               HELMSLEY TOWN COUNCIL
 Monthly meeting held in the Meeting Room in the Town Hall on
             Thursday 25th June 2009 at 6.30pm.

                                     MINUTES

Present – Cllr Barker (Chair), Cllr Claridge, Cllr Buffoni, Cllr Vander Weyer, Cllr Silk,
Cllr Duncombe, Dinah Farley (Clerk), Karen Hayward (Assistant Clerk)

There were two short discussions before the meeting with:-
i)Mark Sissons (the Ryedale District Council officer responsible for Car Parks)
ii) North Minster Developments regarding their proposals for the Eastern Development land.

1. PUBLIC COMMENTS.
There were no public comments.

2. APOLOGIES.
Apologies were received from Cllr Thompson and PC Ray Thwaites,

3. MINUTES.
The minutes of the last meeting were agreed and signed.

4. JOHN COLLIER COLLECTION.
The cost of the exhibition will be approximately £350-£400 plus the cost of a small party
afterwards to thank those who have helped. The Chairman’s Allowance could be used or the
council could use S137 to pay for the photographs. It was suggested that perhaps copies of
the photographs could be sold to help cover the costs and Councillor Buffoni also suggested
that perhaps the Town Hall would be able to make a contribution giving a 50-50 split between
HTC and the Town Hall. It was also suggested that Jen and Paul Harris be thanked by the
Town for all their hard work.

5. REPORTS.
i) Chairman’s Report – Cllr Thompson had phoned the Chairman to let her know that people
had approached him to complain about sandwiches being sold outside the Royal Oak during
the MAG weekend.

ii) Clerk’s Report
a) A consultation document had been received on the RDC, LDF Framework. It was agreed
that the Clerk or the assistant Clerk would read it and provide a précis to councillors at the
next meeting.
b) The Clerk and the Assistant Clerk will attend the Annual Conference in Scarborough on
30.10.09.
c) Lady Feversham has thanked the town council for their card and best wishes.
d) An invitation to Yorkshire Day has been received. No councillors were available to attend.
e) The hockey field has now been strimmed.
f) There is a wellbeing training session on 10.09.09 for Councillors Vander Weyer and
Duncombe. Cllr Silk was also advised to attend for top-up training.

g)The Cap meeting was held on Tuesday 9th June 2009 at 7.30pm.
Councillor Buffoni outlined what had been an excellent meeting with an informative
presentation on drugs although stated that with hindsight, the meeting should have been held
at Ryedale School.
h) YLCA meeting held at Ryedale house, Malton on June 9th at 7pm was attended by the
Clerk.

6. DESIGN STATEMENT.
Cllr Vander Weyer said that work on the statement was ongoing but the priority at the
moment was the exhibition. The design statement would be revisited in September.

7. HELMSLEY RECREATION CHARITY.
Councillor Buffoni had distributed a summary report outline two options and there was a
general discussion about the contents of the report and suitable building companies to contact
for prices. Councillor Claridge proposed option 2 as the best way forward and this was
seconded by Councillors Vander Weyer and Barker. The next fund raising event is the Town
Picnic on 26.07.09.

8. STREET LIGHTS.
It was agreed to number 100 streetlights at a cost of £5.00 for each column in black and white.

9. CEMETERY TREES.
A report from Mike Young recommended that two trees be removed for safety reasons. It
was decided to use cemetery funds to pay for this.

of more local material and less glass.

ii) RESULTS.
     Attachment of metal bus stop timetable case to front elevation of Thomas the Baker-
       Granted.
     Display of external illuminated fascia signs and vinyl window graphics at the Coop.-
       Refused.
     Erection of one and a half storey extension and provision of additional car parking
       space at 5 Vicarage Farm, Bondgate-granted.
     Widening of access by 2 metres, setting back and replacement of gates to rear of 31
       Church Street-granted.

11. HELMSLEY INTERPRETATION BOARDS.
It was agreed that the two in the car park would be alright but the Borogate sign should
ideally be moved to the Town Hall next to the notice board. It was suggested that pro-formas
be supplied outlining what they would ideally say on them.

12. CHAIRMAN’S CHARITY.
After a brief discussion it was decided not to make a donation to Ryedale District Council
Chairman’s Charity as the Council is responsible for public funds and they should be used for
local projects.

13. AUDIT.
The Annual Statement of accounts was submitted by the Clerk and agreed and signed.
