there and not in the coops. Bill Lewis concurred that funding source
changes should not trigger an amendment as long as the total dollar

Email Encroachment permits and got a response 5-21-09. Should be done
per encroachment manual policy. District Permit Engineer makes the call.
I believe that this is not an issue as it was considered at length in PACT
development. Getting a resolution should be the responsibility of the District.
Martin pointed out that 9.1 3/31/08 version is not working. PACT 9.1 5/26/09
should catch it.
This adjustment came form a discusiion regarding billing and payment and
the push to simplfy the level of financial detail captured in a co-op.
There is a conflict between phases when a different selection of permits and
responsibilities is made.
This idea has been around for a while but has not been a priority. It has been
brought up again as part of D-7's introduction of PACT to LAMTA.
This work was completed by Brinton while building WBS 10. It was requested
by Planning as part of their effort to get reimbursed for PID oversight and
work efforts. Legislation was deferred.

pay for support. State and federal funds are subject to the Program
Functional Rate. Local funds (Measure money,developer fees, special

and the Administration Rate annually according to State and Federal

The Cost Summary is not updated when the user changes other information in
the agreement, such as the Partner's AKA name. We did not text any other
scenarios.
We finished an answer file with a couple of questions left blank, and it says we
have 17 unanswered questions. We could not find 17 unanswered questions.
Add a summary table that shows the totals of the percentages entered when
the totals do not equal 100% (by phase)
Add percentage fields for R/W support and R/W capital, and CONS support
and CONS capital.
Issue: The partners dropdown is not working. We get no choices.
Since this is a repeating dialog, the user should not be allowed to select both/all
parties. Instead, the materials/supplies provided by each party should be
outlined on separate dialogs.
The answer to this question (the partner's informal name) should be formatted
as all CAPS in the printed agreement.
We'd like to make this field accept only up to 10 digits so the user can enter a
five-digit ZIP (xxxxx) or a five-plus-four-digit (xxxxx-xxxx) code, but no more
than that.
Selecting "All of the above" does not appear to select Right of Way and
Construction (the dialogs for them do not appear).
Delete all options except for Amendment to Previous Agreement and Project
Development Agreement.
Swap the order of these two question so that District Agreement Number is the
last question asked on the dialog.
The format looks funky today, 11/21/06. Please double check to make sure it's
okay.
Move to Construction Info dialog.
If the user marks an item as "N/A" and that item is an expandable task, mark
all corresponding subtasks with N/A as well.
Also, add a generic article to the agreement that says something like: "Tasks
designated as "N/A" on the Scope Summary will not be performed."
Question: Is it possible to put the Summary/Detail buttons on the Scope
Summary screen so the user can switch views mid-stream?
Delete the IQA page (the task items that is disguised as a WBS item). It is no
longer a question that needs to be asked.
It will be unclear to new users which view they are looking at. Could you
highlight the button identifying the view that is displayed, or gray out the button
that is not the view that is displayed?

This EA needs to be 5 digits not 6.
We need to have the N/A field work sort of like any other partner. When the
user clicks a party to the agreement and N/A for the same task, expand the
task to force the user to identify which subtasks will be completed by the party
and which ones are not applicable to the agreement.
Wherever the close button appears, please add a forgiveness warning to it so
that when the user clicks close a little message appears (Changes have not
been saved. Are you sure you want to close? - or something like it) and let the
user back up to save first.

When ever this item is selected by a non-Caltrans party, the agrrement
becomes non-preapproved. Can we do a warning right there on the scope
summary when the box is checked. The warning should read "WBS activity
4.225.55.25, Right of Way Condemnation, has been selected for a Partner
other than Caltrans. Per Chapter 17 of the Right of Way Manual permission to
process Resolutions of Necessity must be granted by the Division Chief of
Right of Way. This agreement is not preapproved until that permission is
confirmed by the HQ Office of Cooperative Agreements.
Please change question to read: Agreement will terminate upon
COMPLETION of WORK. On what date do you estimate WORK will be
completed?

No matter what we key, the field always defaults to xx-xxxx, which is an
indicator of the format. It should let the user key 6 characters and then have the
system format it as xx-xxxx.
Please delete this field. We don't need it.
The dropdown list needs to include "Demo" and we need to have the ability to
type over so the user can put in any funding source they want.

Whenever we finish without any unanswered questions, we end up with an

For the record: We realized that the 6th digit identifies a
phase of work, so if the agreement covers more than one
