-1

           7.3 Alberta      Environment     Information       Routinely      Available     under
                Environmental (EPEA) Legislation
The subject site was utilized as a farmland before. Besides, there couldn’t find any commercial
or industrial activities of having the potential source of environmental risk to the subject site.
So, Global Engineering & Testing Ltd did not search the record of environmental informations
with EPEA legislation of the subject site


          7.4    Alberta Energy and Utilities Board (EUB) Search
An Energy and Utilities Board Oil and Gas Well search indicates there are no oil and gas wells
close to the subject site


          7.5    Alberta Environment Law Center Record Search
All the historical researches indicated no possibility of any enforcement actions issued for any
environmental concern at the subject Site and the vicinities around the subject Site. The subject
site is an open land Therefore, no any Alberta Environment Law Centre Record search was
carried out for the subject site.


          7.6    Petroleum Tank Management Association Record Search
There couldn’t find any gas station or any petroleum storage tank close to the subject site
during the site visit. So, petroleum tank management association record search was not
conducted to prepare this report.


          7.7    City Tax and Assessment Search
No any record for the city tax and assessment of the subject site was found during the record
search.
          7.8    City Fire Departments
There was no any fire departments record from the city for the subject site property.


          7.9    City Foreign Map Index
The city of Calgary Foreign Map index was never covered the subject site area.

8.0    LIMITATIONS OF ASSESSMENT
The current owner had bought the subject property on February 06, 2006 only. Due to
unavailability of other People who know the history of the subject site and adjacent properties
around the subject site, Global Engineering & Testing Ltd was unable to conduct further more
interviews during the site visit.



9.0     CONCLUSION AND RECOMMENDATIONS
Global Engineering and Testing Ltd. reviewed historical records, aerial photographs,
Henderson’s Business Directories, Fire Insurance Plans and conducted interviews with site
personnel on and around the subject Site. None of the existing gas station, sour gas lines and
gas well or dry cleaning operations were found around the subject site.


Based upon the review of the background information of the site, it was found that the subject
site was always farmland before. Presently, the subject site is an open land. The subject site
land and the surrounding area are proposed for the commercial and light industrial use for
future. A quick walkthrough inspection of the subject land and surrounding areas did not reveal
any evident of major environmental concern.


Therefore, based on the historical research, inspection of the subject site and surrounding
properties, interviews of subject site and surrounding personnel, Global Engineering & Testing
Ltd’s information search, there is unlikely to have any major environmental concern at the
subject site and have any significant environmental impact to the subject site from the
surrounding areas



10.0      CLOSURE
The above results and conclusions are based solely on Global Engineering’s observation and
information gathered during this study. The procedure of this Phase I ESA follows the
generally accepted practice standard of the environmental engineering field. This report only

provides Global Engineering’s opinion based upon the results of this study. This report does
not provide a guarantee of the environmental contamination condition on the Site. This report
was provided for the exclusive use of the client. No other party should use this report and make
any interpretation of the content of this report.



11.0 COMPANY EXPERIENCE
The personnel of Global Engineering and Testing Ltd. have conducted environmental work for
more than 16 years. Our environmental work includes Phase I, II, and III environmental site
assessments, soil contamination investigations, site clean ups, monitoring, etc.


A partial list of our previous experience on the environmental work is provided in Appendix IV
for your reference.



12.0     INSURANCE DECLARATION
Global Engineering and Testing Ltd. has one million dollars of insurance coverage. The
insurance declaration is included in Appendix V.
